IJF WORLD VETERANS CHAMPIONSHIPS
Dear judo Friends
In 2018, Cancun, Mexico, will host several major events of the
International Judo Federation. Following the Cancun Grand Prix,
which will take place from October 12 to 14, and which will be a
qualifying event for the 2020 Tokyo Games, it will be the Kata
World Championships and the Veteran World Championships
that will take place in the Mexican seaside city of Cancun
Thanks to the work of the Veterans Commission and with the
active support of the Mexican Judo Federation, this tenth edition
of the Veteran World Championships will be a great success.
Judo is a complete sport, designed for everyone. If our World
Judo Tour is focussing on the elite athletes whose dream is to
take part in the Olympic Games and win a medal, if our
educational programmes aim to attract as many young
practitioners as possible to our dojos, the veterans category is
also a priority for our federation. Beyond a simple competition,
the Veteran World Championships are a festival of judo, through
which we pay a vibrant tribute to the passion for judo, regardless
of age and gender.
I invite you to participate and follow this event, which key words
are fervor and commitment. The World Veterans Championship is
a perfect illustration of the concept of judo family. I wish good luck
to all future participants and to the organizers.

Panamerican Judo Confederation, we welcome you to the Kata
and the 10th Edition of the Veterans World Championships ,
Cancun 2018.
For the Mexican Judo Federation it is critical that our Continent
and our country host high performance events..
I thank the International Judo Federation for the trust to host
these two events in Mexico and the Americas.
I wish all the participants of this event a great experience, may
you meet your goals and you enjoy a few days of relaxation in
our beautiful beaches of Cancun.

Dear Friends, the warm breezes, white sandy beaches and incredible blue waters of
one of the world’s most famous resort, is beckoning all of the Veterans Judo athletes
of the world to celebrate the 10th Anniversary of the IJF Veterans World Judo
Championships in no other than Cancun, Mexico.
Cancun is located in the Yucatán Peninsula in the Mexican state of Quintana Roo,
with waters of the Caribbean washing its shores. This part of of Mexico is known
throughout the world as the “Riviera Maya”. In pre-Colombian times this region was
the capital of the ancient Maya culture.
Also located in this region of Cancun is the Great Mayan Barrier Reef, which is the
second largest coral reef in the world after the Australian’s Great Barrier Reef.
Cancun is home to three of the largest underwater cave systems in the world, and
they are all in the Riviera Maya area.

1. ORGANIZATIONThe 10th IJF Veterans World Judo Championships is an IJF organized event in full
cooperation with Mexican Federation and MGO Events.
2. CHAMPIONSHIP DATESThe competition will be held from Thursday October 17th through Sunday October 20th,
2018.
3. COMPETITION VENUEThe Championships will take place in Hotel Iberostar, Cancún, México
Boulevard Kukulcan km 17 mz 53 lt 52, Zona Hotelera, 77500 Cancún, Q.R.

5. ELIGIBILITYAll the following conditions must be met in full for an individual to be considered eligible to
participate in this Championship.
a) Minimum age of 30, by January 1st, 1988
b) Minimum rank of brown belt
c) Hold a current and valid license (membership card) issued by a National Federation
currently affiliated to the International Judo Federation.
d) Pay the appropriate entry fees in full within the deadline time outlined in this document.
e) Check-in at Registration (see Timetable of Registration).
f) Meet the specific weigh-in requirements as applicable.
g) Provide photo, original proof of your identity and date of birth using a valid current
passport or a current National I.D. Card (US citizens only), issued by the respective
government to include a photo.
h) A competitor must not have represented a National Team in any competition at
international senior level at any time in the twelve month period before October 17, 2018.
5. ELIGIBILITY (Continued)i) The exact nationality of competitors will be taken as that which is indicated in their current
passport or current National I.D. Card (US citizens only). Competitors may only represent one
country and in any cases of changing nationality a one year ineligibility period must be served
prior to October 18, 2018 unless both National Federations involved have already agreed and
confirmed in writing their approval of this change in conformity with the Sport and
Organizational Rules of the IJF. If this is the case then the appropriate documentary evidence
must be supplied with the application for entry to the
competition.
j) JUDOBASE Registration All participants and delegates must be in possession of an IJF ID
Card and registered for this event in the IJF Registration System (JUDOBASE):
https://admin.judobase.org/ This registration should be made through the national federation.
There will be an IJF representative at the competition who will be able to handle all Judo Base
registration issues, and those not in a possession of an IJF ID card will be able to purchase
one.
k) It is recommended that all competitors should have had a recent medical check-up prior to
this championship.
l) There is no limit to the number of entries permitted from each National Federation.
6. INSURANCECompetitors must have insurance for injury and third party cover (public liability) either
held personally in the form of specific insurance coverage or travel coverage (that does
not exclude participating in competition judo) or as part of their National Federation
insurance arrangements.
Neither the International Judo Federation, its staff or volunteers nor, Mexican Judo
Federation its staff or volunteers, nor MGO Events, its staff or volunteers, event organizer,
staff or volunteers shall be liable for any loss, injury or death due to a person’s
participation in this championship.
The participants understand and agree assuming liabilities of the competition and
participation there with.

