Introduction to the Scenario

• The following scenario will be used throughout the workshop.

• You will act as Dangerous Goods Inspectors of the Fantasia Island Civil Aviation Authority (FICAA).

• You will always have to take in consideration the State and Operator’s variations associated with Fantasia Island.

• Fantasia Island Air Regulations (FIAR)

• 110 Designation of inspectors

–110.1 The Minister may designate persons or classes of persons whom the Minister considers qualified to act as inspectors for the purposes of this Act or any of its provisions and the Minister may revoke the designations.

• 112. General Requirements

–112.1 A person who handles, offers for transport or transports dangerous goods by aircraft within Fantasia Island or between Fantasia Island and another State must do so in accordance with the ICAO Technical Instructions and these Regulations.




• Fantasia Island Air Regulations (FIAR)• 114. Issuance or Refusal of a Permit

for Equivalent Level of Safety–114.2 The Minister may issue a permit

for equivalent level of safety if the Minister is satisfied that the activity authorized by the permit will be conducted in a manner that will provide a level of safety at least equivalent to that provided by these Regulations.

–129.1 A person, who handles, offers for transport or transports dangerous goods must:• a) Be adequately trained, or• b) Perform those activities in

the presence and under the direct supervision of a person who is adequately trained.



State Variations of Fantasia Island

• XX-01 Dangerous goods requiring approval under Special Provisions A1 or A2 of the Technical Instructions may only be carried on a passenger aircraft in Fantasia Island territory with the permission of the Fantasia Island Civil Aviation Authority (FICAA).

• Applications for permission should be lodged with FICAA at least ten days prior to the proposed flight.




• XX-02 Dangerous goods requiring approval under Special Provision A109 of the Technical Instructions may only be carried on a cargo aircraft in Fantasia Island territory with the permission of the Fantasia Island Civil Aviation Authority (FICAA).

• Applications for permission should be lodged with FICAA at least ten days prior to the proposed flight.




• XX-03 Fantasia Island has selected the English language for use in all documentation and correspondence with respect to the transport of dangerous goods by air.

• The English version of Annex 18 and the Technical Instructions will be used.




• XX-04 All hazard labels must include text indicating the nature of the risk.

• This text must appear prominently in English in the lower half of the label.




• XX-05 Radioactive material and infectious substances (including diagnostic specimens and biological products), are not permitted in mail either to, from or through Fantasia Island.

• Operator’s variation:– XR-01 Dangerous goods in excepted

quantities will not be accepted.– XR-02 Dangerous goods in

consolidations will not be accepted for carriage.

– XR-03 The carriage of limited quantities of dangerous goods is not permitted.

• In Operation for the last ten (10) years• Domestic routes only• Dash 8 aircrafts (Passengers)• Authorized to Transport Dangerous Goods



Blue Airline


• Operator’s variation:– XB-01 Carbon dioxide, solid (dry ice), UN

1845, is accepted only as a refrigerant subject to restrictions of 5 kg or less per package.

– XB-02 Combination packages or overpacks containing dangerous goods with different UN numbers or packing groups will not be accepted for carriage.



Blue Airline


• Under Initial Certification• Plan to operate International and domestic
