The district technology committee is composed of a cross section of the leadership in our school district. In addition, there is expertise in all special areas of the district. The group contains expertise in technology, curriculum, finance, and other special areas of our district. This committee will develop, implement, and evaluate all components of our plan. Each committee member was selected because of the talents and knowledge in their given area.

Background

The Lauderdale County School District has taken advantage of the Federal E-Rate Funding Program since the program was established. We have in place a robust network that connects all schools to the outside world by use of the AT&T MPLS. Because our district is considered a relatively high needs school district for telecommunications every year, we will continue to upgrade the network as technology increases and as network utilization increases.

The district has been able to use part of our allocations of Title funding to update and maintain student hardware and software applications. Thanks to a strong emphasis on technology by school administrators, we have a wealth of instructional applications for students at the primary through high school level. We have also been fortunate to have a technology savvy central office administration that has fostered technology in the district.

The district has 10 sites that are connected by MPLS T1’s to the internet. We have approximately 2000 pc’s connected to a Novell Network and are controlled by Novell OES operating system. Each site has a managed firewall protecting against network intrusion and virus infection. All sites have a fibered backbone and are managed by a local DNS. Each site has application servers according to the sites needs. The district also has a Novell GroupWise Server for email, a Barracuda spam filter and an internet filter all managed locally by district personnel.

Lauderdale County School District Acceptable Computer/Network/Internet Use Policy

IntroductionThe goal of the Lauderdale County School District in providing network services to teachers, staff, and students is to promote educational excellence by facilitating resource sharing, innovation, and communication. The Internet is an electronic communications network that provides vast, diverse, and unique resources. The purpose of providing these resources is to improve learning, teaching through research, teacher training, collaboration, dissemination, and the use of global communication resources. Lauderdale County School District provides computer equipment, computer services, and Internet access to its students and staff for educational purposes only. The guidelines in this document are there to help facilitate this goal and they must be adhered to by all who access the network.

Acceptable UseThe use of Lauderdale County School District’s network/Internet is to support research and education in and between schools and academic institutions by providing access to unique resources and the opportunity for collaborative work. The use of the network/Internet must be in support of education and research and consistent with the educational objectives of Lauderdale County School District.

Transmitting, accessing, or retransmitting any material(s) in furtherance of any illegal act or conspiracy to commit any illegal act in violation of local, state, or federal law or regulations and/or school district policy is prohibited. This includes, but is not limited to copyrighted materials, threatening or obscene materials, harassing, pornographic or materials protected by trade secret.

Users will not post chain letters or engage in “spamming” (that is sending an annoying or unnecessary message to large numbers of people).

Users shall not access, transmit, or retransmit any material that promotes violence or the destruction of property by devices including, but not limited to, the use of firearms, explosives, fireworks, smoke bombs, incendiary devices, or other similar materials.

Use for commercial activities by for-profit institutions is generally not acceptable. Use for product advertisement or political lobbying is also prohibited. Users shall not use the network for any illegal activity including, but not limited to,

unauthorized access including hacking. Attempting to bypass network controls and filters by any means is prohibited. Unapproved remote access to the LCSD network is strictly prohibited. Users shall not use the passwords of others to access the network or any other electronic

communication or telecommunication services unless approved by the site administrator, district technology staff, or the superintendent.

PrivilegesThe use of Lauderdale County School District services is a privilege, not a right, and inappropriate use may result in cancellation of those privileges. The site and/or network administrator(s) will deem what is inappropriate use, take appropriate action, and determine consequences. Also, the site and/or network administrator(s) may deny access at any time as required. Users should report any security issue of a questionable nature to the proper site or network administrator.

Lauderdale County School District is CIPA (Children’s Internet Protection Act) compliant. The Children’s Internet Protection Act (CIPA) is a federal law enacted by Congress to address concerns about access to offensive content over the Internet on school and library computers. CIPA imposes certain types of requirements on any school or library that receives funding for Internet access or internal connections from the E-rate program – a program that makes certain communications technology more affordable for eligible schools and libraries. In early 2001, the FCC issued rules implementing CIPA. In accordance with CIPA, Lauderdale County School District utilizes several different forms of filtering and network monitoring devices. However, users must also recognize that no filtering system is perfect, and that in the event inappropriate material is accessible, the District shall not be held liable. Accessible inappropriate material should be reported immediately to your site administrator or network administrator.

Etiquette (Network Etiquette)The use of access requires that you abide by accepted rules of network etiquette. These include, but are not limited to the following:

*BE POLITE. Do not send abusive or harassing messages to ANYONE.

*USE APPROPRIATE LANGUAGE. In all messages, do not swear or use vulgarities or any other inappropriate language. Anything pertaining to illegal activities is strictly forbidden. (Note that E-mail is not guaranteed to be private. Messages relating to or in support of illegal or violent activities must be reported to authorities and appropriate action will be taken.)

*PRIVACY. Do not reveal or provide the personal address, phone number, or other information about yourself or any other person. Lauderdale County School District will not disclose any personal information about students. Any user will immediately report to the LCSD any attempt by other internet users to engage in inappropriate conversations or personal contact. The system administrators and approved staff are required to monitor activity on all devices accessing the LCSD network. There should be no expectation of privacy on any device accessing the LCSD network. Any information on your school computer/email is LCSD property and may be searched at any time without notice.

*CONNECTIVITY. Do not use the network in such a way that would disrupt the use of the network by others. Users should not use the district network with activities that put a strain on network resources and bandwidth such as: online games, music, running resident programs such as chat, instant messenger service (AOL, MSN, Yahoo, etc.) All use should serve an instructional purpose and be educational in nature.

ServicesLauderdale County School District will not be responsible for any damages you may suffer. This includes loss of data resulting from delays, non-deliveries, or service interruptions caused by our own negligence or your errors or omissions. Use of any information obtained via Lauderdale Count School District network services, is at your own risk. Lauderdale County School District denies any responsibility for the accuracy or quality of information obtained through network services.

Use of Personal DevicesUse of personally owned equipment by staff will be evaluated on a case by case basis. Users must first notify the Computer Department of such anticipated use. Any device that accesses the district

network must be approved by the Computer Department and meet minimum standards with regards to anti-virus and spyware protection prior to use. This includes, but is not limited to personal computers, notebooks, laptops, PDA’s, music players, Internet capable phones, and other devices. LCSD or its employees will not be held liable for any damage to personally owned equipment used on the network. Users will assume all risks associated with the use of the LCSD network. LCSD computer department will not be responsible for the upkeep or maintenance of personal devices used on the network.

MaintenanceUsers agree not to allow anyone to work on Lauderdale County School District computers and network equipment without the permission of the District Technology Staff. This includes but is not limited to, unapproved installation of software, hardware, or network devices/cabling.

SecuritySecurity on any computer system is a high priority, especially when the system involves many users. If you feel you can identify a security problem within the Lauderdale County School District network, you must notify a system administrator either in person or via the network. Do not demonstrate the problem to other users. Do not use forged messages or post anonymous messages. Any user identified as a security risk or having a history of problems with other computer systems may be denied access to Lauderdale County School District network services. Under no conditions should a user provide his/her password to another person or use another person’s password.

Email and MessagingLauderdale County School District will retain district email on our server for a period of no more than three years. All email older than three years will be purged and deleted from our servers and no longer available. Email will be purged and deleted at the end of every month.

VandalismVandalism may result in cancellation of privileges and/or criminal prosecution. This includes, but is not limited to, contamination, deletion or reconfiguration of data or degradation of system performance in any way.

NOTE: The Lauderdale County School District will fully cooperate with local, state, or federal officials in any investigation related to illegal activities conducted through the user’s internet account or access to the district network.

Technology Assessment

A. Teaching and Learning and Curriculum Integration

A major strength of the curriculum in our district is that the Mississippi Curriculum Frameworks are used as the foundation. By using the state frameworks as the backbone of our local curriculums, we are ensuring that the local curriculums are based on national and state standards. We further tailor the state curriculum to meet the needs of the students in the district. Tailoring curriculum begins with district-wide subject area meetings that provide an opportunity for each teacher to make recommendations for the local curriculum. After this phase, curriculum-writing teams are organized and given the assignment of developing a Lauderdale County Instructional Management Plan, which is based on the state frameworks and the recommendations for our teachers.

