Section Highlights
All members were increasing especially Graduate Student Member in 2012. All kinds
of members are dedicated to be recruited.
Sponsor more national and international conferences.
Create IEEE Taipei Section GOLD Group on August, 2012.
To encourage our members to get more involved in the international affairs, IEEE
Taipei Section is going to have a lottery event. Any members who have did the vote
in “2012 IEEE Annual Election” are able to participate in this event
To encourage the intention of member applications, IEEE Taipei Section subsidized
students to take part in conferences overseas, and there are 41 students who had been
benefited from 48 applications in 2012.

A WIE promotion activity was held during the 2012 Spring IT and Comm. (Information
Theory and Communications) Workshop on February 2, 2012 in National Chiayi

The WIE first general meeting was organized as a side meeting of the 23rd VLSI Design
/ CAD Symposium on August 8, 2012 in Howard Beach Resort Kenting, Taiwan.

The financial status of this Section is comfortable for supporting those planned programs.
Some of the chapters have contributed a reasonable percentage of their income to this
Section. This allows the Section to maintain the routine functions and to hold more
conferences. We also sponsored more student activities than before. The total income of the
Section in 2012 was NT$3,426,242 including NT$682,153 of 2012 rebate in September
2012. The total expenses was NT$2,552,693. The final balance at the End of 2012 is

NT$6,742,978. More detail is included in the 2012 Annual Geographic Unit Financial
Report.

Summary and evidence of work done to improve the value of membership, which leads to
retention and growth of members
We recruited more members in 2012; in addition to send mails, recruiting ad prints are
delivered in conferences as well. Moreover, through the supports from IEEE Taipei Section
members, more related industries are promoted to crease the subsidies in membership fee. On
the other hand, we sent e-mails to notify students, each NSC project from professors is
available for 4 students on membership fee, and which keep subsidizing students to attend
conferences overseas.
The IEEE Taipei section GOLD group established in this year and hope that we can have a
more retention rate in members. Besides, we have also asked the new chair of GOLD (Prof.
Jing-Ming Guo) and WIE (Prof. Hsiao-Chin Chen) to have more activities. Thus, we believe,
after those activities, the number of members should increase in this year.

(1) Special Topics of Latest Antenna Technologies The IEEE AP-S Taipei chapter co-sponsored the short course “Special Topics of Latest Antenna Technologies”, on July 30th - August 1st, 2012. The course was delivered by Prof. Zhi Ning Chen, a former IEEE Distinguished Lecturer of the Antennas and Propagation Society. The three-day course was given at IB-611, National Taiwan University of Science and Technology. There were 3 AP-S members and 31 guests attended the course.

(2) Future Trends of Substrate Integrated Waveguide (SIW) Technology Towards Low- Cost and Eco-Friendly Wireless SystemsThe IEEE AP-S Taipei chapter co-sponsored the workshop “Future Trends of Substrate Integrated Waveguide (SIW) Technology Towards Low-Cost and Eco-Friendly Wireless Systems”, on December 10th, 2012, attracting more than 60 guests to attend the meeting, which includes 10 IEEE members. A talk was given by Prof. Maurizio Bozzi, a professor in the ECE department at University of Pavia, Italy. The talk was given at IB-202, National Taiwan University of Science and Technology.

(3) Cross Strait Quad Regioal Radio Science and Wireless Technology Conference(CSQRWC2012)The IEEE AP-S Taipei chapter co-sponsored the “Cross Strait Quad Regioal Radio Science and Wireless Technology Conference”, on July 23th ~ 27th, 2012 in Taipei, Taiwan, attracting more than 95 guests to attend the meeting, which includes 80 IEEE members. As an annual conference, CSQRWC offers an active forum for exchanging creative ideas and experiences of the latest developments, designs in the areas of Radio Science and Wireless Technology for professors, researchers, engineers and students from Cross Strait Quad-Region of China and all over the world.

(4) 2012 EMC Technology and Practice Symposium The IEEE AP-S Taipei Chapter co-organized the “2012 EMC Technology and Practice Symposium” held on June 28th ~ 29th, 2012 in Feng Chia University, Taichung. The Symposium provides numerous opportunities for attendees to increase their knowledge and understanding of all aspects in Electromagnetic Compatibilities (EMC) and Electromagnetic Interferences (EMI). There are an overall of 50 papers and more than 180 participants, including 31 IEEE members (8 of those are IEEE APS members).

(5) High-gain Smart Antenna Technologies and Application Potentials The IEEE AP-S Taipei chapter co-sponsored the workshop “High-gain Smart Antenna Technologies and Application Potentials”, on March 30th, 2012 at Yuan Ze University, Taiwan, attracting more than 160 guests to attend the meeting. This workshop included five short lectures and panel discussion, the lectures and panelists form government, industries, research centers and academic, introducing and talk about the Antenna Technologies and Application Potentials.

