Jenny Palmer, The Principal of Elizabeth College wishes to appoint an inspiring primary or preparatory school leader to succeed Jim Walton on his appointment as Head of Clifton College Prep School.

Background

Elizabeth College Junior School is an independent Pre-School, Pre-Preparatory and Preparatory School for boys and girls aged 2 to 11 years. The Junior School is located on two linked sites, approximately 1km from the Upper School in St Peter Port.

Acorn House houses the Pre-School and Pre-Preparatory School and Beechwood houses the Preparatory School.

The School delivers a broad and balanced curriculum and prides itself

on developing the whole child. It enjoys success in all academic, musical, sporting and artistic activities and plays an important role in the lives of its community members, from whom it gains much support. The School has seen significant investment and development over the years and its facilities are excellent.

The children are motivated, enthusiastic and co-operative, and by the time they leave at the end of Year 6 are independent in their learning. There is a happy, purposeful atmosphere in all parts of this colourful and inclusive school.

The Upper School of Elizabeth College (11-18) was founded in 1563.

One of the oldest members of HMC, Elizabeth College has a rich history of all round educational excellence and enjoys a prominent position in island life. All boys from Elizabeth College Junior School usually transfer to the Upper School at the end of

Year 6 whilst girls move on to one of two independent girls’ schools on the island: The Ladies’ College or Blanchelande College.

The Role

This post provides an outstanding opportunity for an inspirational and experienced professional to lead the Junior School into a new phase of its development, building on the significant successes of the recent past.

The Headteacher chairs the Senior Leadership Team (SLT) of the Junior School, which currently comprises the Deputy Headteacher (Pastoral), Deputy Headteacher (Academic) and Deputy Headteacher (Acorn House).

The Headteacher is also a member of Elizabeth College’s Senior Leadership Team and reports directly to the Principal of the College.

Role Specification

Policy and Strategic Direction :

● Ensure that the overall ethos and aims of Elizabeth College are adhered to.

● Responsibility for delivering the curriculum and ensuring that the Teaching and Learning within the Junior School is of the very highest standard.

● Safeguarding Lead, ensuring that effective processes and procedures are in place to protect staff and students.

● Ensure that any proposed changes to the curriculum are discussed and planned within the SLT of the Junior School before implementation.

● Liaise with all staff to facilitate any changes.

● Devise an annually updated

Development Plan for the Junior School, in collaboration with the SLT, covering all aspects of Junior School life.

● Ensure that a rich variety of extra-curricular activities are provided for the children.

● Work with the Deputy Headteachers to ensure the smooth day-to-day running of the school.

● Contribute to the strategic direction of the whole school and attend Senior Leadership meetings at the Upper School as required.

Teaching and Learning:

● Ensure that members of staff have high expectations, focus on academic rigour and are able to challenge, engage and support all children across the full ability range.

● Implement a regular review of the Junior School within the SLT by monitoring schemes of work,

scrutinising work, observing within classrooms and analysing data to ensure that high standards of Teaching and Learning are in place.

● Liaise with the Director of Studies to ensure that the curriculum planning provides continuity and that progression to the next stages of the children’s education is smooth.

● Liaise with the SENCo to ensure appropriate provision is made for children who need support for their needs.

● Liaise with the Deputy Headteacher (Pastoral) to ensure that the appropriate welfare and well-being of the children contributes to the ethos of the school where every child is valued, encouraged and able to thrive both educationally and personally.

Leadership and Management of Others:

● Be responsible for ensuring the safety and well-being of the pupils and staff within the school.

● Lead by example, providing inspiration and motivation, sharing your vision with the whole Junior School community.

● Develop positive working relationships with and between all staff, maintaining confidentiality at all times.

● Ensure that all staff recruited are the best qualified for each post and that their skills, expertise and experience are used to benefit all pupils, and that they are all fully aware of their roles and responsibilities and of your expectations.

● Provide effective leadership and support for the Deputy Headteachers and Key Stage Coordinators.

● Support the Christian ethos of the school.

Monitoring, Evaluation and Assessment:

● Monitor the Junior School teaching to ensure that teachers are employing appropriate, engaging teaching strategies to secure effective learning across the breadth of the curriculum.

● Be responsible for the performance of Junior School staff. By carrying out observations of staff, the Headteacher is expected to undertake Appraisal of his/her staff, identifying both strengths and weaknesses.

● Liaise with the Deputy Head (Academic) to ensure the effective use of data for informing Teaching and Learning.

Communication, Marketing and External Links:

● Ensure that there is always effective communication between the school and home. This can be achieved in many ways and the ideal candidate will develop further the processes already in place.

● Meet prospective parents to discuss their child’s proposed entry to the Junior School; this will usually include a tour of the school.

● Celebrate the successes of the Junior School, inviting the media as appropriate.

● Ensure the Junior School’s profile remains high within the island community.

● Develop and maintain positive relationships with the Headteachers of all local primary schools.

● Lead Junior School assemblies that help foster the spiritual, moral, social and cultural development of the pupils.

● Support the work of the Friends of Acorn House and Friends of Beechwood, attending functions and activities as necessary.

● Prepare reports for the Directors and attend the Board of Directors’ Junior School Committee meetings and those of the Elizabeth College Board of Directors.

