Introduction

Introduction National Committees are invited to re-examine their nominations to Standing Committees and Task Forces in the light of the Programme of Work that has now been updated. Proposals for new work items to be added to the Programme of Work will be submitted to NCs throughout the year, for approval by correspondence as laid down in the IDF Rules of Order. BACKGROUND INFORMATION The issue of the IDF Programme of Work has been drawn up by the IDF Head Office on the basis of the decisions as reflected in the minutes of meetings and information available concerning the state of progress on every work item as of 1 October 2013. The IDF Programme of Work is subject to review on an on-going basis in order to check that each item is progressing as planned. STRUCTURE OF DOCUMENT For the convenience of the reader, this edition of the IDF Programme of Work lists all work items by Standing Committee/Task Force concerned in accordance with the existing areas of activity as defined by the IDF Science and Programme Coordination Committee (SPCC) and IDF Board of Directors. WORK PROGRAMME For each Standing Committee and Task Force, every work item is listed with basic information on why the work is being undertaken, who is responsible, what is expected, when, how it will be approved as well as current status and action. Whenever appropriate, Action Teams are identified and the Action Team leader and members are named. Up-to-date membership is available at any time from the IDF Intranet Address Book. WORK ITEMS UNDER CONSIDERATION Proposals for new work items are usually discussed by Standing Committees before being put forward to the SPCC for evaluation and subsequently to NCs for approval prior to addition to the Programme of Work. Such items are included as “Work items under consideration”.

WORKING AREA OF ANIMAL HEALTH AND ANIMAL WELFARE

Standing Committee on Animal Health Chair Elizabeth Berry (GB), since 4 November 2012 Deputy Chair Olav Østeras (NO), since 4 November 2012 IDF Head Office Joerg Seifert Objectives The objective of the Standing Committee of Animal Health and Welfare (SCAHW) is to inform the dairy sector about new developments in the field of animal health and animal welfare and their implications on prevention of diseases considering aspects relating to farm economics, food safety, human health and dairy technology.

Consideration and assessment of the effects of cattle diseases on animal welfare and vice-versa, public perception of milk production, costs of production and safety, quality and suitability of milk for human consumption; Maintaining relations and cooperation with intergovernmental bodies, like FAO and OIE, and non-governmental bodies, like IFAH, ICAR or EAAP, on behalf of the dairy sector in the field of animal health; Maintaining contact with other IDF bodies as appropriate, supporting their work with regard to animal health and in particular in the context of achieving an integrated food chain management approach throughout IDF activities.

Guidelines on use of sensors for animal health and productivity

Purpose To produce guidelines on the parameters by which sensors for oestrus and intramammary inflammation (effectively mastitis) should be assessed such that comparisons can be made of commercial products available to farmers. The model of work will be to agree the descriptors for comparison, effectively a glossary and terminology first. This will include recommendations on terms such as predictive ability, true positive and sensitivity. The work will lead to developing guidance and recommendations on the comparative techniques so that the relative value of different systems can be assessed by farmers.

Purpose To produce an Animal Health subsidiary guide to the Guide to Good Dairy Farming Practice. The document must be ‘farmer friendly’ and provides the end user with clear guidance and practical examples of how it can be implemented’. This subsidiary guide will follow the same broad format of the overarching guide and the animal welfare guide already produced. The current guides do not provide details of the range of issues relating to animal health and how they are being managed.

the existing IDF/FAO Guide on Good Dairy Farming Practice. It felt that it would be prudent to expect the up-coming first draft of the new EU law in 2015, which is quite advanced already, prior to continuation of the work to ensure consistency. The currently existing IDF/FAO Guide to Good Dairy Farming Practice ensures that there is no gap for the moment.