The variety of technology courses that we offer at our school sites is both a strength and a weakness. At the high school and middle school level, we offer courses based in technology such as Read180, Computer Discovery, Technology Discovery, and Computer Applications. The elementary schools provide computer-based instruction through Instructional computer labs, Accelerated Reader, and Fast Forward labs. Although we do have several technology courses, we would like to provide more technical opportunities for our students. We have currently been approved for Vocational Redesign and hopefully the funding will come through next year.

A weakness of our curriculum occurs in the implementation phase. One problem that teachers often identify is that the textbook and the framework do not always correlate. Also, there are many activities that the teachers would like to do, but cannot, due to time and money constraints.

One of the weaknesses in regard to curriculum implementation with technology falls into the category of “Teachers’ Lack of Knowledge.” We are working to increase the technology knowledge base of our teachers. We are working toward all teachers meeting the technology standards.

Teachers integrate technology into their lesson plans for both large and small group instructions. Students are assigned reports and projects that require research, which can be done on the computer, either with software packages such as Compton’s Encyclopedia, or, by using the Internet. Presentation methods, used by teachers and students, include multi-media. Software programs are available in many subject areas that allow for both remediation and enrichment. Teachers incorporate other types of technology into their classroom such as graphing calculators and compact disc players.

Mississippi Curriculum Frameworks and Lauderdale County Instructional Management Plans both contain a section noted as “Technology Connections” which provide teachers with many types of teaching strategies that involve technology.

Also, in our subject area meetings, teachers share how they have incorporated technology into their classrooms.

The technology in the Lauderdale County School District is available to all students regardless of what classes they are assigned. The district provides assistive technology tools in all classes on a limited basis. Classes for disabled students have much more assistive technology tools and vocational classes have assistive technology tools available. The major tool is access to computer-assisted instruction.

B. Educator Proficiency and Professional Development

A professional development needs assessment is conducted at the end of each school year. The needs assessment is not limited to technology. However, teachers can and often do site technology as an area that they would like training to be provided. Technology professional development needs are also assessed informally as administrators monitor instruction and as various meetings, such as faculty meetings and subjects’ area meetings, are held.

Professional development workshops have been held at local school-site levels, in conjunction with our Tech Prep initiative and at the East Mississippi Center for Educational Development. In addition, teachers have also been allowed to attend a variety of other types of professional development activities, some of which were subject area specific and other that were geared to broad categories of teachers, which included technology applications.

The effectiveness of professional development activities is evaluated formally, through evaluation sheets, and informally as administrators monitor instruction and supervises teachers.

Twenty five percent of our E2T2 funds are spend on professional development for technicians and instructors.

C. Environment and Infrastructure

MPLS T1 lines connect all the locations in the Lauderdale County School District. All campus locations have a fiber backbone when required with switches in place. Our schematic drawings are included by hard copy. We have all rooms wired at all campus locations. We have connected every computer capable of being connected to the network. All of our networks are connected to the internet by use of Bell South (AT&T) MPLS.

We believe our present infrastructure and telecommunication services are adequate, but we would like to connect our campuses in a better means in the future. We will

be investigating connecting our campuses by means of wireless towers and/or Metro/Ethernet within the next year.

E-rate has been the driving force behind our increase in technology infrastructure. It has provided the funds to wire our campuses and other locations together. We could never afford the price of the T1’s and other lines without E-rate and we use the money from E-rate to fund the wiring and equipment.

D. Leadership and Support

The leadership in the Lauderdale County School District is committed to providing the technology needed by our instructors and students. We have provided every instructor with at least one computer connected to the network in their classroom. Computers are in teacher’s classroom, the library, and in computer laboratories for the students to use.

We will also work to change our networking operating system from Novell to a Microsoft Network.

We will be adopting the state standard for student literacy in technology. The district is using the Mississippi Curriculum Frameworks with special attention paid to the technology components of the frameworks. The technology based courses are in the curriculum of all of our locations. There is at least one computer in each teacher’s classroom that can be used for instruction.