**If a tie exists at the end of the 1 minute golden score time, the referee, in
consultation with the table jury will determine the winner without calling hantei.
10. COMPETITION RULESIJF Competition rules will apply with the exception of the modifications made to contest
duration and Golden Score without time limit. Is the responsibility of the fighter to report
for his/her fight on time. The organizer cannot accept any claim for no-show of the
athlete. There is no limit to the number of entries permitted from each National
Federation for individual categories.
11. COACHINGOne coach, in possession of an official coach card (accreditation), is allowed within the
competition area.
The coach must stay at the edge of the contest area during the match, seated on a
designated coach chair. Coaches must behave in accordance with the IJF rules.
12. ELIMINATION SYSTEMCompetition systems according to number of participants:
6 and more entries: Double repechage
3, 4, 5 entries: Round Robin
2 entries: better of 2 fights, if 1-1 the third match will decide.
In case the number of participants in a category is not sufficient, (age and/or weight)
categories will be combine according to IJF SOR.
All the contests in any one age division will be held on the same day.
14. MEDALSMedals will only be awarded if the competitor has fought and the allocation is
determined by the number of players competing in a category as follows:
One player - no medal Two players – two medals
Three players – three medals Four players – three medals
Five players – three medals Six or more players – four medals
If a competitor competes in a combined category the only medals awarded will be the
one set of medals for the competitors in that combined category.
15. SEEDINGThere is no seeding of athletes in these Championships.
16. WOMEN PLAYERSFemale competitors must wear a long white short-sleeved non-transparent T-shirt or
leotard. The bra must not have any hard pieces. Long hair has to be bound in order that it
does not come loose during contests. Make-up and jewellery are prohibited, and nails must
be cut short.
17. JUDOGIWhite and blue judogi are mandatory and all competitors must have both blue/white gi’s.
Fully complying with IJF Sokuteiki rules. IJF APPROVED gi’s NOT obligatory. They will be
available to purchase at the event, if needed.
15.1 Judogi ControlIt will be operated with Sokuteiki prior to every fight.
18. EVENT BACK PATCHESAll competitors must to use the IJF official back number. These back numbers can be
order through your federation or on the website http://www.ijfbacknumber.com
Event specific back patch are NOT mandatory and as option can be ordered with you
registration.
Event back patches must be pre-ordered using Form #4 attached and be received by
the organizing committee by September 1, 2018.
Event backpatches are $25.00 for two (White and Blue judogi) and can be picked up
during the registration process. Sewing of patches to your gi will be available during the
registration/check in process. Fee for sewing is $7.00 USD for two backpatches.
19. ANTI-DOPINGThere will be no anti-doping control.
20. WEIGH-INAll athletes must weigh in the day prior to their competition with no exception. See
Schedule of events for times.
The weigh-in will be made as first step of accreditation during the morning. To the official
weigh-in will participate only those competitors which have competition in the next coming
day.
Scales for unofficial weight control for competitors will be available throughout the
championship (see notice at Registration to identify their exact location and times of
availability).
Official weigh-in rules are as follows;
Registration will issue competitors an IJF Accreditation Card which they must present to
the officials at weigh in. Competitor must also provide proof of identity by presenting
current passport or their current National I.D. card (US Citizens only) to weigh in officials.
If a competitor cannot fulfil the weight requirements for the weight category that they
entered he/she will be permitted to compete in an appropriate higher weight category at
the discretion of the event organizer (however Category Combining may apply to any
particular age division/weight category).
Competitors presenting themselves after the closing of the official weigh-in will not be
allowed to participate in the competition.
21. VENUE
The competition venue will be at the Headquarter Hotel- Iberostar Hotel.

