serving under the (;EP j\ Board and that these \Vere re-appointments. f-Je noted his appreciation for then1 to
continue to serve on the Board. l1e then gave the non1inees and administrator the opportunity to provide testimony before the committee.
:V1s. ,.'\nn Hoth: l an1 here for re(lppointn1ent to confirmation for the C~uan1 EP1\ Board. I've served the past three (1)
:vears and have learned a lot about EP,.\ and different divlsions. I'm not going to say its underfunded because 1nost
of the n1oney comes from the federal funds. Its understaffed. There are stili vacancies in the engineering and
biology ar(•as but it's a fantastic opportunity to serve the island because of all the divisions it covers: the air and
land, solid \vaste division, the hazardous \vastc division. VVe are hoping that sooner or later \Ve can get going \Vith
the bottle bill \vhich is going to be big and important to handle. Unfortunately, \Ve are going to go through some
sturnbling blocks on the vvay do\vn but \-Ve do hope to get that off the ground in the next year or year in a half if
that's possible. But I do ask for your support for my confirrnation. [ \vould like to continue to serve the agency.

Victor Zhou to continue on the c;EPi\ Board. 1\11 four (4) made slgnificant contributions to the agency through their
active participation, policy decisions and hearing on N()\! appeal cases. 'rhe current board \-Vorks in a professional
and collaborative rnanner and these 1ne1nbers have vvorked to make that happen. With been a pleasure \Vorking on
the Board \Vith these four (4) nomint-•es and hopt' that the c;uam Legislature \Vil! \Vork svviftly to confinn these very
capable individuals.

Bill. The biggest issue CE!' A will be challenged with is the need for the marine relocation. We have the draft SEIS \Yhich vvill be out by June of this year if not sooner and that's vvhere ste\vards of protecting our envtronn1ent \Vill be needed heavily to rely on their expertise that Is provided out of your agency. Son1e of those decisions \Vill ultimately con1e to the board for consideration. I look for\vard to your deliberatlon on some of those aspects. \,Ve
vvont to partner in terms of the n1ilitary relocation. \Ve also \Vant to make sure the process protects the environment for our future generations. There is one project vvhich 1'1n not sure it reaches the level of the Board, but there is a
project vvhich I pass by every single day in Pago Bay, Yona \vhich is that \Vonderful resort that has been established. \Vhenever \vetlands are changed into useable property, there hos to be some forn1 of 1nitigation
