The Municipal Manager's Report under da te of January 16, 1984, was considered and d e a l t with as follows:

The Municipal Manager submitted a repor t from t h e Area Assessor regarding assessments on p a r t i a l l y completed buildings.
The r epor t ind ica ted t h a t on December 19, 1983, t h e Assessment Authority w a s advised t h a t t he Supreme Court had r e j ec t ed the Assessment Authori ty 's app l i ca t ion t o obta in leave t o appeal the decis ion of t he B.C. Court of Appeal.
On December 22, 1983, t he Honourable Hugh A. C u r t i s , Minis ter of Finance made a news release concerning t h e Assessment Amendment A c t . One of the new f e a t u r e s of t h e B i l l w i l l al low f o r t he assessment and t axa t ion of p a r t i a l l y completed bui ldings and machinery i n 1984 and p r i o r years.
The l e t te r concluded t h a t when Legis la t ion has been passed, t h e Area Assessor w i l l be adding incompleted s t r u c t u r e s and machinery t o t h e assessment r o l l .
