Introduction 

The Laboratory Schools, Thomas Metcalf and University High School, provide educational                     opportunities for preschool through twelfth-grade students. The schools offer high-quality                   academic programs. Our continuing goal for students is to empower them to make choices about                             how they reach clearly defined learning goals; be engaged in collaboration to solve authentic                           problems; feel safe to take intellectual risks while persevering through challenges; be supported                         with modeling, differentiation, specific feedback, and opportunities for reflection and revision; and,                       will continue to be passionate, intrinsically motivated, and inspired to action. 

What to Expect for Fall 2020 at the Laboratory Schools 

The Laboratory Schools are committed to delivering high-quality education under exceptional                     circumstances that may require a variety of instructional modalities, including in-person instruction,                       blended learning, and remote learning. The coronavirus pandemic creates new challenges on a                         daily basis for schools. With the abrupt and unexpected transition to remote learning in the spring of                                 2020, the Laboratory Schools worked quickly to create a plan that was intended to mitigate - to the                                   greatest extent possible - the disruption to student learning. Prior to the fall of 2020, the “Return to                                   Normal” committee - comprised of administrators, faculty associates, and civil service                     representatives - worked with University officials, parents/guardians, and faculty associates to                     create this plan to transition back to in-person instruction. 

The novel coronavirus, COVID-19, is a highly infectious, life-threatening disease declared by the                         World Health Organization to be a global pandemic. There is no current vaccine for COVID-19. The                               University and the Laboratory Schools have put in place rules and precautions consistent with                           recommended public health guidelines to mitigate the spread of COVID-19. These rules and                         precautions are reasonable practices recommended by public health and professional                   organizations, state and national health authorities, including but not limited to, the Centers for                           Disease Control, the Illinois State Board of Education, the Governor of the State of Illinois, and the                                 Illinois Department of Public Health. The Laboratory Schools will continue to update or modify these                             safety measures and recommendations as circumstances evolve. However, Illinois State University                     and the Laboratory Schools cannot guarantee a risk-free environment.  

We are eagerly moving forward with thoughtful and purposeful steps to protect the health, safety,                             and well-being of the entire Laboratory School community. As part of the state’s Restore Illinois                             Plan Phase 4, the Illinois State Board of Education and the Illinois Department of Public Health                               released joint guidance on June 23, 2020 to school districts regarding reopening of schools for                             in-person instruction. These guidelines:   

● Include use of appropriate personal protective equipment (PPE), including face coverings in                       school buildings; 

● Prohibit more than 50 individuals from gathering in one indoor space; ● Require physical distancing be observed, as much as possible; ● Require that parents/guardians conduct symptom screenings and temperature checks and                   

self-certify that the child is free of symptoms before entering school buildings; ● Require Laboratory School employees to also conduct symptom screenings and

temperature checks prior to entering school buildings; and ● Require schools to adopt cleaning and disinfection to mitigate the spread of COVID-19. 

The success of the Transition Back to School Plan depends on careful planning by our dedicated                               teachers, appropriate student motivation and engagement, and strong parent/guardian support.                   The Transition Back to School Plan will allow the Laboratory School community to: 

● Allow a safe transition back to in-person learning to the greatest extent possible; ● Utilize in-person, remote and blended remote learning to protect the health and safety of                           

students, teachers and families to the greatest extent possible; ● Address public health requirements for PPE and physical distancing requirements including:                     

face coverings, space capacity issues, symptom screening, and cleaning and disinfection                     requirements. 

● Provide asynchronous and synchronous learning opportunities, as necessary, to ensure the                     opportunity to learn for all students. 

● Provide appropriate supports to students to address limited and/or variable online access to                         technology and internet for some students. 

● Continually monitor and improve the plan to support a positive student experience. ● Continue to support student learning, regardless of instruction modality, when academic                     

deficits are present. 

Schooling Options for Fall 2020 

The Laboratory Schools are committed to giving students in person learning experiences in the fall of 2020, while being consistent with guidelines provided by the Illinois State Board of Education. The following options are available for Laboratory School families: 

● Grades Preschool-4 will return to school in-person 5 days per week ● Grades 5-8 and Grades 9-12 will return to school using a blended approach, including at 

least two days of in-person learning, with the remaining days being remote. ● All families can opt for an entirely remote experience. 

 The Laboratory Schools will send a separate communication to describe how parents/guardians can opt in to the entirely remote instructional experience. Additional information, including how concerning the entirely remote option will be forthcoming.  

Roles and Responsibilities for School Personnel 

The Laboratory Schools have established new protocols to maintain safe learning environments at Metcalf and University High School this fall. All Laboratory School personnel are committed to modeling appropriate physical distancing, healthy hygiene habits, and social skills for our students. The Laboratory School team will engage with our students and families to address and identify learning needs and promote a safe, healthy return to school. 