(6) Chip-Level Space-Time Coding for Next Generation MIMO Systems On January 9, Prof. Hsiao-Hwa Chen, a Distinguished Professor in the Department of Engineering Science, National Cheng Kung University, Taiwan, was invited to visit the Graduate Institute of Communication Engineering of NTU and give a speech entitled "Chip-Level Space-Time Coding for Next Generation MIMO Systems" in BL-101, NTU. The audience includes 12 NTUEE faculties and 85 graduate students.

(7) Multi-scale and Multi-physics Modeling: Their Role in 3D Integration On March 14, Prof. Madhavan Swaminathan, an IEEE Distinguished Lecturer from the School of Electrical and Computer Engineering, Georgia Institute of Technology, was invited to visit the EM group of NTU and give a speech entitled "Multi-scale and Multi-physics Modeling: Their Role in 3D Integration" in Rm. 105 of EE Building 2, NTU. The audience includes 9 NTUEE faculties and 76 graduate students.

(8) Recent Advances in Metamterials and Microwave Circuits for Wireless ApplicationsOn March 21, Dr. Shau-Gung Mao, a Professor from the National Taipei University of Technology, was invited to visit the EM group of NTU and give a speech entitled "Recent Advances in Metamterials and Microwave Circuits for Wireless Applications" in BL-101, NTU. The audience includes 14 NTUEE faculties and 65 graduate students.

(11) Soft Magnetic Thin Film Applications at Radio Frequencies On June 6, Prof. Masahiro Yamaguchi from the Department of Electrical and Communication Engineering, Tohoku University, Japan was invited to visit the Graduate Institute of Communication Engineering of NTU and give a speech entitled "Soft Magnetic Thin Film Applications at Radio Frequencies" in BL-201, NTU. (12) Multiphysics Method for High-Power Electromagnetics On July 26, Prof. Wen-Yan Yin from the Centre for Optical and Electromagnetic Research, Zhejiang University, Hangzhou, China was invited to visit the Graduate Institute of Communication Engineering of NTU and give a speech entitled "Multiphysics Method for High-Power Electromagnetics" in Rm. 142 of EE Building 2, NTU. The audience includes 2 NTUEE faculties and 20 graduate students.

(13) Physics and Modeling of Vias in Printed Circuit Boards On October 12, Prof. Christian Schuster from Hamburg University of Technology (TUHH), Germany was invited to visit the Graduate Institute of Communication Engineering of NTU and give a speech entitled "Physics and Modeling of Vias in Printed Circuit Boards" in BL-201, NTU. The audience includes 3 NTUEE faculties and 38 graduate students.

(14) Leaky Wave Antennas Based on Transmission Line Metamaterials On December 3, Prof. Tatsuo Itoh (IEEE life fellow), a Distinguished Professor and Northrop Grumman Chair in Microwave Electronics, UCLA, was invited to visit the Graduate Institute of Communication Engineering of NTU and give a speech entitled "Leaky Wave Antennas Based on Transmission Line Metamaterials" in Rm. 105 of EE Building 2, NTU. The audience includes 11 NTUEE faculties and 84 graduate students.

(15) 2012 Asia-Pacific Conference on Antenna and Propagations (AP-CAP 2012) IEEE AP-S Taipei Chapter co-sponsors the 2012 Asia-Pacific Conference on Antenna and Propagations (AP-CAP 2012), which was held in at the Furama Riverfront Hotel, Singapore from Monday, August 27, to Wednesday, August 29, 2012. APCAP provides an international forum for the exchange of information on the progress and recent advancements in the research and development of innovative antenna technology and radio wave propagation. APCAP will offer a rich scientific program of the highest quality with keynote and invited speakers from all over the world and provide a broad forum of exchange for both academia and industry alike.
(16) 2012 IEEE International Conference on Anti-counterfeiting, Security, and Identification (2012 ASID)IEEE AP-S Taipei Chapter sponsors the 2012 IEEE ASID, which was held in Taipei , Taiwan, August 24-26, 2012. More than 60 papers have been presented in this

