Saturday, Oct. 14, 20170945 A Glasgow person re-

ported trying to retrieve a dog that walked into traffic. An officer has one dog and the other one, a white dog, is over by Case IH. He will try to retrieve it since he caught the other one. He also had a phone number on the tag that came back to a female subject who lived on Lomond Ave. He will go there next. He requested a dog-catching device from the county. A deputy will meet him at the Holiday Store. He was unable to locate the other dog. The owner of the dog they caught is on her way to pick up her dog from the pound.

1147 A Phillips County female reported they had a few calls on a gray or silver Tanker. It may have a pup, no tags, UNK number, driving erratically, all over the road, crossing the lines and almost went in the ditch. The caller would be willing to sign a complaint. A deputy advised that he was follow-ing behind this vehicle and will pull it over at the rest area.

1225 A Glasgow male called in stating he was involved in an MVA about 10-20 minutes ago. There were no injuries, but there was vehicle damage. The female involved had left the scene. By 1 o’clock, both parties left the scene of the accident. The male advised his dad told him to call this in. He said the female said she had to leave and she gave him her name and address.

1805 A Glasgow male advised there was a drone hovering above the post office. An officer advised he patrolled the area and couldn’t find the drone or anyone who ap-peared to be flying one.

2039 A Glasgow caller report-ed a man and a dog sitting in the street. She told him to move, but he was still there when she came by again. An officer who went to the scene said a dog tripped the

man and he fell. The officer gave the man a ride home.

2319 A deputy reported a deer on the south side of the highway and to notify DOT.

Sunday, Oct. 15, 20170227 An officer was out with

a person who looked passed out. It was just a person waiting for food.

0708 A Glasgow male re-ported being at the Armory. He saw a green 4-door car coming off Airport Rd., possibly an early 2000 model. The officer advised there were a bunch of cars at the National Guard Post. It was drill time there, but the officers will check on it.

1112 A St. Marie female want-ed to let us know she thought she may be getting scam calls. The number comes up xxxxx, but she doesn’t answer the calls. She has had three in the last couple days, so she doesn’t know what they want.

1536 A Search Warrant was served.

1557 A Glasgow male called in stating he hadn’t been able to get a hold of his renters. He gave dispatch a phone number for them. The male renter who answered the phone stated the landlord had been calling the wrong number. An of-ficer made contact with the renter, and he will go pay the water bill. He was also advised to go talk to the landlord.

2024 A Glasgow male came in requesting a ministerial voucher for gas to get back to North Da-kota. When dispatch ran him for an officer, he came back with a warrant out of Washington state. The warrant was confirmed and an officer arrested him. The war-rant was faxed to Glasgow PD and served.

Monday, Oct. 16, 20170701 A Fort Peck male re-

ported his pickup stolen from his business. As he was on the phone with dispatch, he advised to disre-gard, as it was parked in the front instead of the back. No further

action needed.1055 Dispatch received a pre-

recorded message saying there was an emergency at the Irle School and to stay on the line for two-way communication. Dispatch was just starting to transmit when a man came on the line saying he was testing the alarm. Because there wasn’t a prior notification of a test being done, dispatch did call the office and speak with a female who confirmed they had someone there inspecting the elevator. She advised everyone was safe and no need for an officer to respond.

1135 A Glasgow male advised he was working at Mitchell today and wanted PD to be aware that their dog got out. It was a white shih tzu wearing a red jacket/shirt. He would like a call if she was found. By 12:08 p.m., their dog was found.

1325 An officer assisted some-one at Nashua.

1344 RC911 received a call from a man who said he had a grass fire just east of an address on BIA Rt. 1. He said he got the fire out, but would like a fire truck as it was still smoldering. By 5:09 p.m., the fire was declared com-pletely out.

1437 A Glasgow female re-ported a stalled pickup on the four lanes in front of Albertsons. By 2:41 p.m., the pickup was moved.

1704 An officer reported being out with a semi parked in the yel-low in front of McDonald’s.

1723 A Glasgow male reported a car parked in front of his house, blocking the route the mailman takes, and if it was any farther back, it would block the fire hy-drant. Per an officer, the vehicle was fine where it was as the mail-man walks in that area.

Tuesday, Oct. 17, 20170752 A friendly black golden

doodle-type dog with a collar was reported on the school property. An officer was notified.

MDU’s energy supply portfolio can include energy purchases from certain qualify-ing cogeneration and small power production facilities that enter into contracts to sell electric energy and capacity to MDU. The rates for these energy supply contracts are established within MDU’s Power Purchase Time Differentiated Rate 93 Tariff, as established by the Montana Public Service Commission (“Commission”).

