CANADA INDIA ECONOMIC COUNCIL LAUNCHED NEW DELHI: India and Japan on Monday decided to enter into a $75- billion bilateral currency swap agreement which is expected to bring stability in foreign exchange and capital markets in the country. Finance Minister Arun Jaitley said the swap arrangement was 50 per cent higher than the previous such agreement between the two countries. "This bilateral swap reflects depth of our deeper economic relationship," he said in a tweet. Economic Affairs Secretary Subhash Chandra Garg added the $75-billion agreement was one of the largest swap arrangements in the world. The decision to conclude the arrangement was taken during Prime Minister Narendra Modi's visit to Japan where he discussed a range of issues with his Japanese counterpart Shinzo Abe. The government said it had taken various steps to address the issue of outward flow of foreign capital due to the gradual increase in policy interest rate in the US, and this decision was another such measure to boost confidence in the Indian market. "This facility will not only enable the agreed amount of capital being available to India on tap for use, it would also help in bringing down the cost of capital for Indian entities while accessing foreign capital market," a Finance Ministry statement said, adding it was another milestone in mutual cooperation between India and Japan. "This swap arrangement par ticularly reflects the depth of mutual trust and understanding, personal relationship and warmth between the two leaders built over many years," it added. It said with the arrangement in place, prospects of India would fur ther improve in tapping foreign capital for country's developmental needs. "To encourage investment in infrastructure, RBI (Reserve Bank of India) will address the resolution on hedging requirement," it added. TRUMP PLANNING TO END BIRTHRIGHT CITIZENSHIP WASHINGTON: US President Donald Trump confirmed on Tuesday that he is planning to put an end to what he called the "ridiculous" law that grants citizenship to all children born in US territory. "We're the only country in the world where a person comes in and has a baby, and the baby is essentially a citizen of the US... with all of those benefits," Trump said in an interview with the online daily Axios, reports Xinhua news agency. Trump did not mention the fact that more than two dozen other coun- tries, including Mexico and Canada, also have similar laws authorising citizenship for anyone born in their territory. CANADA INDIA ECONOMIC COUNCIL LAUNCHED

She wasn’t seeking revenge.Much as the others whose testimonials against editor-ministerMJ Akbar led to his resignation from the government last Wednes-day, Yamini had just wanted to go through the catharsis the campaignwas offering to those who had endured harassment at the hands ofmale leaders.However, her mission has changed since she first revealed her story.“I had no clue about my aggressor being a serial offender. Af ter Iwrote a Facebook post about how he harassed me when I was a cubrepor ter in 2005, many others shared similar experiences. A good beginninghas been made, but change will be gradual. That’s not to say therewon’t be any immediate effect. Thanks to MeToo, a whole new gen-eration of working women won’t have to internalise their pain anymore. Women won’t have to wait for decades to bare their scars,”says veteran journalist Saroj Nagi.

Report: India sends U.S. its 2ndlargest number of foreign studentsNEW YORK: India is the second largest source country of foreignstudents in the United States after China, according to a new officialrepor t. The biannual report on international student trends, released Oct. 28 bythe Student and Exchange Visitor Information System (SEVIS) of the U.S. Immigra-tion and Customs Enforcement, said that India was the second largest sourcecountry of foreign students in 2017, with 249,763 students from the country study-ing in American universities. China sent 481,106 students.The total number of students from India and China studying in the U.S. was out of atotal of over 1.5 million international students studying in various educationalinstitutions in the U.S. in 2017. “For ty-nine percent of the F and M student popula-tion in the United States hailed from either China (377,070 students) or India (211,703students), and interest continues to grow,” the repor t said.

In a stunning midday bloodless coup last Friday, PresidentMaithripala Sirisena, suffering from acute insecurity and nursingambitions for a second term, sacked Prime Minister Ranil

Wickremesinghe of the United National Par ty (UNP) and replacedhim with the charismatic former President Mahinda Rajapaksafrom his own Sri Lanka Freedom Par ty (SLFP). The four-year-oldNational Unity Government (NUG) which was cobbled together todefeat the pro-China Rajapaksa was under considerable stressfollowing personal differences between the two leaders of thecoalition government stemming from the drubbing it received at thelocal body elections in February 2018 from the Rajapaksa-led JointOpposition and due to the failure of his government in keeping itselectoral promises and poor governance.SIRISENA’S MACHIAVELLIAN SIDESirisena justified the dismissal of Wickremesinghe on grounds ofincompetence, corruption and a plot to assassinate the President.Speaker Karu Jayasuriya has urged Sirisena to reconvene Parlia-ment so that PM Wickremesinghe could prove his majority.How seriously political exper ts misjudged the Machiavellian sideof Sirisena — his surgical strike — is borne out by their expecta-tion that the NUG would continue and fight the next parliamentaryelection together. The clincher that unravelled the NUG was: Whowill be the next president of Sri Lanka?The Sirisena coup played out according to the third scenariocontained in my article in The Tribune on September 12. It read:'…in other words, Maithripala Sirisena and Mahinda Rajapaksareunite against Ranil Wickremesinghe'.The power ful Rajapaksa's reincarnation as prime minister was assurprising as the regime change. The apparent deal between alacklustre Sirisena and a rumbustious Rajapaksa is this: He willhelp Sirisena in winning the next presidential election due January2020 and the par ty's reunification will ensure if not a two-thirds,then a simple majority in the parliamentary polls due August 2020.Rajapaksa has called for snap elections. The wily war-winning

