n today’s scenario where India stands on the verge of being a super power; apotential nation with immense manpower and enormous thrust to steer the worldas a power house, it is necessary that we clearly demarcate the challenges that

we are facing in the boundless growth of the nation as a whole .There are seriouschallenges to the economic sustenance and economic viability of the country. Thebiggest challenge we face today is the hindrance in the path of free and equaleducation to all; a problem that has been deeply threaded inside the social fabric ofthe country. We have been ruled for years by different rulers and kingdoms, eachhaving their own ethnicity and their own system of education, thus making presentday India a vibgyor of various pattern of education. The biggest flaw in the educationsystem is the system itself which is maimed by the various dependencies oninnumerable factors like the government infrastructure, quality of education, mediumof education, last mile connectivity of schools and colleges; especially in the ruraland remote areas where it is still a hard bread to earn and lastly the mis-managementon part of the government authorities to ensure quality and benign system ofeducation today in the country.

There needs to be a proper coordination between the government authorities,(those who decide the framework, affiliations , accreditations and other recognitionsfor securing the ability to provide educational degrees and diplomas.) universitiesand colleges running throughout the country , media ;which is responsible forbringing out the wrong and lacunas in the education sector , and ultimately thefamilies throughout the country who want to ensure that their child gets the best ofeducation. These are the four significant pillars on which the whole education systemor the future of India is dependent on. We cannot have a properly running educationsystem unless and until all these four pillars strive in with sheer determination andout of the box approach to bring out the best they can do in the limited availableresources for the improvement and optimization of the education prototype of India.

So the aim is to have a collective responsibility of the government, universities,families and media in order to ensure that the illiterate gets the education in it fullform and with the best tools and facilities that can be provided. Government has toensure that they provide latest equipment’s and audio-visual aids that are availableand can be utilized to maximum capabilities in the schools and colleges at large. Alsoit is a herculean responsibility on the part of government to ensure that all theuniversities and colleges which are recognized by it, are working according to theguidelines laid by the university and are strictly complying to the framework andfidelity vested upon them to provide degrees and various formats of educationthroughout the country. Unfortunately, it is not the case and the universities can beseen violating these norms laid by the government authorities namely, UGC andAICTE and IGNOU, for distance education.

Thus the ultimate fruit of education lies in the future of an educated country.Developed nations like the European nations and the Americas have attained about100 % literacy and are utmost reluctant to allow any margin of error in their educationsystem and still keep an hard eye to the latest developments and researches in thefield of education. After all, learning is a treasure that will follow its ownereverywhere.

he Distance Education Council (DEC) of the IndiraGandhi National Open University (IGNOU) is now athing of the past. The Human Resource Development

Ministry in an unusually rapid decision, bestowed upon UGCall responsibilities of the Open and Distance Learning (ODL)education.

No rhyme or reason can justify this sudden revolutionarychange that will directly affect those who were pursuing, orwere planning to pursue any course in distant learning mode.“The manner in which the laws framed by the Parliamenthave been substituted by a bureaucratic process, to evade andavoid meaning discussions, calls for a debate on theprocedure followed by the government to undo the laws,’’M.M. Ansari, member of the UGC and a former Director ofDEC-IGNOU, has said.

The HRD Ministry dissolved the DEC on therecommendations of the Madhav Menon Committee to“Suggest Measures to Regulate the Standards of EducationBeing Imparted through Distance Mode.” UGC has been

declared as the whole soul responsible authority forundertaking the proceedings of all the presently runningdistance learning courses until a separate body with theadequate framework and the strictly maneuvered guidelinesis formed which will undertake and replace DEC.

No new center shall be opened with immediate effect, adecision which is considered by critics as utterlyirresponsible and immature on the part of MHRD.In anotification issued by the UGC, All universities have beenasked to ensure that no further affiliations or approvals aregranted to any new center for ODL programs/courses untilsuch regulations are resumed or a single point of contact isresurrected.

A point worth noticing here is that the power to regulateODL system had been entrusted to the IGNOU by Parliament,and that, MHRD was advised that the proper functioning ofthe colleges that were operating under the aegis of ODL wereill-managed and proper guidelines were not followed on thegrass root level.

NEW DELHI: Brushing aside the Prime Minister's advice,HRD Minister Pallam Raju on Friday decided to resign from theCabinet opposing the decision to split Andhra Pradesh.

"Yesterday, I met the Prime Minister and offered to resign.He told me not to take a hasty decision. I have thought over itlast night. I have decided that I should resign from the UnionCouncil of Ministers," he told reporters.

