ThedelegateselecConprocessisgovernedbytheCharterandBylawsoftheDemocra<cPartyoftheUnitedStates,theDelegateSelec<onRulesforthe2020Democra<cNa<onalConven<on(“Rules”),theCallforthe2020Democra<cNa<onalConven<on(“Call”),theRegula<onsoftheRulesandBylawsCommiGeeforthe2020Democra<cNa<onalConven<on(“Regs.”),therulesoftheDemocraCcPartyofState,theStateelecConcode,andthisDelegateSelecConPlan.(CallII.A)

3. FollowingtheStatePartyCommiLee’sadopConofthisDelegateSelecConPlan,theStatePartyshallsubmitthePlanforreviewandapprovalbytheDNCRulesandBylawsCommiLee(“RBC”).TheStatePartyChairshallbeempoweredtomakeanytechnicalrevisionstothisdocumentasrequiredbytheRBCtocorrectanyomissionsand/ordeficienciesasfoundbytheRBCtoensureitsfullcompliancewithPartyRules.SuchcorrecConsshallbemadebytheStatePartyChairandthePlanresubmiLedtotheRBCwithin30daysofreceiptofnoCceoftheRBC’sfindings.(Reg.2.5,Reg.2.6&Reg.2.7)

1. StatewilluseaproporConalrepresentaConsystembasedontheresultsofthesemi-closedPrimaryelecConforapporConingdelegatestothe2020DemocraCcNaConalConvenCon.EachpoliCcalpartyinIdahomustnoCfytheSecretaryofState’sOfficebyNovember24,2019oftheirplantoholdaPresidenCalPrimaryElecCon.

2. The“firstdeterminingstep”ofState’sdelegateselecConprocesswilloccuronMarch10,withthePrimaryelecConrunbytheStateofIdaho.TheIdahoRepublicanPartyPresidenCalPrimaryalongwithotherlocalwaterdistricts,schoolbondandlevieswillalsooccurduringthissameelecCon.

IdahocurrentlygivesvoterstheabilitytoaffiliatewithaPartywhentheyregistertovoteorallowsthemtochangetheirPartyaffilia<onuptothe10thFridaypriortothePrimaryelec<on,December62019.(IdahoCode§34-704)UnaffiliatedvotersmaychoosetheirPartyaffilia<ononorbeforeelec<onday.(IDAHOCODE§34-437A)Idaholawallowspoli<calpar<estheop<onofopeningtheirprimaryelec<onsto“unaffiliated”votersiftheysochoose.Thepartychairpersonmustno<fytheSecretaryofState6monthspriortotheprimary,bySeptember1,2019,ifthepartyintendstoopenitsprimaryelec<ontothoseoutsidetheparty.Anymemberofthepublicmayrequestapublicrecordsrequesttoreceiveafileofthevoterswhoregisteredtovote,theirPartyaffilia<onandtheirballotselec<on.

Voterscandownloadano-excuseabsenteeballotapplica<on,printandmailordropofftotheCountyClerkintheCountyinwhichtheelector’sIdahoresidenceisusing.OrbysubmigngawriGenrequestwiththerequiredinforma<on(nameofelector,residenceaddressinIdahoandmailingaddresstowhichsuchregistra<onorballotistobeforwarded)signedbytheapplicant.Therequestmustbereceivedbythecountyclerk’sofficebythe11thdaypriortotheelec<on.Youcans<llcastanabsenteeballotinpersonattheabsentelector’spollingplace(usuallythecountyclerk’soffice)upun<l5p.m.theFridaybeforetheelec<on.

Earlyvo<ngandin-personabsenteevo<ngallowsvoterstovoteinpersonatanearlyvo<ngloca<onjustasyouwouldonElec<onDay.Pleasecontactyourcountyclerk’sofficeforearlyvo<ngloca<onsandhoursofopera<on. c. ToencourageparCcipaConbyyouthinthedelegateselecConprocess,anyindividualwhowillhave

turned18bythedateofthegeneralelecConshouldbeallowedtoparCcipateinthedelegateselecConprocess.(Reg.4.3.C)Unfortunately,Idaholawcurrentlydoesnotallowforthispossibility.IdahoDemocratsbelievethatallshouldbedonetoencourageyoungpeopletopar<cipateintheelectoralprocess.Therefore,duringthe2019Legisla<veSessionapre-registra<onat17yearsofagebillwascrajedandputforth.Progressonthebillispending.


