Indicator Changes1. Graduation:

States must report using the graduation rate calculation and timeline established by the Department under the Elementary and Secondary Education Act (ESEA). The data are the same data used for reporting to the Department under Title I of the of the ESEA.

Results come from the State’s examination of the data for the year before the reporting year (e.g., for the FFY 2008 APR, use data from 2007-2008).

2. Drop Out: States must report using the dropout data used in the

ESEA graduation rate calculation. Results come from the State’s examination of the data

for the year before the reporting year (e.g., for the FFY 2008 APR, use data from 2007-2008).

Indicator Changes5. LRE Placement:

Percent of children with IEPs aged 6 through 21 served:A. Inside the regular class 80% or more of the day.B. Inside the regular class less than 40% of the day, andC. In separate schools, residential facilities, or homebound/hospital placements.

6. Preschool Settings: The indicator has been revised to align with the

proposed section 618 State-reported data collection. States do not need to report data on Indicator 6 until FFY 2010 SPP/APR due February 2, 2012.

Indicator Changes7. Preschool Outcomes:

For FFYs 2008, 2009, and 2010, States need to provide the actual number and percentages for the five reporting categories for each of the three outcomes.

States also need to establish baseline (two Summary Statements for three Outcomes—six numbers) for FFY 2008 and six targets for each of the FFYs 2009 and 2010.

States must include a description of the method used to collect data and if the data are from the State’s monitoring, the State needs to describe the procedures used to collect these data.

12.Early Childhood Transition: States are not required to include measure (e) “the #

of children who were referred to Part C less than 90 days before their third birthday” in the calculation until February 2011.

Indicator Changes13.Secondary Transition Goals:

This indicator has been revised to align with the IDEA secondary transition requirements.

States are not required to report data on this indicator for FFY 2008. Reporting will begin with the FFY 2009 SPP/APR due February 1, 2011.

If a State chooses to report data for this indicator, the State is subject to inclusion of these data when OSEP makes determinations.

States are required to report the correction of noncompliance reported in the FFY 2007 APR.

Indicator Changes14.Post-School Outcomes:

The indicator has been revised to collect more consistent data on the percent of students with IEPs who are no longer in secondary school and are in higher education, competitively employed or in other postsecondary education or employment.

Reporting for this indicator will begin with the FFY 2009 submission, due February 1, 2011.

15.General Supervision System: States must include all findings of noncompliance

regardless of the specific level of noncompliance. States are required to use the “Indicator 15

Worksheet” to report data for this indicator.

Indicator Changes20.Timely and Accurate Data Reporting:

States must provide information about the actions the State is taking to ensure compliance, including the State’s mechanisms for ensuring error free, consistent, valid and reliable data.

States are required to use the “Indicator 20 Scoring Rubric” for reporting data for this indicator.