● Attend meetings on island such as The Education Leaders’ Forum (ELF) and States Education Headteacher training sessions.

Management of Resources:

● Work with the SLT in establishing priorities for expenditure.

● Manage the Junior School budget within the confines set by the Principal and Bursar, with whom the Headteacher will have identified and discussed areas of significant expenditure.

Training and Development:

● Develop and maintain a culture of high expectations of self and others.

● Review requests for INSET and CPD training, all of which should benefit the school whether directly or indirectly.

● Review own practice, set personal targets and take responsibility for own personal development.

The role specification may be adapted according to experience and skills of the successful candidate and/or due to the development of the role.

Person Specification

We are seeking a person with the following:

Experience:

● A well-qualified graduate, with QTS or equivalent.

● Successful teaching experience in the primary or preparatory sector with a track record of consistently enabling pupils to achieve high standards. There is an expectation that the successful candidate will do some teaching - no more than 5 periods per week.

● A proven record of successful leadership and management.

● Substantial and successful experience of managing the curriculum.

● Experience of pastoral management.

● Experience of development/strategic planning.

Skills:

● Excellent interpersonal skills, including the ability to relate well to people on all levels, to resolve conflicts in a sensitive manner and to encourage and motivate.

● The ability to work effectively as a leader and to be part of the Senior Leadership Team of Elizabeth College, to show initiative and imagination and to have the ability to inspire others.

● First class organisational and administrative skills, with the ability to remain calm under pressure and to work to tight deadlines.

● The ability to analyse and solve problems, combining this with a proactive and positive approach to change management.

● Can be effective and energetic in instigating and implementing change.

● The ability to see through complex strategies from concept to conclusion.

● The ability to maintain a high work rate and juggle a range of tasks and issues at the same time.

Salary and Benefits

The salary, which will be dependent on the qualifications and experience of the successful candidate, follows the States of Guernsey Leadership Scale. This scale is above the maintained sector equivalents in the UK. Fee remission of 50% for up to two children of the successful candidate will be available.

This post would automatically qualify for an 8 year employment permit. A comprehensive support package is available for those relocating from the UK or abroad. This includes removal expenses from the UK, the cost of an island visit prior to taking up the post and the support of a professional relocation consultant.

Guernsey

The beautiful island of Guernsey is situated about 70 miles south of Weymouth and only 20 miles west of the French coast. It is the second largest of the Channel Islands and the east coast enjoys views of Alderney, Herm, Sark and Jersey, which are between 3 and 15 miles away. Roughly triangular in shape, the island has an area of 24 square miles and a population of just over 60,000. The clear Atlantic air and average 7.5 hours of sunshine per day from May to September provide a very pleasant and refreshing climate. Winters are mild, whilst summer daytime temperatures are usually above 20⁰C.

Guernsey is part of the British Isles by virtue of its links with the Crown going back to William the Conqueror. We govern our own affairs through our own parliament called the ‘States of Deliberation’, setting our own taxes, customs duties etc, and we have no direct contact with either the UK Parliament or any UK political parties. We speak English, drive on the left, watch British TV and read British newspapers. Apart from the French house and place names, Guernsey could be a small corner of Britain.

The capital, St Peter Port, is a delightful harbour town with neat rows of Regency and Victorian buildings descending via cobbled streets to the busy and attractive seafront and marinas. The town prides itself on a number of excellent restaurants and contains the wide variety of shops and services you would expect to find in any British market town. Whilst the town has succeeded in fighting off many of the exterior signs of modernity, many of the historic buildings are occupied by the offshore banks, investment houses and legal companies, which ensure the island has the very latest telecommunications technology.

Beyond St Peter Port and the other sizeable town of St Sampson’s to the north, Guernsey has a much more rural feel and is not dissimilar to many parts of south-west England. Amongst the island’s greatest assets are its wonderful beaches; secluded, rocky coves along the stunning south coast and wide, sandy bays to the west. Guernsey people are very much into their water-sports and other healthy activities, for which there is much opportunity. Whilst traditionally hard-working, the majority of people on Guernsey strike an excellent work-life balance

with all that is available to them at such close quarters. It is also an ideal place to raise children, especially given the community feel of the island and absence of serious crime.

Numerous daily flights link the island directly to Gatwick (45 minutes), Southampton (30 minutes), Exeter, Bristol, Manchester and Birmingham. There are also direct flights to Brittany (Dinard), and Grenoble, as well as the other Channel Islands. Car and passenger ferries operate regularly to St Malo and various ports along the south UK coast.

Employment on Guernsey

Taxation and Pensions:

Tax-free personal allowances are significantly larger in Guernsey (currently £9,675 for singles and £19,350 per annum for a married couple (2016) and there is a flat rate of income tax of 20% above this allowance. There is also no VAT, inheritance tax or capital gains tax in Guernsey. Teachers can easily transfer their pension rights into (and out of) the Guernsey scheme.

Residency:

Whilst there are restrictions upon residency in Guernsey, teachers automatically qualify for either a 5 year or an 8 year employment permit depending on their role, allowing him/her to purchase a house or rent property in the cheaper ‘local’ market.

For those considering buying property on the island, there is tax relief on mortgage interest payments. Married applicants should note that there is a shortage of labour on the island (both skilled and unskilled) and that your partner would automatically be granted the right to work.
