The state Legislature
The Legislature is the paramount bn1.nch of American Government. It makes the state laws, con trols the expenditures and de termines the duties which the administrative authorities per form.
Without action by the state legislature there would be no elections, no registration, no public schools and no munici pal1 ties.
It regulates the citizen's civil rights and duties, secures him in the tenure of his property, and makes most of the rules that govern his daily movements.
In presenting this volume, I wish to express my sincere appreciation and thanks to the f'ollowing. Han. JohnTJ,. O'Brien, Speak~r of the House, Hon. Al Henry, President Pro-Tern of the Senate. S.R.
