As you know, the Governor signed Act 55 into law earlier this month. Weve summarized some of the required changes that affect you in the attached summary. It provides details about key Act 55 requirements specific to accountability and assessment.

2Assessment Updates- ACT AspireThe 9th grade ACT Aspire will no longer be administered in the fall (likewise 9th grade fall DLM will not longer be administered.)

The spring administration requirement remains in effect for grades 9 and 10 for both ACT Aspire and DLM.

Assessment Updates- BadgerDPI is barred from adopting assessments from the Smarter Balanced Assessment Consortium. Anticipating the prohibition to participate in Smarter Balanced, DPI issued a Request for Proposals (RFP) in the spring and the procurement process is underway. This process will result in selection of new statewide summative assessments for grades 3-8 in ELA and mathematicsAssessment Updates-Science and Social StudiesThe previously mentioned RFP also includes science in grades 4, 8, and 10. A separate RFP was issued for social studies. As a result of this new procurement, the fall WKCE/WAA-SwD science and social studies tests at grades 4, 8, and 10 will no longer be administered. Science and social studies assessments will shift to a spring administration. The procurement goal is to release an Intent to Award (i.e., select the vendors) by September 2015.Alternate Assessment for Science and Social StudiesWith the elimination of WKCE/WAA-SwD, we will be moving towards the DLM science assessment in order to provide a more cohesive assessment system.

Likely, we will still use the Social Studies rater forms to satisfy state requirement. While the Alternate Assessment was not included specifically in the budget, the elimination of the WKCE /WAA-SwD forced us to look for another viable option for assessing science. 6Assessment Updates- Reading Readiness The current law requiring districts to assess reading readiness using PALS remains in place for the 2015-16 school year. Beginning in the 2016-17 school year, PALS will no longer be administered statewide. Instead, districts and charter school operators will select their own reading readiness screener and receive some funding for the use of that screener.Assessment Updates- CivicsBeginning with the 2016-17 school year, districts, charter operators, and private choice schools may not grant a high school diploma until the student successfully completes a civics test. A student may re-take the exam until he/she passes. The exam must consistent of 100 questions, 60 of which must be answered correctly to pass. (Students with an IEP must complete the exam to receive a diploma, but are not required to meet the benchmark of 60 correct answers.) Assessment Updates- CivicsThe questions must be identical to those on the U.S. citizenship test administered by the United States Citizenship and Immigration Services. This assessment falls under the jurisdiction of districts, charter operators, and choice schools and will not be administered by DPI. As such, districts and schools will be responsible for the format and date of the exam.

12DLM Science StandardsWisconsin will be incorporating the Dynamic Learning Maps-Essential Elements in science.

The DLM-EEs in science explore a deeper understanding of the Wisconsin Model Academic Standards. Wisconsin will be incorporating the DLM Science Essential Elements as our new alternate academic achievement standards. The DLM-EEs in science explore a deeper understanding of the WMAS.

As mentioned previously, we will also be moving towards incorporating the DLM science assessment this spring. This will provide a cohesive system for instruction and assessment in all content areas

Alternate Assessments: Students with Significant Cognitive DisabilitiesFederally, when referring to students taking the alternate assessment, the term significant cognitive disability is used. This is not to be confused with the disability category of Cognitive Disability or now Intellectual Disability.

Students taking the DLM alternate assessment must qualify for participation through the form I-7A Participation Guidelines for Alternate Assessment. This is a relatively small number of students within your district and nationally around 1% of the population. 14DLM Spring 2015 ReportsLearning Profile: reports student progress by EE

Individual Profile Reports from last springs DLM administration will be sent to districts later this fall. They have been delayed pending the approval of cut scores. Districts can expect to see a Learning Profiles for each student which breakdown a students progress on the DLM assessment by Essential Element.

15DLM Spring 2015 ReportsPerformance Report: summarizes skill mastery for each conceptual area and for the subject overall.

In addition to the Learning Profile, districts will also see a Performance Report for each student that summarizes the skill mastery for conceptual area of the learning map.

16Required Test Administration Professional Development ModulesThe required Test Administration trainings will now be accessed through Moodle.

Science- All Test Administrators will be required to complete a training module on the new Science assessment in addition to the training inc. on the next slidesDLM will be moving the required training modules from KITE Educator Portal into Moodle (an online learning website). More information will be sent to districts this fall once all manuals and modules have been uploaded.

In general, test administrators can expect 1 training module for science as it is new.

17DLM Required Professional Training Returning Teachers Returning Test Administrators will be required to complete 1 module and quiz (approx. hr.) Module: Review of DLM AA System Components of DLM AA System Clarify security demands of DLM Review accessibility options Review allowable practices Review test administration practicesReturning test administrators will also be expected to complete one 30-minute module that reviews the DLM system and test administration practices.

18DLM Required Professional Training New Teachers New Test Administrators within the DLM System will be expected to complete 4 required modules and quizzes (approx. 3 hrs). Module 1: About the DLM System Module 2: Accessibility by DesignModule 3: Computer & Teacher Administered Testlets Module 4: Preparing to Administer the AssessmentNew DLM Test Administrators can expect to complete and additional 4 modules before administering the spring DLM assessment.

19Student DataAll student enrollments and rosters have been cleared from last year. Districts will be asked to upload current enrollments, rosters and new users for the 2015-16 school year. Reminder-students should only be rostered to one educator in ELA and MathThis is just a quick update on KITE Educator Portal. Last years enrollments and rosters have been removed from the system. Districts will be provided additional training and guidance later this school year.

20FCS/PNPProvided the same Wisconsin Student Number (WSN) is used for a student as last year, the system will recognize the student and pre-populate this information. Test Administrators should always verify the information for accuracy and current IEP requirements. 21User AccountsEducator accounts from previous years are still valid for this year. If you have changed districts, district emails or have changed your name, please contact DPI for next steps. Educator accounts from last year are still valid. More information will be provided this fall for educators that may have changed districts or changed email addresses. Please do not attempt to create multiple accounts for users.