former two-term president, now serving under his former healthminister — who pulled the rug from under his feet — has notforgotten or forgiven this turncoat act of his new boss. TheMachiavelli in Sirisena might be punctured by the Rajapaksaclan— a sor t of Dir ty Dozen — under the scanner of cor ruptioncases that were apparently not pursued to finality by Sirisena andwill now be buried.The pro-India, pro-West Wickremesinghe was served a faitaccompli under the executive president's powers: dismissal of thePM and suspension of Parliament till November 16, allowingRajapaksa time to consolidate politically.HOW WILL WICKREMESINGHE FIGHT BACK?The Chief Justice, Nalin Perera, will have to determine the constitu-tionality and legality of dismissal and suspension of parliamentwhere the UNP has 106 seats, seven shor t of majority. The newcombine brings 95 parliamentarians together. It will need to breakthe UNP for numbers, which it has already star ted. The minorityTamils and Muslim par ties which are unlikely to vote for Rajapaksawith majoritarian tendencies will help the UNP bridge the gap. ButWickremesinghe proving his majority through a floor test canhappen only on November 16.IS THIS A SETBACK FOR INDIA?Yes. Of late, especially af ter the shock defeat in the local bodyelections of the government, Sirisena's anxieties and insecuritieshave grown. Rajapaksa's meeting with Prime Minister Modi inColombo last year at his request and being invited to India inSeptember 2018 at the invitation of the BJP's MP SubramanianSwamy in New Delhi and meeting with Modi again sowed doubts inSirisena's mind. After all, Rajapaksa had publicly denounced India/RAW for catalysing his defeat in 2015.Taking a cue from Rajapaksa, Sirisena went into a tizzy at a cabinetmeeting on October 16, accusing RAW of a plot to assassinate him(and Gotabhaya Rajapaksa, the former president's brother) whichhe later denied and also said he would not give the EasternColombo Terminal to 'outside par ties' (already committed to India)as 'we can't give our national assets to outsiders'. This wasreiterated by Minister of Ports and Shipping MahindaSamarasinghe just as Wickremesinghe landed in Delhi on October19 for a scheduled meeting with Modi during which it was insinu-ated that the delay in Indian projects in Sri Lanka was due toSirisena. A housing project in Jaffna previously awarded to China

was given to India by Wickremesinghe.Like in Nepal, a major clash of interests between India and Chinawill now brew in Sri Lanka. The India-China rivalry is just a subtextin the political drama- which is turning violent — being enacted inColombo. Chinese Ambassador in Colombo Cheng Xueyuan hasbeen overly friendly with Sirisena. On his birthday, he presented agif t cheque for $ 250 million to him to be used in his constituency.Cheng promptly met Rajapaksa after he was sworn in as PM andconveyed President Xi's greetings. He also met Wickremesinghewho contended he was still the PM and bona fide occupant of‘Temple Trees’, the official residence.CATCH-22 SITUATIONStill, the catch-22 lies in whether Rajapaksa sticks to his side ofthe bargain. His brother, Gotabhaya, one of the architects of thevictory against the LTTE, has already announced his intention of playing a moreactive role in politics, a euphemism for presidential ambitions. Who knows,Rajapaksa might just manage to restore the 18th amendment which lifts thetwo-term embargo on the President.ADVANTAGE RAJAPAKSAIn either case, the Rajapaksas may have the last laugh withSirisena who toppled Wickremesinghe for political self-preserva-tion, riding off into the sunset. Intriguing times lie ahead. Politicalinstability will dog Sri Lanka till the next set of elections. There isthis bizarre situation of two PMs. India has joined the US, UK andEU in expressing hope that democratic values and constitutionalprocesses will be respected. The return of the Rajapaksas isadvantage China, though it is not game, set and match yet.

JAIPUR: The ruling Bharatiya Janata par ty (BJP) in Rajasthan and theOpposition Congress are making maximum use of social media toreach out to voters in the state ahead of the assembly elections to beheld on December 7. The BJP has deployed around 150,000 volun-teers and the Congress nearly 100,000 at booth levels to take on eachother in cyber space, according to leaders of the two par ties.“Now social media influences youngsters more than anything,” saidBhanwar Meghwanshi, a Jaipur-based social scientist who has workedon digital platforms in Rajasthan for over a decade. “Young votersform their opinion not based on conventional media but on basis ofwhat appears on social media. That’s why all par ties are runningcampaigns on social media.”The information technology (IT) cells of the two par ties have set dailytargets for social media posts to take on each other and showcasetheir promises for voters. Even booth-level workers have been di-rected to release posts on hyperlocal issues daily to keep votersengaged. “We have war room from the state to the booth level and wehave engaged around 1.5 lakh volunteers,” said Mayank Jain,Rajasthan co-convener of the BJP’s IT cell.The Congress, though a late star ter on social media, is trying to catchup. “We are working effectively to propagate the message of the par ty