d. AtnostageofState’sdelegateselecConprocessshallanypersonberequired,directlyorindirectly,topayacostorfeeasacondiConforparCcipaCng.VoluntarycontribuConstothePartymaybemade,butundernocircumstancesshallacontribuConbemandatoryforparCcipaCon.(Rule2.D&Reg.4.4)

The2020IdahoStateDemocra<cPartyStateConven<onwillprovideopportuni<esforcandidatesrunningfordelegatetopurchasevoluntaryadver<singpackages.Par<cipantsforconven<onwillalsobeabletopurchasemeal<cketsandmemorabiliaranginginpricesfrom$35-$75fortheirconvenience.

e. NopersonshallparCcipateorvoteinthenominaCngprocessfortheDemocraCcpresidenCalcandidatewhoalsoparCcipatesinthenominaCngprocessofanyotherpartyforthecorrespondingelecCon.(Rule2.E)

f. VotesshallnotbetakenbysecretballotatanystageofthedelegateselecConprocess,includingprocessesleadinguptotheselecConofDNCMembersorStateChairsorViceChairs,whoserveasDNCmembersbyvirtueoftheiroffice,exceptthatuseofsuchvoCngbysecretballotmaybeusedinaprocessthatisthefirstdeterminingstageofthedelegateelecConprocessandinwhichallindividualvoterswhowishtoparCcipateasDemocratsareeligibletodoso.(Rule2.F)

5. ParCcipaConinthedelegateselecConprocessshallbeopentoallvoterswhowishtoparCcipateasDemocrats.DemocraCcvotersshallbethosepersonswhopubliclydeclaretheirPartypreferenceandhavethatpreferencepubliclyrecorded.(Rule2.A)

1. TheStatePartyshalldirectspecialaLenContopublicizingthedelegateselecConprocessinthestate.SuchpublicityshallincludeinformaCononeligibilitytovoteandhowtobecomeacandidatefordelegate,theCmeandlocaConofeachstageofthedelegateselecConprocess,andwheretogetaddiConalinformaCon.TheforegoinginformaConwillalsobepublishedintheStatePartycommunicaConsandontheStateParty’swebsite.ThePartyorganizaCon,official,candidate,ormembercallingameeCngorschedulinganevent,shalleffecCvelypublicizetherolethatsuchmeeCngoreventplaysintheselecConofdelegatesandalternatestotheDemocraCcNaConalConvenCon.(Rule3.C&Rule3.D)

2. TheStatePartyshallhaveaDelegateSelecConMediaPlan(seeATachment2.i)forusingallavailableandappropriateresources,suchassocialmedia,websites,newspapers,radioandtelevision,toinformthegeneralpublichow,whenandwheretoparCcipateinthedelegateselecConprocess.Specifically,theDelegateSelecConMediaPlanwillprovidedetailsastohowtoqualifytorunasadelegatecandidate.Regularupdatesshouldbeposted/releasedthroughoutthestate’sdelegateselecConprocesstoensurebroadandCmelycoverageandawarenessabouttheprocesstoallinterestedpersons.(Rule4.B.3&Rule6.D)


3. Apriorityeffort,asdescribedintheDelegateSelecConMediaPlan,shallbedirectedatpublicityamongtheDemocraCcParty’sconsCtuencies.

a. InformaConaboutthedelegateselecConprocesswillbepostedonandmadeavailabletosocialandspecialtymediadirectedtowardtheDemocraCcconsCtuencygroupssetforthintheintroducConofthisAffirmaCveAcConPlanandOutreachandInclusionProgram.

b. TheStatePartyshallberesponsiblefortheimplementaConofthispublicityeffort.ForpurposesofprovidingadequatenoCceofthedelegateselecConprocess,theCmes,dates,placesandrulesfortheconductofpublicprimary,countycaucusesandstateconven7onshallbeeffecCvelypublicized,mulClinguallywherenecessary,toencouragetheparCcipaConofminoritygroups.(Rule6.D)