He said he has sought an appointment with Prime MinisterManmohan Singh.

Raju, who hails from Seemandhra region, has been stronglyopposed to the division of Andhra Pradesh and has been criticalof the way the government was going about on the issue.

Meanwhile, there were reports that two ministers of state, DPurandeshwari and Killi Kriparani, have also offered to resignbut there was no confirmation.

On Thursday night, tourism minister Chiranjeevi and textilesminister KS Rao had also offered their resignation.

MHRD stated that this was a step ought to be taken , butwhat about the future of those students that were under thecare and guidance of such courses , there may be somecolleges which were selling degrees , which werecontaminating the formats and guidelines set up by IGNOU,but does that mean to eradicate the whole system. economies where there is a burden of an ageing population, Indiahas a unique 20–25 years window of opportunity called the“demographic dividend.” This “demographic dividend” meansthat as compared to other large developing and developedcountries, India has a higher proportion of working agepopulation vis-à-vis its entire population.” The result is lowdependency ratio, which can provide a comparative costadvantage and competitiveness to the economy India has theworld’s youngest work force with a median age way below thatof China and OECD countries. Half the population of India wasyounger than 25 in 2010. It will change to half the populationbeing under 28 in 2030, making India a very young country forthe next 20 years

“The rapid growth of the Indian economy since 2004 hasclearly brought out the shortcomings of our skills developmentprocesses,” Prime Minister Manmohan Singh told a labourconference in February 2012. “Today, availability of skills ispossibly the single most important constraint to rapid industrialgrowth,” he had said. About 63% of the school students dropout at different stages before reaching Class-X. Only about 2.5million vocational training seats are available in the countrywhereas about 12.8 million persons enter the labour market everyyear. Accordingly, Ministry of Labour & Employment hasundertaken development of a new strategic framework for skilldevelopment for early school leavers and existing workers,especially in the unorganised sector in close consultation withindustry, micro enterprises in the unorganised sector, StateGovernments, experts and academia which is essentialconsidering their educational, social and economic background.

The major objective of the scheme is to provide vocationaltraining to school leavers, existing workers, ITI graduates, etc.to improve their employability by optimally utilizing theinfrastructure available in Govt., private institutions and theIndustry. Existing skills of the persons can also be tested andcertified under this scheme.

here have been several high profile cases earlier, but noneof them like the much-hyped affair of Meghalaya-basedCMJ University, which was exposed by RS Mooshahary,

the governor of state, with many anomalies and inconsistenciesin its operations and mal-administration in award of degrees. Afterthe state high court had orderedthe state government to dissolvethe university, a fresh petition was filed in Supreme Court byChandra Mohan Jha, the self-appointed chancellor of theuniversity, challenging the high court decision. The decision,however, was upheld by the Supreme Court directing thegovernment to follow orders of the state governor to dissolve CMJUniversity within 3 months’ time.

The direction of governor, issued on June 12, regarding thedissolution of the university as per section 48 of the CMJUniversity Act, 2009 had been referred by the apex court.

Section 48 of the CMJ University Act says if any kind ofmismanagement & mal-administration is identified in operations,then state government would issue directions for rectification tothe university. If the directions are not followed, the stategovernment can take steps to wind up the university.

Mooshahary had stated that from the established facts, it isproven that there are inconsistencies, mismanagement, mal-administration, indiscipline and failure in the accomplishment ofthe norms of the university and objectives of it, apart from thecriminal liability. Mooshahary, had also been the visitor of CMJ

University.Dissolution of CMJ University had been sought by the

governor in the interest of maintaining proper standards of highereducation in Meghalaya state.

In the face of this Supreme Court decision, the top regulatoryauthority UGC has constituted a 9 member committee to inspectthe CMJ University. Meanwhile, the recommendation made bythe state governor for the closure of the university, has beenaccepted by the State Board for Higher Education.

About the future of students and validity of degrees awardedby Chandra Mohan Jha University, it seems as if the governmentis keeping a blind eye. Students, who have invested years of timeand have suffered all the tensions and pressures of exams, arehoping for things to turn their way, as it will help them shape theirfuture. There is no fault on the part of those students, who tookan admission into the courses of a university which was validonce, according to the standards and norms of University GrantCommission (UGC). The authenticity of certificate, degrees orpapers must be checked, and after verification they must standvalid. The state government must understand that invalidation ofdegrees will have an impact on many thousand students. Accordingto our sources, the UGC committee will be meeting shortly todecide on the future of students, validity of degrees and about thestandards to be followed. Students are too worried about the futurecourse of action, while there is no clarification yet.