PLEASE TAKE NOTICE that on October 16, 2017, MDU requested the Commission update its Rate 93 Tariff (“Application”). If the Application is approved, MDU’s Rate 93 Tariff will update as follows: metering charge for single phase service increases from $5.65 to $6.10 per month; metering charge for three phase service increases from $8.79 per month to $9.55 per month; on-peak energy purchase rate increases from 2.677 to 2.724 cents per Kwh; off-peak energy purchase rate decreases from 2.605 to 2.475 cents per Kwh; capacity payments will decrease from $9.005 to $3.574 per Kw.

1633 An officer reported re-ceiving a complaint from a female about a semi that was swerving from the white line to the center line. It had a white trailer with numbers. The female didn’t want to sign a complaint. An officer was notified, who advised that the wind might be causing the issues with the semi. (Note: there was a lake wind advisory in effect until 8 a.m. Wednesday).

1859 A message was left about a dead antelope in the southbound lane. An officer will drag it off to the west side of the road and leave a message for DOT.

2035 A fire was reported in the parking lot of Raiders Quick Stop in Hinsdale. The wind was very strong around Hinsdale. By 8:55 p.m., a male reported his hay trailer was on fire. Everyone was out of the vehicle. They are on the west side of Hinsdale, west of Ezzie’s. The truck was fully engulfed and they have both lanes of traffic closed due to the fire. By 10:22 p.m., one lane of traffic was opened.

2257 A Valley County female called about smelling smoke. Dispatch notified the Opheim fire chief and also advised him of the fire by Hinsdale. At 5:23 p.m., another female called in about the smell of smoke. Her husband was out driving around to see if he could find anything.

Wednesday, Oct. 18, 20170649 A Glasgow male advised

one of his guys found a deer that had been hit and was still alive at a location near Glasgow. A deputy had driven back and forth in that area and down the trail where they usually get hit, but was unable to locate any deer.

0857 Someone reported an abandoned red pickup on the shoulder at a Valley County loca-tion.

0908 Dispatch received a 911 hang-up call and called it back four times before they got an an-swer. The person who answered said it was her daughter’s phone and that they hadn’t called. She said they lived in Scobey and were almost to Hinsdale on their way to Billings. There were no suspicious

noises heard in the background.0940 Dispatch received a 911

call from McCone County, and all that was heard was mechani-cal clicking. McCone County was notified.

1112 A deputy reported a com-bine on fire and the combine ap-peared to be leaking gas. It was in a very short cut green field with low risk of spreading. By 11:40 a.m., the fire was out.

1146 A Glasgow female re-ported another bird feeder missing from her yard.

1321 A Glasgow male stated he had his truck repaired at the new tire shop twice and the second time he has put his truck in the ditch due to the tie rod coming off. He spoke with a deputy and asked that we attempt to contact MHP dispatch. The MHP advised that this was not an accident and that it was a mechanical failure. The tire shop was on the scene and they fixed the truck and removed it from the ditch.

1356 A Valley County female stated there was a grass fire half-way in between Saco and Hinsdale on the south side of the highway. No structures were in danger. By 2:03 p.m., the fire was out and no further help needed.

1356 A Glasgow officer as-sisted a truck at the underpass.

1612 A false alarm went off at a Valley County business. At 1622, dispatch also received a duress alarm from the Montana National Guard.

1902 A Valley County female reported that a woman hit a deer and there were no injuries. There’s parts of the vehicle, a bronze Ford Expedition, and the deer laying in the road. She wanted to know if they can move the vehicle out of the road because it was a real hazard. Dispatch advised that she could move her vehicle and she will sit at the scene with her haz-ards on. HHP was notified.

2001 A St. Marie male reported that the rear occupant of a newer small white sedan was hanging out the back window and holler-ing at dogs as they drove by. The vehicle was possibly a 2014-2016 four-door Chevy. The caller will sign a complaint if the vehicle was located. A deputy at the area was unable to locate the vehicle, but will keep the statement the caller

made for his own records.2032 A Glasgow female said

she went to the Connection to pick up her kids and a little boy asked to go to her house because he had no place to stay. He told her that the people he was staying with kicked him out of the house so he was homeless. She has the boy at her house. At 8:50 p.m., an officer found out the little boy was sup-posed to stay with another friend, but it didn’t work out. He didn’t let his grandmother know. He then wanted to stay with the caller’s son tonight, but he didn’t let his grandmother know. The caller is getting in touch with dispatch so they can decide where he will stay the night.

2300 A Glasgow female stated she found a male at the Star Lodge Motel tonight. She felt he was stalking her and her family and she wants it made known to him not to come back to this establish-ment. He is driving an older model white Chevy S-10 pickup with a topper on it.

Thursday, Oct. 19, 20170801 A Glasgow female re-

ported someone told her there are prescription bottles on the street at the corner by the church at a Glas-gow intersection, right on the cor-ner. A deputy notified that when he came on shift he was the one who destroyed the old medication. A deputy later advised that they were empty bottles thrown away that the garbage truck dropped. He will clean it up.