conferences. This conference (International Conference on Anti -counterfeiting, Security, and Identification) provides a unique forum for researchers, engineers and educators interested in live demonstrations describing novel work on systems, applications and services of the Internet reaching out into the real world of physical objects.
(17) 2012 EM Education Initiative IEEE AP-S Taipei chapter continued to co-sponsor the host of 2012 EM Education Initiative in Taiwan, which was held in National Chiao-Tung
University on Aug. 27-31, 2012. More than 120 graduate students in EM area had attended this camp for a week of training.
(18) Taiwan EM education reform project. The Taiwan EM education reform project primarily operated by the members of IEEE AP-S Taipei chapter hosted an 2012 achievement exhibition in Chia-Yi, Jan. 22-24. In the exhibition, our members demonstration of course modules and multi-media materials developed under the scope of this project. They are expected to be used by the universities nationwide in the future.
(19) The first Huan-Da Paper Competition Award. The first Huan-Da paper competition, sponsored by Huan-Da Company
and hosted by Microwave Association (operated by IEEE AP-S Taipei chapter members), had been launched in 212. The first prize is NT$200,000 (US$ 7000). More than 10 papers were selected to receive the award. The award ceremory was held during Jan. 22-24, 2013 in conjunction of the host of 2013 EM Seminar- A Bridge to the Future (Initiated by AP-S Taipei Chapter in 2010) .
IEEE AP-S Taipei chapter continues to support the Taiwan Electromagnetic Industrial-academia consortium in 2012. In particular, we have launched a distinguished lecture program with TEMIAC, which will allow the domestic industries to invite our distinguished lectures (mainly our members including the current chapter chair, Prof. Hsi-Tseng Chou) to introduce current progress of various areas in EM.
(20) Special Interest Consortiums of Industrial-Academia Collaborations The members of IEEE AP-S Taipei Chapter continue to play important roles in enabling the collaborations between the industries and academia. Two proposals (including High-gain antenna development and RFID developments) were submitted to the Taiwanese government to form two technical consortiums in these two areas. The review results will be announced by the end of Feb., 2013.

Tutorial Workshop: "Design of a polynomial model predictive controller with the sum-of-squares technique" by Prof. Yasuaki Oishi (Japan Nanzan University System Design and Engineering), in Dept. Electrical Engineering, National Chung Hsing University (NCHU), Taichung, July 2, 2012.Summary:Model predictive control is one of the most widely used control methods in practice. Since the computation of the optimal model predictive control law is problematic especially in the high-dimensional case, its approximation is actively investigated. In this talk, approximation with a piecewise polynomial is considered with the sum-of-squares technique. This approach is more flexible than the existing one with a piecewise affine function. It is also direct in that it does not need the computation of the optimal controller and is carried out with minimization of the distance to optimality. The asymptotic optimality of the proposed approach is discussed together with the stability of the resulting closed-loop system.

(10) Biomedical Electronics and Bioinformatics Camp, 2012.Biomedical Electronics and Bioinformatics Camp has been held annually since 2006. The 2012 Biomedical Electronics and Bioinformatics Camp was held on July 10th – 12nd with sixty-one participants and the topic is “The Cloud application in bioelectronics and bioinformatics”. Doctors, Engineering Professors and industrial

practitioners support the Camp’s mission. We will continue in holding the Biomedical Electronics and Bioinformatics Camp to promote biomedical engineering to interdisplinary students in the future.
(11) Education courses of fMRI for Humanities and Social Science, 2012Education courses of fMRI for Humanities and Social science, 2012 have been held on Jan 7, 2012 and Feb 11, 2012 organized by Neurobiology and Cognitive Science Center, Department of Electrical Engineering and Department of phycology from National Taiwan University. There were 95 and 90 participants joined in the two courses, separately. The courses included the research areas from resting fMRI technique, applications of cognitive studies, advanced fMRI technique and animal fMRI studies. The courses were aim to promote fMRI technique to the Humanities researcher, and bridge up the gap between MRI engineering and Social Scientist in order to educate the interdisciplinary student of Science and Social Science.
(12) fMRI symposium: Glimpse into Brain Dynamism, 2012Functional MRI symposium: Glimpse into Brain Dynamism, 2012 has been held from Jun 16 to Jun 17, 2012 organized by Department of Electrical Engineering, Department of Psychology and Neurobiology and Cognitive Science Center from National Taiwan University, and Institute of Neuroscience from National Yang-Ming University. There were 118 and 109 participants joined in the two days symposium. The international symposium introduced the different application of fMRI was held in last day. The symposium was aim to promote fMRI technique to the Humanities researcher, engineer, psychologist and educated the interdisciplinary student of Science and Social Science.