● Our Laboratory School Leadership Team will   ○ Communicate with and support teachers, staff and parents/guardians. ○ Ensure effective implementation of all methods of instruction and accountability to

student learning. ○ Continue to engage to identify and address classroom and non-classroom needs, as 

necessary. ● Our Laboratory School Faculty Associates and Staff will   

○ Develop high-quality student learning experiences. ○ Communicate with and provide timely feedback to students. ○ Communicate with parents/guardians, as needed. ○ Offer regularly scheduled opportunities for synchronous learning experiences to 

students.  ○ Modify curriculum (e.g. redefining the purpose/standards of courses in all online 

instruction) and meet with colleagues to communicate content needs for the incoming class/course of students.  

○ Identify students who need additional support and assist in providing support, including using interventionists, PAWs, or U-Connect programs. 

● Our Laboratory School Counselors and School Psychologists will ○ Create time and space to connect with students. ○ Respond to counseling needs of students, families, and staff as needed. ○ Host classroom meetings or small work groups on how to navigate the transition back 

to school. ● Our Laboratory School Nurse and other administrators will 

○ Promote health and safety for the Laboratory Schools in a holistic manner to address the health needs and concerns of the students. 

○ Provide expertise in communicable disease mitigation, preparedness, and response. ○ Support student success by providing healthcare through assessment, 

Implementation, and follow up. ● ISU Student Workers will 

○ Support the needs of the Laboratory Schools including intervention, before/after school supervision, before and after school program, lunch supervision, and HILIA. 

○ Be held to the same requirements as faculty and staff including symptom checks, face coverings, and other safety/health requirements. 

Roles and Responsibilities for Students 

Our Laboratory School students are critical to a successful and safe learning experience in the Fall. We ask our students to 

● Actively participate in face to face, blended learning of face to face and online, and alternative online only learning from home as scheduled. 

● Follow all Laboratory School Health and Safety Guidelines including: ○ Wear a face covering on school grounds and in all school activities unless covered by 

an exception. ○ Observe appropriate physical distancing practices at all times and remain at least six

(6) feet apart from others to the greatest extent possible. ○ Follow good hygiene guidance such as regular hand washing and avoiding touching 

one's face. 

Roles and Responsibilities for Parents/Guardians 

The Laboratory Schools will work to engage with families and students to implement the Transition Back to School Plan. We ask our Laboratory School parents/guardians to play a key role by: 

● Supporting your child/ren’s learning when engaged in in-person, blended, and remote learning, as scheduled. 

● Supporting your child/ren’s emotional well-being. ● Following all Laboratory School Health and Safety Guidelines including: 

○ Tracking and completing all daily temperature and symptom checks. ○ Ensuring your child wears a face covering unless covered by an exception. ○ Following all physical distance, hygiene and other safety requirements including 

cleaning and sanitizing hands. ○ Immediately reporting to the Laboratory Schools any condition or conduct which 

might indicate the presence of or contribute to the spread of COVID-19. ○ Following all reporting and return to school procedures, as described in this 

document. 

Health and Wellness 

Promoting and protecting the health and wellness of our students and staff have guided the development of the Transition Back to School Plan. This section outlines the new health and safety guidelines and expectations for Laboratory School students, families and staff for fall 2020.   

Health and Safety Quick Reference Guide for Families 

If your Laboratory School student experiences symptoms or is ill, this section outlines a quick reference guide for scenarios to guide your decision to send your student to school.    Student Scenarios:

Student has tested positive for COVID-19 or has been notified that he or she is a close contact of a positive individual by a local health department. 

Student is currently being tested for COVID-19.  4 

 Scenario 1 

In the case of a student who ● Is symptomatic at home (experiencing symptoms consistent with COVID-19) or  ● May have been exposed to someone who is symptomatic but has been not deemed a 

close contact and has no symptoms Then, the student must remain home and should seek medical assistance from their medical provider. 

 Scenario 2 

In the case of a student who ● Experiences symptoms consistent with COVID-19 at school  

 Then, the student will be moved from the classroom as described in the Plan.   

 Scenario 3 

In the case of a student who has ● Tested positive for COVID-19 ● Been deemed presumptive positive by a health care provider ● Been identified as a close contact of a positive individual by a local Health 

Department Then, the student will be required to remain home.  

 Scenario 4 

In the case of a student who has ● Been tested for COVID-19 but has not yet received results  

Then, the student should remain at home and follow medical directives.   

Laboratory School Daily Screening Protocol for Students 

The joint ISBE/IDPH guidance requires that students be screened for symptoms consistent with COVID-19 before a student can come to school. Laboratory School parents/guardians/students will be required to certify and verify upon the student’s initial entry to Thomas Metcalf School and University High School completion of a symptom screening and temperature check, including the following:

● Temperature check: parents/guardians will be required to certify that the student’s temperature is less than 100.4 degrees Fahrenheit/38 degrees Celsius 

● Symptom check: parents/guardians will be required to certify that the student DOES NOT have any of the following symptoms: 

○ Cough ○ Shortness of breath ○ Shaking with chills ○ Headache ○ Loss of taste or smell ○ Muscle Pain ○ Sore Throat ○ Vomiting ○ Diarrhea 

 The daily symptom check certification for STUDENTS will be completed as follows for each building:  

● Metcalf: Students will be provided with a symptom check log that must be signed by a parent/guardian certifying the parent/guardian has completed the screening. On in-person instruction days, the log will be initialed and reviewed by the student’s first hour teacher as part of the daily attendance process. Teacher will collect the verification logs.  

