Dear Colleagues,

The IGU Executive Committee held its first meeting of 2012 in Beijing in March. It was a productive and enjoyable meeting, thanks to the generous hospitality of the Institute of Geographical and Natural Resources Research (IGNRR) of the Chinese Academy of Sciences and its Secretary General, Zhang Guoyou. The approved minutes of the meeting are included in this issue and are available at http://igu-online.org/.

Taking advantage of the committee’s presence in Beijing, an informative visit to the National Geomatics Center of China was arranged by Chen Jun, Secretary General of the International Society for Photogrammetry and Remote Sensing (ISPRS). IGU Secretary General Mike Meadows, Vice President Giuliano Bellezza, and I also visited the School of Geography at Beijing Normal University (BNU) led by Professor Yang Shengtian. After a briefing on the School’s programs, the three of us participated in a Seminar on Geo-Frontier Understanding organized by Chen Jun and sponsored by BNU, the Geographical Society of China (GSC), IGU, and ISPRS. In discussions following the seminar we agreed to explore the possibility of establishing a joint IGU-ISPRS commission focused on research on land use and related topics in frontier areas throughout the world, one of Chen Jun’s particular interests.

From 25-30 April IGU Vice President Dietrich Soyez and I were guests of the National Committee for the IGU of Japan during a visit to Tokyo, where we met with the National

Committee and presented lectures at a meeting of Japanese geographers held at Tokyo Metropolitan University. Following the meetings, IGU Vice President Yukio Himiyama kindly gave us a two-day tour of the coastal areas most severely affected by the 2010 tsunami. The depth and scale of the devastation caused by the earthquake and tsunami is difficult to comprehend, even after a year of intensive cleanup, as is the amount of work yet to be done to in any sense restore the areas affected by the tsunami to some semblance of their former state. Incomprehensible as the damage and restoration may be, the Japanese people, including our colleagues in geography, are addressing the daunting task with commendable determination.

The most exciting news I have to report in this issue is the endorsement of the IGU’s International Year for Global Understanding (IYGU) initiative by the International Council for Science (ICSU), word of which was received in early May. The IYGU initiative has now been endorsed by the major global coordinating organizations for the sciences (ICSU), the social sciences (ISSC—the International Social Science Council), and the humanities (the International Council for Philosophy and Humanistic Studies). In addition, five of the eight ICSU international unions that focus on the earth sciences have formally endorsed the IYGU initiative. ICSU support will be most helpful in winning UNESCO endorsement for IYGU, which is prerequisite to obtaining approval of the International Year from the United Nations General Assembly. Current plans are for the IYGU “year” to be proclaimed for 2016-2017. IYGU Executive Director Benno Werlen of the University of Jena is to be congratulated on his success in bringing the IYGU initiative to its current state of development.

More details regarding IYGU will be offered in the next issue of the IGU E-Newsletter. I also want then to report on a fascinating student-organized conference from which I’ve just returned that was held at Gadjah Made University in Yogyakarta, Indonesia.

Cher CollèguesLe Comité Exécutif de l'UGI a tenu sa première réunion de 2012 à Pékin, en Mars. Ce fut une rencontre productive et agréable, grâce à la généreuse hospitalité de l'Institut de Recherche en Géographie et Ressources Naturelles de l'Académie chinoise des sciences et de son Secrétaire général, Zhang Guoyou. Profitant de la présence du comité à Pékin, une visite enrichissante du Centre National de Géomatique de Chine a été organisée par Chen Jun, secrétaire général de la Société internationale de photogrammétrie et de télédétection (SIPT). Le Secrétaire général de l’UGI, Mike Meadows, le vice-président Giuliano Bellezza, et moi-même avons aussi visité la faculté de géographie de l'Université Normale de Beijing (BNU) dirigée par le professeur Yang Shengtian. Après une présentation des programmes de l'École, nous avons tous les trois participé à un séminaire sur les géo-frontières organisé par Chen Jun et parrainé par BNU, la Société de géographie de Chine,

l'UGI, et la SIPT. Suite aux discussions du séminaire, nous avons convenu d'explorer la possibilité d'établir un commission jointe UGI-ISPRS consacrée aux recherches sur l'utilisation des terres et des sujets voisins dans les zones frontalières à travers le monde, un des domaines d’intérêt de Chen Jun.

Du 25 au 30 Avril, le vice-président de l’UGI Dietrich Soyez et moi-même étions les invités du Comité national UGI du Japon pour une visite à Tokyo, où nous avons rencontré les membres du Comité national et assisté à des conférences présentées lors d'une réunion des géographes japonais tenue à Tokyo Metropolitan University. Après ces réunions, le vice-président de l’UGI Yukio Himiyama nous a aimablement organisé une visite de deux jours dans les zones côtières les plus durement touchées par le tsunami de 2010. La magnitude et l'étendue des dévastations causées par le séisme et le tsunami sont difficiles à appréhender, même après une année de nettoyage intensif, car la quantité de travail qui reste à accomplir dans le but de restaurer dans leur état antérieur les zones touchées par le tsunami reste immense. En dépit de l’énormité de la tâche, la détermination et les efforts du peuple japonais, y compris nos collègues géographes, doivent être applaudis sans réserve.

La nouvelle la plus enthousiasmante que je dois signaler dans ce bulletin est le soutien du Conseil international pour la science (CIUS) à l’initiative de l’UGI pour une Année internationale de la compréhension globale (IYGU), nouvelle qui a été reçue au début de mai. L'initiative IYGU a maintenant été approuvée par les plus grandes organisations de coordination pour les sciences (ICSU), les sciences sociales (CISS - le Conseil international des sciences sociales), et les sciences humaines (le Conseil international pour la philosophie et des sciences humaines). En outre, cinq des huit unions internationales de l’ICSU qui se concentrent sur les sciences de la terre ont formellement approuvé l'initiative IYGU. Ce soutien de l’ICSU sera très utile pour obtenir l'approbation de l'UNESCO pour IYGU, ce qui est une condition préalable à l’établissement de l'Année internationale par l'Assemblée générale des Nations Unies. MinutesSantiago November 2011 Meeting. The minutes of the November 2011 Santiago IGU Executive Committee meeting were confirmed, having being circulated and approved via email prior to the meeting.Publication of the Minutes. The timing of publishing the minutes of the Executive Committee meetings was discussed. The committee agreed that the minutes should be circulated and corrected soon after each meeting so that they can be published promptly. The responsibility is with the Executive Committee members to ensure that they read and correct them as necessary within one month of the meeting. The president will provide final review.

