ILYMUNews, THE INTERNATIONAL LYON MODEL UNITED NATIONS 2014

!So much has been going on today, which means that there are so many interesting articles for you to discover! !Today, our team has interviewed a number of ILYMUN’s various participants; from Monsieur Queyranne, the president of the regional council for the Rhônes-Alpes to a few of the invited guest speakers presenting crises, and even the Region’s chefs who prepared your lunch today. You’ve probably also heard about the Humans of ILYMUN project that had been started, where you can ‘meet’ one of many faces that you may have come across during this conference. That’s what we love about ILYMUN: meeting people and connecting with them in a way you never would have imagined.

The Written Press Team at ILYMUN 2014 is bilingual: some of our writers feel most at home in French, others in English, and others are happy to switch b a c k a n d f o r t h b e t w e e n b o t h languages. For this reason, even if the official language for ILYMUN is English, we feel that including articles in both languages not only reflects the diversity of the press team, but the diversity of the entire MUN conference. If French is not your native language, however, don’t worry! All articles originally written in French have also been carefully translated into English for your convenience. !

8:51: Hectic entrance in the GA conference room: all delegates rush inside, the room is filling up really quickly, and excitement is in the air.

Delegates, special guests, chairs, photographers, directors etc, gradually arrive. The atmosphere is relaxed and people are visibly enthusiastic. Everybody is running around, looking for seats next to their friends, chatting and joking about, just having a good time. By nine, the choir from the Cité Scolaire Internationale de Lyon’s Music Option makes their entrance in the conference room, all dressed in classic black and white outfits while getting ready for their performance. As the lights dim, an introduction video was played

on the two big screens. Each high school that is taking part in ILYMUN is featured in the video - twenty two in total. The students come from forty nine various nationalities.

All delegates are present today, to debate upon the subject of Africa. !

9:15: The ceremony begins while the crowd settles down. Deputy secretary generals Migo Fernan and Camelia Moudene open the ceremony by thanking the council, all directors, the president of the region and, of course, all delegates for their presence and participation in debates that cover serious worldwide issues. Minutes later, the choir starts their harmonious singing with the song “Everybody Sings Freedom”. Mr. Brassac, the music professor, is at the piano. Several students play along with him with the guitar. All together they produce a second song in French, “Le Pouvoir des Fleurs”. They are greeted with a warm round of applause and ‘Woo-hoos’.

9:28: The President of the Region Rhône-Alpes, Jean-Jack Queyranne took the floor to present his inspirational speech. After general thanks to everyone, the president comments upon Africa’s older and current issues, namely slavery, terrorism, civil wars, Arab Spring etc. Indeed, he finds it admirable that students aged 15-18 take part in discussing problems. He mentions the upcoming 2015 International Cl imate Conference. !

9:41: Mrs. Moulin Civil, rectrice de l’académie de Lyon, gave her speech, discussing civil wars, exploitation of resources, malnutrition and the fact that there is hope for the countries forming this continent. !

9:52: ILYMUN’s secretary generals Anne-Maud Dupuy-Roudel and Vivian Wong, from the CSI and ISL (International School of Lyon), gives their respective speeches. !

10:03: Mr. Moerane, criminal officer of Interpol, gives an encouraging speech about the problems the countries face. To him, we, the younger generation, are the only ones who will make change happen in the future. !

10:14: To conclude the ceremony, a class of primary school children from the ISL performs a moving song. Dressed in either pink, purple or blue, they were given a standing ovation as they bowed in the cutest way.

!10:20: Deputy secretary general of CSI, Fernan Migo, proclaimed :"I declare the second session of ILYMUN officially opened". !Clea MOORE, Carla CELLUPICA. Photos by Carla ULRICH !

{FRENCH AND ENGLISH VERSION} !