s an immediate stimulus to the news that appeared in theaugust issue of iConnect, Periyar University, agreed todispatch the awaited degrees of students in its various

courses in arts, science and commerce. The decision came wheniConnect surfaced the matter and followed it with variousdifferent higher officials and dignitaries of the university, andwhen the news was published in the magazine. The situation waseven worse for last two years as the students were facing seriousproblems with the enormous delay in declaration of result forits various programs, directly affecting the careers and furtherstudies of the students.

iConnect followed the university, and also brought about heviews and problems of the students to the limelight , makinguniversity bound to take a decision based on available facts , andtake some stringent actions against those who were responsiblefor the delay in results and degrees and ensure that the situationis normalized at the earliest. University has committed to lookout for the cause and culprit identification in this case and willalso determine steps to avoid any such situation in future.

There has been innumerable no. of cases in which the peoplefrom different parts of the country have reported variousproblems related to the mark sheet that were blocked by theuniversity and the students have faced real problems in obtainingthe same.

Some of the cases are collected from various forums andquoted below:1. “I am working in Chennai, I requested for duplicate mark

lists because unfortunately 4 of my mark sheets were littlebit burned on a gas leakage, I shown the mark lists with smalldamages but they doesn't give me back the mark lists insteadof that they are demanding 1000 rupees DD for each marksheet, I asked why 1000 rupees each when I am having allthe mark lists with small damage? the lady staff said theywill process my request after receipt of money only, and theynever give back my mark lists, it’s like a little bitgambling...”….

Dear sir/MamI have passed my MBA-HRM in Periyar University in the

year 2011 (Through Genious Educational Trust, Trichy). I havereceived my marks sheet but still didn't receive my provisional& Convocation certificate still. Many times I have approachedthrough the study centre and on phone but didn't receive anyproper answer. Last month I have gone to study centre but evenfor that I didn’t get any positive answer. My enrolment numberis 7PBA1203002. Without provisional certificate couldn't enter

my employment office .I have got lot of mental stress due to thisproblem. Please take immediate action to provide meProvisional certificate immediately without any further delay.

On 10.04.2013 I have sent one letter to The Controller ofexamination.”

up on Periyar University and its administration; it seems as ifthere is a “layer” between the upper administration and somepeople who have started this as a business of earning money.

These are some of the examples in which the students havefaced problems and there was no concomitant from the PeriyarUniversity at all. It has also been observed by ourcorrespondents that even the lower subordinates and thehousekeeping staff their have become bookers and they act likeif they have the right to do anything in the university given thatyou provide them handsome amount of money and aids.

arnataka State Open University (KSOU)has always remained in the limelight,because some of its various study centers

running programs like B.Tech and M.Tech incorrespondence. It is clearly mentioned by theUGC and former DEC (Distance educationCouncil) form which it had affiliations that notechnical course can run anywhere in India underdistance mode. B.Tech being a technical courseis run by KSOU study centers.

As per the KSOU coordinators they are doingnothing wrong by providing technical degreecourses under the distance mode and that theydon’t require any AICTE approval for the same.Also some coordinators had opened its so calledstudy centers throughout the country and is conducting exams,enrolling students and collecting fees through these centers, thisis a clear violation of the UGC norms of Distance education laidunder the MHRD, govt. of INDIA.

No technical course can run under distance mode, it is thatsimple as that, so what is the difference with this university, whythey consider this correct, and who has allowed them to grantsuch invalid degrees. Well the university coordinator says theydon’t require AICTE accreditation to run any course and thatthey are approved by DEC.

Point worth noticing is that DEC as a council is dissolved.Null and void, with immediate effect by the MHRD on therecommendations of the Madhav Menon Committee to “SuggestMeasures to Regulate the Standards of Education BeingImparted through Distance Mode.” UGC has been declared asthe whole soul responsible authority for undertaking theproceedings of all the presently running distance learningcourses until a separate body with the adequate framework andthe strictly maneuvered guidelines is formed which willundertake and replace DEC.

Now, KSOU is left with only UGC grant as a university.DEC when it was a functional unit had also detected this flawand illegal activities conducted by KSOU and had issued a“Show cause” notice to university for the same. But DEC alsohad some functional flaws in its working as in they never chasedthe university for the clarification of the same.

sTuDENTs THE REAL VICTIMCandidates determined to pursue professional and technical

courses find the lucrative offers and the tailor made courses ofthese universities as apt and very easy to pursue, so they enrollin these courses without prior investigation or reading thereviews, opinions and conversations available on internet aboutthe same. We recommend students not to fall prey to such thoseuniversities and their totally invalid courses; one should alwaysconsult with the best available education counselors or should

read the review about any university or collegebefore taking admission in it.