Organization and OperationsIGU Country Membership Report. The spreadsheet indicating the current situation was tabled. Problems in making contact with South Korea were noted and Himiyama will follow up. There are renewed memberships from Nigeria and Kenya. Iceland and Brazil are facing particular difficulties, with the suggestion that perhaps a sponsorship arrangement may work in the interim. Kolossov reported on his efforts to follow up with some of the former Soviet Union countries. Abler reported that the US National Committee will contribute US$1,000 annually to a ‘dues fund’ to support the membership of countries that cannot afford to pay, pending approval of an increase in its own funding for that purpose.IGU Financial Report and Projection. Financial reports for 2008-2011 including balance sheets were presented. The IGU Executive Committee has reduced travel costs, at least in part due to the holding of the partial ‘virtual‘ Executive Committee meeting Köln in May 2011 but also because a high proportion of Executive Committee members now receive subsidies from their own national authorities. The possibility of dealing with more routine items via Skype was discussed and it was agreed to continue attempts to have one of the Executive Committee meetings each year via appropriate technology for as many of the Executive Committee members as possible. Meadows reported that the IGU will likely offer 40 travel grants for participation in the Köln Congress.UN-International Year for Global Understanding (IYGU) Initiative. A report submitted by Benno Werlen was reviewed. The IYGU strategy now is to aim for the year to be declared in 2015 and there is a need to decide what the ‘final‘ year would be. Abler and Kolossov will

convey the Executive Committee‘s concerns to Benno, along with suggestions that the IYGU leadership consider what might be accomplished should the initiative fail to obtain United Nations endorsement, and for how much longer UN endorsement should be pursued. The financial situation was also discussed; IGU continues to make annual contributions to IYGU in the meantime. There was considerable discussion of the initiative in relation to the messages it is communicating and the ongoing tensions between scientific objectives and the political maneuvering needed to obtain UN endorsement.Commission Reports. 2008-2012 reports were requested from all Commissions and Task Forces and the response has been very good, with only three commissions and one task force still with reports outstanding. Fincher suggested that the template requesting the annual reports should in future solicit information on Commission attempts to encourage younger scholars. There are some anomalies in relation to, for example, Steering Committee membership and there is a need for these to be resolved. Some Commissions are less directly involved in the IGU per se. It was decided that each Executive Committee member will review the reports of the Commissions and Task Forces for which she or he is responsible and provide a brief report and recommendation via E-mail to Meadows by 31st March 2012. Abler and Meadows will then communicate the responses to the Commission chairs on behalf of the committee. Final decisions with respect to the Executive Committee’s recommendations to the IGU General Assembly regarding continuation of commissions and task forces will be made at the Executive Committee meeting prior to the Köln Congress.IGU Annual Report 2011. Abler compiled a draft IGU Annual Report for 2011 and, in consultation with Meadows, this was produced in time to go out with the 2012 membership invoices. The report will be placed on the website. The possibility of developing a more ‘market-oriented’ version of the report was raised.Journals Project Update. The web-based version of the inventory is under construction and will be ready for the launch at Köln. The work of Ton Dietz and his team on this project has been extraordinary and his efforts are warmly appreciated.Sustainable Cities Network. Qiu Li from the University of Hunan attended the meeting for this item and provided an update on the project. A website is under construction at www.oursus.org. Dr. Qiu outlined briefly the history of the relationship between the University of Hunan and the IGU through collaboration with Ton Dietz. The key example currently is the city of Changsha as one of two pilot sustainable cities in China but the intention is that this should be a platform for many cities globally to help bridge gap in developing versus developed world sustainability. Key issues involve the project’s financial model going forward as well as its management structure and marketing both now and in the future. Prospects for presentation in Köln were discussed and it was agreed Executive Committee members would respond to the issues raised in relation to finance and management. Meadows will write Dietz requesting that he co-ordinate the presentation schedule requirements for the Congress and the Köln General Assembly. Kellerman will continue as the Executive Committee liaison with the initiative. Executive Committee Calendar

Köln, Germany: Meeting on 24th and 26th August 2012 (ahead of IGU Congress; field excursion on Saturday 25 August). Executive Committee members should provide their flight details and the duration of their stays in Köln to Soyez as soon as possible.

The 2012-2014 IGU Executive Committee will meet after the General Assembly election to elect a First Vice President and to schedule its future meetings.

IGU Sesquicentennial and Centennial Task Force. Abler tabled his report and recommendations in this regard. The establishment of the Task Force needs to be finalized by the

time of the Köln Congress. Abler was confirmed as the liaison person with this Task Force; suggestions are still sought for membership. IGU Bulletin Backlog. Meadows has made good progress with the 2009-10 issue and this will be ready to go to press within a few weeks. Meadows agreed to produce the 2011 version in time for the Köln Congress. The matter of future publication was discussed, in particular the suggestion that this take the form of e-publication in future; the advantages of having hard copy appear to outweigh the costs, although National Committees could be approached as to how they would like to receive the Bulletin. The current distribution is the National Committees (five copies each) plus the libraries listed. The print-run should be around 500 copies. IGU 2012 Elections. Four Vice-Presidents and a new President are to be elected or re-elected at the 2012 IGU General Assembly in Köln. The call for nominations closed on 31st December 2011. One candidate for the Presidency has been received, and ten for Vice-Presidents. The uneven gender and geographical distribution of candidates was noted with concern.Joint International Cartographic Association/International Geographical Union Working Group/Commission on Toponymy. A brief report was tabled. It was agreed that Bellezza would become the liaison person for this new Commission. It was also agreed that members of the interim steering committee should meet with the Executive Committee in Köln.Mediterranean Renaissance Program . Exchange of correspondence has indicated the willingness of this very active program, under the leadership of Maria Paradiso, to be formalized as the IGU Commission on the Mediterranean Basin, the IGU’s charter Regional Commission. The Executive Committee will forward that recommendation to the General Assembly.Proposed IGU Commission on the Informal Economic Sector. Discussions are still underway among those preparing the proposal for the commission.Agenda for IGU General Assembly, Köln, August 2012. The draft agenda has been circulated to the National Committees and additions and amendments are awaited. The draft agenda was approved by the Executive Committee, following the agenda item dealing with the Köln Congress.Executive Committee Service on IGU CTF Steering Committees. Customarily, IGU Executive Committee members have served on Commission Steering Committees. Given that the Mediterranean Renaissance Program has been approved as a Commission, those Executive Committee members who listed as MRP Steering Committee members should not continue in that capacity beyond the Köln Congress. There is no impediment preventing Executive Committee members from being active members of any IGU Commission or Task Force. IGU Archives Abler has received a positive response from the Curator of the American Geographical Society Library and the Director of Libraries at the Golda Meir University of Wisconsin-Milwaukee Library to the prospect of moving the IGU archives from Rome to the Golda Meir Library. It would be advantageous to have the archives situated in a location where they can be appropriately catalogued, curated and consulted. Abler is to further explore their costs and logistics of transferring the collection from Villa Celimontana to Milwaukee. There was also discussion of the possibility of moving the archives to the Institut fuer Laenderkunde of Leipzig. Soyez to follow up explore that option.Home of Geographers. Correspondence from the Italian Geographical Society indicates their objection to the use of the name ‘Home of Geography’. The newsletter has already changed its name but the question of the website name remains. The Home of Geography E-Newsletter will be fully integrated into the IGU website and the separate Rome website will be discontinued. It was agreed that, from the next issue, the newsletter will be branded simply: “IGU E-Newsletter”.

Corporate Sponsorship. Abler reported on negotiations for the IGU’s first corporate sponsor. One possibility would be to use the relevant corporation’s name in association with a number of travel grants and/or programmes for younger scholars. The Executive Committee agreed that Abler should suggest this to the prospect with which he is negotiating.