● U-HIgh: Students will be provided with a symptom check card that must be initialed by a parent/guardian certifying the parent/guardian has completed the screening. On in-person instruction days, the card will be initialed by the parent/guardian and will be reviewed by teachers at the beginning of periods 1, 2, 3, 4 and 5. University High School will collect and update the cards on a monthly basis. 

 If the student does not have the self-certification of the daily symptom check or otherwise demonstrate symptoms consistent with COVID-19 while at school, the student will be referred to the main office at UHigh or the Nurse’s office at Metcalf for additional screening. 

Managing Students Who May Be Ill At School 

Students who demonstrate symptoms consistent with COVID-19 will require additional screening and potential separation from other students within the school building. This section describes the guidelines used by the school nurse and/or school administration to manage students, provide appropriate care, reduce the spread of illness, and the school building’s response in those instances.     Designated Safe Office  The Laboratory Schools have identified space in each school that will be used as part of the symptom screening process at school. These spaces will provide separate areas to interact with students, promote physical distancing among students and address sanitation/hygiene

requirements.   Metcalf: The designated safe area at Metcalf is located in the nurse's office (Room 118).  U High: The primary designated safe space at U-High will be in the nurse office located off the main office. U High will identify additional space as necessary .    Staff at Metcalf and U High shall use the following practices while interacting with students who may be ill: 

● Students in the safe space will be supervised, and the student will not be left alone. ● Laboratory School staff must wear PPE (mask, gloves, face shield, lab coat) and maintain 6 

feet distance as much as possible. ● Only essential staff and students assigned to the space may enter. ● Face coverings must be worn unless contraindicated by physician note. ● Areas used by a sick person will be closed off and will not be reused until cleaning and 

disinfecting are complete.   If a student is displaying symptoms consistent with COVID-19 at school the following procedure will be followed: 

● Parents/guardians will be notified as soon as possible and are expected to pick up students within a reasonable amount of time; students should NOT utilize the school bus or public transportation to return home. 

● Students should be escorted out of the school to avoid parents/guardians having to enter the building.  

The Laboratory Schools have also taken measures to reduce office visits by students who may not be ill by providing each teacher/classroom with a first aid kit to manage minor issues in the classroom as much as possible. Supplies include: bandages, thermometers, tissues, hand sanitizer.   Laboratory School will continue to manage the wellness of students through medication administration, Diabetic care, assessment of injury, or first aid. Students requiring this care will be treated in a separate, clean, designated area inside or outside the health office with a designated nurse/administrator.   For students who may require acute respiratory care, it is recommended that  

● Nebulizer treatments should be administered at home. Consult with a physician for alternative medication delivery while at school to avoid nebulizer treatments. 

● Ensure all students with asthma have an action plan on file.

● Review signs and symptoms of respiratory distress and appropriate response. ● Note students who have permission to self carry asthma medication. 

 

Returning to School for Students 

Parents/guardians should consider the following scenarios to determine if a student may return to school.  Scenario 1: If a student has experienced COVID-19 symptoms but has NOT been tested, the student may return to school when 

● The student has had no fever for at least 24 hours without the use of medicine that reduces fever AND 

● Other symptoms have improved (cough or shortness of breath have improved) AND ● At least 10 days have passed since their symptoms first appeared. AND ● The student has written clearance from a medical professional/health department.   

 Scenario 2: If a student has received a positive COVID-19 test, the student may return to school when 

● The student no longer has a fever (without the use of medicine that reduces fever) AND ● Other symptoms have improved AND ● The student has written clearance from a medical professional/health department.   

 Scenario 3: If a student has been directed to quarantine or isolate by a medical professional/health department/government travel directive, the student may return to school when 

● The student has written clearance from a medical professional/health department.  

Health and Safety Guidelines for Laboratory School Faculty Associates & Staff  

The novel Coronavirus (COVID-19) presents unique challenges which directly impact the ability of faculty and staff to return to and remain on campus.    Symptom Screening Laboratory School faculty/staff will be required to provide daily self-certification for symptoms consistent with COVID-19 and agree to stay home if they meet the criteria for possible COVID-19 infection. Laboratory School faculty/staff that do not complete the check are not permitted in the building. Additional information regarding the symptom checklist and the self-certification method for employees will be provided as updates become available.    Redbird Return to Work Requirements for University Employees In response to the COVID-19 pandemic, the University has developed three separate leave policies to assist faculty and staff during this time – Emergency FMLA (3.1.12a), Emergency Paid Sick Leave (3.1.48) and Covid-19 Related Leave (3.1.49).

