FOREWORD

The 2nd International Fire Safety Symposium 2017 (IFireSS 2017) is held in Naples (Italy), from 7th to 9th of June 2017, at the Federico II Convention Centre, Via Parthenope. The Symposium is organized by the Department of Structures for Engineering and Architecture (DiSt) of the University of Napoli Federico II (UNINA) and the Commission W14-Fire Safety of the CIB (International Council for Research and Innovation in Building and Construction). The event represents the second edition of the International Fire Safety Symposium held in Coimbra (PT) in 2015. The IFireSS 2017 Symposium aims to contribute to the exchange of ideas and knowledge among experts in the field of Fire Safety and to collect and disseminate the most advanced results of academy, practitioners and industry on this topic. The symposium integrates Fire science, Engineering practice and Design methodologies for a safe and sustainable built environment. The Conference involves the international scientific research community and the representatives of practitioners, associations, industry, institutions and private companies, in order to stimulate debate on critical issues regarding the Fire safety. In the Conference programme several topics are dealt with: Fire Safety Engineering; Fire safety of structures; Thermo-mechanical properties of materials; Numerical modelling of structures; Fire Chemistry, Physics and Combustion; Computational Fluid Dynamics; Smoke control, Evacuation and Firefighting; Fire Risk Assessment; Construction trends, practical application and case-studies. The accepted papers are orally presented by the authors during plenary and parallel sessions. Poster sessions with short presentations are foreseen too. Three keynote speech are given by eminent international scientists in the fire community: Venkatesh Kodur, Professor and Director of the Center on Structural Fire Engineering and Diagnostics at Michigan State University (USA), with a keynote on “Strategies for mitigating fire hazards in transportation infrastructures”. Luke Bisby, Professor and Head of Institute for Infrastructure & Environment at the School of Engineering of University of Edinburgh (Scotland, UK), with a keynote on “Research perspective on structural fire safety - Fewer tests, more experiments”. Guillermo Rein, Professor at Department of Mechanical Engineering of Imperial College, London (UK), with a keynote on “Travelling fires for structural design”. About 140 papers have been accepted for publication in the Proceedings of the Conference, which are provided on hardcopy volume and electronic support. The Editors would like to thank the members of the Scientific Committee for their huge and valuable activity in the review process of the received full papers. Naples Underground. Forty meters below the characteristic and lively streets of the Historic Center of Naples, you find a different world, unexplored, isolated by time, but deeply connected with the world above. It’s the heart of Naples, and the place from which the city was born. To visit it is to travel to the past, a world 2400 years old. Every historic epic, from the foundation of Neopolis, to the bombs of WWII, has left it’s mark on the walls of the yellow tuff stone, the soul of Naples, and the stone with which the city was built. This is the most famous and fascinating guided tour underneath the city of Naples. Our guides will take you on a journey through 2,400 years of history, from the ancient Greeks to modern times, unveiling the “womb” of Naples from an archaeological, historical, anthropological and geological point of view. Saturday 10th, June

Pompeii, the city buried by Vesuvius. Taking a tour through the ruins of Pompeii is a unique experience. It is like making a trip back in time: you can breathe the atmosphere of life in ancient times. The public one, and especially the private one … but a nice summer day it was all over! The eruption of Vesuvius in AD 79 buried Pompeii under a blanket of ash and lapilli. Most of the inhabitants, escaped from the houses, was killed on the coast. The few remaining, hoping to save themselves in the basements of their homes, died asphyxiated. The plaster casts of of their bodies in agony, they are the moving testimony of the tragedy. Restaurant lunch break. Transfer to Stabiae where we will visit: Villa Arianna and Villa San Marco. In the odiern area of Castellamare di Stabia nowadays it is possible visit the Otiums’s remains of the ancient city of Stabia. We will visit the Villa San Marco that gets its name from San Marco Chapel that existed in its proximity in the 17th century, in this villas we will admire the thermal’s rooms, the frescoes, the sculptures, the mosaics and architecture. Then, we will visit Villa Arianna so named for the mythological painting “Ariadne abandoned by Theseus”, it is considered the most ancient villas of the Otiums’s remains. KEYNOTE 1 Strategies for mitigating fire hazards in transportation infrastructures

ABSTRACT In recent years, there has been an increase in fires in transportation structures and this is mainly due to rapid urbanization and increase in shipping of fuel and chemical products. Despite the fact that some of these fires have caused significant economic and human losses, there is lack of research and design guidance for mitigation of fire hazard in transportation structures. This paper presents an overview of fire hazard problem in transportation structures. The magnitude of fire problem in transportation structures is highlighted and the critical factors governing fire performance of these structures is discussed. Some of the recent research undertaken to address fire problem in transportation structures is summarized. In addition, various strategies for mitigating fire hazard in transportation structures is presented and research needs for advancing the “state-of-the-art” in this critical area is laid out. * Professor and Director of the Center on Structural Fire Engineering and Diagnostics at Michigan State University (USA)

KEYNOTE 2 Research perspective on structural fire safety - Fewer tests, more experiments

Prof. L. Bisby* ABSTRACT

Despite major advances in fire science and engineering in recent decades, and despite the ever-increasing application of so-called 'performance-based design (PBD)' in fire safety engineering regulation and practice, the sub-discipline of structural fire engineering remains firmly founded in the concept of ‘fire resistance’ and supported by the ‘fire resistance test'. However, the fundamental meaning - and original intent - of the 'fire resistance' concept, as well as its historical basis, its evolution in the post-war era, and its impacts on other considerations in the ‘performance’ of fire engineered buildings, are rarely explicitly interrogated. This lecture will examine the concept of ‘fire resistance’ of structural elements, and will outline some of the consequences of its widespread use for true performance-based assessment of structural response to - and resilience in the face of - fire. The lecture will ask why, more than two decades since the first applications of performance-based full frame structural design for fire, very few buildings have been engineered using a genuine

performance-based approach. This question will be used as a lens through which to view the remaining central research questions that must be addressed in support of a widespread shift toward performance-based structural design for fire.Finally, a distinction will be drawn between fire ‘testing’ and fire ‘experiments’ to highlight - or rather, to reiterate - decades old calls to move away from standard fire resistance testing as a means of understanding material and structural response to fire. *Professor and Head of Institute for Infrastructure & Environment at the School of Engineering of University of Edinburgh (Scotland, UK)

KEYNOTE 3 Travelling Fires for Structural Design

Prof. G. Rein* ABSTRACT

Most of the current understanding of building behaviour in fire is based on the adoption of the standard and parametric temperature-time fire curves. However, these design fires are based on small scale tests, idealize the thermal environment, and have important limitations on their applicability to large enclosures. Instead, in large open-plan compartments (e.g. WTC Tower fires in New York, 2001), travelling fires have been observed. To account for such fires, a design tool called Travelling Fires Methodology (TFM) has been developed. TFM offers a paradigm shift in the structural fire engineering design of tall and complex buildings and changes the way modern buildings are designed for fire safety. Results on the multi-storey steel frame indicate that, depending on the structural metric examined, both travelling fires and uniform fires can be more severe than the other. Thus, a single worst case fire scenario under which a structure could be designed and deemed to be safe cannot be established. Therefore, in order to ensure a safe fire resistance design of buildings with large enclosures, a range of different fires including both travelling fires and uniform fires need to be considered. *Professor at Department of Mechanical Engineering of Imperial College, London (UK)