Cooperation and OutreachFestival International de Géographie (FIG). The issue of participation of FIG at the Köln Congress was raised and, in particular, the attendance of Chrstian Pierret. Kolossov reported that Pierret has agreed to come to the Congress for two days and is prepared to present several times as necessary, including a round table to discuss the future of Geographical Festivals and a newly proposed School (Grand Ecole) of Geography at St Dié-des-Voges. In order to increase the visibility of French within the IGU, the Köln Local Organizing Committee has suggested a ‘Francophone afternoon‘ and, since there remain no plenary slots on the programme, FIG and the French National Committee of the IGU (CNFG) have agreed to share this session jointly. Timetable issues need still to be resolved. Other sessions may be arranged as necessary. The current agreement between IGU and FIG was also discussed: FIG is prepared to cover the expenses of accommodation in St Dié-des-Voges for one person to present an IGU lecture (preferably in French) provided IGU covers the travel expenses. IGU is committed into the future and already for October 2012 (the themes are ‘Turkey‘ and ‘Landscapes‘). National Committees will again be approached to suggest names of possible presenters. Festa de Mirandela, Portugal. There is no information regarding this item. Festival de Geografía, Taxco, Guerrero Mexico. The latest plans are to hold the festival biennially in different cities of Mexico, organised by different groups each time, and the next festival site, in October 2012, will be chosen at a meeting in May.International Social Science Council (ISSC). Fincher tabled a brief report indicating that much effort has been applied to nominating appropriate geographers for the various working committees. Geographers have unfortunately not so far been incorporated onto the newly established committee for the next World Social Science Report but there is a possibility that one Latin American geographer (suggested by Ayala) may be co-opted at a later stage. Geographers were also nominated by IGU to be consulted around the issues of climate change and have responded accordingly. Suggestions for names of possible keynote/plenary speakers at the next ISSC World Social Science Forum (Montreal, October 2013) on the theme ‘Social Transformation and the Digital Age’ are sought.International Council for Science (ICSU) The next ICSU GeoUnions meeting will be held in Istanbul in Istanbul at the end of April 2012. Abler and Meadows will attend on behalf of IGU and will use the opportunity to touch base with Turkish colleagues in relation to their invitation to IGU to host the 2020 International Geographical Congress. Meadows will circulate ICSU’s recently announced ‘Future Earth’ document to Commission, Task Forces, and National Committees. Ayala’s nomination to serve on the Integrated Research on Disaster Reduction Science Committee has been put forward and a decision is due shortly.International Consortium on Landslides. Ayala noted the proposal to establish a regional network for Latin America in regard to landslide disasters. At a January meeting in Japan, Latin America was accepted by the Consortium as one of eight regional networks globally and this now opens up the possibility of applying to ICSU for funding. The IGU should play a leading role in the consortium and its programs, and should support its application for ICSU funding.Géographie de la Paix/New ACFAS Event. Following on from IGU involvement in and partial funding of the Maison de la Géographie de Montréal publication following the 2011 event, the

next ACFAS colloquium will be held in May 2012. There is a clear effort to bridge communication difficulties between the organizers and the Canadian Association of Geographers. It was suggested that the local organizers make contact with the CAG before an IGU contribution be considered.

International Geographical Congresses and IGU Regional ConferencesConference and Congress Memorandum of Agreement (MoA). Kellerman noted that problems had arisen in regard both to choice of venue and in make-up of the Local Organising Committees (LOC) and suggested that appropriate clauses be added to the memorandum reflecting the importance of consultation with the Executive Committee in regard to both aspects. It was noted that the MoA is a set of guidelines rather than rules, although for future conferences and congresses (i.e. from 2018 onwards), LOC representatives will be asked to sign MoAs in Köln. Abler agreed to incorporate the proposed additions to the MoA. The addition of a clause referring to the refund of travel grant monies advanced to LOCs in the event of no-shows was also agreed to.Santiago, Chile Regional Conference 2011. The Local Organizing Committee has submitted its final report. The attendance was encouraging and, despite some misgivings regarding the venue and quality of papers, the hosting of the conference in Latin America was seen as a positive development. Abler will prepare a draft response to the editorial regarding the conference site that appeared in Political Geography. Köln, Germany International Geographical Congress 2012. Soyez presented a comprehensive status report on the upcoming Congress, illustrating some of the venue characteristics and outlining the main features of the IGC. Abstract submissions have surpassed all expectations and, to date, 2,817 have been submitted (1,772 acceptances, 423 on the waiting list, 612 rejections). Most of the rejections focused on the ‘key topic’ themes. There are now 450 slots planned for the congress, inclusive of business meetings. In general the abstract submission and review process has proceeded smoothly, although some difficulties were experienced. The keynote speaker programme was outlined; it includes high profile individuals. Innovations in the participation of younger scientists are planned. In the presentation, special attention was paid to the Symposium on Geography and Schools which will bring an additional 200 participants to the Congress. iGeo (Olympiad) has achieved UNESCO Commission recognition and plans some very exciting innovations in the run-up to the Congress. Approximately 35 exhibitors have been finalized, most of whom will exhibit in a specially erected tent structure in a central part of the venue. The opening and closing ceremony programmes were outlined; they will take place in the Philharmonic Hall. The proposal for a special session on ‘Facets of Contested Geographies’ was also discussed and potential speakers have been identified and will be approached shortly, although it is recognized that this is now at short notice. Early-bird registration is open until April 10th 2012. Meadows provided a brief update on the travel grant situation and noted that he hoped that up to 40 grants would be awarded from the more than 160 applications that have been received. The committee asked that Soyez strongly convey its great appreciation to the LOC for their efforts. Kyoto, Japan Regional Conference 2013. Himiyama presented a brief report on behalf of the Kyoto Local Organizing Committee. An early-bird registration rate of US$300 has been suggested, which is very competitive. Registrations will be invited from 1 October 2012 to 10 April 2013. Delegates will be encouraged to register early. The second circular will be ready in time for the Köln Congress. Some very high profile keynote speakers have been identified and have agreed to attend.

Krakow, Poland Regional Conference 2014. The Polish IGU National Committee has sent a report that confirmed that the dates for the meeting are 18 th to 22nd August 2014. A Local Organizing Committee has been established and the first circular will be available at the Köln Congress. Abler will write and thank the committee for the report.Moscow, Russia Regional Conference 2015. Kolossov reported that two meetings of the core of the LOC have taken place. A range of institutions, including government authorities, the Russian Academy of Sciences, etc., have been approached for support. The conference will be held at Moscow State University in August. The organizers will ask that all papers be presented in English or French. The conference dates are 20-26 August 2015.People’s Republic of China International Geographical Congress, Beijing, 2016. The LOC framework has been established as has the Scientific Committee. The meeting will take place at the China National Convention Centre and attempts are underway to find funding to support the meeting, including especially the attendance of young scholars from developing countries. The congress will be held in August 2016.International Geographical Congress 2020 Invitations. Proposals have been received to host the 2020 International Geographical Congress from the national committees of Australia, Peru and Turkey. The normal procedure is that the Executive Committee reviews the invitations and recommends a site to the General Assembly. The Executive Committee agreed to recommend Istanbul as venue for the 2020 IGC. Meadows will inform the proposers from Lima and Sydney that they can bid for the 2018 Regional Conference if they wish to do so.Olympiad Proposal. The Executive Committee agreed that the IGU Olympiad can be supported at each Congress in the amount of US$5,000 (in addition to US$1,000 per year regular support in other years). Meadows will communicate the decision the Olympiad Task Force co-chairs.

Honors and AwardsHonours and Awards Committee. The purpose of the establishment of this committee is to regularize the nominations and procedures for selecting recipients to the various IGU awards. Abler tabled his proposed terms of reference and structure for the proposed committee, which shall consist of five internationally prominent individuals drawn from countries in good standing with the IGU and operating independently of the Executive Committee. The guidelines having been approved in principle, Abler was requested to approach the individuals concerned. Fincher will serve as the first chairperson of the committee.IGU Planet and Humanity Medal. Himiyama proposed a suitable recipient for the Planet and Humanity Award. It was agreed that will Abler ascertain the individual’s willingness to accept the medal and his availability to attend the Köln Congress.Mattei Dogan Foundation Prize in Human Geography. Abler will contact the Foundation to confirm the availability of funds for the award in 2012. IGU Lauréat d’honneur Abler will provide the guidelines for this award within a week. There is a qualified nominee and it is expected that at least one award will be made at Köln.