There are 82 participants in total at this talk held in National Taiwan University of
Science and Technology on July 11, 2012. Many of them are from industry and
academic institutions. The invited Distinguished Lecturer, Prof. Kaynak is an expert
in the fields of intelligent control and mechatronics. He is a IEEE fellow and was the
president of IEEE Industrial Electronics Society. He is also a Co-Editor-in-Chief of
the IEEE Transactions on Industrial Electronics and has been named as the upcoming
Editor-in-Chief of IEEE/ASME Trans. on Mechatronics. The invited Prof. Kaynak, a
world famous distinguished professor, to give speech with insight inspiration to the
audience. Several in-depth discussions as to why Mechatronics technologies should
be further developed were also found at this talk. As a whole, the talk has achieved
the objectives of communication and experience sharing between academics and
industry. The attendant students also got the chance to have a global view about the
worldwide trends of Mechatronics development.
The development of mechatronics has gone through three stages. The first stage
corresponds to the years around the introduction of the word. During this stage,
technologies used in mechatronic systems developed rather independently of each
other and individually. With the start of the eighties, a synergistic integration of
different technologies started taking place, the notable example being in
optoelectronics (i.e. an integration of optics and electronics). The concept of
hardware/software co-design also started in these years. The third and the last stage
can also be considered as the start of the mechatronics age and starts with the early
nineties. The most notable aspect of the third stage is the increased use information
technology and computational intelligence in mechatronic products and systems. It is
now possible to have man¬–made systems that exhibit an ability to reason, learn
from experience and make rational decisions without human intervention. It is due to
this development that we can now talk about Machine Intelligence Quotient (MIQ).
In this context, mechatronics is closely related to semiotics.
After a consideration of the above stated developments, the lecture considers the
status of mechatronics in the information age and a discussion is given on how the
boundaries that separate it from other technologies are eroding. The challenges that
the engineers of the 21st century face are discussed and it is argued that different
educational philosophies need to be adopted. Finally the state-of-art reached in
mechatronics in the form of intelligent systems is overviewed with examples from
different industries and a perspective on the future is given.

There are 82 participants in total at the 2012 Taiwan-Japan Symposium on Power
Conversion, held in National Taiwan University of Science and Technology on Nov.

Taiwan and Japan. The symposium invited 15 Japanese professors and exports, 15

(4) International Instrumentation and Measurement Technology Conference (I2MTC,
May 13 – 16, Congress Graz, Graz, Austria)
The I2MTC conference is the biggest annual event of the I&M Society. In 2012, the
chapter featured this conference by circulating the conference call for paper
announcement to local universities and research institutes. In the meantime the chapter
also started to collect the statistics of I2MTC conference participation of Taiwanese in the
previous year.
Gathering 17 contributed papers submitted from Taiwan to I2MTC 2012, the chapter
called for a Taiwanese delegation of around 18 members to participate in the conference.
On May 15, the chapter launched the first formal chapter-society meeting attended by the
I&M Society president, society officers, chapter chairs, chapter officers and the delegation
members.
In the chapter-society meeting on May 15, the chapter secretariat, Dr. Chi-Hung Hwang
reported the current chapter activities and development roadmap to the society officers.
The present officers, including the president, Mr. Jorge Daher, the executive vice
president, Mr. Reza Zoughi, the vice president of membership, Mr. Georg Brasseur, and
many other significant officers of I&M Society gave praise and promised support to the
chapter’s future activities.

Description
The ISITW was an international cooperation program sponsored by the National Science Council of
Taiwan. This program was open for the science and technology personnel and government officials in the
Southeast Asia and the Middle East region with selective travel reimbursement. The workshop was jointly
organized by the Instrument Technology Research Center of Taiwan and the chapter. The workshop’s Call for
Application was circulated to IEEE sections and I&M chapters. 27 were selected out of 95 applicants in 2012,
including department heads, college deans, and professors.
In the two-week training workshop, the chapter assisted to,
1. Circulate Call for Application news worldwide
2. Review the application package
3. Invite workshop speakers
4. Map the workshop course plan
This workshop was an annual training course held for 16 years in a row targeting on the high end science
and technology personnel in the Southeast Asia and the Middle East region where this program shared
significant publicity and reputation. This year it was the fourth time the chapter involved in the workshop
organization. By jointly hosting this workshop, it helped to build up better publicity and credibility of the
I&M Society in the Southeast Asia and the Middle East regions, which are the broad territory of membership
yet to be explored. It also helped to added value to the I&M Society members by providing priority access (if
recommended by regional chapters) to this training course.