0950 A Glasgow female stated that a vehicle was driving around in Sullivan Park at about 20 mph with their dog chasing the car and almost hit her last night. She does not want to sign a complaint, but would like the woman to stop. An email will be sent to GPD for extra patrols.

1055 A Glasgow female stated that a dog with a license was outside the senior center. She was unable to contact the owner. Dispatch notified a deputy who advised the dog had been gone for awhile and he was unable to locate it. At 12:22 p.m., another female called to say her daughter told her that the dog was at the pound, but when her sister went to pick it up, it wasn’t there. Another female was going to tell her boyfriend and have him come look around

like a VIN inspection on a travel trailer.

1457 A Glasgow male stated there was a suspicious vehicle in the back parking lot of the hospi-tal close to the emergency room and a couple of employees were concerned about it being there. He stated the vehicle had a 20 plate, but didn’t know the rest of the number. He would like to be contacted after it was found. An officer did speak with the man in the vehicle who was in the back of the pickup on the internet.

1548 A Glasgow female re-ported she received a call from an irate father accusing her of calling his 16-year-old son and asking about his credit report. She believed that this may be some sort of scam where the caller can attach themselves to another per-son’s phone. She was patched up with a deputy.

1854 A deputy is assisting a semi loaded with a back hoe to back out of the underpass.

1908 A train has been blocking the crossing for at least 15 min-utes. Dispatch notified BN and they will try to get it moved.

Friday, Oct. 20, 20170729 A Ft. Peck male reported

a vehicle down in a steep coulee near the Pines Road. He said you can see where the person left the roadway and it looked like they tried to get back up the hill, but he’s not sure. He said the head-lights are pointing straight up in the air. He didn’t feel comfortable walking down to the vehicle at that time, so he yelled down, but didn’t get any response. He said it looked like a flatbed GMC or Chevy pickup. Dispatch was able to map his location at 1.2 miles before the Pines Rd. on Willow Creek Rd. A deputy reported that he and MHP were back up on the road and they didn’t need an ambulance.

0924 A Glasgow male advised something got into his cattle last night and killed a calf. He said it was either a coyote or the neigh-bor’s dog. He has FW&P headed out there, but said if it was the neighbor’s dog, he was going to shoot it next time it came onto his property. He was patched up with the Brand Office and dispatch

made a deputy aware of this call. At 12:08 p.m., dispatch spoke with the female dog owner who said she could verify her dogs were inside last night because the big dog slept with her and she was a very light sleeper. She stated the dog had extreme arthritis and could barely get in a van, so there was no way he could get in a calf pen. She said that earlier this summer, they had a mountain lion in the area. She was told to make sure to document it when a deputy arrives there for her state-ment form.

1006 Dispatch received a 911 hang-up call from a phone that still had the battery but did not have any service. No working phone number was available to call back. Dispatch could hear a child in the background talking about getting the football or going to get a football. No further infor-mation could be determined.

1300 A Glasgow female re-ported a gray and brown schnau-zer dog with a blue Tough Lock collar following her in the area of a Glasgow intersection. She was worried the dog would get hit by a vehicle. By 12:33 p.m., she called back to say she found the owner of the dog.

1357 A Glasgow female re-ported a very large dog in her yard. She said it was like a racing dog and it was black with white spots and no collar. It was a great dane. Dispatch had two possible owners for the dog, but a deputy advised the dog wouldn’t get in his vehicle and seemed pretty content staying in the yard.

1733 A Hinsdale female re-ported a dark royal blue semi with a cattle trailer that was all over the road. She said it was the last of three trucks heading eastbound together. A deputy will head that way.

1859 A card was started for disorderly conduct per an officer’s request.

Saturday, Oct. 21, 20170841 A Glasgow male advised

a young doe had been recently hit and was crawling around on the north side of the road at a Glasgow location. F&G was notified. MHP advised they found the deer and it was already down. Left a message for MT DOT.

1509 A Glasgow female ad-

vised the door to a building was flapping in the wind. An officer assisted in getting it closed.

1624 A Glasgow female stated they had a stray dog at a Glasgow location. She has it tied up. It is a poodle-like dog, tannish in color with a blue collar and no tags. An officer advised the owner had al-ready come and gotten the dog.

1839 A Glasgow female re-ported a suspicious person just sitting by a telephone pole at a Glasgow location, but an officer was unable to locate him.

1918 A Glasgow officer re-ported being out with a suspicious person. There were belongings, food and garbage, and he was unsure what to do with it.

1928 A St. Marie person hit a deer at home. He has a broken headlight on a grey 2005 Subaru Outback. Unknown if the deer was dead or off the road. At 7:34 p.m., a neighbor called to say the deer was in the northbound lane at MM 13 and it looked like it had been there for awhile.