AdjournThe committee expressed its great appreciation to the local organising team headed by Zhang Guoyou for all that had been done to facilitate the meeting and the various institutional visits arranged for the Executive Committee. The agenda having been completed, the President adjourned the meeting at 12h50 local time on 14th March. The next meeting will begin at 09h00 on 24st August 2012 in Köln, Germany.

Procès-verbalSantiago Novembre 2011.Le procès-verbal de la réunion du Comité exécutif de l’UGI à Santiago en novembre 2011 a été entériné, ayant été distribué et approuvé par e-mail avant la réunion.Publication du procès-verbal. Le calendrier de la publication des procès-verbaux des réunions du Comité exécutif a été discuté. Le comité a convenu que les procès-verbaux devraient être distribués et corrigé peu de temps après chaque réunion afin qu'ils puissent être publiés rapidement. La responsabilité des membres du Comité exécutif est de s’assurer qu'ils ont lu et corrigé si nécessaire dans un délai d'un mois après la réunion. Le président donne un dernier coup d’oeil.

Organisation et fonctionnement

Rapport sur les adhésions de pays à l’UGI. Le tableau indiquant la situation actuelle a été présenté. On note des problèmes de prise de contact avec la Corée du Sud ; Himiyama assurera le suivi. Il y a des adhésions renouvelées en provenance du Nigeria et du Kenya. L'Islande et le Brésil sont confrontés à des difficultés particulières, avec la suggestion d’un accord de parrainage pour travailler dans l'intervalle. Kolossov fait un rapport sur ses efforts pour assurer le suivi avec certains des anciens pays de l'Union Soviétique. Abler a signalé que le Comité national américain va verser 1000 dollars US par an à un « fonds de cotisations » pour soutenir l'adhésion des pays qui ne peuvent pas se permettre de payer, en attendant l'approbation d'une augmentation de son propre financement à cette fin.Rapport financier UGI et projections.Les rapports financiers pour la période 2008-2011, y compris les bilans ont été présentés. Le Comité Exécutif de l'UGI a réduit ses frais de déplacement, au moins en partie du fait de la tenue d’une réunion “virtuelle” du Comité exécutif à Cologne en mai 2011, mais aussi parce qu'une forte proportion de membres du Comité exécutif reçoivent désormais des subventions de leurs propres autorités nationales. La possibilité de traiter avec plus de points de routine via Skype a été discutée et il a été convenu de poursuivre les efforts pour tenir ainsi chaque année l'une des réunions du Comité exécutif en utilisant la technologie appropriée au plus grand nombre possible de membres du Comité exécutif. Meadows a signalé que l'UGI offrira probablement 40 bourses de voyage pour la participation au Congrès de Cologne.ONU - Initiative pour une Année internationale pour la compréhension globale (IYGU).Un rapport présenté par Benno Werlen a été examiné. La stratégie IYGU est maintenant d’envisager 2015 pour une déclaration, et il est nécessaire de décider quelle serait l’année "finale". Abler et Kolossov transmettront les préoccupations du Comité exécutif à Benno, ainsi que des suggestions pour que la direction d’IYGU examine ce qui pourrait être accompli si l'initiative ne parvient pas à obtenir l'approbation des Nations Unies, et pour combien de temps les efforts pour obtenir l'approbation des Nations Unies devraient être poursuivis. La situation financière a également été abordée; l’UGI continue à faire des contributions annuelles au IYGU dans l'intervalle. Fincher a suggéré que le modèle demandant les rapports annuels devrait à l'avenir solliciter des informations sur les tentatives de la Commission visant à encourager les jeunes chercheurs. Il y a quelques anomalies par rapport aux membres des comités de pilotage et il faut régler ces problèmes. Certaines commissions sont moins directement impliqués dans l'UGI en soi. Il a été décidé que chaque membre du Comité exécutif examinera les rapports des commissions et groupes de travail pour lequel il ou elle est responsable et fournira un bref rapport et une recommandation par e-mail à Meadows avant le 31 Mars 2012. Abler et Meadows sera communiqueront ensuite les réponses aux présidents de la Commission au nom du Comité. Les décisions finales en ce qui concerne les recommandations du Comité exécutif à l'Assemblée générale concernant la poursuite des commissions et groupes de travail de l’UGI seront prises à la réunion du Comité exécutif avant le Congrès de Cologne.Rapport annuel UGI 2011. Abler a rédigé un projet de rapport annuel UGI pour 2011 et, en consultation avec Meadows, il a été produit à temps pour sortir avec les factures d'adhésion de 2012. Le rapport sera posté sur le site web. La possibilité de développer une version du rapport plus "orientée vers le marché» a été soulevée.Mise à jour du projet Revues. La version Web de l'inventaire est en cours de construction et sera prête pour le lancement, à Cologne. Le travail de Ton Dietz et son équipe sur ce projet a été extraordinaire et ses efforts sont vivement appréciés.Réseau des villes durables. Qiu Li, de l'Université de Hunan, a assisté à la réunion pour ce point et a fourni une mise à jour sur le projet. Un site web est en construction (www.oursus.org). Le Dr Qiu décrit brièvement l'histoire de la relation entre l'Université de Hunan et l'UGI en collaboration avec Ton Dietz. L'exemple-clé est actuellement la ville de Changsha comme l'un des deux villes pilotes durables en Chine, mais l'intention est que cela devrait être une plate-forme pour de nombreuses villes au niveau mondial pour aider à combler l'écart dans le développement par rapport à la durabilité dans le monde développé. Des questions-clés impliquent la poursuite du modèle financier du projet ainsi que sa structure de gestion et de marketing, à la fois maintenant et dans l'avenir. Des perspectives pour une présentation à Cologne ont été discutées et il a été convenu que les membres du Comité exécutif répondraient aux questions soulevées en ce qui concerne les finances et la gestion. Meadows écrira à Dietz pour lui demander de coordonner les exigences du calendrier de présentation pour le Congrès et l'Assemblée générale de Cologne. Kellerman poursuivra la liaison du Comité exécutif avec cette initiative.Calendrier du Comité exécutif.• Cologne, Allemagne: Réunion les 24 et 26 Août 2012 (avant le Congrès UGI, excursion sur le terrain le samedi 25 Août). Les membres du Comité exécutif doivent fournir leurs coordonnées de vol et la durée de leurs séjours à Cologne à Soyez le plus tôt possible.• Le Comité exécutif de l'UGI 2012-2014 se réunira après l'élection de l'Assemblée générale pour élire un Premier Vice-Président et planifier ses réunions futures.150 ans de l’UGI et Groupe de Travail du Centenaire. Abler a déposé son rapport et ses recommandations à cet égard. La mise en place du Groupe de Travail doit être finalisée d’ici le Congrès de Cologne. Abler a été confirmé comme étant la personne pour la liaison avec ce groupe de travail. Des suggestions sont toujours recherchées pour des noms de participants au groupe de travail.