The 4th i-ONE Instrument Technology Innovation Competition was jointly held by the IEEE
Instrumentation and Measurement Society Taipei Section Chapter and the Instrument
Technology Research Center of Taiwan. This competition awarded the best innovator of
ground breaking ideas on instrumentation and measurement technology with the maximum
prize of NTD 100,000 (around USD 3335). It was firstly held in year 2009 which registered
by nearly 100 participants and grabbed the attention and sponsorship from several world-class
companies, such as National Instruments, Agilent Technologies, Isuzu Optics, etc.
This innovation competition, perceived by many local students as the channel to boost their
academic portfolio, continued to the second year with slight transformation. Concentrated as a
competition purely for students, this competition aimed to lighten the importance of
innovation from the threshold and advocate instrumentation and measurement from an earlier
stage.
The committee set upon the 4th i-ONE Instrument Technology Innovation Competition
included 20 invited members of former deputy ministers of the biggest funding agency of
Taiwan, National Science Council, department heads and professors from universities, and
representatives from industries. Three chapter officers jointly served as the committee
members.
After eight months of preparation, registration, and preliminary competition, 14 proposals
from two groups (youth and amateur) were selected to the final competition. Representatives
of the selected proposals were required to present their ideas with slides and demonstrate the

prototypes, if there’s any, to the reviewers and peer contestants. Below listed the 14 groups
selected to the final competition.
The winners were announced and presented at the award ceremony on Nov. 5. As previously
mentioned, the committee and the chapter had invited the Executive Vice President of IEEE
Instrumentation and Measurement Society, Mr. Reza Zoughi to attend the award ceremony
and relevant spin-off activities.
The Executive Vice President of IEEE IM Society, Mr. Zoughi also gave an overview of
the society to the present members and contestants, and presented awards to the winners. He
encouraged the young participants to have faith and confidence in themselves and one day
they shall be able to become the important characters in the field. As the only foreign invited
guest of the award ceremony, Mr. Zoughi grabbed the attention of the contestants who so far
had only very limited and vague ideas of how globalization works in research circles. The
introduction given by Mr. Zoughi in relatively plain English impressed and explored them the
beauty of international organization, and seeded the influence of the society and the chapter.
Based on random and informal interviews with the contestants, many expressed their gratitude
to this event for the opportunity of showing their ideas, a chance for them to think in more
depth (theories) and width (applications) of an interesting idea sprung from nowhere. Many of
them couldn’t hold their excitement of meeting the reviewers, committee members and
society and chapter officers, and of gaining the understanding to the society that they’ll
consider joining in the future.
After the ceremony, the chapter organized a spin-off symposium given by Mr. Zoughi on the
“Microwave and Millimter Wave Imaging for NDE Applications – Past, Present and Future.”
Other than the one held at Instrument Technology Research Center in Hsinchu, the chapter
also arranged another symposium at Academia Sinica in Taipei. Totally more than 40 chapter
members and 90 non-chapter members attended the two symposiums. Mr. Zoughi not only
introduced the audience the challenge and prospect of measurement, but also a comprehensive
overview of the society’s current activities, new ventures and services.

Chair Prof. Chao responded the speech invitation of touch panel, for the technological conference on Oct 17, 2012. The speech topic is on “Technology of a touch panel.”Subject: Technology of Touch panel The study proposes the sensing circuit for a large-sized capacitive touch panel. The panel consists of two parallel Indium Tin Oxide (ITO) film layers which are separated by a sensor glass layer. Our goal is to design a capacitive sensing circuit for a large-sized capacitive touch panel (PCT) (more than 12in.), where large electrode resistance (> 200kΩ) and capacitance shifts due to environmental disturbance are commonly presented to make extreme difficult a successful touch detection. The method of DC charge and discharge into the ITO capacitance is adopted for smaller-size (< 7in.) ITO panels, where a lower resistance (< 90kΩ) is presented. A new AC sensing technique is developed herein to enable the touch sensing in a larger-size (> 12in.) ITO touch panel. For the sensing circuit design, integrator’s and differential methods are developed. Both methods have low-disturbance sensing arrays to eliminate the effect of the environments. A 12.1" projected capacitive touch panel is provided by CHILIN Co. Ltd. for testing. All the sensing circuits are accomplished via IC taped-out and realized for the projected capacitive touch panel. The output is transmitted from the IC by Universal Asynchronous Receiver/Transmitter (UART)

