On behalf of the International Centre for Parliamentary Studies, I would like to welcome you to the iCPS Breast Cancer Europe Roundtable, here in Brussels, the heart of policy in the European Union.

I would like to express my gratitude to the European Commission, European Parliament, Europa Donna and other key stakeholders within the European breast cancer community for attending today.

Over the years iCPS has endeavored to provide a platform for policy makers, national representatives, patient groups, academic experts, practitioners, patient groups and industry from across the European Union to come together to discuss the key challenges and opportunities in the field of healthcare. We actively promote and encourage a multi-stakeholder inclusive set of recommendations on improving the health of patients suffering from Europe’s most prevalent diseases, such as cancer, diabetes, cardiovascular and metabolic diseases, infectious diseases and mental disorders.

Today, we come together to evaluate the progress made toward conquering breast cancer in Europe and examine current policy guidelines and strategies to support member states in managing and caring for EU citizens with this devastating disease.

According to GLOBOCAN 2018, breast cancer was by far the most common cancer among women in 2018 (24%), with 2.1 million people diagnosed and no fewer than 627,000 deaths worldwide, of which 98,755 in Europe. It is the cancer that causes the most deaths in absolute terms. Breast cancer incidence rates are highest in the so-called developed regions (Australia, New Zealand, Europe and North America), with the world record being held by Belgium with 188 cases per 100,000 women.

Despite significant advancements in treatment pathways, there are clear inequalities in access to rapid diagnosis and treatments across Europe. While there are several good breast cancer services across the continent, wide variations in healthcare systems have resulted in inequalities in multidisciplinary care. Metastasis, the leading cause of breast cancer deaths killd nearly half a million people per year across the world. To reverse this trend, it is pertinent to tackle the persisting gaps and missed opportunities in the EU battle against breast cancer. The basis for such an action lies in an objective and factual assessment of the situation.

During the roundtable, we will examine the ongoing challenges in managing breast cancer more effectively and explore practical solutions in order to reach an EU-wide consensus and implement a forward action plan.

We encourage you to join in and participate during the discussions in order to ‘stress test’ suggestions and solutions. Notes will also be taken today and form part of an Overview, featuring within a Breast Cancer Report which will be published in the Government Gazette, the quarterly European policy publication.

At the end of the roundtable, you will be invited to share your recommendations by submitting a contribution within the Breast Cancer Report, details of which are on page 9. The report will act as the formal platform to communicate our recommendations. It will be delivered to European and member state policy makers within healthcare and specifically those with a vested interest in improving cancer care.

The International Centre for Parliamentary Studies (iCPS) exists to promote effective policy making and good governance through better interaction between Parliaments, Governments and other stakeholders in society.

The Centre’s primary focus is the empowerment of human capital through capacity building. To this effect, the Centre organises a range of training programmes, conferences, policy discussions and research projects to address current public policy issues in the United Kingdom, the European Union and on the international stage. These provide a forum for policy discussion, debate, networking and sharing of best practices.

iCPS publishes the Government Gazette, a quarterly publication that brings a unique and rounded perspective to the major issues of the day affecting good governance. Prof. Robert Mansel CBEEmeritus Professor of Surgery, Cardiff University School of Medicine, UKChair of the iCPS Breast Cancer Europe Roundtable 2019

Professor Robert Mansel is currently Emeritus Professor of Surgery in Cardiff University School of Medicine.

His recent research interests have focused on benign breast disease, sentinel node biopsy trials in breast cancer, tamoxifen prevention therapy and genetic services for high-risk breast cancer families. He is joint author of a textbook of benign breast disease (3rd Edn, 2009). He is a PI in the IBIS and AMAROS trials.

Professor Mansel’s profound commitment to breast cancer research has led to his keen involvement with numerous societies, groups and committees dedicated to advancing scientific understanding and increasing public awareness of the disease. He has served as President of BASO and the Association of Breast Surgeons in the past, and is the immediate past President of the European Society of Mastology (EUSOMA). He is the Chair of the European Commission’s Quality Assurance Group (QASDG), which is writing the template for the accreditation of breast units throughout Europe.

