I have your letter of December 7, 1944, requesting that

you be permitted to liSe the facilities of the War Refugee Board to

colliiiiUilioate dth affiliates of your orenn,zation in Sweden nnd

Switzerlnnd.

In oroer that the Board Is facilities may be available

for the transmission of mate1·ial which concerns the rescue and

relief of' persons in enemy territory, we hnve found it necessary to

ask private organizations to cooperate by using regular communica­

tion channels 'llherevsr possible. Aeoordingly • and inasmuch as there

are now improved w~il services to and from Sweden and Switzerland,

I suggest that your communications be sent through regular channels

unless they relate to rescue and relief operations in enemy-controlled areas.
