Stimulated by the State Energy Program and the Weatherization
Assistance Program
State Energy Program:
Energy modernization of 89 hotels, industries and
commercial buildings, 4,803 traffic lights, and over 4,500
luminaires
Reimbursement of expenses for 115 solar photovoltaic
systems in residential and commercial structures.
$1,000 credit for solar water heaters to 257 citizens

Energy Savings Performance Contracts (ESPCs) Act
• Authorizes government units to use ESPCs as a mechanism to implement large capital-investment projects that aim at energy and water conservation.
• Energy Service Companies (ESCOs) develop, install, and seek funding for energy efficiency projects. They recover their investment with the money saved by the energy conservation measures implemented.
What is an ESPC?

• Benefits:
• Guarantees the reduction of energy consumption.
• Fiscal relief in relation to government energy consumption.
• Allows allocating public funds for the attention of other necessities.
• Access to specialized energy efficiency companies
• Provides the financing and the effective execution of energy efficiency and water conservation measures.
