The regular meeting of the Mounds View Village Council was ( c aIled to order by Acting Niayor D. Hodges at 8: 00 P. M. I September 9,

1963 at 2401 Highway # 10.

Motion by Sullivan to accept minutes of August J26, 1963 as presented. Seconded by Malvin. 4 Aye~

Mr. Malvin reported that the NSSSD board has received a report from Fridley o'f the'ir : sanitary sewer problems and after studying this report a joint meeting will be held to come to an agreement.

(\ The Attorney advised the Council that the NSSSD contemplates ~ ( )ittle or no construction before the first of the year.

A petition was received requesting a street light at the intersection of Longview and Woodcrest. Motion by Hodges to send

i, ~ work order to N. S. P. to install one 6,000 lumen street light at the - Intersection of Longview and Woodcrest. Seconded by Sullivan. 4 Ayes.

The Engineer was instructed to investigate the removal by the contractor of a street light and stop sign at the intersection of Hillview and Quincy.

Mr. John G. Bell appeared requesting informal approval of a subdivision for Mr. Indykiewicz. The Council advised that the

. proposed subdivision be split in an East-West direction rather than a North South split to allow for a road easement.

A letter from Mr. R. Eigenheer requesting action on his building permit application on County Road H. The letter was referred to the Engineer for contact with the County Engineer as to the progress of County Road H extension.

Mr. Eigenheer was advised to contact the Council in New Brighton to have them submit a similar request to the County Board for said extension of County Road H

') A letter from the North Suburban Hospital District stating _.lat they are working now with Glenwood Hills Hospital to bring a

hospital into the district as soon as possible, was read and filed.

-2- OJ 0101 Mrs. Florence Peterson requested a concentrated bike safety

program and/or licensing of bicycles. The Clerk was directed to , request the school board to allow the Police Department to send a )Officer to the schools to give a safety talk and to send a letter ito the PTA reqt.lesting their cooperation in a bike safety campaign.-

A letter from Governor Rolvaag stating that Mounds View again is receiving an award for No Pedestrian Deaths was -read and filed.

The Police report for August was read and filed.

Mr. Sullivan reported that posts and signs ~ would be placed on the walk~thrus to stop autos from -using these as roads.

The Clerk's Office was instructed to write a letter to the Ramsey County Engineer requesting their department to repair or correct the intersection at Knollwood Drive and County Road H so that autos making the turn onto Knollwood are not in danger of falling into the culvert inlet.

Motion by Malvin that the Clerk's Office send a letter to the Spring Lake Park Village Council statirig this Councils feelings regarding the money received by Spring Lake Park from the Anoka County Board for Lakeside P~rk. Seconded by Sullivan. 4 Ayes. (Copy of letter on file)

Motion by Malvin to have the Attorney negotiate and purchase for - road easement from Mr. Lundquist and Mr. Lutz. by Sullivan. 4 Ayes.

The letter of resignation from Mayor Crane was returned to the Council by the Attorney.

Motion by Sullivan to accept the resignation of the Mayor and to have the Clerk's Office prepare a cer~ificate of commendation for presentation to Mr. Crane. Seconded by Malvin. 4 Ayes.

The Attorney will notify the Veterans Administration that they must pay the late hook-up fee for water on their properties just as any other property owner must do.

Motion by Malvin to accept minutes of September 9, 1963 as presented. Seconded by Sullivan. 4 Ayes.

Mr. Ervin Herbst presented plans for a supper club to be built on the South side of Highway #10, West of Rice Creek.

Motion by Sullivan to approve the building plans subject to Mr. Herbst meeting the following conditions:

) 1. Complete Electrical and Heating plans to be approved by

Inspector. 2. Plans to be signed by regular architect. The Building Inspector is authorized to issue a building

permit when these conditias are met. Seconded by Malvin. 4 Ayes.

Motion by Sullivan to rezone that part of the East 332.87 feet of the Southwest ~. of the Southwest ~ of Section 8, Township 30, Range 23, lying South of T.H. # 10-62, and that part of the South ~ of the Southeast ~ of the Southeast ~ of Section 8, Township 30, ~an~e23 Southwesterly of S.T.H. # 10-62, the Herbst property, from R-l to B-3 on the basis of a public hearing held on June 10, 1963. Seconded by Blanchard. 4 Ayes.

The Attorney will present ordinance a~endment at the next regular meeting.

Motion by Sullivan to approve Spring Lake Park Highlands, Block 4, Lot 4, for a total of three 8-Unit apartment buildings. Seconded by Blanchard. 4 Ayes.

The above action taken as only one building had previous approval.

Motion by Malvin to re-new special use permit for Minneapolis Star and Tribune building at Adams and County Road I for one year. Seconded by Hodges. 4 Ayes. \ A request for a variance fr-om Mr. Bromander,

Drive was received and discussed. Motion by Malvin to as requested upon receipt of fee for driveway within 2 ~ine. Seconded by Hodges.

The ~atter of a building permit issued to a home on Woodlaw~ and Hillview was referred to the Building Inspector for ' a report at ~b e next regular meeting. )

The matter of junk cars, etc in yards in the same area was referred to the Police Department.

The matter of a late hook-up fee was discussed and referred to the clerk for checking.

Mr. K. Ballenger requested a report from the dog-catcher as to why, after repeated calles h~ did not check on a dog bite case in the Pinewood area.

Report requested . from B & E Patrol and Police Department.

Motion by Sullivan to send a work order to Ramsey County Engineer to have .the Count~ do snoW removal this winter. Letter to be identical with 1962 for same service. Seconded by Blanchard. 4 Ayes.

The Engineer presented final estimate for Hillview State Aid Project along with Change Orders # 1 and # 2 for Council Study.