Retard dans la publication du Bulletin de l'UGI. Meadows a fait de bons progrès avec le numéro 2009-10 qui sera sous presse dans quelques semaines. Meadows a accepté de produire la version 2011, à temps pour le Congrès de Cologne. La question de la future publication a été discutée, en particulier l'idée d’une publication électronique à l'avenir ; mais les avantages d’une publication papier semblent l'emporter sur les coûts, bien que les Comités nationaux puissent être consultés sur la façon dont ils aimeraient recevoir le Bulletin. La distribution actuelle est de cinq exemplaires pour chacun des Comités nationaux ainsi que des bibliothèques. Le tirage devrait se situer autour de 500 exemplaires.UGI élections de 2012Quatre vice-présidents et un nouveau président doivent être élus ou réélus à l'Assemblée générale 2012 de l'UGI à Cologne. L'appel à candidatures est clos depuis le 31 Décembre 2011. Une candidature à la présidence a été reçu, et dix candidatures pour les vice-présidences. Le Comité constate avec préoccupation un manque d’équilibre des candidatures, tant sur le plan géographique que de la parité hommes/femmes.Groupe de travail / Commission Mixte Association Cartographique Internationale / Union Géographique Internationale sur la toponymie. Un bref rapport a été présenté. Il a été convenu que Bellezza soit la personne de liaison pour cette nouvelle Commission. Il a également été convenu que les membres du comité de pilotage provisoire devraient se réunir avec le Comité exécutif à Cologne.Programme Renaissance de la Méditerranée. Un échange de correspondances exprime le souhait de ce programme très actif, sous la direction de Maria Paradiso, d’être formalisé par une Commission de l'UGI sur le bassin méditerranéen, commission régionale selon la charte de l'UGI. Le Comité exécutif transmettra cette recommandation à l'Assemblée générale.Proposition d’une Commission de l'UGI sur le secteur économique informel. Des discussions sont toujours en cours parmi ceux qui soutiennent cette proposition de commission.Agenda pour l'Assemblée générale de l’UGI, Cologne, Septembre 2012. L’avant-projet d’agenda a été distribué aux comités nationaux et des ajouts et des modifications sont attendues. L'ordre du jour initial a été approuvé par le Comité exécutif, suite à l'ordre du jour portant sur le Congrès de Cologne.Service des membres du Comité exécutif de pilotage dans les comités de pilotage des Commissions et Groupes de travail. Habituellement, les membres du Comité exécutif de l'UGI ont servi dans des comités de pilotage de Commissions. Étant donné que le Programme Renaissance Méditerranéenne a été approuvé en tant que Commission, les membres du Comité exécutif mentionnés comme membres du Comité de pilotage du Programme Renaissance Méditerranée ne devraient pas continuer à ce titre au-delà du congrès de Cologne. Il n'y a pas d'obstacle empêchant les membres du Comité exécutif d'être des membres actifs de toute Commission de l'UGI ou Task Force.Archives UGIAbler a reçu une réponse positive de la conservatrice de la bibliothèque de la Société Géographique Américaine et du directeur de la bibliothèque Golda Meir de l'Université du Wisconsin-Milwaukee, dans la perspectives de transférer les archives de l’UGI de Rome à la Bibliothèque Golda Meir. Il serait avantageux d'avoir des archives situées dans un endroit où elles peuvent être cataloguées de manière appropriée, organisée et pour la consultation. Abler va explorer le coût et la logistique du transfert de la collection de la Villa Celimontana vers Milwaukee. On a également discuté de la possibilité de déplacer les archives de l’Institut für

Länderkunde de Leipzig. Soyez va assurer le suivi de cette option.Accueil des géographes. Une Correspondance de la Société Géographique Italienne indique leur objection à l'utilisation du nom «Maison de la Géographie». Le bulletin d'information a déjà changé son nom, mais la question demeure le nom du site. Le Bulletin Electronique de la Maison de la Géographie sera pleinement intégrée dans le site Web de l'UGI et le site séparé de Rome sera abandonné. Il a été convenu que, dès le prochain numéro, le bulletin sera marqué tout simplement "UGI E-Newsletter".Mécénat d'entreprise. Abler présente un rapport sur les négociations pour le premier mécène d’entreprise de l’UGI. Une possibilité serait d'utiliser le nom de la société pertinente, en association avec un certain nombre de bourses de voyage et / ou Programmes pour les jeunes chercheurs. Le Comité exécutif a convenu que Abler devrait suggérer cela au partenaire potentiel avec lequel il négocie.

Coopération et ouverture vers l’extérieurFestival International de Géographie (FIG). La question de la participation du FIG au congrès de Cologne a été soulevée et, en particulier, la présence de Chrstian Pierret. Kolossov a indiqué que Pierret a accepté de venir au Congrès pour deux jours et est prêt à présenter plusieurs fois que nécessaire, y compris une table ronde pour discuter de l'avenir des festivals géographiques et d’une proposition de nouvelle Grande École de Géographie à St Dié-des-Vosges. Afin d'accroître la visibilité de la langue française au sein de l'UGI, le Comité local d'organisation de Cologne a proposé un « après-midi francophone » et, étant donné qu'il ne reste aucun créneau horaire sur le programme pour une assemblée plénière, le FIG et le Comité national français de l'UGI (CNFG) ont convenu de partager cette session conjointe. La question de l’horaire doit encore être résolue. D'autres sessions peuvent être organisées si nécessaire.L’accord actuel entre l 'UGI et le FIG a également été abordé : le FIG est prêt à couvrir les frais d'hébergement à St Dié-des-Vosges pour une personne de l’UGI présentant une conférence à St Dié (de préférence en français). L’UGI couvrira les frais de déplacement. L’UGI se projette dans l'avenir et déjà pour Octobre 2012 (les thèmes sont «la Turquie» et «les Paysages»). Les comités nationaux seront à nouveau sollicités pour suggérer des noms de possibles conférenciers.Festa de Mirandela, Portugal. Il n'y a aucune information concernant ce sujet.Festival de Geografía, Taxco, Guerrero au Mexique. Les derniers projets sont d'organiser le festival tous les deux ans dans différentes villes du Mexique, organisé par des groupes différents à chaque fois, et le site du prochain festival, en Octobre 2012, sera choisi lors d'une réunion en mai.Conseil international des sciences sociales (CISS). Fincher a présenté un bref rapport indiquant que beaucoup d'efforts ont été entrepris pour la nomination de divers géographes appropriés pour les comités de travail. Malheureusement les géographes n'ont pas encore été intégrés dans le nouveau comité établi pour le prochain Rapport mondial sur les sciences sociales, mais il y a une possibilité qu'un géographe latino-américain (suggéré par Ayala) puisse être co-opté à un stade ultérieur. Des géographes ont également été nommés par l'UGI pour être consultés sur les questions du changement climatique et ont réagi en conséquence. On attend des suggestions pour les noms de possibles conférenciers en séance plénière lors de la prochaine session du Forum mondial des sciences sciences (Montréal, Octobre 2013) sur le thème «Transformations sociales à l'ère du numérique».