chip of FPGA. A personal computer displays whether or not the touch panel is touched via a set of serial data transmitted from the FPGA module and Visual Basic (VB) program. Finally, the circuit is also accomplished by using Taiwan Semiconductor Manufacturing Company (TSMC) 0.35μm 2P4M 3.3V mixed‐signal CMOS process. The proposed chips, with the die area of 1.281×1.281 mm2 and 0.91× 0.775 mm2, are carried out by National Chip Implementation Center (CIC).
Chair Prof. Chao responded the speech invitation of touch panel, for the technological conference on Oct 22, 2012. The speech topic is on “Patent analysis of a touch panel.”Subject: Patent analysis of a touch pane This talk is dedicated to introduce and elaborate all the patents related to touch panel technology. A new AC sensing technique is developed to enable the touch sensing in a large-sized capacitive touch panel. This novel designs of multi-touch sensing circuit lies in the operation principles through a 4X4 ITO film sensor array, a lo w-disturbance array circuit, a capacitance to voltage converter circuit and the proposed design procedure of chip parameters by circuit simulation. Furthermore, the sequence control for the array is generated by an FPGA module to accomplish the operation of the whole circuit. Some of objectives are to reduce environmental disturbance of the panel and to distinguish multi-touching locations from the panel. The corresponding output voltages of multi-touch sensing circuit are output in proportional to location touched by a human finger. Finally, the whole circuit is implemented by using TSM 0.35 µ m 2P4M process. The circuit output voltages are used to distinguish touch locations by a proposed algorithm.

Our meeting report is composed of three parts. The first one is the meeting of the SMC Taichung chapter officer, the second one is about the invited talks, and the last one is the sponsored/co-sponsored conferences.
Part 1: SMC officer meeting: We have held three meetings to discuss the chapter activities and the membership promotion missions on April 24 6, June 16, and Nov. 16. Afterward, we had send out three membership promotion flyers and emails to socialite colleagues to join the IEEE SMC society.
Part 2: Since Jan. 2012, the Taichung chapter has organized seven invited talks.. The details are listed below.
(1) April, 272012~April 27/2012 Invited talk : Seminar on Intelligent learning in Control Systems Attendance: IEEE Members 12 and Guests 150 Activity Description: The speaker is Prof. Prof. Dr. Alan Liu, Professor, National Chung Cheng University, Chia-Yi, Taiwan. His talk topic is " case-based reasoning

(CBR) and its applications to smart home and robot collaboration.” This workshop on intelligent learning in control systems was hosted by Taichung Chapter, IEEE SMC Society and the Department of Electrical Engineering, National Chung Hsing University, Taichung, Taiwan, on April 27, 2012. The workshop was composed of only one talk from Prof. Alan Liu. During the workshop period, Prof. Liu presented technologies and methodologies of case-based reasoning (CBR) and its applications to smart home and robot collaboration. Many IEEE SMCS members and student members were very impressed with Prof. Liu’s concise and wonderful presentation and his novel and outstanding research results. In addition, his talk let members and students learn more about the case-based reasoning approach, some new results on CBR, and how the CBR can be applied to robot collaboration.
(2) April 28/2012~April 28/2012Meeting Name: 2012English Oral Presentation Contest Sponsored by Taichung Chapter, SMCAttendance: Members 5 and Guests 12Activity Description: This contest was supported by the College of Informatics, Chao-yang University of Technology and Taichung Chapter, SMC on 28 April,2012. The contest called for student participations in Central Taiwan, and 18 students submitted their papers to the contest. After the first-level reviews, six finalists were recommended by the reviwers. During the contest period, five distinguished professors from Japan and Taiwan, Prof. Goutam Chakraborty, Pro. Hideyuki Nakashima, Prof. Xiaohong Jiang, Prof. Ching-Chih Tsai, Prof. Li-Hua Li, and Rung-Ching Chen, were invited to serve as the judges of the contest, in which Prof. Ching-Chih Tsai serves as the award committee chairman. After very competitive presentations and challenging Question-and answers, five judges gave the first place award, the second place ward, the third-place award, and three honorable mention awards. Overall, this contest not only had conventional oral presentations, but also encouraged participants to present their novel ideas with video shows. We believed that this contest is helpful in effectively promoting participants' practices of their English oral presentation, and their technical depth. Many IEEE SMCS members and their students were very impressed with participants' technical contents and presentation skills.
(3) June 16/2012~June 17/2012Meeting Name: 2012 National Symposium on System Science and EngineeringAttendance: Members 52 and Guests 212Activity Description: This symposium was hosted by the Department of Communication and Navigation Engineering, National Ocean University, Keelung, Taiwan, from 16 June to 17 June, 2012. The symposium was composed of two invited plenary speeches from Prof. Li-Chen Fu and Prof. Jia-Yu Yen, more two hundred technical oral presentations, best student paper award competitions and several exhibitions from local technological companies. During the symposium period, Prof. Fu presented technologies of M2M content ware smart home systems using energy saving perspective, and Professor Yen discussed techniques and methodologies of using top-down nano-manipulation approach for printing continuous nao-patterns. In addition, two hundred technical papers were presented by scholars from universities and industrial institutions. This symposium not only had conventional oral presentations and poster sessions, but also encouraged some hands-on systems together with video shows. We believed that this symposium is helpful in effectively spreading the novel research results to appropriate researchers and institutions, thus facilitating the advance and progress of system science and engineering technology in both academia and industry. Many IEEE SMCS members and student members were very impressed with both professors’ concise and wonderful presentations and their novel and outstanding research results. In addition, Their plenary speeches let members and students learn more about M2M content ware smart home systems and top-down nano-manipulation approach with its application to nano-pattern print.