The Redbird Return to Work Plan outlines several scenarios for employees who may be experiencing symptoms consistent with COVID-19, have a positive COVID-19 test result, or be subject to an isolation of quarantine restriction by a medical professional/health department. Faculty associates or staff who have not been permitted to enter school buildings under the Redbird Return to Work Plan (e.g. COVID-19 positive test result,isolation or quarantine restriction) should follow the Redbird Return to Work Plan requirements to determine when it is appropriate to return to the building. 

The Redbird Return to Work Plan is available on the University’s website: https://coronavirus.illinoisstate.edu/return-to-work/employee-supervisor-guidance/) As with any leave situation, faculty or staff should contact Human Resources at 483-8311 for information and assistance[BJ1] .   

Face Coverings 

Face coverings will be required by all students, faculty, visitors, etc. in the Laboratory Schools. The following section will cover guidelines and mandatory training for face coverings.  All individuals in school buildings that serve students Preschool-12 must wear face coverings at all times (even if able to keep 6 feet social distance) unless they meet one or more of the following criteria: 

● Younger than 2 years old; ● Have trouble breathing; ● Unconscious or incapacitated; ● Otherwise unable to remove the cover without assistance; or ● Under a physician's care and have a note stating they cannot wear a face covering. 

○ Documentation of exemption will be kept in the nurse’s office/administration office. Exemptions will be shared with faculty when appropriate. 

○ Those with Dr. Exempt Forms must remain 6 feet apart, use a plastic face shield, or have a divider around their desk 

  Face coverings must be worn as follows:   

● Must fully cover mouth and nose and fit snugly around the sides of the face without gaps. ● Wash hands after removing and replacing face coverings. 

○ Reusable cloth face coverings should be washed daily. Disposable masks should be renewed daily. 

● May be removed for eating and drinking and replaced afterwards. ● Students and faculty may wear face coverings from home.

● Face coverings need to follow the guidelines for appearance in the applicable student handbook.  

○ Face coverings should not be vulgar, obscene, offensive, provocative, defamatory, include references to tobacco, alcohol, drugs or sexual innuendo, or disruptive to the educational setting. Additional information regarding specific examples is available in the U HIgh and Metcalf handbook. 

● Clear face coverings may be worn.  Face coverings do not need to be worn by students and faculty associates/staff outside if able to maintain 6 feet of physical distance.    Face coverings will be provided to staff and students.  

○ Each child at Metcalf will be provided a backpack cinch bag to put their face covering in during snack/lunch/recess/PE/physically distanced outdoor class time. 

○ The Laboratory Schools will make appropriate PPE available to be used by staff, including 1 cloth face covering. Additional PPE will be provided after consultation with Environmental Health and Safety, as needed, based on exposure risk.  

○ The Laboratory Schools will provide all students with one face covering. 

Parents/guardians should keep in mind that face shields alone may only be used if other face coverings or PPE are not sufficient. If a parent/guardian requests their child to use a face shield, approval for use will be considered on a case-by-case basis, but would be considered only in limited circumstances. Please contact the building principal for additional information.  Training regarding face coverings will be provided by ISU for employees. Training regarding face coverings will be provided and reinforced to students as part of the regular classroom instruction. 

Physical Distancing 

The Laboratory Schools are committed to practicing physical distancing to reduce the spread of COVID-19 based upon ISBE/IDPH guidance. What follows are the strategies the Laboratory Schools will follow in school buildings for classrooms, restrooms, hallways, common areas, lockers, drinking fountains, offices, etc. The Laboratory School will work to facilitate these practices in our daily operations and instruction. 

 Classrooms 

● Outdoor spaces will be used as much as possible. ● Extra/social furniture (couches, bean bags, file cabinets, etc) will be removed as 

needed to make additional space. ● Student work spaces will be marked. ● Traffic flow will be monitored by teachers.

● Shared materials will be limited and cleaned.  Napping/Rest Time 

● Separate cot or mat for each child (labeled) ● Placed 6 feet apart and head to toe ● Bedding will be stored in a separate bin or cubby for each child. ● Bedding will be washed weekly. 

Restrooms   ● Restrooms will be marked with appropriate signage regarding physical distancing 

requirements and capacity limitations.   Hallways 

● Hallways will be monitored by faculty and staff (5th grade-12th grade) during passing periods (scheduling determined at building level). 

● Each side of the hallway will be marked with directional arrows. ● Students will be encouraged to maintain physical distance during passing periods. ● Metcalf hallways will be marked at 6 foot intervals. ● Teachers in grades Preschool-4 will be required to drop off and pick up students 

moving within the school building.  Common Areas

Hand Hygiene 

The Laboratory Schools are committed to practicing proper hand hygiene to reduce the spread of COVID-19 as outlined in IDPH and ISBE guidance. Below is a short summary of the training and procedures that the Laboratory Schools will promote in the school buildings.   

