So strongly in fact that it issued a separate

addendum to the statement just to tackle this

issue. It hit out at Gordhan, and just about

everyone else who has entered the fray 

on the side of those who want to "furtherexploit the workers".

There was plenty about he who won't be

singled out, but you'll have to read further to

get to that.

Because crucially important is that Cosatu

now believes the Constitution needs to be

changed to speed up land reform. It's about

clause 25, the property clause, that, depending

on who you vote for, protects the lawfulownership of property, or perpetuates an

apartheid economy. For Cosatu, of course, it's

the latter. For it's secretary‐general Zwelinzima

 Vavi, this is "not just about land, it's an

2,7C."32#5%244.7/%",*%<7%"'7%H3"52,@%<2#-%+'7%

here". His point, and you've heard it before, is

that we cannot go on having the rich and poor

3$$D2,@%"#%7"8-%$#-7'%#-'$.@-%7378#'2+7*%&7,874/%

 we need some real meaningful change. Of 

course, he's right, it's the how you do it that we

"33%+@-#%":$.#=%

But Cosatu, unlike some, is quite pragmatic

in it's approach. It's careful about changing the

Constitution, in fact, it understands why there

 would be strong, principled opposition to doing

so. So it's open to other suggestions about how

to get around this problem.

Now onto the fun part. You know who

 we mean. Last Friday, Cosatu said it wasn't@$2,@%#$%8$((7,#%$,%#-7%*2482H32,"'5%"`"2'4%

of an individual. Well, they tried to contain

themselves on Thursday, but battled a little.

First there was a lament that "some elements

in the Youth League use their power to

blackmail leaders". The point is that essentially 

the league has been saying to ANC leaders, if 

 you don't back our policies "you won't see the

light of day in Mangaung". Cosatu's point isthat you must win people over through force

of argument, not through force of blackmail.

Cosatu also strongly endorses the ANC's

resolution on discipline from its national

general council (NGC) last year. That's a coded

 way of saying that discipline is a good thing.

There was even a comment that "we want to see

decisiveness from ANC leaders on matters of 

discipline". Of course all of this was "not about

individuals" at all. You get the drift.

Now to a crucial question. Six weeks ago, in

response to a question, Vavi looked the political

hack pack in the eye and said, "there is a battle

underway for the soul of the ANC, and I don't

and that person and his League on the other.

looking now?" The answer was very revealing.

 Vavi started by talking about tenderpreneurs,

and then came the money byte, "the majority 

of South Africans will not allow the country to

be pulled in this direction, even in Mangaung,

I don't believe the delegates we saw at the NGC

 will say it's okay to allow this."

So, it really does seem that something has

shifted, that Cosatu is happier now than it was

six weeks ago. There's only been one big event

since then, so clearly it now has what it wanted.

Happiness rules the land in a workers paradise.

Except. Cosatu's central executive committee(CEC) is stressing unity. Way too much. There

 was a whole section in the written statement

":$.#%-$<%7E7'5$,7%24%.,2+7*=%?,*%#-7,%8"(7%

the kicker. The CEC has a rule that unions and

their members are not allowed to talk about

succession. That's not ANC succession, that's

Cosatu succession. Vavi had said previously 

his term that ends next year would be his last,

",*%#-"#%D28D7*%$`%4$(7%47'2$.4%4H78.3"#2$,=%%

There's also been talk of a bit of a bust‐up

between the miners and the steel‐workers over

 who will take over.

If you get a sense of deja vu, well that's

because it was just three days ago that the

 ANC's national executive committee made

"%42(23"'%'.32,@=%F#%4("8D4%$&%H.##2,@%$`%#-7%

inevitable. And while Cosatu has a fairly solid

history of managing these issues well, things

they are a‐changing, as the ANC could tell you.

This issue is probably in hand for the moment,

but it needs to be watched closely. It could be

leading to something.

But for now everyone is focused on someone

else. Even though his name wasn't mentioned atCosatu House at all yesterday. But Vavi couldn't

resist one little jibe. While refusing to give any

government include elements from all sectors of

prominently as Benghazi. So too, must Libyantribes be considered in the make-up of the

interim government.

South Africa’s belated agreement to the

unfreezing proposal demonstrates uid a

stance the South African one on Libya is.

South Africa agreed to sign the unfreezing

proposal on condition the reference to the NTC

in the proposal be removed and replaced with

“relevant authority”.

The haggling at the UN over the $1.5 billion

is set to mark a precedent on what exactly 

the fate of Gadda’s billions will be. Early on

Thursday the NTC announced they would seek

to free a whopping $5 billion in frozen assets to

“jump-start Libya’s economy and provide vital

There is little doubt, however, that South

 Africa faced tremendous diplomatic pressure

to agree to the unfreezing proposal. If South

 Africa is indeed the fat kid in the diplomatic

playground, as one diplomat put it, then

South Africa has also been picked on like a fat

kid in a high school playground. A day after

the South African mission to the UN decided

#$%4#"33%$,%2#4%*78242$,%#$%.,&'7717%)"**"+O4%

assets, the South African position on Libya

 was lambasted by diplomats on both sides of 

the Atlantic. It was clear to the US and its allies

pushing the proposal that South Africa had to

be pushed into a grudging acceptance of the

proposal. On Thursday, British Prime Minister

David Cameron called President Jacob Zuma.British foreign secretary William Hague called

$,%-24%8$.,#7'H"'#%J"2#7%!D$","]J"4-":",7=%

Their message to South Africa was

unequivocal, sign the damn proposal.