Activity Description: This workshop was hosted by the Department of Electrical Engineering, National Chung Hsing University, Taichung, , Taiwan, on September 1, 2012. This technical workshop was composed of three invited speeches from Prof. Ban-Jia Kung , Dr. Chuntao Leng and Dr. Wanmi Chen. During the workshop period, Prof. Kung presented some recent technologies of intelligent robotics including flying robots, autonomous small helicopters, underwater robots and re-habitation robotics, and Dr. Leng discussed some new techniques and methodologies of omnidirectional mobile platforms. In addition, Dr. Chen presented the four challenges of service robots at home. This workshop not only had excellent oral presentations, but also had some hands-on systems together with video shows. We believed that this workshop is helpful in effectively spreading the novel research results from China to appropriate researchers and institutions in Taiwan, thus facilitating the advance and progress of robotic systems in both academia and industry. Many IEEE SMCS members and student members were very impressed with three professors’ concise and wonderful presentations and their novel and interesting research results. In addition, their plenary speeches let members and students learn more about intelligent robots, omnidirectional mobile platforms and service robots at home.
(5) November 16/2012~November 17/2012Meeting Name: 2012 International Conference on Fuzzy Theory and Its Applications Attendance: Members 54 and Guests 160Activity Description: This 2012 International conference on Fuzzy Theory and Its Applications (iFuzzy2012) was hosted by National Chung Hsing University, Taichung, Taiwan, from 16 November to 18 November, 2012. The conference was composed of four invited plenary speeches from Prof. Ronald R, Yager, Prof. Ching-Teng Lin, Prof. Philip C. L. Chen, and Prof. Han-Xiong Li, almost one hundred and thirty technical oral presentations, best student paper award competitions, best MS and Ph.D dissertation competitions. During the conference period, Prof. Yager presented technologies and methodologies of social networks and social information sharing; Prof. Chin-Teng Lin told about computational-intelligent brain computer interface and its applications on driving recognition and tele-healthcare; Professor Chen mentioned fuzzy-attribute decision making algorithm and its application to vehicle navigation in senseless network environments; and Prof. Li discussed 3-domain fuzzy logic systems for intelligent modeling and control. In addition, nearly one hundred and thirty technical papers were presented by scholars from universities and industrial institutions. This conference not only had conventional oral presentations sessions, but also encouraged some hands-on systems together with video shows. We believed that this conference is helpful in effectively spreading the research results to appropriate researchers and institutions, thus facilitating the progress of fuzzy theory, fuzzy systems and engineering technology in both academia and industry. (6) Nov. 30/2012~December 2/2012Meeting Name: 2012 CACS International Automatic Control Conference Attendance: Members 102 and Guests 198.Activities: The 2012 CACS International Automatic Control Conference (CACS 2012) was hosted by National Formosa University, Huwei, Taiwan, from 30 November to 2 December , 2012. This international conference was composed of four invited plenary speeches from Prof. Roberto Tempo, Prof. Bor-Sen Chen, Prof. Koichi Osuka, Prof. Tzuu-Hseng S. Li, almost one hundred and forty more technical oral presentations, best conference paper award competitions, posters, and seven exhibitions from local technological companies. During the conference period, Prof. Roberto Tempo presented Randomized Algorithms for analysis and design of Uncertain Systems and Applications to AUVs; Professor Chen presented some advances on multiobjective H2/H_infinity synthetic Gene network design via library-based search method, and Prof. Osuka discussed techniques and methodologies for structure of intelligence –implicit and explicit control; Prof. Li

Part 3: In 2012, we organized three special sessions, including 15 technical papers in SMC 12 international conference, Seoul, Korea, on from 10/13 to 10/17. We also technically cosponsored the following six conferences.
(1) Technically co-sponsored 2012 International Symposium on Robotics in Taipei, Taiwan, 29-31 August, 2012. Dr. Tsai served as the Program Co-chair. About 180 papers were accepted.

Summary: CNF is being studied for high performance device and interconnect applications because of its excellent electrothermal properties and superior current capacity in densely packed ICs. Prof. Yang also shows the SEM images and interconnect test structures of it. By attending this talk, participants all get a great understood about the topic and sure a great afternoon. The talk was attended by 40 participants.