If it was possible to obtain a B.Tech degreeby just merely filling up some forms andappearing for the exams online or even fromcenter, then every university would have startedthis program, why only one. The reason is clearand the motives are dicey, this is a scam run bythe university study centers just to increase thestrength and earn some money by sellingdegrees. They try to cater the needs of the studentby providing them exactly what they want. Onecannot do B.Tech in Distance mode from anyuniversity whatsoever in INDIA, as clear as that.

And once they feel that they have suchlucrative courses which are offering them a B.Tech degreemerely by sitting at home they always pursue such courses andare attracted by them.

GOVERNMENT ACTIONsNow it’s the whole soul responsibility of the people in power

to understand and maintain the discretion in distance educationand regular degrees. maintaining the prestige of regular coursesis also an responsibility laden on the MHRD and the educationministry and if they are not able to maintain this stature then astrict action should be taken by the government on suchinstitutes and universities that are destroying with the future oflakhs of students by merely playing with words and allowingstudents to take on tailor made course, their motive is earningmoney and not at all providing quality education ,and it’s a workof the government to identify and mark such institutes andcancel their affiliations and all the accreditations that have beenawarded to them earlier.

odhpur University, a university that assumes to followUGC guidelines is opening its various whereabouts by thename of “national Co-coordinators” in different cities. By

national coordinators they mean they these study centers willprovide information about the various courses of the universityand also enlighten the students with assistance about whatever“tailor made” degrees they want, but neither a regular class isrun in these centers nor do they comply with any of the normsof the standing body aforesaid.

These so called national coordinators are working off-campus (outside the official premises, Jodhpur) which is not anofficial guideline of UGC, BCI (Bar council of India), AICTE,DCI & PCI. So with whose guidelines are these study centersworking, why are such reputed government institutes totallyblind on this type of activities, why they do not care for thefuture of thousands of students who will eventually enroll viathese study centers. As a consequence, no company or firm willhire or consider their degrees, as valid and thus no employmentwill be entertained, then the students will be at rage, matter willreach the ears of these govt. institutes, and in a haphazardsituation these centers, degrees and eventually the universityaffiliation will all stand null and void with immediate effect,exactly same as it happened with the CMJ university, andthousands of students were orphaned immediately by thegovernment. What a sarcastic way to act!!

(Jodhpur National University Chancellor Denies Having anyCenter out of state)

Indian education system, having so many of it, enjoys itsintimacy with flaws. One after the other, it keeps embracing theblemishes. The dissolution of dissolution of Distance EducationCouncil (DEC) of Indira Gandhi National Open University(IGNOU), few public notices from the University GrantsCommission (UGC) and sale-purchase of certificate/ degree are

some of the examples. Recently, an institutionin the nationalcapital region of Delhi was found making claims of being JNU(Jodhpur National University) study center. This was somethingfor the astonishment of all, as the JNU chancellor KamalMehtadenies from having any of the university operations basedoutside the Jodhpur city.

A chartered accountant by profession, Mr. Mehta said in hisstatement, “JNU has been working in the city of Jodhpur topromote educational enrichment in the youth belonging to thesun-city, since its inception. We don’t have any study/examination center outside the city.”

He further remarked about the university’s plans to achieveglobal status by taking one step forward at a time.“For the timebeing, we have kept all our focuson empowering young brainsfrom Jodhpur with excellent form of education, withoutwandering between places. We have the aim of distributingknowledge all across the globe, crossing all bounds, but for now,we have total focus on creating a niche place of our own withinthe sun-city only,” Mehta maintained.

In his reply to the question whether there is any study/examination/ admission center of the university in other stateIndia, the chancellor said, “JNU does not have any center inother state or anywhere else in India, except Jodhpur. We don’tauthorize an institution outside the sun-city for taking admissionor to conduct classes. Ours is a limited range wherein we wantperfection in our system. Unless, we have reached that goal, wedon’t want to expand or enlarge our circle.”

From chancellor’s statements it is clear that the universitydoes not have any center in India or even in Rajasthan, apartfrom Jodhpur city. If any institution is making such claims ofbeing the center of Jodhpur National University, it would bedeemed as invalid. The university chancellor refused fromhaving any association with a center in the national capitalterritory of Delhi.

he Rural Institute of Open Schooling was registered to (C-12,

Ground Floor, Aruna Park, Near Vikas Marg Laxmi Nagar,

Delhi-110092) provide professional services to the government

and other agencies in the field of education, in general, and school

education, in particular, for the development and growth of distance

and open school system and develop appropriate curriculum for

vocational and continuing education to prepare student population for

the world of work.