● The Laboratory Schools will ensure the availability of supplies for appropriate hand hygiene in classrooms, offices, hallways, and restrooms.

Health and Safety Reinforcement and Student Code of Conduct 

The health and safety guidelines outlined in this Plan are school requirements. There may be consequences for students that do not follow the health and safety guidelines, including those guidelines regarding face coverings. In determining appropriate behavioral or disciplinary consequences for not following the guidelines, iIndividual circumstances will be considered.   Below is the current planned response the schools will follow should students not follow health and safety guidelines.   UHigh: 

○ 1st consequence: Verbal Warning ○ 2nd consequence: Send to the main office ○ 3rd consequence: Students will be transitioned to remote learning for the day 

 Metcalf: The school will use the following strategies to intervene with students considering the student’s age and the specific circumstances. Please note the list below is not a series of interventions that would apply as incidents escalate. Any of the interventions are available depending on circumstances.

The Laboratory Schools are committed to providing safe arrival and departure procedures for all. The following section details the procedures that will be used during arrival and departure times at the Laboratory Schools. These guidelines provide physical distancing and the health and safety of all students according to ISBE/IDPH.   Preschool: Guidelines and procedures are outlined in the Preschool section.  Metcalf:

Visitors to the school building, including parents/guardians should follow the guidelines below:  ● All visitors will be required to complete a temperature check and symptom screening before 

being allowed entry to the school building ○ To the greatest extent possible, visitors should call ahead and follow school 

instructions to complete the temperature check and symptom screening. ● Visitors will be required to wear a face covering while in the school building. ● Visitors must be escorted by Laboratory School staff while in a school building. ● Visitors must follow all Laboratory School health and safety guidelines.   ● Parents/guardians are encouraged to call ahead to the school and make an appointment if 

the parent/guardian will need access to a school building.   ○ Parents/guardians will need to remain in the office while in the school building. ○ If a parent/guardian is picking up a student during the day, the student leaving during 

the day will be called down to the office. ○ Student materials will be left in the office and can be picked up by students. The 

teacher will be notified through email or text 

Cleaning Requirements 

The Laboratory Schools will follow the Cleaning Procedures outlined in the Redbird Return to Work Plan. In addition to the standard cleaning protocols, the Laboratory Schools will take proactive measures to promote effective cleaning, disinfecting and ventilation practices, following guidance from CDC, IDPH and ISBE to ensure best practices.  Routine cleaning is performed on a regularly scheduled basis by Building Service Workers (BSWs) assigned to the Laboratory Schools. Disinfectant or general purpose cleaning products are utilized during regular cleaning procedures. Regular cleaning/sanitizing tasks include 

● Sweeping, mopping, and/or vacuuming floors ● Dusting shelves and countertops ● Dusting, sweeping, and/or vacuuming main stairwells and elevators ● Emptying trash and wiping down exterior of trash cans as needed 

Enhanced cleaning will also be performed by cleaning and disinfecting high traffic areas (restrooms, lobbies, lounges, breakrooms, hallways, etc.) as well as high touch surfaces (e.g., doorknobs, door push plates, light switches, elevator buttons, handrails, and horizontal surfaces). Disinfectant cleaning products are utilized during enhanced cleaning procedures. The University and the Laboratory Schools will continuously evaluate products, equipment and other practices to optimize efficient/effective cleaning practices. 

● Classrooms ○ Will be cleaned daily with additional sanitizing for the frequently touched surfaces. 

Students in the upper grades that change classes will be sanitizing their personal seating areas with sanitizing wipes upon entering the classroom.

○ Classrooms and areas where a student may have COVID-19 symptoms will be cleared and cleaned following enhanced procedures established by University Facilities Management.   

● Playgrounds ○ Limit the number of students using each piece of equipment. ○ Staggered playground times to allow one class at a time. ○ Maintain cleaning. ○ Equipment that cannot be cleaned should not be utilized. ○ High-touch surfaces made of plastic/metal (like swings, slides, and railings) should be 

cleaned regularly and disinfected.  ○ Students should perform hand hygiene before and after using the playground. ○ Playground balls and equipment will be sanitized after student group use.   ○ On inclement weather days students will have indoor recess in classrooms and will 

follow the physical distance guidelines.   ● Shared classroom materials 

○ All shared materials, including electronic devices, must be cleaned before switching users. 

○ Proper hand hygiene should be followed before and after using any shared materials. ○ Machine washable, cloth materials should be used by one individual at a time and 

cleaned in between (or not used at all).  

 

Cafeterias/Food Service 

The Laboratory Schools have modified the cafeteria and food service operations for meal periods as follows: 

● All food service areas will follow Environment Health and Safety guidance on food service sanitation and certification. 

● Cafeteria/lounge capacity has been modified so that no more than 50 individuals can gather at a time and other capacity requirements are met.   