Summary: All semiconductors generate losses when conducting, switching on/off, or blocking. Carroll had pointed out factors attributed to losses including semiconductor types, operating situations, and topologies. He begins with different devices like diodes, thyristors, IGBTs, and IGCTs, which are the main devices for high power today. He also introduced new technologies like the FCE concept in diodes or the BIGT, which are so inspiring for all of us. There were over 80 participants, including students, professors, and engineers.

Summary: Dr. Lorenz delivered a topic entitled “Power Semiconductor Devices-Development Trends and Challenges in Application,” showing the major trend of power devices and electronic system developments. In a modern time, power electronics were under fast development for better energy efficiency. Dr. Lorenz showed a trend towards extremely high power density and efficiency ratings, and then some basics about power semiconductor devices including components in Si as well as the wide band gap materials. There were over 80 participants, including students, professors, and engineers.

Summary: Through the datasheets and characteristics examination, the parameters that we concerned like the forward voltage drop, switching energy, the reverse recovery for the diodes, and the related energy losses were discussed. Datasheet information was critical for device selections in real applications. In device testing, device models for circuit designers, different device testers, equipment, and methods were discussed for accurate measurements. There were over 80 participants, including students, professors, and engineers.

Summary: Through the use of SiC, a low loss, small size, high-frequency high-temperature power system can be expected. Prof. Hiroyuki Matsunami briefly

introduced the history of the developemnt of SiC. Moreover, with the contributions from Kyoto university, the technology of SiC had made huge progresses. High-quality SiC wafers, epitaxial growth and high performance SiC unipolar devices are mature enough today that SiC products are penetrating the market. Over 30 participants attended this talk, including students and professors.

A promotion activity was held during the 2012 Spring IT and Comm. (Information Theory and
Communications) Workshop on February 2, 2012 in National Chiayi University, Chiayi,
Taiwan. http://www.eeeng.ncyu.edu.tw/itcom2012s/index.htm A brief introduction of WIE
was given, and one-page WIE information sheets were distributed. Members and student
members were invited to participate in WIE through MyIEEE online access. Student members
were encouraged to take advantage of the free membership of WIE for student members and to

outside simply and conveniently, also offer member's consultation service live.

Because of economic crisis, most industry members has no budget that supported
from company to join industry activity. It introduces risk in membership development

1. Participating the activities, GOLD summit or workshops, organized by IEEE GOLD Affinity
Groups, to learn the possible related issues, information, or absorb the resources, then share to
the GOLD group members in Taiwan.
2. Organizing some meeting events to deliver the related information to the GOLD group
members. In addition, a family-like system will be established to facilitate the information
delivery or experiences sharing.

1. The second general meeting of IEEE Taiwan WIE will be organized as a side meeting of the

We will plan out best Paper Awards for stimulating chapter student members’ effort on
research. Each year, we will release the chapter list. Each chapter can recommend 2 PhD and 4
Master student’s thesis or paper to IEEE Taipei Section. We will group a selection committee to
choose the superior (3 PhD and 3 Master students) and excellent work (6 PhD and 6 Master
students). The winners and their supervisors can get award medal. They also can publish their
work on IEEE Taipei Section Newsletter. It may encourage student focus on their research work.
GOLD
1. Sending some members to attend the GOLD summit organized by IEEE, which may train the
seed members how to promote the information learned from the summit to the GOLD group
members in Taiwan.
2. Sending some members to join the humanitarian workshops organized by IEEE GOLD
Affinity Groups, and share the experiences to the rest members in Taiwan.
3. Hosting workshops or dinner parties to assemble all of the GOLD group members to know
their demands, and arrange some senior tutors, such as those seed members sent to join the
GOLD summit or humanitarian workshops, to share experiences related to professional skills,
or raise awareness of how technology can make a positive impact on the world in which we
live. Also, this event also can provide a greater access to humanitarian causes.
WIE
1. Organize more WIE activities in Taiwan to encourage more female members (especially
students).
2. Get in touch with WIE organizers in other Asian countries to share experience and also hold
WIE activities embedded in IEEE conference held in Asia.

In 2012, an international symposium, eMDC, has been approved to be one of the EDS
technical co-sponsored event. And, in 2013, one other event, SiP Technology forum will
also look for EDS co-sponsorship. Help is needed from the local chapter EDS officers.
The chapter will regularly invite at least 6-8 invited speakers from overseas in stimulating
the academic research, encouraging DL from overseas. These talks are open to university
students and engineers in the Hsinchu Science Park.
The chapter will help to solicit more members to become DL(Distinguished Lecturers) and
become the TPC members in worldwide conferences.
