The IEEE Power and Energy Society (PES), Industrial Applications Society (IAS) and IEEE Nigeria Section are pleased to host the Power Africa 2019 Conference with the theme: “Power Economics and Energy Innovations in Africa” in Abuja, Nigeria from August 20th -23rd, 2019.

IEEE Power Africa 2019 is a premier conference providing a forum for research scientists, engineers, and practitioners to present and discuss latest research findings, ideas, and emerging technologies and applications in the area of power systems integrations, business models, technological advances, policies and regulatory frameworks for the African continent. IEEE Power Africa 2019 include keynote addresses, tutorials, panel discussions and invited presentations by distinguished scientists and engineers within the context of the SPES vis-à-vis Sustainable Development Goals (SDGs).

Previous editions of the conference has been held in Johannesburg, South Africa (‘07 and ‘12), Livingston, Zambia (‘16), Accra, Ghana (‘2017) and Cape Town, South Africa (‘18).

On behalf of the Organizing Committee

of 2019 Power Africa Conference with the theme, “Power Economics and Energy Innovations in Africa”, it is my pleasure to welcome you to Abuja, the wonderful capital city of Nigeria.

The Power Africa Conference has finally assume a rhythm, getting popular with discerning academics and professionals in the field of power systems engineering, regulation, policy, research and sciences. The growing importance of this conference towards getting African nations to meet up with their counterparts worldwide is the major reason the IEEE Industrial Application and Power and Energy Societies have continued to sponsor this conference.

To put the conference of this magnitude together against the background of drastic reduction in registration fees compared to last year with the same great experience of participants is a big task. I have to show my appreciation to leadership and members of the PES and IAS, Steering Committee, Organizing Committee, Nigeria Section Executives

I cannot mention all the great people who supported us to organize this conference, but I must particularly mention Dr. Saifur Rahman, the President of IEEE PES for his unflinching belief in Africans to the extent that he insisted that subsequent editions of this conference must be headed by Africans resident in Africa, who understands the needs of the continent better. LOC CHAIRDear colleagues,

It is with great pleasure that we welcome you to Abuja, Nigeria for the 2019 IEEE

Power and Energy Society (PES) and Industry Application Society (IAS) Power Africa Conference 2019 co-hosted by IEEE Nigeria Section in this beautiful Capital of Nigeria, Abuja. We are indeed honoured to host this 7th Edition of the conference after years of planning and collective deliberation amongst Africans and friends of Africa from various part of the Globe. This year, we have participants from more than 38 Countries.

IEEE Volunteers have worked tirelessly to ensure that delegates have a memorable stay in Abuja through various roles carried out by these amiable individuals. We a proud of them all and we are happy to be associated with them all. We lost one of our great vounteer

at the earlier planning stage of the conference David Okereofor (late), May his soul rest in peace, Ameen. We are greatful to all PAC19 supporters, without your contributions we will not be having this conference.

To make your stay comfortable, we have provided airport pick up and drop off, negotiated with hotels, plan a

tour and organize a banquet dinner for the delegates to have feel of the culture and taste of various delicacies in Nigeria and most importantly, deliberate on solving the Power problems of our continent Africa.

PROF. GLORIA CHUKWUDEBE CHAIR - IEEE AFRICA COUNCIL

President of the PES, PES officials distinguished professors, Indus-try professionals, government

officials, students, ladies and gentle-men, on behalf of the IEEE Nigeria Section and PES Nigeria(for which I am also an active member) I cordially welcome you all to this first of a kind PES International Conference in Nige-ria.

It gives me great pleasure to spe-cially welcome our guests from the PES HQ and other parts of the world to Nigeria. We at the IEEE(and PES) Nige-ria Section are please to now formally validate our capability and zeal to host international events of this scale in our dear nation which is a developing country that has a lot of potential in terms of human capital and resources.

As a consequence of this conference, it is critical that resource persons pre-sent try to make an impact on the lo-cal stage that would do a great deal to

show tangible ben-eficial results by the end of the confer-ence. The Nigerian Electricity system clearly needs solu-tions and interven-tions which can help to bring the Nigerian Electric-ity power industry of the country to the a state where it would be capable of not only serving the country’s basic needs but also to drive industrialization for Nigeria and also for other parts of sub-Saharan Africa.

Permit me to Acknowledge some of the volunteers who have made this oc-casion possible today. From the Confer-ence General Chair – Engr Tunde Sali-hu who is a selfless volunteer and one

of my predecessor IEEE Nigeria Section Chairs, Prof. Gloria Chukwudebe who is an accomplished academic focal person in IEEE and in Nigeria, Engr. Abdulateef Aliyu who is an exceptional volunteer and the conference LOC Chair, Engr John Funso Adebayo and all our Exco mem-bers who have selflessly worked hard to ensure that the individual blocks of this event where put in

the right place.Finally may I close this speech with a

It is a thing of profound joy for me to welcome everyone to Abuja on behalf of IEEE Africa Council. I

want to commend the organizers of IEEE PowerAfrica 2019 Conference for putting in lots of time and energy, so as to plan this event. Already, previ-ous editions of the PowerAfrica con-ference have held in Johannesburg, South Africa (2007 and 2012), Living-ston, Zambia (2016), Accra, Ghana (2017), Cape Town, and South Africa (2018), this edition holding this week, in this beautiful city of Abuja promises to be most fulfilling and most attend-ed Power Africa Conference.

