The Director attended the Seventh Session of theExecutive Board of WI:I0 in Geneva 'in January. The Execu-tive Board, on the recommendation of the Directing Coun-cil, appointed Dr. Soper as Director of the Regional Of..fice for the A_aertcas for a period of foul, years startingFebruary!, 1951.

The Board recommended a budget for WHOof$7,677, ooo. for 195z.

La poblaci6n de la regi6n afec-tada es, apreximademente, de 870,000 y el n_mer- de cases depeste se estima en unos 70_DQO. En el plan de referen-cia se propone sue se recurra a la asistencia t_cnlca. E1consulter vis!t6 laboratories en Guayaquil yen Lima y formul6recomendaciones para meJorar el nivel de esos centres de pro-

Se est& llevando a cabo una visita a la America Cen-tral para el estudio de los laboratories y con vistas a un pro-yectado centre regional para la producci6n de vacuna antivari$lica destinada a la campa_a de erradicaci6n de la viruela enesos palses.

Programa de Demostraci6n y Campafia Antivari%lica conVacuna Seca de la Oficina sanitaria Panamericana. Antes deCemenzar -el trab_aj° en los DepartamentoS de Tumbes y Piura(Perd), se hicieron ensayos con la vacuna seca suministrada perlos laboratories del Departamento de Salubridad del estado deMichigan (EE.UU. de A.). Se ccnsideraron muy satisfacteriaslas pruebas reali_das sobre cien personas y se observaron lasreaccienes caracteristicas de primeras y segundas vacunaciones.

Seg_n infcrmaciones recibidas desde el 1 de octubrede 1950 hasta el 31 de enero de 1951, fueron vacunadas en elPerd 201,628 personas que representan el 16.3% de la poblaci6ntotal de 1,233,528 residente en los departamentos abarcadosper la_campafia en su fase actual. E1 n6mero de reaccionesobservalas alcanz6 el 35.1% Y, de ellas, 43,260,o sea el 61%,resultaron pesitivas, lo que demuestra el alto nivel de suscep-tibilidad de la poblacl6n. Estas cifras no incluyen las 73,000vacunas que se aplicaron en el Departamento de Cuzco con motivedel terremoto acaecido en esa regl6n en 1950.

Los resultados de la aceleraci$n del programa parala lucha contra los pioJos mediante el uso del DDT, se indi-can en el siguiente cuadro que presenta el n_mero de casos detifo notificados y el n_mero de defunciones. De acuerdo _conlas oifras presentadas en este cuadro, puede verse que la ace-leraoi6n de las actividades de espolvoreamiento con DDT en 1948,origin6 una disminuci6n inmediata de los casos de tifo, losqua quedaron reducidos a una cuarta parte del n6mero de casoscorrespondiente a a_os m teriores. Desde el 16 de octubre al 31 de diciembrede 1950 se aplic6 DDT a 66,123 personas. Este programa se desa-rr_ll6 conJuntamente con el programa de inmunizaci6n contra lavlruela. Se vacunaron 29,99% personas en enero y 29,920 per-sonas y 8,873 habitaciones fueron rociadas oon DDT. During the app_oxlmately seven months when theProject operated in San Niguel, about 15,000 persons outof an approximate population of 22_000 were examined.X-ray diagnosis revealed suspicious shadows in 574 persons.OD this number the team personnel _e_e able to get 512examined bacteriologically.lthroug_ t_,e use of. sputum _rgastric lavage (when the latter,_:wes:_ecessa.ry).specimens.Of the 512 so examined bacterioi'ogicatly_ 2_1 were foundpositive on culture. Para este Centrose consiguieron los servicios de un educador sanitario de Co-lomb ia.

D. Hospitales

Un_miembro del personal de la Oficina, quo en 1945orealiz$,como consultor, un estudio de los hospitales de Haiti,ha hecho un nuevo estudio de les medics con quo cuentan loshospitales de dtcho pats, en relaci6n con los planes y laconstrucci6n de un hospital general moderno para enfermedadesagudas y cirug_a. En colaboraci6n con la Escuela de Medicinade la Universidad de Haiti, el citado hospital servir_ tambiSnde centro de ense_anza. Se prepar$ un informe con las recomen-daciones correspondientes.