We will use the Mississippi Online Technology Evaluation (MOTE) to evaluate our progress in this area along with review of the instruction by the principals of each location in the district. The MOTE survey is done on the school level with input from all stakeholders on the school location.

We will use our counselors and special population’s coordinators to determine the accessibility to all students.

Educator Proficiency

We will use the Mississippi Online Technology Evaluation (MOTE) to evaluate our progress in this area along with a documentation process of technology proficiency (certificates and/or etc) done by the principals of each location in the district. We will be using our staff development sessions to provide training for all school personnel. We will encourage staff members to document proficiency with activities during the summer months at training at East Mississippi Center for Educational Development and Mississippi Department of Education. The MOTE survey is done on the school level with input from all stakeholders on the school location.

Leadership and Support

We will use the Mississippi Online Technology Evaluation (MOTE) to evaluate our progress in this area along with a documentation of progress in technology proficiency (certificates and/or etc) maintained by the principals of each location in the district. We will encourage staff member to document proficiency with activities during the summer months at training at East Mississippi Center for Educational Development and Mississippi Department of Education (Semi Training for Administrators). The MOTE survey is done on the school level with input from all stakeholders on the school location and is reviewed by the Technology Coordinator. The school site and the district office will provide the needed budget funds to support our technology efforts. The Technology Committee will meet quarterly to review progress, and evaluate the Technology Plan.

Environment and Infrastructure

We will use the Mississippi Online Technology Evaluation (MOTE) to evaluate part of our progress in this area. The speed of our LAN and WAN will be the judge of the area. The MDE will assign us in determining our traffic levels and speed. All classrooms are wired at this time and we will continue to upgrade all hubs to switches, with our goal being to have an all switch network.

We will use The MOTE survey to determine the degree of integrate and monitor the teacher’s plan books to determine the amount of integrate in the classrooms.

We will continue to provide training for our teacher, students and administrators on new technology. In addition, we are investigating an assessment for our teachers and administrators.

We will use the inventory and wiring diagrams to determine our level for the five computers and wiring all classrooms.

We will upgrade our network to MPLS and investigate a move to a fiber network shortly. These upgrades will improve the quality of our network.

Executive Summary

The School District recognizes technology as a tool that supports and enhances our educational process. Grants from our State Department, Federal Funding and the E-rate program have allowed us to implement and maintain our level of technology. Our technology committee has worked hard to develop a plan that we hope will take available technologies and continue to

Our plan supports our vision of enabling the members of our learning community to become problem solvers, lifelong learners, and productive members of society. Meeting the demands in terms of human resources and physical infrastructure will be critical to insure success for our students. To assure success, goals and objectives for the Technology Plan include the following categories:

Leadership and support are the foundation for our present and future success. It is a must that our educational leaders provide a vision for districts and communicate it clearly. Once it has been communicated, district decision-makers must also provide the support necessary to implement the successful integration of technology.

Without the physical infrastructure and network environment to support the ever-growing demands for access to information and data transmission, no endeavor to integrate technology will succeed. In order to fulfill our mission, we will strive to provide an abundance of useful resources. Educator proficiency, however, must be at the apex of any initiative to integrate technology. Successful integration into the learning process is more critical than the quantity of technology present. Technology is only the tool used to improve teaching and learning—if teachers do not know how to use technology effectively, success is somewhat akin to a house without a roof.

Improvements to teaching and learning are the overall goal of any plan for improving education, whether it’s a technology plan, a strategic plan, or even a plan for construction. It is the door through which all who enter must pass. Through access, training, and, opportunities for learning, technology can become an integrated resource that will help users reach goals they could not reach otherwise, whether corresponding with teachers or students in other schools via email or as complex as participating in a worldwide class project. Since learners must be able to read and interpret both text and graphic information, it is imperative that we not only teach children to read, write, and solve problems, but that we also teach students how to locate information; discriminate between appropriate and inappropriate information; validate the data once it has been collected; draw appropriate conclusions; and to create and communicate their ideas effectively. We, the members of the Lauderdale County School District will endeavor to enable our educational community to become not only effective consumers, but also contributors.

The Mississippi Department of Education, Office of Educational Technology is certified by the Schools and Libraries Division to approve technology plans for participation in the Schools and Libraries Universal Service Program.