Conseil international pour la science (CIUS) La prochaine réunion des GéoUnions CIUS se tiendra à Istanbul à la fin d’Avril 2012. Abler et Meadows seront présents au nom de l'UGI et profiteront de l'occasion pour discuter avec les collègues turcs par rapport à leur invitation à accueillir le Congrès International de Géographie UGI en 2020. Meadows distribuera le document récemment annoncé de l’ICSU «l’Avenir de la Terre » aux Commissions, Groupes d’Études et Comités nationaux. La nomination d'Ayala pour siéger au Comité de recherche intégrée sur la prévention des catastrophes a été mise en avant et une décision est prévue prochainement.Consortium international sur les glissements de terrain. Ayala a noté la proposition d'établir un réseau régional pour l'Amérique latine en ce qui concerne des glissements de terrain. Lors d'une réunion en janvier au Japon, l’Amérique latine a été acceptée par le Consortium comme l'un des huit réseaux régionaux au niveau mondial, ce qui ouvre maintenant la possibilité de solliciter un financement auprès de l’ICSU. L'UGI devrait jouer un rôle de premier plan au sein du consortium et de ses programmes, et soutenir cette demande de financement ICSU.Géographie de la paix / Nouvel événement ACFAS. Suite à l'implication de l’UGI et au financement partiel de la publication par la Maison de la Géographie de Montréal de l'événement 2011, le prochain colloque ACFAS se tiendra en mai 2012. Il y a un effort évident pour combler les difficultés de communication entre les organisateurs et l'Association canadienne des géographes. Il a été suggéré aux organisateurs locaux de prendre contact avec l'ACG, avant qu’une contribution UGI puisse être envisagée.

Congrès géographiques internationaux et Conférences régionales de l’UGIProtocole d’accord sur les Conférences et les Congrès Kellerman a noté que des problèmes sont apparus en ce qui concerne à la fois le choix du site et la composition des comités d'organisation locaux (LOC), et il a suggéré d’ajouter au protocole d’accord les clauses appropriées, indiquant l'importance d’une consultation avec le Comité exécutif en ce qui concerne les deux aspects. Il a été noté que le protocole d’accord est un ensemble de lignes directrices plutôt que des règles, mais que pour les futures conférences et des congrès (à partir de 2018), on demandera aux représentants des comités locaux d’organisation de signer des protocoles d'entente à Cologne. Abler a accepté d'incorporer les ajouts proposés au protocole d’accord. L'ajout d'une clause sur la restitution des fonds de subvention de voyage avancés aux comités d’organisation en cas de non-présentation a également été accepté.Santiago, Chili - Conférence régionale 2011. Le Comité local d'organisation a présenté son rapport final. La fréquentation a été encourageante et, malgré quelques réticences sur le lieu et la qualité des présentations, l'hébergement de la conférence en Amérique latine a été considérée comme un développement positif. Abler préparera un projet de réponse à l'éditorial paru dans Political Geography au sujet de la site de la conférence.Cologne, Allemagne - Congrès International de Géographie 2012. Soyez a présenté un rapport complet de la situation sur le prochain congrès, illustrant quelques-unes des caractéristiques du lieu et décrivant les principales caractéristiques de ce CIG. Les soumissions de résumés ont dépassé toutes les attentes et, à ce jour, 2817 ont été soumises (1772, 423 acceptations sur la liste d'attente, 612 rejetées). La plupart des rejets portent sur les thèmes des «sujet clés» du Congrès. Il y a maintenant 450 créneaux prévus pour le congrès, y compris les réunions de travail. En général, la soumission des résumés et processus d'examen s'est déroulé

sans encombre, même si certaines difficultés ont été enregistrées. Le Programme de Conférences Plénières a été présenté, il comprend des personnalités de haut niveau. Des innovations dans la participation de jeunes chercheurs sont prévues. Dans la présentation du congrès de Cologne, une attention particulière a été accordée au Symposium sur la géographie et les écoles qui réunira environ 200 participants supplémentaires au Congrès. iGeo (Olympiade) a obtenu la reconnaissance de l'UNESCO et prévoit quelques innovations très intéressantes dans la perspective du Congrès. Environ 35 exposants commerciaux ont été finalisés, dont la plupart présenteront dans une tente spécialement dressée dans au centre du site du Congrès. Les cérémonies d'ouverture et de clôture auront lieu à la Philharmonie. La proposition d'une session extraordinaire sur le thème « Facettes des géographies contestées» a également été discutée et des intervenants potentiels ont été identifiés et seront contactés prochainement, bien qu'il soit reconnu que le prévis soit maintenant très court. Les pré-inscriptions à tarif réduit sont ouvertes jusqu'au 10 Avril 2012. Meadows a fourni une brève mise au point sur la situation des bourses de voyage et a noté qu'il espérait que jusqu'à 40 subventions seraient attribuées à partir des plus de 160 applications reçues. Le comité a demandé à Soyez d’exprimer sa profonde gratitude au Comité d’Organisation Local pour ses efforts.Kyoto, Japon Conférence régionale 2013. Himiyama présenté un bref rapport pour le compte du Protocole de Kyoto Comité d'organisation local. Un tarif préférentiel de pré-inscription de 300 dollars US a été suggéré, ce qui est très concurrentiel. Les inscriptions seront lancées à partir du 1er Juillet 2012 jusqu’au 10 Avril 2013. Les délégués seront invités à s'inscrire au plus tôt. La seconde circulaire sera prêt à temps pour le Congrès de Cologne. Certains conférenciers de très haut niveau pour les assemblées plénières ont été identifiés et ont accepté de participer.Cracovie, Pologne 2014 - Conférence régionale. Le Comité national UGI de Pologne a envoyé un rapport qui a confirmé que les dates de la réunion seront du 18 au 22 Août 2014. Un Comité Local d'Organisation a été établi et la première circulaire sera disponible lors du Congrès de Cologne. Abler va écrire et remercier le comité pour le rapport.Moscou, Russie - Conférence régionale 2015. Kolossov a indiqué que deux réunions du noyau du Comité Local d’Organisation ont déjà eu lieu. Une gamme d'institutions, y compris les autorités gouvernementales, de l'Académie russe des sciences, etc., ont été sollicitées pour le soutien. La conférence aura lieu à l'Université de Moscou en Août. Les organisateurs demandent que toutes les communications seront présentées en anglais ou en français. Les dates de la conférence sont 20-26 Août 2015.République populaire de Chine - Congrès International de Géographie, Pékin, 2016. Le cadre du Comité Local d’Organisation a été mis en place, tout comme le Comité scientifique. La réunion aura lieu au Centre National des Congrès de Chine, et des efforts sont en cours pour trouver des fonds pour soutenir la réunion, y compris en particulier la présence de jeunes chercheurs venus des pays en développement. Le congrès aura lieu en Août 2016.Invitations pour le Congrès International de Géographie en 2020 Des propositions des comités nationaux d'Australie, du Pérou et de Turquie ont été reçues pour accueillir le Congrès international de géographie de 2020.

La procédure normale est que le Comité exécutif examine les invitations et recommande un site à l'Assemblée générale. Le Comité exécutif a convenu de recommander à Istanbul comme lieu de la CIG 2020. Meadows informera les proposants de Lima et de Sydney qu’ils peuvent postuler pour la Conférence régionale 2018 s'ils le souhaitent.Proposition Olympiade. Le Comité exécutif a convenu que l'Olympiade UGI puisse être prise en charge à chaque Congrès pour un montant de 5000 dollars américains (en plus du soutien régulier de 1000 dollars annuels les autres années). Meadows communiquera cette décision aux co-présidents du Groupe de travail Olympiade.

Distinctions et prixComité des Distinctions Honorifiques. Le but de la création de ce comité est de régulariser les procédures de nominations et de sélection des récipiendaires des divers prix de l'UGI. Abler a présenté son projet de références et de structure du comité proposé, qui se composerait de cinq personnes de renommée internationale, venues de pays en règle avec l'UGI, et fonctionnant indépendamment du Comité exécutif. Les lignes directrices ayant été approuvées en principe, Abler a été inité à solliciter les personnes concernées. Fincher sera la première présidente de la commission Médaille UGI Planète et Humanité. Himiyama a proposé un lauréat adéquat pour ce prix. Il a été convenu que Abler déterminera la volonté de cette personne à accepter la médaille et sa disponibilité pour assister au Congrès de Cologne.Prix de la Fondation Mattei Dogan en géographie humaine. Abler prendra contact avec la Fondation pour confirmer la disponibilité des fonds pour l'attribution en 2012.Lauréat d'honneur UGIAbler fournira les lignes directrices de cette récompense dans une semaine. Il y a un candidat qualifié et il est prévu qu'au moins un prix sera décerné à Cologne.