Durante su permanencia en Haiti, el citado miembrodel personal de la 0ficina actu6 como consultor del Jefe del ·EJ_rcito Haitiano en la preparacl6n de un programa de trabajo ipara un hospital militar moderno.

En relaci6n con el proyectado hospital de 0axaca,

The _activit!es of theCartographic and Drafting Section of the Division of PublicHealth consisted of 58 maps drawn, i2 forms designed , 41illustrations and designs prepared, _ graphs and chartsdrawn, 7 posters and lettered signs completed, 3 exhibitsdesigned, 25 exhibit panels prepgred , 32 drawings of floorplans, buildings and hospitals, 412 photographs receivedand filed, and 59 lantern slides supplied. ....

Fellgwships. During the period of this report 92individuals were awarded training fellowships by the PanAmerican Sanitary Bureau., Of this number, 31 fellows wereunder training at some time during the period on long termfellowships, classified as from 6 to 12 months. Theremaining bl either completed or began short term or travelfellowships. The latter number included 34 trainees who__received serology training at VD laboratories in LatinAmerica. Also included were 16 nurses who completed a

Nursing Workshop_ training period in Chile.

supplies. Late in 1950 it became apparent to theBureau that a scarcity of chlorine based insecticides,such as DDT and gammexane, would probably occur beginningearly in 1951. Consequently the Bureau took steps in anendeavor to assure the supply of these insecticides vitalto programs of Member Governments and undertook a surveyof requirements of Member Governments for the insecticides.

The following statistics give a summary of PASBactivities concerning supplies during the period of thisreport.

VI. 48th ANNIVERSARY OF PASB _

The Pan American Sanitary Bureau celebrated its48th anniversary, December 2, in the Hall of the Americasof the Pan American Union Buildirg, with a program ofspeeches, followed by a reception. The Director openedthe program. The guest speaker was Dr. Ernest L. Stebb!ns,Director of the School of Hygiene and Public Health, JohnsHopkins University, who spoke on the future of internationalpublic health relations. Dr. William Manger, AssistantSecretary-General, Organization of American States, alsospoke. A PASB exhibit was on display in the Hall of theAmericas. The celebration was attended by some 500 guests,including members of the Dip_omatic Corps in Washington,officials of UN and its specialized agencies, the Depart-ment of State, National Institutes of Health and Instituteof Inter-American Affairs of the United States, and membersof the faculty of Johns Hopkins University.

Entre estas becas, bahia 31 correspondientes abecarios quienes comenzaron o terminaron sus cursos de adies-tramiento durante el Citado per_odo, con becas otorgadas porplazos de 6 a 12 meses. Los otros 61 becarios completaron oiniciaron becas de corto plazo o becas de viaje. Este dlti-mo grupo incluye 35 estudiantes que recibieron adiestramien-to en serologia en laboratorios de enfermedades ven6reas dela Am6rica Latina. Tambi6n comprende 16 enfermeras que ter-mlnaron un per_odo de adiestramiento en Seminarios de Trabajosde Enfermeria, en Chile.

A fines de 1950 la Ofi-cina previo qUe al c6mienzo de 1951 se produciria una escasezde lnsecticidas a base de cloro, tales como DDT y gamexana.Por lo tanto, ella tom6 las medtdas que estim6 necesarias paraasegurar el suministro de estos insecticidas, tan esencialespara los progr.amas de los Gobiernos Miembros. De acuerdo conesto, se inici6 un estudio de las cantidades de este materialque necesitaban dichos Gobiernos.

Stebbins, Director de la Escuela de Higiene ySalud Publica, Universidad de Johns Hopkins, quien habl6 sobreel futuro de las relaciones internacionales de salud pfiblica.Tambi6n hizo uso de la palabra el Dr. Willian Manger, Secre-tario General Adjunto de la Organizaci6n de los Estados Ameri-canos. En el propio Sal6n de las Am6ricas se present6 una ex-posici6n de la Oficina Sanitaria Panamericana. Asistieron alacto unos 500 invitados, entre los que se encontraban miembrosdel cuerpo diplom_tico en Washington, funcionarios de las Na-clones Unidas ¥ sus organismos especializados, del Departamen-to de Estado, _l_ los Institutos Nacionales de Higiene y delInstituto de Asuntos Interamericanos de los Estados Unidos,asi como miembros de la facultad de la Universidad de JohnsHopkins.