22. CATEGORY COMBININGA Technical Official from the International Judo Federation will delegate responsibility
to a suitable individual who represents the Host Organization in order to oversee
operate of the Category Combining policy. This policy applies only to individual
competitors.
Only weight categories with three or less entries may be subject to Category
Combining. However in the case of only three entries if it is not possible to achieve
Category Combining safely and according to the Guidelines then a pool of three
elimination system will be considered.
A) Combining within the same age division. Players should remain within their age
division if possible.
B) Combining using weight categories.
Weight category – competitors may only be combined with other competitors who are
no more than one weight category up or down. Special consideration should be given
to the actual weight differences when dealing with the lightest and the heaviest female
and male categories (as a guideline a maximum of 10kg actual difference when
combining the lightest weight category and a maximum of 20kg actual difference
when combining the heaviest weight category should be considered as a limit unless
there are other compensatory factors such as experience etc.).
Weight should be the primary consideration when moving players about within their
own age division or combining them with other age divisions in accordance with the
age division guidelines below.
C) Age division.
Competitors in age divisions M7 or F7 and above (for example M8/F8. M9/F9 etc.)
may only be combined with other competitors who are no more than one age division
higher or more than one age division lower i.e. competitors in M7/F7 may only be
combined with competitors from M6/F6 or M8/F8.
Competitors in divisions M6 or F6 may be combined with competitors no more than
one age division higher or two age divisions lower. i.e. M7/F7, M5/F5 and M4/F4.
Competitors in divisions M5 or F5 may be combined with competitors no more than
one age division above or two age divisions below i.e. M6/F6, M4/F4 and M3/F3.
23. CATEGORY COMBINING (CONTINUED)Competitors in divisions M4 or F4 may be combined with competitors no more than two
age divisions below or two age divisions above i.e. M3/F3, M2/F2, M5/F5 and M6/F6.
Competitors in divisions M3 or F3 may be combined with competitors no more than two
age divisions below or two age divisions above i.e. M1/F1, M2/F2, M4/F4 and M5/F5.
Competitors in age divisions M2 or F2 may only be combined with competitors one age
division below and two age divisions above i.e. M1/F1, M3/F3 and M4/F4.
Competitors in age divisions M1 or F1 may only be combined with competitors in two age
divisions above i.e. M2/F2 and M3/F3.
24. REFEREE
Qualification level – Referees must be IJF A or continental licensed and must be active
referees in good standing with their National Federations and the IJF.
Referee Selection Process: Quota will be established (per Continent and Country) by the
Veteran Referee Director, based on past participation at World Championships. Veteran
Referee Directors reserve the right to select a number of referees that have previously
supported World Veteran Judo Championships, are active, and are in good standing with
their National Federations and the IJF. The Veterans Referee Director will select 24
referees and 4 mat chiefs to assist him. *Only nominated referees will be allowed to
officiate in this tournament.
Confirmation: Veteran Referee Director will inform each Continent’s and country’s Referee
Director of the nomination of their referees, and will request confirmation.
Referees host Country: The host country will be allowed to select the names of four (4)
referees. These nominated referees must conform to the minimum qualification levels (IJF
A or Continental license).
Referee Meeting: A meeting will take place on October 16, 2018 at 18:00 and attendance
at this meeting will be compulsory for all referees. This meeting location will be located at
the host hotel.
Rules: The IJF competition rules will apply at this championship with modifications to the
contest durations.
Referee Registration: Form 2 should be completed and sent to the IJF Veterans Referee
Director and Championship Organizing Committee no later than August 17, 2018.
Referee Travel & Accommodations Costs: The National Federations, or individual
nominated referees, will be responsible for the travel expenses. The host will support
double occupancy room for nominated referees.
25. ENTRIES
Entries will be accepted from national federations, national clubs or individual athletes by the organizers.

27. ATHLETE ACCREDITATION -Competitors are asked to check-in during accreditation on day prior to their scheduled
date of competition. Pre-registration fees (see Item 22 for fee breakdown). On-site
registration will be accepted as a late-entry with fee of $220.00 per participant.
Please check schedule for exact times. Absolutely no individual entries will be accepted
after 18.00 hrs on day prior to scheduled competition.
28. VISA.Those athletes and companions who will require entry VISA to the México may use the
attached letter found in this entry packet to submit to their respective embassy with your
application. If you feel that you will need further support other than this letter to secure a
visa approval, we are happy to approach the Mexican Committee office to assist you
further. You must send us an email giving us your full name, date of birth and passport
number for all those traveling in your party and we will further support your request at our
end.

29. TRANSPORTATIONIt is recommended to travel to International Airport Cancun (CUN) as your point of arrival.
International Airport Cancun is 17 minutes from hotel and Venue.
Transportation for competitors, coach , family members , from/to airport is not offered by
organiser

you to purchase event memorabilia and reserve your official shirts as they will be limited
editions.
31. ACCOMODATIONS
The organizers of the 10th Anniversary of these IJF Veterans World Judo
Championships have secured rooms in two of the most iconic hotels on the beaches of
Cancun. The Iberostar and the OASIS hotels are 4-5 Star hotels that offer all of the
participating Judokas the unique experience of walking from their hotel rooms to the
competition venue, while placing just a few meters from the world class beaches of
Cancun, and exotic pools in an All-Inclusive hotel setting.
Just imagine; at both of these two officials hotels, once you check in, all that you eat, or
drink (be it alcoholic or non-alcoholic beverage) is free as part of the All-Inclusive rate
– you will be able to eat in different restaurants featuring world cuisine within the hotel
complex at no extra cost.! It is all included in the price of the hotel– no hidden cost
and you know upfront all of your room and meals cost during your stay! It is also
important to note that even the mini-bar refreshments, found inside you hotel room is
included in the concept of “All Inclusive” rate.

The Hotel Oasis Lite is the B level official hotel which is located within a short walking
distance from the Hotel Headquarters and the venue (Iberostar Hotel). The Oasis is
located as part of the Oasis Cancun Resort and is located right on Cancun beach. The
Oasis is a 4 star hotel, featuring the same All-Inclusive hotel concept as the Iberostar.
Again, All Inclusive means exactly that: all inclusive, where the guests will enjoy meals
at diverse restaurant world cuisines, all you can drink/consume at all hotel bars, and
