PROJECT TITLE : IEC 61850 Engineering Tool

BACKGROUND

TransGrid had identified the potential to implement IEC 61850 in its future substation design solutions. As IEC 61850 provided a fundamental change in engineering processes and was based on a number of specific files containing the complete substation definition, TransGrid were seeking to structure a new platform such as to be compliant with IEC 61850 requirements. Part of the platform is engineering tool which supported following functions:

• IEC 61850 designing• Engineering and commissioning process independent of device software• Testing tool• Designing communication network • Manage multiple project • Future scope to include extension/amendments in the standard

Transgrid was looking for a single software which can meet most of the above mentioned functionality and future extension. There were very few third party tools available in the market which did all the above mentioned functionality in a single platform. So utility decided to evaluate all tools in the market and compare the features and usability of them. As part of this Kalkitech and some other vendors had participated in the activity. After the evaluation of current features and flexibility in the software accommodated future requirements like client server architecture SCLManager was chosen as the standard platform which utility worked on engineering of substation in IEC 61850.

SOLUTION

Kalkitech proposed engineering software tool called SCLManager integrated with testing tool called IED simulator. SCLManager was used as designing, engineering and maintenance tool and IED simulator was used as testing tool by the utility.

Scope of delivery included following items:1. SCLManager software delivery2. 5 Day training on IEC61850 and SCLManager tool3. Online configuration support

Solution using SCLManager comprised of following features:IED Section:

* Bind incoming signals to an IED* Supported FCCB elements in datasets* CID file creation* In-build library which supported editon1 and 2 IED data models* System configuration* IED Data model editing* Editing datasets and control blocks* Multi standard support (edition 1 & 2)* Bay templates* Edit or create ied communication section and physical connection* Import substation section from SCD/SSD* Edit substation section* Product documentation* Database for IED used in the project* Additional Features required* Flexible for adding future version * Flexible for adding documentation templates * Flexible for upgrading to a client server architecture* Flexibility for user to add costume built data models for future standard extension

Solution using IED Simulator comprises of following features:Supports all Logical Nodes and Common Data Classes defined in IEC 61850 -7-3 and 7–4 (IEC 61850 Edition 1 and Edition 2)Multiple IEDs Simulation:
