Two days to think ahead

The IMAGINE seminar gathers Energy Cities’ members and representatives of key European public, private and associative stakeholders, as well as EU institutions.

Participants from various disciplines and positions are invited to share their visions of the cities of the future and their reflections on the transition towards low-energy cities, while the City of Munich will set the scene for a real-life case study.

» the articulation of local energy roadmaps with local governance processes » the importance of thinking about energy at the local level in times of recession » understanding the energy transition and its social and economical relevance » how can long-term visioning processes help short- and middle-term decision-making

Background

IMAGINE

The IMAGINE initiative looks back on more than six years forward-looking work focussing on the links between Energy and Territorial Cohesion. IMAGINE relies on the contribution of diverse stakeholders directly or indirectly involved in local energy issues and is based on the observation of actual practices and processes in an increasing number of local authorities. IMAGINE allows for these stakeholders to exchange their perspectives and long-term visions to shape cities of the future with imaginative low-energy solutions. From this dialogue, a concept of low energy cities with a high quality of life for all has emerged, as a vision for a sustainable energy future. Energy Cities’ 30 proposals for the energy transition of cities (based on Empowering local actors; Knowing our territories’ resources and flows; Rethinking finance in general; Inventing a new local governance; Urban planning as a way of reducing energy use) is a clear output of this work. IMAGINE´s future-oriented work is based on collaborative and participative methods. The energy transition requires the involvement of many different stakeholders envisioning something that does not exists yet. This participative process, in itself, is essential.

2050 Roadmaps

The EU energy roadmap, but also the roadmaps focusing on transports, resource efficiency, a low-carbon economy and the report on the Cities of tomorrow were discussed during the last IMAGINE seminar in Brussels in November 2011. The role of the local level was identified as a crucial part for 2050 roadmaps addressing the following questions: How can cities play an active role within these European strategies? How can they participate and harmonise their own strategies with European goals?

Crisis? What crisis?

What we keep calling “the crisis” is, in fact, a set of enormous changes interfering with our references and habits as well as with the way we live, work and consume. The challenge is to re-invent a resource-efficient and low-emission future that is compatible with the development of all countries worldwide. This future that does not yet exist is currently being prepared in our cities, with enterprising examples emerging sporadically. The Low energy city with a high quality of life for all concept promoted by Energy Cities responds to this challenge, despite -or because of- the very difficult financial situations that are currently affecting local authorities’ capacities. Europe is not just about institutions. It is also local authorities, citizens, businesses and community organisations. Everyone has to invent the future, together!

Munich

Since the very beginning, the City of Munich has participated in IMAGINE and has actively implemented actions to become a low-energy city. The energy and climate policies developed by the City of Munich have served as good practice examples in many cases. In particular, the city strives to have an electricity supply using 100% renewable sources by 2025, it is inspired by the 2000 Watt society model (“Perspektive München”), it runs a climate alliance with local stakeholders and is a European leader in developing policies for reducing urban sprawl. Integrated Action Program for Climate Protection in Munich“ (IHKM, the SEAP of the city) was set up. The first package of measures was submitted to the City Council for resolution in May 2010. The IHKM program will be renewed in November 2012. The city also has started looking ahead and underwent a study on the ways to a CO2-free Munich by 2058 (Sustainable Urban Infrastructure, Ausgabe München – Wege in eine CO2-freie Zukunft).

Proposition Low-energy cities with a high quality of life for all

This concept is proposed by Energy Cities as an inspiration for the city of the future. It requires us to take a closer look at the transition path leading to change. Transformations will have to take place in the very nature of the cities’ organisation. At the same time, changes in values and ways of life will be a necessity and a condition. New modes of governance and decision-making will mean more dialogue, social innovation, stakeholder involvement. Democracy and politics are the driving force behind the energy choices of the future and need to be disconnected from technological choices.

Group Model

Building

System Dynamics is a modelling method that can discover counterintuitive side-effects, handle the long time horizons, uncertainties, complex feedbacks, delays, perceptions and other soft variables encountered in systems. This especially includes policy instruments aimed at increasing energy efficiency, with their learning curves and frequent rebound effects or instruments aimed at decreasing energy use, where e.g. information feedbacks matter a lot.

In participative modelling efforts – Group Model Building – the competence of a diverse group of participating stakeholders is translated “live” into a computer model, with the help of an experienced modelling team. Group Model Building increases model quality and usability but also consensus and commitment amongst participants. Through the process, the participants significantly enhance their mental models thereby building a common understanding across discipline borders, which is often at least as important a result than the model itself.
