IEEE PES/ESSB COMMITTEEJanuary 8, 2018

INFORMATION REGARDING ESSB MEMBERSHIP REQUIREMENTS

Organization

"The ESSB Committee membership is comprised of officers of the Committee, the officers of its Subcommittees, Working Group chairs and the general membership of the Committee.“

1. Must be a member of IEEE. We encourage that each member belong to the IEEE Power and Energy Society (PES).

2. To ballot on proposed “Standards” (Standards, Best Practices and Guides), the member must also be a member of the IEEE Standards Association.

Eligibility for Membership

1. New members must be involved with at least one Working Group and attend the ESSB semi-annual General Meetings [Jan/Feb and Jun/Jul].

2. New members are recommended for membership by the Working Group Chair to the appropriate Subcommittee Chair.

3. New members are confirmed and appointed by the ESSB Committee Chair.

4. Any exceptions to these requirements require the unanimous approval of ESSB AdCom.

Note: For the 2017 & 2018 CY, currently active members of the IEEE PES who wish to join as members of the ESSB Committee will be granted membership upon approval of the ESSB Executive Committee provided they agree to follow attendance and participation requirements.

INFORMATION REGARDING ESSB MEMBERSHIP REQUIREMENTS

Requirements for Continued Membership

1. Must have an “interest in energy storage, stationary batteries and related systems or services as expressed by attending and taking part in discussions and called meetings of working group(s) contained in at least one of the ESSB subcommittees.”

2. Must attend the semi-annual General Meetings called by the ESSB Committee to consider business and vote on matters of importance as determined by the IEEE ESSB Officers.

3. Must demonstrate a “willingness to devote the necessary time and effort to contribute to the advancement of the Committee by attending these meetings and participating whenever possible in activities sponsored by the ESSB Committee.”

Note: A member who misses four meetings in succession will be placed on an inactive status and “subject to revocation of membership .” This is important for quorum and voting reasons .

There are two other forms of Membership:

a. Corresponding Membership – requires concurrence from either the Chair or the ESSB Adcom depending upon origination of the recommendation.

b. Honorary Membership – former regular members recognized for their technical or administrative contributions to the ESSB Committee. Honorary members do not have voting privileges.

From: To: Subject: Date:

Mike Nispel Chris SearlesFW: motion for SCC-21 PV battery-related standards Thursday, January 18, 2018 4:54:43 PM

=========================================================================

OBJECTIVE: Create an ESSB Task Force to review (including work required, applicability, and IEEE sales volumes) SCC21 PV-Related Battery Standards for possible ESSB sponsorship; and Investigate Possibilities for Expanding Them (or Building New Standards) to Include Grid-Tied PV Battery Storage================================================================================ESSB SCC21 Task Force conclusions:For the specific documents listed below, the consensus of the Task Force are as follows.

• All of the documents contain varied levels of relevant information.• At this time, the ESSB appears to be the most appropriate match for supervision and guidance of this information.• The documents will require substantial update, modifications and revisions. This includes combining documents where

possible, expanding sections where necessary and including new and applicable practices, technologies and recommendations. Expansion into alternate battery chemistries appears necessary although combining various battery technologies into single documents appears feasible as well.

• This updated information may be incorporated into existing stationary documents, released under the same document number, or may become new documents altogether.

• The current ESSB membership has limited expertise in some of these document topics. Recruitment of additional resources appears necessary.

Document list:

937-2007 1013-2007 1361-20071526-2003 1561-2007 1562-20071661-2007 1145-1999 1144-1996

Therefore, this SCC21 Task Force recommends that the ESSB adopt this list of documents with the intent of capturing the pertinent information in future standards. To do this properly, recruitment of additional resources would be desired.