INTERVIEW OF MR QUEYRANNE

Page 6: ILYMUNews 2014: Issue 2

ILYMUNews, THE INTERNATIONAL LYON MODEL UNITED NATIONS 2014

Friday morning, early on in the second day of ILYMUN, a few Press Team members had the privilege to meet Jean-Jack Queyranne, the socialist president of the Conseil Régional Rhônes-Alpes (the regional council for the Rhônes-Alpes).They were lucky to be able to ask him a few questions both on the conference and on this year’s theme, Africa. !Firstly, Mr Queyranne explained how important it was to him to support a conference with an international reputation, especially since it allows young people to immerse themselves in the spirit and mind-set of the United Nations. This allows them to take their first steps in democracy by placing themselves in real-life conflict situations while also enriching their knowledge. !According to the president of the Conseil Régional Rhône-Alpes, MUN’s presence in Lyon confirms how important the region is on an international scale - especially economically - as shown by the establishment of the Euronews and Interpol headquarters in Lyon. !The topic of Africa, “berceau de l’humanité” (the birthplace of humanity), was then broached. Mr Queyranne believes that this continent will be the 21st century’s new world power: its numerous resources represent a significant cultural asset and great economic potential. Following this, he mentioned the importance of preserving the continent’s history, traumatized by colonization and slavery, as well as the numerous wars which have ravaged it. According to Mr. Queyranne, it is vital that there is no “pillage de l’Afrique” (pillaging of Africa), and that the territory firstly benefit its inhabitants. He also evoked the partnerships between the Region and Africa (Timbuktu, Mali, Burkina, and countries of the Maghreb), the goal of which was to give certain regions the help needed for reconstruction, namely through education and improved health. Finally, Mr. Queyranne stated that we would have many things to learn about this continent and not to neglect its emerging power.     Translated by Elena AIGLE and Angelica LARNER

Today, the Security Council had the pleasure of having Mr Peter Barabas as their guest speaker to introduce the issue concerning the Syrian Government. Mr Barabas is the Editor in Chief of the international television news channel Euronews, whose headquarters are located here in Lyon. He arrived today at about 2 PM to present the issue. !First of all there was a presentation about the situation in Syria, which concerned the Human Rights Organizations. Mr Barabas showed some pictures of buildings in Damascus that had been destroyed by the government in 2012 and 2013 after they

found out that it had been the rebels’ hiding place. According to Bashar Al Assad, the official reason for having destroyed these buildings was that they had been built without proper permission. Mr Barabas went on to explain that it had in fact been a targeted operation, and that these buildings were destroyed by the Regime without a legitimate explanation. !Mr. Barabas then set out the main questions that the state members would have to solve: can we talk about a war crime and therefore report those actions to the war crimes court? Should the Security Council take any action?

SECURITY COUNCIL REPORT

Page 8: ILYMUNews 2014: Issue 2

Should it release a proper statement but not change anything? Questions were then asked by delegates to Mr. Barabas to further clarify this issue, including questions on possible actions pursued by the Security Council (for example, by taking military action). Iran had raised the question of whether there could be another side to the story, suggesting that the rebels may be supported by another country for political purposes. !Following his speech, Mr Barabas agreed to an interview with the Press Team. As the Editor in Chief of Euronews, he has to decide which news stories have a global impact and how to cover each of them. He then said that the delegates were very well prepared and knew what they were talking about - they understood that it was a serious issue that had to be dealt with, especially as it affects not only our generation, but the previous as well. !We then asked him how he believes that this will have an impact on our lives. He talked about terrorism and its growing activity in certain places, and that when this occurs the young people involved are taught to hate. Another impact is on the suffering economy. Indeed, the Syrian Crisis had put a serious strain on the European economy, affecting p e t r o l p r i c e s w h i c h i n t u r n affe c t

transportation prices, thus leading to an impact on the price of food. !When asked about ILYMUN, Mr Barabas was supportive of the project. He said that this shows that teenagers are interested in worldwide issues, and teaches them to have an open mind. He says, ‘It is hard to be objective in journalism but it is very important because we are responsible for the trust of our viewers’. When asked if he was a delegate in charge of finding solutions for the Syrian issue, Mr Barabas said he would first study the case and see if it was actually a crime of war; if it was, he would refer it to the justice system. He would find due punishment for the Syrian Regime, not only to defend the undeserving victims but also to prevent future crimes. !Maria PELLETTA!!!

