USMCA Legislation Approved in Senate, Could Become Law Soon: As reported in the Sandler, Travis & Rosenberg Trade Report, the Senate approved January 16 by an 89-10 vote legislation to implement the U.S.-Mexico-Canada Agreement updating NAFTA. President Trump said he plans to sign the bill, which the House of Representatives previously passed by a 385-41 vote, during the week of January 20. Canada has yet to ratify the USMCA and Mexico must still approve recent revisions made by the U.S. As a result, the agreement is not likely to take effect until mid-2020 at the earliest. Market Development Cooperator Program (MDCP) 2020 Competition: In mid-February 2020, the U.S. Department of Commerce, International Trade Administration, intends to publish a notice inviting the submission of applications for the Market Development Cooperator Program (MDCP) 2020 competition. Through MDCP awards, ITA provides technical and financial assistance to trade associations and other non-profits for projects that increase the global competitiveness of U.S. industry. To be selected for funding, an applicant should propose a project in line with ITA priorities to address and remove trade barriers, especially barriers to the Chinese market. ANZACC Midwest 2020 Down Under Soirée to Support the Australian Bushfire Relief Efforts: The Australia New Zealand American Chamber of Commerce (ANZACC) Midwest in partnership with United Airlines invites members and friends to support the Australian bushfire relief efforts on January 25. Proceeds from the evening will support the Australian Wildfire Relief Fund’s immediate efforts for people impacted by the fires in the form of emergency supplies like food, water, and medicine. Funds will also go toward long-term recovery assistance, helping residents recover and rebuild. 2022 Version of Harmonized Classification System to Make Hundreds of Changes: The World Customs Organization has announced that HS 2022, which is the seventh edition of the Harmonized System (HS) nomenclature used for the uniform classification of goods traded internationally, has been accepted by all the Contracting Parties to the Harmonized System Convention and will therefore come into force on January 1, 2022. The HS serves as the basis for Customs tariffs and for the compilation of international trade statistics in 211 economies (of which 158 are Contracting Parties to the HS Convention). The new HS2022 edition makes some major changes to the Harmonized System with a total of 351 sets of amendments covering a wide range of goods moving across borders. Federal Reserve Report: Tariffs have not boosted manufacturing activity: Tariffs imposed by the Trump administration have not yet spurred greater activity in U.S. manufacturing sectors, according to a new report from the Federal Reserve. “While the longer-term effects of the tariffs may differ from those that we estimate here, the results indicate that the tariffs, thus far, have not led to increased activity in the U.S. manufacturing sector,” states the 2019 report. Moreover, say the report’s authors, “we find that U.S. manufacturing industries more exposed to tariff increases experience relative reductions in employment as a positive effect from import protection is offset by larger negative effects from rising input costs and retaliatory tariffs.