My most profound gratitude go to IEEE Power and Energy Society (PES), the Industrial Applications Society (IAS), IEEE Smart Village and all our sponsors for finding IEEE Nigeria Sec-tion worthy of hosting this 2019 Con-ference in Abuja.

One of the objectives of the IEEE Africa Council is to promote IEEE ac-tivities in Africa for technological ad-

vancement for eco-nomic development. We will have an open meeting on Wednes-day 21st to share our programmes and have a brief train-ing on making the best use of your IEEE membership. You are all invited.

Access to clean energy is a still a big challenge to sub-Saharan Africa, this Conference is a very good opportunity for research scien-tists, engineers, and practitioners to deliberate on latest research findings, ideas, emerging technologies and ap-plications that will proffer solutions for the African continent to fast-track achievement of the sustainable devel-opment goals.

This edition of IEEE Power Africa Conference will be unique, as there

will be interesting key-note addresses, presen-tations by distinguished scientists and engineers on smart energy regu-lation and policy, smart grid designs, smart technology applica-tions, electrical safety and industry stand-ards, renewable energy solutions, and oppor-tunities for the private sector investment.

An afternoon guided tour of Abuja including site seeing of major historic attractions, Introduction of the city’s history and prominent figures. tour will visit the wonderful Nike Art Gallery of native west African artifacts, pass by the Three Arms Zone and conclude with a trip to the top of the Millennium Tower. Time permitting, including a stop at the Shehu Musa Yar’Adua Center. During the tour, our guide will give a history of Nigeria from the early empires through introduction of Christianity by the Portuguese in the 15th century, British invasion of 1851 and becoming an independent republic in 1963.

Tutorials 1Tutorial 1: Powering Villages Today - Building and operating an off-grid mini-utility system (Full Day) Organizers: Mike Wilson, Sr. Program Manager – IEEE Smart Village, IEEE StaffDuration: Full dayDescription: In 2018 the World Bank committed $1.4 billion for energy access programs, with $600 million toward mini-grid and off grid electrification; 78% of which designated for Africa. This money, combined with $1,066 million in private sector and government support, is driving the introduction of 2,200 World Bank planned mini grid projects. In addition to World Bank support of this energy sector, there are a multitude of small, medium and large scale projects underway with private, venture, angel and other capital infusions.

This tutorial will begin with a brief introduction to the exploding world of islanded mini grid installations followed by a deep dive into the design, technology, deployment and operation of small-scale micro utilities within the Africa context. The day’s class will round up with real-world case studies and testimonials from IEEE Smart Village

in-country “energy entrepreneurs” and project managers. This all-day tutorial kicks off with the “why” mini grids are the future of distributed energy service…. Followed by the “how to” build and plan your micro utility… ending with “what I did” by genuine practitioners.

Hands on activities include introduction of the IEEE Smart Village SunBlazer IV, the next-generation product in the series with scalable features designed to provide reliable sustainable energy solution to off grid communities around the world. ABSTRACT:The demand for energy supply is increasing progressively in this age and time in every sector of human activities. There is need for an all-inclusive active participation by every gender. The role played by women to drive this growth is below the required level and is at the threshold with several limitations. This is a big source of concern to see a drive for more women to be involved in key roles in this ever growing demand. Though there are several challenges being attributed to this,these factors will be discussed and possible solutions derived alongside.PURPOSE – To discuss the various factors that are making it difficult for more women to participate actively in the power and energy sector. Panelists will share their experiences, knowledge and suggestions that will promote the necessary actions. Abdullateef AliyuABSTRACT: Over the past decade a multitude of African nations have experienced rapid and meaningful economic growth, with an increasing reliance on affordable and energy efficient energy. The demand for power remains a major challenge to the continent. Outlying rural areas lack access to electricity due to poor grid infrastructure and the vast distances power needs to be distributed. This energy poverty leads to a multitude of socio-economic problems. Development of public investments such as schools, health centers, clean water and sanitation remain unfeasible without electricity. Lack of power means small enterprise is limited, homes continue to be illuminated with diminishing natural resources, and the wonders of modern global communication remain tantalizing out of reach. Fortunately, the development of off-grid solutions is starting to address this challenge. This panel will address the opportunities and challenges entrepreneurs and developers face in seizing and sustainably exploiting what is a widely recognized as a major opportunity, the introduction of a multitude of small-scale distributed energy service companies into the market.

The Faculty Forum comprising of two panel sessions is organized to provide insights to lecturers, postgraduate students and researchers about the possible fundable research and product development ideas considered of interest to the private sector and government institutions in Nigeria in the areas of power and energy engineering. These institutions and the country face significant challenges in the areas of generation, distribution and utilization of electric power; of which the utilization of renewable energy resources is seriously being considered to achieve availability and reliability to empower the economic development of the country. There is also the need to develop local technological solutions and products in terms of hardware and software in the power and energy businesses.

To prepare lecturers, post graduate students and researchers to contribute meaningfully to the solutions of the energy and power problems through appropriate research agenda and empower them to attract the resources required to do the work from funding agencies, the first panel session deals with how to write research and product development proposals. Two experts with significant experience in writing and managing research grants and overseeing the review and funding research proposals will handle the panel session. The second panel session will be handled by industry experts who will discuss the

challenges of the power and energy industry and share their needs for research and product development.