The Engineer reported that the County Engineer had informed him that if Mounds View could obtain the necessary easements County Road H could be scheduled for completion to Highway # 10.

The County Engineer will have the intersection of County Road Hand Knollwood Drive repaired at the County Expenses.

The Attorney presented an agreement between the Village and Ernest Grabowski, ,Police Chief. This was read and discussed.

Motion by Malvin to adopt said agreement and authorize the Acting Mayor and Clerk to execute agreement. Seconded by Sullivan.

4 Ayes. Motion by Sullivan that the Council go on record that they

will issue an On and Off Sale Liquor License to Mr. E. Herbst, whose application is on file. License to be issued upon completion of building for supper club and upon receipt of fees. Seconded by Malvin. 4 Ayes.

A letter from Mrs. Al Hillsdale, Spring Lake Park Road regarding calcium deposits in Village water was read and filed.

Mr. Skiba presented evidence of same deposits taken from a home on Gloria Circle.

The Engineer was directed to report on this at the next regular meeting.

Motion by Malvin to set a fee of $ 10.00 for the rental of the Village Hall for a square dance on October 5, 1963 to cover the .J."anftq.T services. Seconded by Blanchard 4 Ayes. ,

Motion by Blanchard to approve licenses. (list attached) \ Seconded by Sullivan. 4 Ayes.

The Clerk was directed to notify J. Olson, Fiscal Agent, to appear at the next agenda meeting to discuss the 1964 budget and long term financial plan.

Motion by Sullivan to instruct the Building Inspector to issue a building permit to Mr. Eigenaeer to build a home on County Road H near Irondale Road. Home to be built to proposed grade set by Ramsey County Engineer. Applicant understands there will be no road improvement until undertaken by the County. Seconded by Hodges. 4 Ayes.

Attorney instructed to obtain Right of Way Easement for County Road H extension to Highway # 10.

Mr. Malvin presented the Council with a copy of the NSSSD contract for study.

He also reported that the NSSSD had received a grant of $753,000 from the Federal Government.

The Clerk's Office was directed to write a letter of thanks to the Boy Scouts of Troop # 400 of pineWood School for their work in cutting weeds around the fire hydrants.

Attorney Meyers stated in answer to questions that according to the rules of our Police Department an Officer may hold his job and still run · for office~

The Engineer stated in answer to a question that the contractor must complete all work before rec e 5,vi n~ final payment for the Hillview State Aid Project .

Motion by Sullivan that the Engineer ,direct Twin City Testing Lab~ to take borings on Hillview to determine if sufficient base material has been placed where the r oa d appears to be sinking. Seconded by Malvin. 4 Ayes.

The Minutes of the Recreation Committee were read and filed A letter from the Village Clerk of Spring Lak e Park regarding minim~ amount of money that Lakeside Park Commission may spend without bid waS read and referred to the Attorney.

Mrs. Florence Peterson stated that she would be willing I to serve on the Lakeside Park Commis s i on.

Motion by Malvin to approve plans for A. Donatelle's Supper Club and direct Building Inspector to issue building permit. Seconded by Sullivan. 4 Ayes.

Motion by Sullivan that the Council will issue ~n and Off Sale liquor license to Mr. A. Donatelle, upon approval of his application. Seconded by Malvin. 4 Ayes.

The Building Inspector was directed to have inspection sheets printed. Motion by Sullivan to allow variance in side yard set back of l~' for Mr. Harold Parsons, 7835 Greenwood Drive. Seconded by Hodges. 4 Ayes.

Mr. Charles Jackson, Civil Defense Director, reported that he had purchased the generator for the res~ue truck for a total price of $741.50.

~ Motion by Blanchard to authorize Civil Defense to tryout four Citizen Band radios and if they find these acceptable to purchase them fqr $370.00. Seconded by Malvin ~ 4 Ayes.

The Engineer reported that all work was now complete on water project 1962-3.

Project and retain accurate cost records on same, so that the Village may backcharge the contractor for this work.

The Engineer will write the Bonding Company and the contractor to see if the Hillview Project can be completed within the next few weeks.

Motion by Sullivan to authorize Change Order '1 for Hillview State Aid Project. Seconded by Blanchard. 4 Ayes.

Motion by Sullivan to authorize Change Order #2 on Hillview State Aid Project. Seconded by Blanchard. 4 Ayes.

The Engineer and Mr. Skiba will check into costs of pumping Well # 1 as costs seem to be excessive.

The Attorney was directed to pre'pare': ~ordinances adopting the uniform highway laws of 62 and 63;to update the petty larceny ordinance.

The Klatt case was referred to the Attorney and Mr. Skiba.

The October 7th State Aid meeting was reported on by the Attorney and Engineer and a copy of the new rules regarding this was given to the Council for their study.

The Attorney presented a resolution modifying assessments.

An Ordinance regarding licensing of restuarants etc. was presented and discussed.

Motion by Blanchard to adopt Resolution # 136 setting taxes to be collected in 1964. Seconded ,by Malvin. 4 Ayes.

Motion by Blanchard to adopt Resolution # 137 reducing amount of taxes to be levied for bond redemption in 1964. Seconded by Malvin. 4 Ayes.

Motion by Blanchard to pay bills submitted in the amount of $27,384.S0. Seconded by Sullivan. 4 Ayes,

Motion by Blanchard to approve licenses. (list attached) Seconded by Malvin. 4 Ayes.

Motion by Blanchard to authorize expenses for Mr. Hodges to attend Regional League of Minnesota Municipalitie& meeting in Hastings, October 17, 1963. Seconded by Sullivan. 4 Ayes.

The Clerk received Council approval on the following items: 1. Adverti~e for new Clerk-Typist at $1.50 per hour. 2. Purchasing and typing of post cards for sewer hearing.