2332 An officer was out with a suspicious person who was either passed out or a possible medical. An arrest was made.

Sunday, Oct. 22, 20170954 An oversized loaded

trailer was sparking. A male stated the trailer was hitting something on the bottom of it and sending sparks out. He was afraid it would start a fire. A deputy was searching for the vehicle, and was unable to locate it as far away as Hinsdale.

1214 An officer requested another officer to assist MHP for a consent to search at a Frazer location.

1404 A Glasgow female re-quested an officer to go to her son’s residence and ask him to get her cord for her CPAP machine that she forgot there.

2030 A Nashua female reported a black lab with a collar running around the neighborhood bother-ing her kids, but not vicious at this time. A deputy was notified.

2115 A Glasgow female re-ported some guests were having a problem with each other in the same room and would like an officer. She said these men were hunters and were arguing. By 5:22 p.m., the parties separated for the night. They are to call back if there are further problems.

Regular City Council Meeting MinutesSept. 18, 2017

FOR THE COURIERThe Regular Council Meeting

was called to order at 5:30 p.m. by Mayor Erickson. The following Council members were present: Sorensen, Karst, Heitman, Ozark, and Schoenfelder. Council mem-ber Carr was in attendance via phone. Those also present were City Clerk-Treasurer Amund-son, DPW Kompel, Police Chief Barstad, Captain Gault, Fire Chief Brunelle, and City Attorney Hel-land. Kathy Granger and Austin Svingen were also in attendance. There was no media representa-tion.

Mayor Erickson led the Pledge of Allegiance.

Public Comment on any agenda item: NONE

Council member Sorensen made a motion approving the

consent agenda including, the pay-ment of claims for September 18, 2017 in the amount of $92,045.63 and the minutes of the September 5, 2017 Regular Council Meet-ing. The motion was seconded by Council member Heitman and carried unanimously.

Mayor Erickson introduced and offered for adoption Resolu-tion No. 2046 – A Resolution Appointing a Firefighter of the Glasgow Fire Department for A Probationary Period of Six (6) Months – Kenny Bryan. Council member Schoenfelder moved for the adoption of Resolution No. 2046. The motion was sec-onded by Council member Karst; whereby Resolution No. 2046 was unanimously adopted.

Mayor Erickson introduced and offered for adoption Resolu-tion No. 2047 – A Resolution Cancelling the November 7, 2017 General Election of Certain Mu-

nicipal Officers. Council member Heitman moved for the adoption of Resolution No. 2047. The motion was seconded by Council member Sorensen; whereby Resolution No. 2047 was unanimously adopted.

DPW Kompel updated the council on the water committee meeting. The city will need ad-ditional space on two (2) ease-ments for the 1987 Waterline Transmission Repair Project. It was discussed to pay both par-ties $10,000.00 each for a total of $20,000.00, which this money can be paid out of the 87 waterline repair fund. Council member Carr made a motion approving the pay-ment of $20,000.00 total to both parties for easements on the 1987 Waterline Transmission Repair project. The motion was seconded by Council member Schoenfelder and carried unanimously.

Council member Sorensen made a motion approving the

Amended Plat of Lot 21, Block 14, Glasgow Original Townsite for Tom Depuydt. The motion was seconded by Council member Schoenfelder and carried unani-mously.

Old Business:– Levee Safety Committee

Report – None– Update on GNDC noncom-

petitive grant – There will be a housing board meeting on Tues-day October 3, 2017 at 5:30 p.m. to discuss the three (3) project walk through’s that have been completed. They will also review the three (3) contractors RFQ’s the city received after the second publication.

Committee Reports:There were no reports for Per-

sonnel, Water, or Cemetery. Kathy Granger mentioned the Grant Committee should meet soon. Council member Karst stated he received some information from

Officer Edwards on the noise ordi-nance and a meeting will be set.

Department Head Reports:DPW Kompel told the coun-

cil he has been working with a resident on annexation paperwork. Morrison-Maierle will be here on October 2nd to give an update on the Water Improvement Project. The street department has completed painting crosswalks and will now start on patching. The new street foreman started this morning. A zoning commission meeting will be set soon. There is an issue that came up with Nemont Manor; even though it was annexed into the city limits back in the 1970’s, zoning was not attached to it.

City Attorney Helland men-tioned he reviewed the lease be-tween Sandpoint Properties and the Glasgow Police Department for the City Court space; there is one change that will need to be completed, then it will be ready

for signatures.Fire Chief Brunelle said he

is preparing for Fire Prevention Week and it will be held at the Val-ley Event Center this year. They have purchased a used vehicle from the State of Montana with a grant that was received from Town Pump in the amount of $5,200.00. He is still waiting to hear on the FEMA grant for additional equip-ment.

Police Chief Barstad said it’s been a busy week with calls.