Now as per the letter that iConnect received from ministry of HRD,

RIOS stands nowhere as a board in the recognized board list entitled to

provide education certificates for 10th and 12th class. RIOS on its

website has mentioned a link for MHRD, but that link takes you to the

official HRD website but nowhere provides you a proof that it has an

affiliation from the Ministry .But just merely sending us an letter does

not relieve the HRD from their responsibility, if they are replying to a

letter they must also look and investigate and fine out the ground level

about this RIOS board and should have taken a step voluntarily to check

the veracity of this institute.

When iConnect tried to approach Commissioner of Police, Crime

cell (DELHI) on this RIOS case he straight away initiated a step and

vested this matter on the DCP DELHI, who immediately understood

the severity of the matter and assigned a Sub-Inspector of Vigilance,

named Mr. Younis, who was adamant for a written application against

“RIOS” and “TAKE Distance education” otherwise they will

investigate this issue on their own level. May be there are various

reasons that made him not to take any step for next month , or even the

day this news was published , aforesaid DCP does not provide any

media bytes or ready reckoner or clarification about this information

that we had provided , when we tried to capture them on media they

refused to face the camera.

We need to change, government has to look into this matter

seriously after all it is the future of the country is at stake and we have

to look and think very carefully about the future of our youth as whole,

what will be their future, who will decide their career path and the

potential that can be utilized with full optimization. In a country like

ours where police does not act on time, mostly due to various pressures

and may be interests.

The RIOS is headquartered in a small block in the Laxmi Nagar

area of East Delhi. The matter is also in the knowledge of the Delhi

police, but they have not taken it into consideration while they boast of

being alert 24x7. If the people in public-service and protection do not

have any accountability of what all is going on, who else can be held

responsible for all the mishaps that happen every now and then? There

is a lot of hue and cry about various other subjects but no one is there

to think about the future and career of students.

So as a jist of all the things said above RIOS is a board with no

proven govt. association and affiliations is providing all the courses and

authorizes itself as a board of education. Now what the people can do

about it, how they would make out what is real and what is fake when

everyone is pretending to be the real one, the biggest godfather one can

have at that moment , and then they will really “make you an offer ,

which you can’t refuse”.

throughout the country by providing tailor made courses andalso providing short term MBA programs, chancellor mainculprit Mr Priyaranjan Trivedi was arrested and taken intocustody by the Punjab police on Friday by special cell of PatialaPolice (Central investigation Agency), headed by Mr HardayalSingh (SSP) , Punjab police acted on the reaction to FIRno.281/20/sep2013. He was also alleged to have been to Punjabto promulgate his so called education program and to capturethe student lobby by providing some so called “easy courses.

The Global Open University, Nagaland (A State Universityestablished by the Government of Nagaland) has been legislatedby the Nagaland State Legislative Assembly under The GlobalOpen University Act 2006 (Act 3 of 2006) which received theassent of the Governor of Nagaland on 30th August 2006 andwas notified vide Notification number Law/Act-10/2006 on 18thSeptember 2006. The provisions of The Global Open UniversityAct 2006 were published in the Nagaland Official Gazette on18th September 2006 for general information.

The serious charges that were put up on the University asconveyed to iConnect by SSP were under the IPC act of 420,406, 460 and 471. Students were given false commitments andwere deceived on every step of their education. UGC the apexbody responsible for providing its recognition and accreditationwas again questioned after a series of such fraudulentuniversities are being surfaced out, UGC a responsiblegovernment body has full responsibility and is answerable forthe future of students and degrees that were offered by suchuniversities.

UGC need to maintain and foresee the future ofstudents and maintain the ground level examination and

prepare a report for each and every university that works acrossthe nation. It is not as easy as it looks , when you grant anyinstitute with a recognition of university , you are providing it alicense to take under its aegis the future of thousands of students, who were give the important years of their budding career toimpoverish their skills and study hard enough to attain goodpositions. What will happen to their careers, what if their degreesstand null and void after all these years of continuous struggleand hard work.

UGC and other such govt. institutes when questioned andrevealed facts and scams of such universities, immediately setup committees that will examine and make out the decayingcondition of education system in these universities , and willstraight away cancel their recognition and thus the degrees ofall students. So the government has to open the way they usedto work till now and proactively monitor the activities of suchuniversities in order to promulgate the real meaning ofeducation, such that the fruit of education is not wasted but maybear a seed.