● Seating will be designated with signage to help with distancing. ● When possible, students will be spaced in accordance with physical distance guidelines.   ● Metcalf:  

○ Students will be required to wash their hands or use hand sanitizer before eating lunch. 

○ Microwaves will not be available for student use.    

● UHigh: ○ Hand sanitizer will be available for use before and after eating lunch. ○ Microwaves are available for student use. Students must wipe down the microwaves 

before use. ● Food services will use disposable plates and individually wrapped utensils.  ● Sharing of food and utensils are prohibited. ● Food service personnel will use appropriate PPE, including gloves and face coverings, while 

preparing and distributing food.

Signage 

Illinois State University and the Laboratory Schools will provide and post signage in the buildings consistent with guidance from ISBE to reinforce safety precautions and promote protective measures such as: promoting physical distancing, proper handwashing, appropriate face coverings, symptom-check requirements, etc.    Signs will be posted in highly visible locations throughout the buildings. 

Driver’s Education  

The Laboratory Schools will provide behind-the-wheel training to students in driver’s education in compliance with all Secretary of State and Illinois Department of Public Health safety requirements. The following procedures must be followed: 

● Allow only two students and one instructor per vehicle. ● Face coverings must be worn, unless medically contraindicated. ● Prohibit eating and drinking in the vehicle. ● Open the windows whenever possible. ● Do not make any stops during the training that are not applicable to driver’s education to 

reduce the amount of time in the vehicle. ● Complete hand hygiene with soap and water or hand sanitizer, as appropriate, before and 

after driving and, at the minimum, upon completion. Hand sanitizer should be placed in each vehicle. 

● Clean and disinfect the steering wheel, door handles, seat belt fastener, controls/dials that the driver would come in contact with, keys, etc. in between each behind-the-wheel session. 

● Conduct regular routine cleaning and disinfecting of the seats.   

Music-Related Courses  

The Laboratory Schools will offer music related courses consistent with ISBE guidance including   ● Promoting physical distancing during rehearsals;  ● Wear face coverings while singing and avoid touching, choreography, and 

singing/playing in circles. ● Students will be required to sanitize hands and disinfect instruments after use. ● Students should provide their own equipment for class; sharing of equipment between 

students should be prohibited.  Parents/guardians should be aware that there is documented evidence of substantial spreading of the coronavirus during musical events caused by the possibility of droplet and fomite (objects or materials likely to carry infections) transmission.

Physical Education  

The Laboratory Schools understand that physical activity can support students’ overall health and well-being, and help reduce stress and anxiety. The Laboratory Schools will offer physical education classes consistent with ISBE guidance including   

● No more than 50 individuals may be in one indoor facility at any one time. ● Activities must allow for 6-foot distance between students as much as possible. ● Whenever feasible and weather permitting, select outdoor physical education activities.  ● Face coverings must be worn. ● Hand shaking, high fives, or other physical contact is prohibited. ● Educators will have access to equipment to broadcast instruction (e.g. megaphone or 

microphone). ● Minimize the need for use of locker rooms to store equipment, on a limited basis; lockers will 

not be shared between students. ● Students will be allowed to participate in activities without changing clothing. ● Showers will not be required. 

 Using shared equipment will be avoided when possible. When equipment is shared, it will be cleaned between each student’s use and disinfected at the end of each class.  

Students with Tier III,, 504 or IEP Accommodations 

The current plan for students with a 504 Plan or an Individualized Education Plan is that ● Metcalf: Students with 504s and IEPS and in Tier III will attend school in-person daily (minutes 

will remain the same), unless the 504/IEP is adjusted. ● Metcalf: Students who are Tier 3 will attend school in-person daily. ● U-High: Students with IEPs may attend in-person daily. Students with 504s with a placement 

in general education, should follow the instruction schedule based on group assignment.   Should a plan need to be amended to change a setting to remote learning to address a student’s health condition, the 504/IEP should be updated accordingly. Student Support 

The Laboratory Schools recognize families and students may be experiencing many challenges due to the COVID-19 pandemic. The Laboratory Schools can provide academic and social/emotional support to students through school programs such as PAWS and U-Connect, school counselors, school psychologists, and/or interventionists. The school will work with individuals, small groups, or entire classes to create an appropriate plan.

Speech Services  

The Laboratory Schools will provide speech services to students with IEP’s and those who have been identified by the speech therapist to participate in individual or group speech and language services with ISBE guidance.  

● Face coverings will be worn and physical distance will be maintained, when possible. ● Plexiglass dividers will be available to assist in delivery of speech services.  ● Visual markers will be available to aid in physical distancing. ● Materials (e.g., Lycra tunnel or other porous materials, sensory swing, carpet squares, foam 

items) will be cleaned and sanitized between uses with enough time to let the materials properly dry. 