Progress in national programmes for surveillance and control of Johne’s disease/Paratuberculosis Forum

Purpose To monitor programs for the control of paratuberculosis and helps to facilitate international communications and collaboration leading to early harmonization of paratuberculosis programs. This will assist the dairy sector by facilitating trade of animals and germ plasma. Also, with the evolving animal health certification plan, harmonized rules for paratuberculosis diagnosis and herd certification may one day facilitate international trade of dairy products

Dairy Cattle Production Systems was finalized following input from IDF National Committees. The OIE Terrestrial Animal Health Code Commission has considered all inputs including from IDF. Another round of consultation is expected in late 2014./beginning 2015 Future IDF work in the field should also comprise an analysis of different animal welfare systems used in different countries as well as industry certification programs pertaining to animal welfare and their compliance with OIE.

IDF International Symposium on Sheep, Goat and other non-cow milk, Limassol (CY), 23-25 March 2015

Purpose The overall objective of the symposium is to give a renewed vision of knowledge on husbandry and milk production, technology, chemistry, physics, microbiology, nutrition etc, without losing sight of the significance of markets and appropriate policies, as they have evolved since 2011, to scientists and other professionals involved in the non-cow milk dairy sectors (milk producers, processing industry, trade associations, academia, research institutes, government).

Environment

Work programme Life Cycle Assessment Development Monitoring Group

Purpose To monitor and track developments in methodology, including sequestration, data sources and other challenging aspects of the LCA’s practical application. Objectives are to provide the dairy sector globally with the tools it needs to fully appreciate the environmental impact of milk production and processing on global GHG emissions, with the aim of identifying key areas for improvement, ensure close liaison with international organizations, including, amongst others, ISO, IPCC, UNEP, WBCSD and FAO. It will be important to continue to liaise with the FAO on the Livestock Environmental Assessment and Performance (LEAP) partnership project, which is developing methodologies and sector-specific guidelines for the LCA assessment of GHG emissions (as well as future work on land use/land use change and the development of a global database of GHG emissions related to feed crops. The action team will also continue to evaluate new developments regarding allocation rules (milk/meat and products/co-products), feed conversion, land use/land use change, carbon sequestration, and product category rules.

Result The AT has revised the IDF guide to standard lifecycle assessment methodology for the dairy sector (IDF Bulletin 445/2010). Revisions include: updating the text to include new references; expanding the text regarding carbon sequestration; a minor change in the equation on allocation between milk and meat at dairy farm level; and a change in the methodology for calculating allocation at dairy plant level. The updated guide has been approved by SCENV but publication has been temporarily put on hold while the AT: 1) assesses potential differences with the FAO LEAP methodology, and 2) addresses questions from FIL-France regarding the new methodology at dairy plant level. The revised guide will be published as these two issues have resolved.

SCENV on developments in LCA methodology. New science, experiences from using the guide and developments in e.g. feed, land use and land use change, carbon sequestration, allocation, and product category rules, will be evaluated by the group. Water footprint of dairy products

Purpose To develop a water footprint methodology for milk and dairy products from the farm to the factory gate out. The action team will maintain a link with international organizations, including, amongst others, ISO, UNEP, WBCSD, FAO and others who are working on water footprint methodology development. The ultimate objective is to provide the global dairy sector with a range of tools that enable it to fully appreciate the environmental impact of milk production and processing on water resources, and use this as a basis for improvement and subsequent quantification of actions.

Result The IDF Guide on Water Footprint in the Dairy Sector is being developed in line with the ISO water footprint methodology standard (ISO 14046 was approved in February 2014), is based on Life Cycle Assessment methodology, includes water quantity and quality, and takes into account water availability and water scarcity.

Target date 2014 Approval category (c) - IDF Standing Committee on Environment Status The guide has been written by the AT members and has been reviewed by

external experts Brad Ridoutt, Steven Pfister, and Imke de Boer. A final review of the draft guidance is being carried out before circulation to the SCENV for approval. The objective is to publish the IDF guidance before the end of 2014. As the science is evolving with respect to the assessment of water quality and other aspects of the guidance, the AT will discuss future revisions to the guide during its next meeting. The next physical meeting of the Action Team will take place in Paris during the first week of December 2014.