We are delighted to announce that the preliminary programme is now online at www.igc2012.org.Scheduling more than 1,600 presentations was a difficult task, especially so, as numerous authors submitted two papers and many will also act as session chairs. Additionally we have tried to schedule all sessions organised by the individual IGU commissions in consecutive timeslots. The final result of many hours poring over timetables should hopefully contain a minimum of “conflicts” and time clashes. We hope that all participants are satisfied with the result. The latest numbers of registrations are very encouraging and seem to indicate that the IGC 2012 in Cologne is heading for a new record in participant numbers. As of the end of the (extended) deadline for the early bird fee, more than 1,500 participants from over 70 countries had already registered for the congress. We look forward to welcoming you to Cologne in August,

More than 1,500 participantsWhen the extended early bird deadline closed on 20thApril an impressive total of 1,559 participants had already registered for the conference. We are especially pleased with the international make-up of participants: While roughly one third of the participants is from Germany we have 80 registered participants from China, 77 from Japan, 65 from France and Russia each, 55 from USA, 40 from Poland, 36 from UK, 35 from Spain, 32 from Switzerland, 28 from Austria, 25 from India and Italy each as well as 349 registrations from 64 other nations. We are also very glad that about 29% of the registered participants are young researchers or students.

Register in timeWe would like to remind all “active participants” (including all those chairing sessions or presenting a paper or poster) who have not yet registered, that they will be removed from the conference programme if they fail to register and pay the appropriate conference fee by 1st June

2012. Their place will then be offered to the next candidate on the waiting list. This procedure was introduced to minimise the drop-out rates following a high number of “no shows” at the last international and regional conferences of the IGU. As you will appreciate, the cancellation of sessions or presentations due to presenters or session chairs not turning up is very frustrating for all concerned.

4) REPORTS FROM CONFERENCES AND MEETINGS

4.1) Joint IGU and ISPRS Seminar on Geo-frontier UnderstandingOn March 15th, 2012, a Joint Seminar on Geo-frontier Understanding was successfully organized in Beijing, by School of Geography, Beijing Normal University (BNU), and co-sponsored by International Geographical Union (IGU), International Society of Photogrammetry and Remote Sensing (ISPRS), and China Society of Geography (CSG). The major objective of this seminar is to discuss the basic issues on geo-frontier understating and promotes inter-disciplinary collaboration among geography, Geomatics and international relation studies. More than 40 participants from National Geomatics Center of China, Ministry of Civil Affairs, China Academy of Science, China Foreign Affairs University, Hong Kong Polytechnic University, Yunnan Normal University and Beijing Normal University attended the seminar.The seminar was chaired by Prof. Chen Jun, ISPRS secretary general, and five presentations were invited. Prof. Liu Yanhua, the president of China Society of Geography and former vice minister of China Ministry of Science and Technology, gave a welcome speech and a presentation on the Role of Geography in Global Change Research. Prof. Ronald Abler, IGU president, gave a talked about the Place of geopolitics within geographical thought and its relation with global understanding. Prof. Giuliano Bellezza, vice president of IGU, talked about the cultural interpretation and understanding of frontier region with Remote sensing. Prof. Mike Meadows, IGU secretary general, focused on the research frontiers in physical geography. Prof. Chen Jun’s presentation was From Boundary to Frontier: Modelling & Understanding and he introduced the Digital boundary and its application in China and talked about the understanding on Geo-frontier and its outlook. The participants and invited speakers had an in-depth and interactive discussion. Prof. Yang Shengtian, dean of school of geography of BNU, Prof. Ge Yuejing, vice dean of school of Geography and Prof. Cheng Shengkui, China Academy of Science etc. raised interesting questions related to geo-frontier understanding and geopolitics research. Participants agreed that Geo-frontier Understanding is a newly emerging innovative concept and needs to be explored.

As it fits perfectly with IGU initiative on ‘Global Understanding’ and ISPRS’s philosophy on ‘Information from Imagery’, it is expected to have a closer collaboration of IGU and ISPRS on Geo-frontier studies. Several possible actions were proposed and discussed:1) continue to co-sponsor the joint seminar or workshop on IGU and ISPRS;2) form a joint ISPRS/ IGU working group on Geo-frontier with co-chairs from both societiesExecutive members of IGU also visited School of Geography, BNU which ranks among the top in geography departments in China, and listened the introduction from the faculty and hope both two sides have more communication and cooperation in the future.

4.2) AAG ANNUAL MEETING, NEW YORK CITY, 24-28 FEBRUARY 2012 Attendance at the 2012 Annual Meeting of the Association of American Geographers (AAG) in New York City February 24-28 reached a record high, with nearly 8,700 registrants. Approximately 34% of participants came from a combined 80 countries other than the United States, continuing a steady trend toward increased internationalization. We celebrated the global character of the association and its annual conference with a series of sessions entitled “Snapshots: Geography in the World Today." Organized by AAG Past President Ken Foote and Executive Director Doug Richardson and co-chaired by IGU President Ron Abler, it featured presentations by top officials from geographical societies around the world; the signing of a Memorandum of Understanding between the AAG and the Geographical Society of China; and an International Networking Reception in the Exhibit Hall. The AAG showcased many international activities, including the Developing Regions Membership Program through which eligible applicants from lower-income countries can receive full membership benefits at deeply discounted rates. Further reflecting the diversity of our membership, the AAG Annual Meeting highlighted a number of research tracks and special events with strong international dimensions. A series of more than 40 sessions on the theme of "Human Rights and Social Justice" culminated in a session on human rights with New York Times columnist Nicholas Kristof, Secretary-General of Amnesty International Salil Shetty, and Assistant Secretary-General for Human Rights at the UN Ivan Šimonovic. Distinguished scholars Jeffrey Sachs, Director of the Earth Institute at Columbia University; Juha Uitto of the United Nations Development Program; and Dani Rodrik of Harvard