So desperate were British politicians to twist

the arm of their South African counterparts

that British defence secretary Liam Fox resorted

to psychological bullying. "They wanted the

 world at one point to stand with them againstapartheid. I think they now need to stand with

the Libyan people, help unfreeze their assets

and allow their authorities to get access to the

capital they need to rebuild the country, and

it's disappointing the stance they have taken so

far. I hope that even now they will change their

minds," he said of South Africa on BBC radio.

Minds have now been changed. The coveted

$1.5 billion will soon make its way to Libya,

but it remains unclear how, if at all, the TNC

 will acquiesce to a transitional government

that stunts its own power in the country.

Besides, it may well be some time before Libya

actually sees the requisite peace to form such

a government. The bombs continue to fall,

foreseeable future continues to smoulder.

material. But once a transition occurs, the

TNC will become responsible, as it will be

in charge of all weapons and dangerous

including a much‐publicised stockpile of bulk

mustard gas at a site southeast of Tripoli. The

TNC needs to be aware of the nuclear and

radioactive material sitting around Tajoura.

 And it should assure the world that it accepts

its responsibility and will take the necessary steps to secure these potentially dangerous

radioactive sources.

There’s not much the ICC can do to guarantee

the safety of witnesses from its base in The

Hague, with its limited resources, especially 

 when witnesses believe that Lubanga remains

H$<7'&.3%7,$.@-%#$%$'@",247%'7#'2:.#2$,u%:.#%

nonetheless, it’s a foundation of the court that

the accused has access to information which

might be used against him.

The prosecution wasn’t helped by two

 witnesses who admitted to fabricating evidence

 while on the witness stand, recanting their

 written statements. One later claimed that he’d

:77,%2,#2(2*"#7*%2,#$%*$2,@%4$/%",*%'7"o'(7*%

his original statement once he’d been given

done, especially given that the defense had all

along been arguing that prosecution witnesses

 were making it all up. The defense later usedall these irregularities to argue that the case be

thrown out of court. This motion was denied

by the judge, who nonetheless concluded

that questions remain about whether the

prosecution has abused the judicial process in

some areas.

most serious is its lack of international appeal.

 While some 139 countries have signed up, this

Then there’s the ICC Chief Prosecutor, the

Moreno Ocampo, who seems more interested in

recent history of indictments seems to coincide

 with news cycles particularly well. Take the

charged with murder and persecution. These

but the formal charges only came up once

 And from an African perspective, the ICC’s

got a serious image problem. Judging by its

indictments, war criminals are always Africanand usually black. Of the six “situations”

under investigation by the ICC, all are in

Uganda, Sudan, Libya and Cote D’Ivoire. No

 Afghanistan or Iraq on that list, no Syria or

been any crimes against humanity in any other

continent over the last few years, which is either

because they’re all so much more peaceful

It’s the latter. The ICC is hamstrung by the

fact that it can’t launch its own investigations

except in exceptional circumstances, relying on

referrals from participant countries or from the

and big brands.” In Jozi, the moola matters

because it can get you Louis Vuitton. The Cape

Town youngsters are a lot more nurturing and

sensitive, and there, it’s about the culture.

“In Cape Town, life and identity is more

about cultures, sub‐cultures and urban

cultures. There is this strong notion of 

supporting the underdog,” says Kalenga.“There’s this pervasive understanding of the

need to support brands that haven’t made it

big in the city, but to which you have a strong

connection and which resonate with you.

Cape Town youth are risk takers, and are a lot

more adventurous and open to trying out new

brands.”

The first thing that Kalenga will have you know is that

geography is becoming increasingly irrelevant when itcomes to defining youth.

Back in Jozi, people stick to what is popular

and what’s ‘in’. This could be why Cape Town

is a more nurturing environment for emerging

brands, particularly in the technology, food,

social media, fashion and hospitality sectors.There’s much more consumer tolerance for

experimentation, and often, brands make it

good in Cape Town before spreading across the

rest of the country.

Take Head Honcho, that cool clothing

apparel brand that started in Cape Town by 

Nick Kaoma and Mzoxolo Gcwabe in 2008.

although he’s loath to use the word because it’s

at the early stages of their career and they saw

that’s what has worked to reinforce both their

brands.”

Today’s urban youth a developing incommunities rather than developing on their

own. “Young people in cities are actualising

much sooner than people from previous

generations. They understand the value they 

can add to society and often hook up with

others who also get this and mutualise much

Ferrari says they’re still in it to win it, but their

actions tell us they’re hedging their bets. The

team has started work on their 2012 car hoping

to be competitive from the word go compared

to their 2011 campaign, which hasn’t really got

going. For some perspective, at this stage last year, Fernando Alonso was only ten points behind

eventual driver’s championship winner Sebastian

 Vettel. This year, he is 89 points behind and the

team is, at best, driving for second position as

their current third place in the constructors’

championship is not under any threat.

Neither championship is won yet for Red

Bull, but if comments from Vettel and team

principal Christian Horner are anything to

go by, the team will be looking at victories as

bonuses because, save for major cock‐ups in

multiple races, the 2011 season is theirs to lose.

In driver news, Bruno Senna has replaced

Nick Heidfeld at Renault for the next two

races. Speculation is that the team is trying to

make this more of a permanent arrangement.

Heidfeld only got the seat because RobertKubica was sidelined by the life‐threatening

injuries he sustained in crash during a rally.

Kubica has been undergoing rehabilitation and

is expected to have one more surgery on

his elbow.
