The IEEE Communications Society’s Radio Communications Committee (RCC) is primarily interested in physicallayer wireless communications. Its areas of interest include engineering aspects of communication andlocalization systems, equipment, and operation with involvement in standardization, spectrum, andregulatory efforts. Technologies considered span point-to-point, point-to-multipoint, multipoint-to-multipoint,mobile radio access, and adaptive diversity systems. The RCC sponsors and promotes technical publications,conferences, symposia, workshops, tutorials, and other related activities on the aforementioned aspects. Thecommittee also assumes the proactive duty to nominate suitable candidates for Communications Society andIEEE awards, propose distinguished lecturer candidates, and endorse deserving candidates for the election toIEEE Senior Member and Fellow grade.

RCC Officers Election (2019-2020)Biography of Dr. Shen:Yuan Shen (S’05-M’14) received the Ph.D. and S.M. degree in EECS from MIT, Cambridge, MA, in 2014 and2008, respectively, and the B.E. degree in EE from Tsinghua University, China, in 2005.
He is an Associate Professor with the EE Department at Tsinghua University. Prior to that, he was a ResearchAssistant and then Postdoctoral Associate at MIT in 2005-2014. His research interests include statistical inference,communication, information theory, and control and optimization. He was a recipient of the Qiu Shi OutstandingYoung Scholar Award, the China’s Youth 1000-Talent Program, the Marconi Society Paul Baran Young ScholarAward, and IEEE ComSoc AP Outstanding Young Researcher Award. His papers received the IEEE ComSoc FredW. Ellersick Prize and three Best Paper Awards from IEEE conferences.
Dr. Shen is elected Vice Chair (2017–2018) and Secretary (2015–2016) for the IEEE ComSoc RadioCommunications Technical Committee (RCC). He serves as TPC symposium Co-Chair for the IEEE ICC 2020,Globecom 2018, Globecom 2016, EUSIPCO 2016, and the IEEE ICC Workshop on Advanced NetworkLocalization and Navigation in 2018, 2017, and 2016. He also serves as an Editor for the IEEE Transactions onWireless Communications, IEEEWireless Communications Letters, and China Communications.

RCC Officers Election (2019-2020)Biography of Dr. Lee:Jemin Lee (S'06-M'11) received the B.S. (with high honors), M.S., and Ph.D. degrees in Electrical and ElectronicEngineering from Yonsei University, Seoul, Korea, in 2004, 2007, and 2010, respectively.
Currently, she is an Associate Professor at the Department of Information and Communication Engineering,Daegu Gyeongbuk Institute of Science and Technology (DGIST), Daegu, Korea. She was a Postdoctoral Fellowat the Massachusetts Institute of Technology (MIT), Cambridge, MA from 2010 to 2013, and a Temasek ResearchFellow at iTrust, Centre for Research in Cyber Security, Singapore University of Technology and Design(SUTD), Singapore from 2014 to 2016. Her current research interests include wireless communications, wirelesssecurity, intelligent networking, and machine-type communications.
Dr. Lee is elected Secretary (2017-2018) for the IEEE ComSoc Radio Communications Technical Committee(RCC), and also serves as a Secretary (2018-2019) for IEEE ComSoc Asia-Pacific Board (APB). She is currentlyan Editor for the IEEE Transactions on Wireless Communications and the IEEE Communications Letters, andserved as a Guest Editor for the IEEE Wireless Communications, special issue on LTE in Unlicensed Spectrum,2016. She received the IEEE ComSoc AP Outstanding Paper Award in 2017, the IEEE ComSoc AP OutstandingYoung Researcher Award in 2014, the Temasek Research Fellowship in 2013, the Chun-Gang OutstandingResearch Award in 2011, and the IEEEWCSP Best Paper Award in 2014.

RCC Officers Election (2019-2020)Biography of Dr. Cheng:Julian Cheng (S’96–M’04–SM’13) received the B.Eng. degree (Hons.) in electrical engineering from theUniversity of Victoria, Victoria, BC, Canada, in 1995, the M.Sc.(Eng.) degree in mathematics and engineeringfrom Queens University, Kingston, ON, Canada, in 1997, and the Ph.D. degree in electrical engineering from theUniversity of Alberta, Edmonton, AB, Canada, in 2003.
He is currently a Full Professor in the School of Engineering, Faculty of Applied Science, The University ofBritish Columbia, Kelowna, BC, Canada. He was with Bell Northern Research and NORTEL Networks. Hiscurrent research interests include digital communications over fading channels, statistical signal processing forwireless applications, optical wireless communications, and 5G wireless networks. He was the Co-Chair of the12th Canadian Workshop on Information Theory in 2011, the 28th Biennial Symposium on Communications in2016, and the 6th EAI International Conference on Game Theory for Networks (GameNets 216).
He currently serves as an Area Editor for the IEEE TRANSACTIONS ON COMMUNICATIONS, and he was apast Associate Editor of the IEEE TRSACTIONS ON COMMUNICATIONS, the IEEE TRANSACTIONS ONWIRELESS COMMUNICATIONS, the IEEE COMMUNICATIONS LETTERS, and the IEEE ACCESS. Dr.Cheng served as a Guest Editor for a Special Issue of the IEEE JOURNAL ON SELECTED AREAS INCOMMUNICATIONS on Optical Wireless Communications. He is also a Registered Professional Engineer withthe Province of British Columbia, Canada. Currently he serves as the President of the Canadian Society ofInformation Theory.