4. NotlaterthanAugust1,2019,theStatePartywillmakeinformaConaboutthedelegateselecConprocessavailableonitswebsiteandpublicizetheresourcethroughpressreleasesandcommunicaConstoPartyleaders,acCvistsandtargetedconsCtuencies.InformaContobepostedonthewebsitewillinclude:

a. materialsdesignedtoencourageparCcipaConandinformprospecCvedelegatecandidates;

b. asummaryexplainingtheroleofthe2020ConvenConinnominaCngtheParty’sPresidenCalandVicePresidenCalcandidatesandadopCngtheNaConalPlaqorm;

c. asummaryoftheStateParty’sdelegateselecConprocessincludingallperCnentrules,dates,and

filingrequirementsrelatedtotheprocess;

d. amapofdelegatedistrictsandhowmanydelegateswillbeelectedwithineachdistrict,alongwithfilingformsorinformaCononhowtoobtainthefilingforms.

E. Obliga,onsofPresiden,alCandidatestoMaximizePar,cipa,on

PresidenCalcandidatesshallassisttheStateDemocraCcPartyinmeeCngthedemographicrepresentaCongoalsreflectedintheAffirmaCveAcConPlanandOutreachandInclusionProgram.ProvidingmulC-lingualliteraturewhereapplicable,providingstafforvolunteersinaffirmaCveacConareassuchascollegecampuses,tribalreservaCons,areaswithdenseLaCnopopulaConsandotherareaswithaffiliatedgroups.(Rule6.H)

2. EachpresidenCalcandidatemustsubmitawriLenstatementtotheStateDemocraCcChairbySeptember1,2019whichindicatesthespecificstepstheywilltaketoencouragefullparCcipaConbytheirsupportersinState’sdelegateselecConprocess,including,butnotlimitedto,proceduresbywhichpersonsmayfileascandidatesfordelegateoralternatepledgedtothepresidenCalcandidate.(Rule6.H.1)

3. EachpresidenCalcandidatemustsubmitdemographicinformaConwithrespecttoallcandidatesfordelegateandalternatepledgedtothem.SuchinformaConshallbesubmiLedinconjuncConwiththelistofnamesapprovedforconsideraConasdelegateandalternatecandidatespledgedtothepresidenCalcandidate.(Rule6.H.2)

4. PresidenCalcandidatesshallusetheirbestefforttoensurethattheirrespecCvedelegates,alternatesandstandingcommiLeemembersshallachievetheaffirmaCveacCongoalsreflectedintheAffirmaCveAcConPlanandOutreachandInclusionProgramandthatthenumberofmenandthenumberof


womenintheirrespecCvedelegaConsshallnotdifferbymorethanone(asdeterminedbygenderself-idenCficaCon).Furthermore,presidenCalcandidatesshallusetheirbesteffortsatthedistrictleveltoapprovedelegate,alternate,andstandingcommiLeecandidateswhomeetapplicableequaldivisionandaffirmaCveacConconsideraConstopromoteandachievethestate’saffirmaCveacCon,outreachandinclusiongoalsandequaldivisionfortheirrespecCvedelegaCons.(Rule6.C.,Rule6.I&Reg.4.10)

F. OutreachandInclusionProgram

1. TheStateDemocraCcPartyiscommiLedtohelpachievefullparCcipaConofthosegroupsofAmericanswhohavehistoricallybeenexplicitlydeniedtherighttovoteorwhohavebeensubjectedtodiscriminatoryandexclusionarypracCcesthathavedeniedthemvoCngrightsandfullparCcipaConinthedelegateselecConprocessandotherPartymeeCngs,eventsandelecCons,alongwithothergroupsofAmericanswhoarealsounderrepresentedinPartyaffairs.

2. Assuch,theStateDemocraCcPartyhasdevelopedoutreachandinclusionprogramsandiscommiLedtofullyimplemenCngtheprogramssothatallpersonswhowishtoparCcipateasDemocratsunderstandtheyarewelcomeandencouragedtobeapartofthedelegateselecConprocessandinthePartyatthelocal,stateandnaConallevels.

3. TheStatePartywillmakeaccommodaConstofacilitategreaterparCcipaConbypeoplewithdisabiliCes.Alldelegateselec7onfacili7eswillbeaccessible.Par7cipantswithdisabili7escancontactthestatepartytomakearrangementsfortheirneedsandthoseneedswillbemetwhereverfinancialfeasibilityof$200orlessinexpenses.