Today, the ECOSOC committee had gathered to discuss the conflicts over natural resources. They were joined by Dr Susan Hitchin and Cees Van Duijn, Interpol’s Head of the DNA Unit and Leader of the Environmental Crime Project, respectively. In this session, discussions were held on the protection of endangered animals, focusing especially on the illegal poaching and trade of elephants and rhinoceroses. Dr Susan Hitchin reminds the committee that Interpol does not only deal with crimes, but also with the issue of natural resources. Some Interpol members, for example, pursue attempts to decrease the illegal trade of elephant and rhinoceros tusks. At the beginning of her talk, Dr. Susan Hitchin explains that, unlike other animals, tusk-less elephants in their middle age are becoming more vulnerable as they are unable to protect themselves. Even more, these elephants are endangered; removing their tusks only increase their chance of extinction. Dr. Hitchin also mentions how this issue is similar to those which concerns the trade of furs from animals such as dogs and foxes. !Following this, the two guest speakers had talked about ivory trafficking. They explained that this crime can go up to 60 000 dollars per kilogram, which exceeds income from gold or drug trafficking. Demand for ivory is primarily from South West Asia, possibly due to an Asian myth which depicts ivory as a remedy against drug addiction and cancer. However, some countries take advantage of this illegal trade in creating religious ornaments out of the ivory. The majority of this trafficking is as a result of organised crime; even now, this issue still exists. The organized crime that is involved in this trafficking is more well-

structured when compared to other illegal activities, as it is seen to gain more income. This crime is majorly active in countries with unstable political situations; its negative impact is resonated by the criminals’ use of violence, terrorism and even organised murders to obtain their ivory. According to recent figures, about 550 rhinoceros are killed each year in South Africa. Elephants, on the other hand, are mainly prized for their tusks, which are brutally removed from them. Once the tusks have been poached from the elephants, their transports are assured by 500 billion containers each year. This trade is estimated to generate billions of dollars. !We were lucky to be able to interview the speakers, and learn about what working at Interpol is like, where many countries work collaboratively to be as productive as possible. The speakers admitted that they were very happy to be here, and added that ILYMUN is a very interesting event as it introduces students to wordly economic issues, and allows them to develop their own opinions. In their eyes, ILYMUN is a positive, enriching experience for everybody. !Elodie KANG Louise MOYET

ECOSOC REPORT

ILYMUNews, THE INTERNATIONAL LYON MODEL UNITED NATIONS 2014

In recent years, there have been many armed conflicts and much persecution. The wars in Afghanistan, Iraq and Somalia have all cause the displacement of many of the local populations. Fearing persecution, war, or violence, these victims of conflict flee from their homes to safer parts of the country and become IDPs (internally displaced persons) or leave the country altogether and become refugees. Those who are incapable of leaving the country and seeking asylum in a safer place may be taken as political prisoners or even prisoners of conscience. Amnesty International defines a prisoner of conscience as any “people who have been jailed because of their pol i t ica l , re l ig ious or other conscientiously-held beliefs, ethnic origin, sex, color, language, national or social origin, economic status, birth, sexual orientation or other status, provided that they have neither used nor advocated violence.”

The SHC Commission Committee, discussing war victims and the rights of polit ical prisoners and refugees, was pleasantly surprised upon learning that their guest speaker would be Mr. Moerane, a Criminal Intelligence Officer at Interpol, who had also been a key note speaker during the day’s Opening Ceremony. During his talk, he explained the segregation and overwhelming exclusion against which the native populations of South Africa had to combat. Being South African himself, he spoke of his own time in prison; incarcerated for being a part of the liberation movement. He was held for 3 months in solitary confinement under “horrible living conditions”.

Mr. Moerane told us of what he called “planned violence” and the “gross violation of human rights” perpetrated by the government. He solemnly stated that many young people had been persecuted and imprisoned without even a glimmer of hope for a trial. The South African government, according to Moerane, “v io lated the sovereignty and laws of neighboring countries”, tortured prisoners, and carried out political killings throughout Africa. !Now, Moerane enjoys his position at Interpol and the new experiences it has brought. A former prosecutor, he feels at home as a criminal intelligence officer, undertaking investigations and the like. He finds the concept of ILYMUN “quite fascinating”. He hopes that the delegates enjoyed his talk and that they will be able to apply the things that they have learned to not only ILYMUN   but also further in their lives as possible representatives at UN conferences.    !Elena AIGLE

The debate held in the Historical Security Council addressed the issue of the Korean War: delegates and chairs aimed to recreate the hostile environment of 1950. This conflict was caused by the communist invasion of North Korea’s armed forces of the Democratic Republic of South Korea. Although this conflict was at first geographically contained to East Asia, it ended up involving major world powers: the USSR, the Republic of China and the USA. !The first clause called for the immediate cessation of hostility and demanded the full retreat of all North Korean, Chinese, and Soviet forces from South Korea to the 38th parallel.

!The second clause called for the following amendments: -They requested all member states to cut off all trade and supply lines to the D.P.R.K, if they had failed to comply to the recession of these armed forces. -They asked the UN to impose sanctions upon these members. !

