Some Parting Thoughts
1. What can we do to help you promote your Chapter activities?
2. What can your Chapters do to promote our publications and conferences?
3. Can you identify Chapter people who are willing to work on TMC committees?
4. What do you as Chapters want to hear from us?
5. Should TMC introduce an electronic newsletter and if so can you suggest a format?

Duties of the Vice President Operations
The Vice President Operations shall serve as Council Parliamentarian, and shall be responsible for the Council Constitution and Bylaws, and for the development, coordination, and supervision of Council activities related to Council Chapters, fellows and awards. The Vice President Operations shall maintain Council relations with the IEEE societies, the IEEE Regions, and outside organizations.
“It is not the strongest of the species that survives, nor the most intelligent, but the one most responsive to change.”
Charles Darwin
The EMS to TMC transition was in response to needed change, and a new beginning
• TMC is to be an IEEE change agent for Engineering and Technology Management
• The TMC Governance Documents have been designed to facilitate this objective.
Governance Documents Format
All items are identified by their numeric designations:
• 100 series – Constitution• 200 series – Bylaws• 300 series – Policies• 400 series – Procedures• 500 series – Miscellaneous
103 Membership i. Sustaining Members are societies …that
participate in the … governance of the Council by appointing a voting member to the Council Board of Governors (BoG), accept their proportional share of council financial obligations, and share equally in any council distribution of excess council reserves…
ii. Supporting Members are societies that… participate in the …governance of the Council by appointing a non-voting corresponding member to the Council Board of Governors (BoG)…
A Supporting Society, after paying a specified additional fee, may become a Sustaining Society Member by vote of the Council BoG…
Appointments and Elections of TMC Voting
Members There are two types of
TMC voting Governors:
• 14 Society representatives• Six TMC voting Officers.
Even Societies serve two years 2008-9Odd Societies serve three years 2009-10
• BTS – 02• CAS - 04• Computer - 16• LEOS - 36• PCS – 26• SMCS – 28• VTS - 06
• EMC - 27• ComSoc – 19• EDS – 15• IES – 13• RS – 07• SPS – 01• SSC – 37
Chapter Membership• Council Members are the members of the 14 Council
Member Societies.
• Because of the large diversity of technical interests, only a fraction of eligible Council members are interested in TMC activities.
• The Council should identify its active membership.
• 202.3 Individual Council Board of Governors Members
Council Officers serve as voting members on the Board of Governors, but cannot be Society representatives.
[If a rep becomes an officers, the society appoints a replacement]

Critical Success Factors
• Initial financial support from Bangalore section ($400 for chapter setup)
• Strong support from IEEE members from industry• Expert Talks have been a good draw (~40 attendees
on an average)• Newsletter has been very well-received and has
helped create high awareness about TMC• PDMA India co-hosted event was a great idea
Challenges Faced
• Lack of dedicated / dues-paid membership unlike other society chapters
• IEEE is still perceived as a ‘techie’ organization; low interest in ‘management’ topics
• Very difficult to organize free talks (min $250+ per talk); still exploring sponsorship ideas
• Bangalore already has enough events (IEEE, PMI, NASSCOM, TiE, ACM, IET, etc.) that create event overlaps and / or event fatigue
Future Plans• Expert Talks
– Explore co-hosted events with PDMA, PMI, ACM and other professional bodies
• Workshops– Workshop for Women Managers with WiE (early idea)– Explore workshops on Innovation and Technology
Management
• Conferences– International / National conference in 2010

Chapter Chair’s Kit
O. Perez
The TMC kit is the first product from the TMC Council in order to improve service to TMC Chapters
TMC performs a new role within other IEEE societies as well as older EMS Activities
As a TMC Chapter you could continue doing all EMS past and current activitiesplus you could develop some new activities with other IEEE Societies
Several Societies are involved directly within Technology Management Council
Broadcast Technology
Circuits and Systems
Communications
Computer
Electromagnetic Compatibility
Electron Devices
Industrial Electronics
Laser and Electro optics
Professional CommunicationReliability
Signal Processing
Solid State
Systems Man and Cybernetics
Vehicular Technology
Modern managerial techniques recommend that TMC Chapters work together and understand each other, sharing resources, expertise and activities
To assist with this, TMC has prepared the TMC Chapters Kit as a first step in aliving document with tools and experience that can be shared within chapters
The first version of the Kit groups different documents with information about theCouncil, such as the constitution, organization, products, forms and other documents that exist and which could be helpful for a TMC Chapter to improve success
The TMC kit main document includes the goals, composition and organizationof the Technology Management Council Additional documents are such as the Council Constitution, Bylaws and Policies
Those documents are available from the website, but we include them in the kit in order to offer you a complete kit as a one source reference
The main document on the Kit is the Quick Start Chapter Chair. This documentwas inspired by a previous IEEE document developed as an MGA (Membersand Geographic Areas) initiative
This document is a ‘first approach’ and we encourage you to use it andimprove it. The document is very far from complete and its goal is to bea ‘best guidelines and practices’ to be followed by every chapter in the world, especially new chapters or re-launched chapters which could lackprevious experience
Document structure includes:
First things to do in the first 30 daysKnow your Chapter
Getting OrganizedDevelop Chapter Activities
Setting Up Chapter Meeting
Publicizing Chapter Meeting
Holding the First MeetingFilling a Meeting Report
The intention is to share knowledge and add value for future ChaptersOfficers; your experience and knowledge could be very important - pleaseshare it with us
As a global organization we need to understand local approaches in order to account for any differences and set up activities in each location in the best way, optimizing performance
Don’t hesitate to ask for any clarification and to communicate with us about adding any content, or making modifications or fixing any errors
We have a TMC Chapters Committee that wants to communicate withTMC chapters around the world. We propose to build tools that let us share knowledge about the tools and techniques for managing Technology in a Technological world