He is a member of the ECCO Oncopolicy Committee, and was the President of the recent European Breast Cancer Conference (EBCC-11) in March 2018 in Barcelona.

Lieve Wierinck MEPMember MAC Group, European Parliament

Lieve Wierinck is a Flemish politician for the liberal Open VLD party. Mrs. Wierinck holds a pharmaceutical degree from the VUB (Vrije Universiteit Brussel). In addition, she obtained a Post-graduate degree of Pharmaceutical management in 2006 at the University of Hasselt. In line with her academic background, she owned and managed a pharmacy for nearly 30 years.

Before joining the European Parliament, Lieve was leader of the party fraction in Zaventem, followed by her twelve-year presidency of the OCMW (Public Centre for Social Welfare), where she managed a staff of a 150 people. She combined this with her obligations as a fulltime member of the City Council of Zaventem. From December 2011 until June 2014, she was a member of the Belgian Federal Parliament, where she was a member of the Committee for Public Health, Environment and Social Renewal, and of the Advisory Committee on Societal Emancipation.

In May 2016, Lieve replaced Mr De Backer as a Member of the European Parliament, where she is a full member of the Industry, Technology, Research and Energy Committee (ITRE) and a substitute Member of the Committee on Economic and Monetary affairs (ECON).

Presenters’ Biographies

Dr. Luciana Neamtiu Project Officer, European Initiative on Breast Cancer (ECICC), JRC – European Commission

Dr. Luciana Neamtiu graduated in Mathematics and Physics and obtained a PhD in Mathematics focusing on mathematics and computer science applied to medicine. She worked for fifteen years in the area of cancer registries and screening databases and collaborated to the setting-up of the population based cervical cancer screening programme and the regional cancer registry in Romania.

Now she is a member of the Health in Society Unit at Joint Research Centre’s European Commission and she works for the European Cancer Information System (ECIS), the European Commission Initiative on Breast Cancer (ECIBC) and the European Commission Initiative on Colorectal Cancer (ECICC).

The aim of the ECIBC is to improve quality of care by developing evidence-based breast cancer guidelines and supporting their implementation via a quality assurance scheme for breast cancer services.

Mona Knotek-RoggenbauerPresident Europa Donna

Mona Knotek-Roggenbauer is currently the President of Europa Donna – The European Breast Cancer Coalition.

After surviving from breast Cancer, sepsis and a multi-organ failure in 2011, Ms. Knotek-Roggenbauer has served as Vice President of Europa Donna and a member of the executive board for several years. She also served as the President of the Europa Donna Austria in 2014, where she started her volunteering.

Prior to her work at Europa Donna and its member organisations, she worked within the pharmaceutical industry. She has worked with several industry leaders including Novartis Oncology, Schering Plough, Organon and Kwizda.

She has authored several key publications including Zigeunerschnitzel? Geht nicht! - Diversity aus Sicht von Personalverantwortlichen, Du bist nicht allein – Diagnose Brustkrebs: Leitfaden für Betroffene, and You are Not Alone – Diagnosis Breast Cancer: Guide for Patients.

As the official media partner of the Breast Cancer Europe Roundtable, Government Gazette will publish a Breast CanCer report in January 2020. It will analyse current policy guidelines and strategies promoting the effective prevention and treatment of breast cancer in Europe. The Report will include perspectives from health professionals, industry leaders and academics. Key challenges will be highlighted and recommendations will be included to support policy making.

As a participant of the Roundtable, we invite you to contribute within the Breast CanCer report. This can include your viewpoints or recommendations regarding current policies on prevention, education, treatment, care or research relating to breast cancer within Europe. The precise focus of the contribution could be on any aspect of breast cancer you may currently wish to focus or draw attention to.