● In-person instruction will be provided for medically homebound students; as determined by the IEP team  

 

Career and Technical Education, Dual Credit, and BACC  

The Laboratory Schools continue to support dual credit and Bloomington Area Career Center (BACC) educational opportunities and will offer these opportunities in fall 2020 consistent with ISBE guidelines.  Laboratory School students involved in dual credit and BACC opportunities are expected to follow all guidelines and policies provided by Heartland Community College and Bloomington High School.   

● The Laboratory Schools will work with families of students who take advantage of dual credit and BACC opportunities, including managing student schedules. Students will be required to comply with all health and safety requirements of the sites where instruction takes place, including symptom screening and requirements to return to school should a student have COVID-19.  

● The Laboratory Schools, Heartland Community College, Illinois State University and Bloomington High School will maintain records concerning off-site locations students visit. 

● The Laboratory Schools will work, to the best of our ability, with students, Heartland Community College, BACC and ISU to accommodate absences due to COVID-19. Please note should a student be unable to complete required hours or other requirements, such delays may interfere with a student’s ability to earn certain certifications or requirements of the program. Students should consult with the building principal with specific questions regarding their proposed dual credit/BACC experiences. 

Preschool 

The laboratory schools will be providing preschool programs for students ages 3-5 years old. The programs will include training on face coverings and hand washing, physical distancing, learning through play, as developmentally appropriate following ISBE guidance.

Diapering and Toileting Procedure 

Students in the HILIA preschool program may still be in the potty training stage. Students in early elementary classes may have occasional toileting accidents at school. Students in general education classes should be able to change their own clothes and place soiled clothing in a bag to be taken home. Teacher and student must wear a face covering unless medically contraindicated. Teacher will wear gloves and a face shield in addition to a face covering during diaper changes.  Diaper Changing Procedures

Teacher Candidates 

Illinois State University and the Laboratory Schools are committed to continuing offering teacher candidates with observation opportunities and clinical experience. With the exception of interns in grades 5-12, all experiences for Illinois State Teacher Candidates will be done remotely.  Interns in the Laboratory Schools will be held to the same expectations of faculty associates with respect to symptom checks, face coverings, and other health and safety requirements. 

Before and After School Expectations 

The Laboratory Schools are committed to keeping students safe at all times of the school day including those times before classes officially begin and end. The schools reserve the right to limit students’ access to the premises no earlier than 7:30 am and no later than 3:30 pm unless students are part of our after school or before school program. Additional guidelines outlining requirements for students before and after school will be forthcoming.

Metcalf’s Before and After School Program: ● Students will be placed in small groups to various outside and inside areas following physical 

distancing guidelines.   ● Prepackaged snacks will be served. ● Parents/guardians will call from their car at the Dry Grove entrance upon arrival when 

picking up their child. Staff will dismiss the child to his/her car. Students will be supervised. ● All activities and equipment cleaning will follow the same guidelines as our in school 

procedures.   

Extracurricular Activities 

The Laboratory Schools understand the benefit of extracurricular activities on the physical, social, and emotional health of students. The Laboratory Schools are committed to offering extracurricular activities consistent with guidelines from the IESA and IHSA which include: capacity restrictions, cleaning/disinfection requirements, physical distancing requirements,and other requirements that may impact planned competitions and games.    For organizations that are not subject to IESA and IHSA requirements, the Laboratory Schools will consider whether those activities will be offered for fall 2020 and under what conditions. Communications regarding specific activities will be forthcoming as plans are finalized.  In the event the Laboratory Schools transition to remote learning for all students, the Laboratory Schools will make best efforts to maintain extracurricular activities consistent with applicable public health guidance. However, parents/guardians should be aware that these activities may be cancelled based on public health guidance.  

Field Trips 

The Laboratory Schools recognize the benefits of field trips to enhance the curriculum and learning needs of students. In order to maintain the health and safety of all of our students the laboratory schools will make decisions about field trips based on ISBE guidelines. The Laboratory Schools anticipate that no field trips will be scheduled at the beginning of the school year. This position may be updated should circumstances change. 

Potential Laboratory Schools Short-Term School Closure 

The University and Laboratory Schools must be prepared for a possible short-term closure, regardless of community spread, if an infected person has been in a school building. If this happens, the Laboratory Schools and Illinois State University will make plans to transition to remote instruction based on guidance of the University, local health officials, the Illinois State Board of Education, Illinois Department of Public Health, the Governor of Illinois or other authorities.

Curriculum and Instruction 

The following sections provide details regarding how the Laboratory Schools plan to provide instruction in blended and remote learning environments. Teachers will plan lessons that engage students in learning activities that may be asynchronous or synchronous to ensure the opportunity to learn for all students. The Laboratory Schools will continually monitor and improve plans to continue providing a positive student experience, regardless of instruction modality. 

