The ISC Project Team and Tyler Technologies representatives provided guidance to the designated SME’s in each county with specific information to complete the implementation of local configuration for their respective courts. During the first week of April, many of the same SME’s will participate in a data review workshop to compare the first set of data that is converted from ISTARS to Odyssey for Canyon and Owyhee counties. Wave 2 Project management staff are in contact with county officials in Districts 1 and 2 to schedule demonstration events in their individual counties this spring. Resources from Tyler Technologies and the ISC Project Team will visit county courthouses the last week of April to provide an on-site demon- stration of the Idaho Odyssey product. The Odyssey demonstration will introduce judges and staff in those counties to the new Idaho iCourt technology, as well as provide a forum to address questions and answers related to the project. Legislative News: Week 8 The Governor has signed into law SB 1042 which provided $384,000 in a supplemental appropriation to complete the renovation of the Supreme Court basement to make room for the Court’s I.T. Division which is presently housed off-site. Following this action, the bid has been signed and construction has started. The project is due to be completed within 120 days. The primary Court related news of the week deals with JFAC’s budget setting for the Judiciary on Wednesday, March 1st. Highlights include additional general fund monies for: iCourt, Guardian ad Litem, Court Monitoring of Protected Persons, a pay raise for the Court’s non-judicial employees, and a new Magistrate Judge position in Bonneville County beginning October 1, 2017. There was only one motion presented on each of the Court’s three budget divisions and each vote was unanimous. By Article V, Section 17 the Idaho Constitution, judicial salaries must be set in statute; the statute is I.C. § 59-502. Therefore, changes in Judicial CEC, or ” judges pay,” is a matter of both statutory amendment before the germane Committees as well as a JFAC appropriation. The Judicial pay bill is SB 1108 and did pass through the Senate on Thursday of this week on a unanimous vote. Click here for the rest of this week’s Legislative News

iCourt Project Update

Education News for Traffic Judges Free Commercial Driver’s Licensing Self-Study Course for Traffic Judges The National Judicial College (NJC) has designed a self-study course that is a free educational opportunity for traffic judges. An Ethical Approach to the Commercial Motor Vehicle Safety Act of 1986. This program is the result of a collaboration between the National Judicial College and the Federal Motor Carrier Safety Administration. The goal of this self-study course is to assist judges with increasing their knowledge surrounding the goals of the Commercial Motor Vehicle Safety Act of 1986 (CMVSA), basic terms and provisions unique to CDL laws, who is required to be licensed, and the various classes of commercial motor vehicles. This self-study has three modules which do not have to be completed at one time. The course has a suggested completion time of 3 -5 hours. We suggest the participants are given a three week period to complete course. The first module will address the above mentioned topics in detail. The content is designed to provide opportunities for you, the learner, to actively engage with the course. The second module consists of numerous scenarios which may touch on situations you have personally experienced in the courtroom, or may in the future. These scenarios will also require your active participation – there will be quizzes, as well as opportunities to provide short answers. The third and final module will offer a more abstract scenario, which you will create as you go. The options that you select will take you to different locations within the ‘CDL Decision Tree. > The modules are independent so that judges may approach them in any order, depending on their interest. Each module will take approximately one hour to complete. We hope that this course provides a solid foundation in taking an ethical approach to commercial motor vehicle safety. > COURSE OBJECTIVES: After this course you will be able to: Define the goals of the Commercial Motor Vehicle Safety Act of 1986 (CMVSA); Identify and define the basic terms and provisions unique to CDL laws; Identify who is required to be licensed; Describe what constitutes a commercial motor vehicle; and Evaluate rulings of different scenarios involving commercial driver’s license holders. > Click here for the Registration link. Free Commercial Driver’s Licensing Webcast for Traffic Judges The National Judicial College (NJC) has designed a webcast specifically for the needs of traffic court judges. If eight fully loaded jumbo jets crashed every year, something would be done about it. Nevertheless, an equivalent number of Americans die in crashes involving large trucks and buses almost every year. Almost another half million nonfatal crashes involve one large truck or bus. Traffic court judges have an ethical, legal and moral obligation to counter these staggering statistics so they must be aware of the nuances regarding commercial driver’s licensing (CDL) and commercial motor vehicle (CMV) laws. What can traffic judges do to make the roads in your jurisdiction safer while upholding their independent role as a judge? NJC is proud to offer a free, state-specific judicial education webcast on “masking.” This 60-minute webcast will identify the actions that constitute masking and the steps a judge can take to avoid it. Additionally, each state-specific webcast is aimed at providing guidance to traffic judges about their state’s commercial driver’s license statutes and commercial motor vehicle laws. NJC will present the webcast for Idaho on Tuesday, July 18, 2017 date at 12:00 p.m., during the lunch hour to allow for maximum participation. SENIOR JUDGE MANUAL “DRAFT” AVAILABLE Currently, there are three separate Senior Judge Manuals (Senior Judge Manual, Plan B Rules, and Purchase of PERSI Service Manual). The manuals were created as each plan was approved by the Legislature. The Human Resources Division has been working on combining these manuals relating to senior judge service into one manual for ease of use by senior judges, judges considering applying for senior judge status, and those working with senior judges. In addition to combining the three policy manuals, we have updated policies and procedures to provide greater clarity where policy and procedure has been vague or nonexistent and to address concerns that have come up over the years. We value your feedback and hope you will take time to review the draft manual. If you have feedback you would like to share, please e-mail your comments to [email protected] by March 31, 2017. Is this your month to start Pilates, we have a few openings that start this week! Here is in the info on the Capitol Mall Group Fitness program for those of you who have expressed an interest!! Space is limited in all classes, so email Jennifer Pike at [email protected] ASAP if you’d like to get on a waiting list.

***Housekeeping items - Capitol Mall Group Fitness is not a gym, but instead a room for groups to meet

and participate in fitness related classes. Restrooms are located near the fitness room, but no showers or

lockers are provided. Please be considerate of others using the restrooms, and store any personal items or clothing on the coat rack provided in the Capitol Mall Group Fitness room. The participant/instructor may

elect to bring in weights or other equipment for use during this class, but the State does not provide or

purchase this equipment. For health and safety reasons, participants are responsible for wiping down any instructor-provided equipment after each use and cleaning up after themselves so that the room is ready for

the next class. As space in each class is limited, you must be registered to attend. Participants must sign a

waiver and return it to Jennifer Pike.