This amendment brought up the question of the use of nuclear weapons, as suggested by the delegate of South Korea in an attempt to pressure the retreat of other countries. This had been one of the conflicting points during the debate as it generated rapid responses from opposing members. Yugoslavia, for instance, refused and underlined this method as being against UN purposes. It also suggested economic sanctions and peace talks as an alternative. This, on the other hand, brought on objections from Australian and South Korean delegates. They believed that this could lead to a third worldwide conflict as the causes were very similar to the previous ones (the rise of Hitler, for example). !This amendment was not accepted, and so the third amendment was passed: a mandatory non-usage of nuclear weapons of any kind. The delegate of South Korea urged others to vote against this amendment as he believed that nuclear weapons would settle the war, and even called it a “peace-keeping weapon”. The delegate’s terms were justified, saying that they “were needed, as other possibilities were dismissed”. His arguments were made in vain however, as the majority of the other delegates responded positively to this amendment, deciding that no nuclear weapons were to be used. !Julie MARTIN Charlotte BALLON Justine ORTHOLAND

Behind the scenes of ILYMUN, a team of courageous cooks are catering the event: they are twelve in total. Amongst them, there are four preparing the hot meals, one preparing the cold meals, another in charge of desserts, not to mention the three people in charge of the washing up. !They have an inordinate amount of work to do; the chef said: “We could have more personnel in the kitchens…” !On top of it, when I remarked that there must be an enormous amount of things to do, and that making sure it all goes smoothly must be very demanding, he grinned and exclaimed: “Totally!” !After a few more questions, I discovered that they had been working since early in the morning (they began at 7 am and work nonstop until 11.45 am) to feed, depending on the day, 590 to 710 people. !In the kitchens, the atmosphere is friendly and welcoming, and the cooks welcome young students in work placement, who said they

were here mainly “to please people”. All meals are prepared thoroughly - young recruits, like Juliette, “thought it was about heating up tins”, but in reality, the chef deadpanned, “collective cooking isn’t quite so simple at all.” !Regardless, we sincerely thank the entire team for working so hard to provide us with tasty meals. !Translation by Angelica LARNER !

I wanted to write a special little article for a few special people. I was relaxing and having lunch, taking a break between two articles, when a young woman caught my attention. It was her elegance and poise which had me reaching for my camera, and asking her for a photo to use as part of a series of fashion articles. It was with a coy smile and unmatchable kindness that she accepted. So I asked her what she’s probably heard a hundred times before: “Why did you choose the clothes you did?” I was expecting a despondent, overused answer, like “it’s all I had,’ but her answer left me speechless.Tititope is a young woman from New Jersey, United States, “but the people closest to me call me Titi,” she said. ILYMUN is an occasion to dress smartly, but for her, clothes aren’t simply to look nice, but a chance to make a statement about serious issues. Even if it “isn’t for real”, she wanted to best represent the country she was representing, Somalia. She was adamant about working, and for her being well dressed was imperative to work well. Good job Titi! Your dedication to ILYMUN is impressive!

After the Opening Ceremony of ILYMUN 2014, we met with Mr. Krouk’s CM2 (grade 5) class from the CSI who were visiting the Hotel de Region for the morning. We asked them to share their thoughts about their visit with us...       The impressive building and the general assembly had greatly marked their spirits. Marie even compared it to the “national congress”, and they all felt intimidated “in this very serious room, full of chairs and workers” as Clovis had said. Many were surprised to find such a building in Lyon, and, unsure of its function, wondered, “It must be very important, but I don’t really know,” said Hannah.       Most of all, though, they were eager to be able to participate in a conference when they are older! Perhaps ILYMUN 2019?

!We interviewed Elliot Boiron, organiser of the Silent Disco activity. The music he plays through

these headphones are his own playlists, which he combines and mixes with different genres of

music. The initiator of this project, Mathias Gontard, was the Head of Press last year for ILYMUN

2013. He thought this was a creative and original opportunity to bring together as many students

as possible and create a social atmosphere. Last year, the Silent Disco experiment was a

phenomenal success: the delegates even did a Harlem Shake on it (which was uploaded onto

youtube). The students first venture to the Silent Disco area by curiosity, but as soon as they are

taken away , they tell their friends about it. Thanks to this, the Silent Disco has become a relaxing

and enjoyable area for the delegates.