Blended Learning 

Beginning on August 17, 2020, Metcalf grades 5-8 and University High School will receive instruction using a blended learning modality. Blended learning is a combination of in-person learning and remote learning.  In scheduled fall classes, students will be split into two groups and will follow the appropriate schedule for their group. When creating groups, priority consideration was given to

 Remote Learning Day Expectations Two days a week, students will be learning from home. Students are expected to be available from 8:20 am (if they start with a period 1 class) or 9:10 am (if they start with a period 2 class) until 2:55 pm. The remote learning duties will vary. Students will be expected to participate with classes synchronously, learn lessons asynchronously, practice previously learned material or complete work for their next instructional activity.   Expectations for Remote Learning or Individualized Instruction (Fridays) On Fridays, the entire school will participate in remote learning days. Students will be expected to participate with classes synchronously, learn lessons asynchronously, practice previously learned material or complete work for their classes.  In addition, teachers will schedule students to come to University High School on Fridays for additional support. Teachers will schedule individuals or small groups for additional support. Students can request additional support from teachers. All additional support will be by appointment only.

Thomas Metcalf School Blended Learning Plan 

This section provides details on the blended learning plan for Metcalf, including the weekly schedule, daily schedule, and expectations for students during remote learning days.  Preschool-4: In-person every day The current schedule calls for Metcalf students Preschool-4 to attend in-person instruction Monday - Friday.  

● Students will stay in their classroom, except for physical education or when lessons require a transition. (Ex: large musical instruments that can’t be easily moved to classrooms.) 

● Specials teachers will come to classrooms, except for physical education. ● Teachers will provide synchronous/asynchronous instruction for students who opt to receive 

remote instruction. Parents/guardians will be provided times of Zoom mini-lessons for the week.  

 5-8: Blended Students at each grade level will be split into a Red Group and a White Group 

● Communications regarding group assignments will be forthcoming. We will do our best to coordinate Metcalf and U-High families so they can stay on the same schedule.

The Laboratory Schools will follow regular procedures with respect to substitutes to the greatest extent possible when faculty/staff are not able to provide in-person instruction in the building. We are aware that COVID-19 presents the possibility that significant numbers of staff may not be able to provide in-person instruction due to COVID-19. The scenarios below outline the plans for managing in-person instruction while in-person instruction continues to occur. Should the Laboratory Schools be required to pivot to remote-instruction as we did in the Spring, additional information would be forthcoming.

When it is necessary to return technology to Metcalf, please schedule a time with Isaac to do so, and he will provide instructions on what to do once you arrive at the Main Office. 

U-High: 

Teachers, students, and parents/guardians may submit a Help Desk ticket. The link to submit a ticket may be found at https://uhstart.com/help-ticket/ at U-High, or you can find the link at the UHStart page found at http://uhstart.com/. When face-to-face technology support is needed at UHigh, schedule a day and time with the tech team at U-High using the ticket system and by responding to their emails so that repair work can be completed. Please enter the building at the south entrance (second floor) at the designated appointment time, and come to the Main Office. Be sure to wear a face covering, and do not wander the building so that cleaning and disinfecting

Remote Instructional Minute Guidelines 

Should the Laboratory Schools pivot to offering instruction in an entirely remote modality, the class schedule will ensure a minimum of 5 instruction hours each school day.. 

Remote Office Hours 

Teachers will host office hours during the regularly scheduled school day. 

Remote Instruction Role of Parents/Guardians 

Over the course of a remote learning time period, our teachers will partner with parents/guardians                             to engage students in experiences that stretch their understanding and expand how they                         approach new learning. Teachers will continue to carry forward their instrumental role in guiding,                           supporting, and challenging students to take on new responsibilities and to become excited about                           new learning. Teachers will communicate with parents/guardians through various platforms to                     engage students in rich learning tasks. Each of these learning experiences may be followed up with                               appropriate homework or a formative/summative assessment to confirm that the students have                       engaged appropriately with the content and that their understanding of the content supports their                           progress towards the identified target standards.  Metcalf Preschool-4 Parents/Guardians As elementary students are just beginning to develop independence, a teacher-parent/guardian                     partnership is necessary for students to engage in remote learning tasks. Learning activities will                           evolve based on student progress. 

● In a remote setting, Preschool-4 parents/guardians can provide the following support: ○ Increase your familiarity with accessing instructional material.  ○ Read home learning tasks and activities assigned by subject area. ○ Help your child login to Zoom sessions for interactive lessons and activities with

Remote Learning: ● Any instruction that is not 5 days a week in-person. This instruction may include synchronous

Close Contact: The McLean County Department of Health, in conjunction with Illinois State University Student Health Services, will determine individuals who are determined to be “close contacts” of symptomatic or asymptomatic COVID-19 patients. Examples of what are typically considered “close contacts” are  

● Household member ● Intimate partner ● Individual providing care in a household without using recommended infection control 

precautions ● Individual who has had close contact (< 6 feet) for ≥15 minutes 

This is not an inclusive list, hence the need for local health departments and medical professionals to make a clinical determination as to who is considered a “close contact”.