Biodiversity and the dairy sector

Purpose To carry out a review of what has been published on biodiversity and dairy in order to identify and fully understand the relationships between biodiversity and milk production. This review will allow the IDF to identify the challenges on the issue and could be the basis to build an action plan if needed. The dairy sector needs to be proactive and take a leading role thus avoiding other “groups” developing indicators, tools or messages in isolation. Identifying the relationships between biodiversity and milk production will allow the dairy sector to appreciate how best to measure and improve biodiversity at the milk production level.

Result A workshop on biodiversity was held in Brussels on 18 September 2013, gathering experts from dairy and other sectors to share their experiences in the implementation of biodiversity programs. A document with a summary of conclusions and next steps drawn from the outcomes of this workshop was discussed at the 2013 IDF WDS, at which time the AT agreed to develop a framework approach at the dairy farm level (rather than a guide for quantifying/evaluating biodiversity), which includes examples aimed at helping users decide which approach to use to start to improve their impact on biodiversity at farm level.

The ultimate objective for IDF is the development of an IDF scientific-technical monograph on animal feeding in the dairy sector, taking into account the various requirements including productivity, animal welfare, human nutrition, and sustainability. Purpose This work is closely related to the recently completed work on Codex Code of Hygienic Practice for Milk and Milk Products. Discussion about the implementation of the new approach in relation to Food Safety Objectives (FSO) across the whole chain indicated that it might be useful to demonstrate/showcase examples to change the costly and very prescriptive approach by some retailer organizations and traditional codes of practices. There is an opportunity to introduce the approach in stages to different parts of the chain starting with governments and moving to customer/supplier relationships. The concept involves the whole industry (including feed production) to contribute to the same FSO and involves industry responsibility rather than government to establish Performance Objectives and steps.

Objectives With the object of preparing and promoting standardized methods of analysis for the use of the dairy sector and others: SCAMAC´s work is dedicated to preparing and promoting standardized methods of analysis, guidelines and recommendations for the use of the dairy sector and others, especially and foremost in the field of additives to and contaminants in milk and dairy products. This work is covering, but not limited to the elaboration of analytical standards for

1. the detection of veterinary medicinal drug residues (antibiotics, antiparasitic agents, anti-inflammatory substances and others) 2. the detection of pesticides (insecticides, fungicides and herbicides), 3. the detection of aflatoxin M1 and other mycotoxins, 4. the detection of vitamins, 5. the detection of nitrate, nitrite, phosphorus, chloride and other inorganic or organic compounds relevant for dairy foodstuffs and other dairy products.

The work includes the standardization of methods by conducting collaborative studies and in-house studies on existing and new methods for defining the precision of methods (r and R). It includes also the evaluation of suitable routine methods for low-cost and low-input use. The work covers the review and establishment of IDF policy with respect to Codex Committee on Residues of Veterinary Drugs in Foods (CCRVDF), in cooperation with the Standing Committee on Food Additives and the Standing Committee on Residues and Chemical Contaminants, and Codex Committee on Methods of Analysis in Sampling (CCMAS); it is within the scope of SCAMAC to monitor all work related to its field of activities. Consequently it covers the task to advise the Methods Standards Steering Group on any implications related to analytical methods for additives and contaminants; within IDF it monitors the work of all other Standing Committees on the implications of their findings for the methods of analysis within the scope of SCAMAC.

Monitoring of FAO report on Protein Quality; address the impact on the industry, give advice on communication opportunities and follow up on future directions. Dairy fat – to consult with experts and prepare scientific dossiers on various dairy fat issues such as TFA, CLA and saturated fatty acids, to follow up on the outcomes of the FAO/WHO and other Expert Consultations on Fats and Fatty Acids in Nutrition and Health, by for example organizing scientific presentations on dairy fats, including saturated fats, at non-dairy symposia and by contributing to conferences via a speaker network system with the purpose of ensuring a balance of views is available and promoted to key influencers (average cost of previous speakers <3000 Euros (variable depending travel cost and registration fee) )1.