delivered presentations on the theme of "International Finance and Economics." In addition, former UN High Commissioner for Human Rights and first woman president of Ireland Dr. Mary Robinson received the 2012 AAG Atlas Award, celebrating outstanding accomplishments that advance world understanding in exceptional ways. Her address, “Mapping the Future of Climate Change,” focused on international efforts to confront climate change and ensure climate justice. Saskia Sassen, Robert S. Lynd Professor of Sociology at Columbia University and Centennial Visiting Professor at the London School of Economics, was named the AAG’s 2012 Honorary Geographer for her research on globalization's influence on labor mobility, global cities, and new technologies.As is customary, a number of events reflected and were inspired by the setting of the meeting. Along with nearly three dozen field trips to sites of geographical significance in and around the New York metropolitan region, special presentations explored mapping the news at The New York Times, the building of the 9/11 National Memorial, working with digital archives of historical maps (a series of sessions hosted at the New York Public Library), and the United Nations, which is headquartered in midtown Manhattan. Representatives of the federal government delivered several well-attended presentations on issues of domestic concern, including U.S. Census Director Robert Groves; National Science Foundation Assistant Director Myron Gutmann; and U.S. Assistant Secretary of Water and Sciences Anne Castle. In addition to looking outward toward topics that reflect an increasingly globalized world and issues affecting the nation, the meeting included a number of opportunities to look inward, reflecting upon the current status of the discipline. The Past President's Address by Ken Foote, “Building Community, Changing Culture,” encouraged geographers to help build a stronger sense of community by providing more and better support for department leadership, international scholars, and part-time and contingent faculty. The annual Department Chairs Luncheon provided opportunities to discuss effective approaches to strategic planning and department and program review and assessment. Conference participants seeking to learn new skills or deepen their professional practice had more than 20 optional workshops to choose from. Students, faculty advisors, and job seekers enjoyed expanded offerings on the subject of geography jobs and careers. Career mentoring sessions were extended across all three days of the Exhibit Hall's operations, and nearly 20 paper, panel, and workshop sessions explicitly addressed jobs and professional development for geographers. Several of these sessions were organized in conjunction with the release of the new AAG book Practicing Geography: Careers for Enhancing Society and the Environment (published by Pearson Education), which debuted at the conference.We thank all of you for making this year’s conference a great success, especially the members of the Local Arrangements Committee and the conference volunteers. 4.3) ET SI LA GÉOGRAPHIE SERVAIT, AUSSI, À FAIRE LA PAIX? , MONTREAL, 8-10 MAY 2012

Du 8 au 10 mai 2012 au Palais des Congrès de Montréal, dans le cadre du Congrès annuel de l’Association francophone pour le savoir (ACFAS), un colloque international a eu lieu sur le thème de « Et si la géographie servait, aussi, à faire la paix? ». Ce colloque était organisé par la

Maison de la géographie de Montréal, en partenariat avec plusieurs acteurs du monde académique et des praticiens du terrain, dont l’ACFAS, le Haut Commissariat du Rwanda au Canada et le Festival de la paix de Victoriaville. La présence et la participation active à ce colloque de deux représentants d’organisations géographiques reconnues mondialement, soit Giuliano Bellezza, un vice-président de l’Union géographique internationale (UGI), et Anne Godlewska, présidente de l’Association canadienne des géographes (ACG), a contribué non seulement à son succès mais aussi, et surtout, au soutien moral des organisateurs. Rappelons que le congrès annuel de l’ACFAS constitue le plus grand rassemblement annuel de chercheurs de toute la Francophonie, et qu’à chaque rencontre plusieurs milliers de communications scientifiques sont présentées devant des pairs. Cette année, ce congrès en était à sa 80e édition.Le colloque international « Et si la géographie servait, aussi, à faire la paix? » venait prolonger le travail initié dans le cadre d’un colloque international organisé en 2011, également par la Maison de la géographie de Montréal, dans le cadre d’une rencontre de l’AFAS ayant eu lieu cette fois aux universités de Sherbrooke et Bishop’s. Ce précédent colloque avait eu pour thème « Qu’advient-il de la géographie? » et il avait rassemblé plusieurs géographes dont bon nombre sont parmi les plus reconnus de la Francophonie. Son objectif avait été d’échanger sur la place de la géographie dans divers pays et dans diverses sociétés afin de pouvoir mettre en perspective l’état de la géographie québécoise.

a droite: Daisy Butera et Diane UmutoniEn un mot, au cours des dernières décennies au Québec, la géographie a perdu beaucoup de terrain dans l’enseignement en général. À l’université, sa tendance est, non seulement à la spécialisation à outrance, mais aussi à la disparition de la géographie humaine dans les universités situées en dehors des grands centres. Au total, si la raison d’être de la géographie est d’aider à comprendre le monde dans lequel nous vivons, force est de reconnaître qu’au Québec, elle n’en est plus souvent capable à un moment où, pourtant, le besoin s’en fait criant partout. Les actes du colloque de 2011 paraîtront en septembre 2012 chez Armand Colin/Recherches et il est à souhaiter qu’ils fassent grands bruits afin de mettre en cause le paradigme « monitoring tout azimut » que la géographie tend à se donner, au Québec notamment. Le colloque international « Et si la géographie servait, aussi, à faire la paix? » avait donc pour but de revenir à l’essence même de la géographie. Si, comme l’affirmait Lacoste en 1976, celle-ci servirait, d’abord, à faire la guerre, le colloque de 2012 était basé sur le postulat selon lequel elle pourrait également servir à faire la paix dont nous avons grand besoin. C’est ce domaine d’intervention qu’il y avait lieu d’explorer à une époque où la mondialisation exacerbe partout les

tensions interethniques qui dégénèrent parfois en conflits armés qui pourraient être évités en favorisant une meilleure connaissance de l’autre, ce à quoi peut servir la géographie.Comme tout le monde le sait, la construction de la paix, notamment dans le cadre du XXIe siècle, comme la conduite de la guerre, exige l’intervention des acteurs d’origines diverses. Le colloque international «  Et si la géographie servait, aussi, à faire la paix? », a réuni un échantillon représentatif de diverses catégories de ces acteurs. Marquée par trois allocutions d’ouverture, prononcées respectivement par deux représentants de la géographie, soit Giuliano Bellezza, un vice-président de l’UGI, Anne Godlewska, présidente de l’ACG et par son excellence, Edda Mukabagwiza, Haut Commissaire du Rwanda au Canada, la séance d’ouverture du colloque a indiqué cette diversité.Plus de 20 conférenciers issus du monde de la recherche et des praticiens du terrain ont été entendus durant les trois jours du colloque dont l’invité d’honneur était le sénateur Roméo Dallaire, ex-lieutenant général des Forces canadiennes et commandant, en 1994, de la mission de paix des Nations Unis au Rwanda au moment où a éclaté l’un des pires génocides de notre histoire, suivi de la pire catastrophe humanitaire de la fin du XXe siècle. Le sénateur Dallaire a livré un vibrant plaidoyer en faveur de la paix et il a insisté sur l’importance d’y travailler sans relâche sans jamais s’attendre à des résultats immédiats, c’est pourquoi il faudrait miser sur la jeunesse pour poursuivre cette mission.

Les séances se sont ensuite succédées durant trois jours. Au cours de la première journée, l’emphase a été mise sur les géographies des divers états-majors dont Lacoste disait qu’ils pouvaient réduire les citoyens non avertis en véritables somnambules téléguidés. De là l’importance de les révéler. Nous avons alors eu l’honneur d’accueillir, notamment, trois officiers supérieurs des Forces canadiennes qui nous ont entretenus des géographies qu’ils pratiquent, la géographie étant à leurs yeux une discipline indispensable pour faire la paix. Ils ont soutenu que l’étude de la géographie culturelle leur apparaissait nécessaire. Le lendemain, il a été essentiellement question des initiatives citoyennes en matière de construction de la paix. Et au cours de la troisième journée, nous avons d’abord accueillis des personnes d’origine rwandaise qui œuvre au dépassement des divisions interethniques qui ont été à l’origine du génocide de 1994. Durant la seconde moitié de la journée, nos invités nous ont

entretenus de l’importance de l’art et de la spiritualité comme instrument de paix avec soi-même et avec les autres. Enfin, le colloque a été clôturé par une soirée interculturelle au cours de laquelle ensemble nous avons pu honorer une personnalité remarquable, Rose Ndayahoze, héroïne d’une géographie qui sert, aussi, à faire la paix. Toute sa vie, elle a tout fait pour plaider en faveur de la prévention des génocides aussi bien auprès des médias qu’auprès des représentants des institutions internationales et des grands médias.