and counter the false narratives and lies spread by BJP,” said DanishAbrar, head of Rajasthan Congress IT cell.A Congress IT cell member, who didn’t want to be named, said thepar ty has appointed district coordinators who are helped by the so-cial media election committee. “We have also appointed assemblycoordinators which are suppor ted by a minimum of two volunteers ofeach booth in a constituency .” The BJP and the Congress have en-sured that there is a social media exper t at every booth. Every morn-ing they get the draft of the message to be made viral. In the evening,they are required to submit a repor t informing the impact. While struc-ture for dissemination of messages on social media of the two par-ties is similar, the BJP’s is more decentralised. The ruling par ty has41 each official Facebook pages and Twitter handles. The Congresshas 34 Facebook pages and eight Twitter handles. The BJP has thricethe number of Twitter followers as compared to the Congress but onFacebook the grand old par ty is catching up. The Congress has 7.10lakh followers on Facebook compared to 7.46 of the BJP.The Congress strategy is simple — attack the BJP and project theirplan for Rajasthan. The par ty will get live sessions of senior leaders,such as Rajasthan chief Sachin Pilot, and make them call votersthrough a pre-recorded message. The BJP is working on severalfronts— countering the Congress attack, projecting Prime MinisterNarendra Modi and chief minister Vasundhara Raje, releasing pictures of benefi-ciaries of schemes. The party will also launch 15 hashtags that will cover issuesof youth employment, women empowerment, farmer distress and manifesto ofthe party. “We are running a hashtag kesariya Rajasthan to showcase the goodwork done by the present government,” a BJP IT cell volunteer said.

NEW DELHI: Union environment minister Harsh Vardhan on Mondaysaid although less-polluting “green crackers” have been devised andthe technology will be shared with the industry soon, it will not beavailable this Diwali.The technology for fireworks with low emission levels was devel-oped by the National Environmental Engineering Research Institute(NEERI) of the Council of Scientific and Industrial Research (CSIR),Vardhan said while speaking here to the media.The green crackers manufactured were sent to the Petroleum andExplosives Safety Organisation (PESO) for safety checks and grant-ing licences to the manufacturers.“Obviously, they will not be available for this Diwali. But once grantedlicence by PESO, factories like those in Sivakashi will begin manu-facturing and these will be available for use on all occasions includ-ing weddings throughout the year,” the Minister said.Once safety check is done by the PESO, the manufacturers can goahead with the production of green crackers.In 2016 and 2017, the Central Pollution Control Board (CPCB) hadfound presence of high levels of toxic elements like barium and alu-minium in Delhi’s air a day after Diwali.The new technology, according to Harsh Vardhan, will have 20 to 30per cent less par ticle pollutants.Several highly toxic elements used in conventional fireworks likepotassium nitrate and sulphur have either been reduced or replacedin the new technology, he added.“The green crackers use less levels of potassium nitrate. It replacesaluminium with less toxic magnesium... In some products, we havealso reduced the quantity of magnesium. “Highly toxic barium has

HC seeks Delhi govt’sresponse on jobs to childrenor family members of 1984anti-Sikh riots victims

NEW DELHI: The Delhi high cour t Monday sought the AamAadmi Party (AAP) government’s response to a public in-terest litigation (PIL) alleging non-compliance of a 2006circular of the Centre directing that the children or otherfamily members of those killed in the 1984 anti-Sikh riotsbe provided jobs on compassionate grounds.A bench of chief justice Rajendra Menon and justice VKRao asked the AAP government in the national capital tosubmit a repor t indicating the status of the applications foremployment it had received since the circular was issued.The order came on a PIL filed by the Delhi Sikh GurdwaraManagement Committee (DSGMC), claiming that despitethe passage of 12 years since the circular, not a singleapplicant was provided employment by the Delhi govern-ment. The bench listed the matter for fur ther hearing onFebruary 4.The DSGMC, represented by senior advocate APS Ahluwaliaand advocate Harpreet Singh Hora, has contended in itsplea that non-implementation of the scheme has led to “un-due injustice and discrimination” being caused to the fami-lies of the anti-Sikh riot victims.Centre’s standing counsel Anurag Ahluwalia, appearing forthe ministry of home affairs, said according to the circular,the onus was on the Delhi government to provide employ-ment to the family members of the riot victims. The petitionclaims that as per official records, 2,733 people had died inthe riots and after the 2006 circular, 1,115 job applicationswere received by the Delhi government, which to date hasallegedly not employed even one family member of a riotvictim.The DSGMC, in its plea, has sought the status of the job applica-tions of the riot victims’ family members, along with the reasons forthe rejection or pendency of the same.It has also urged the court to direct that the claims of the riot victims’family members be decided within a specified time-frame.

However, the representation of womenin the different cells and wings of the par ty remains below 33%.State BJP spokesperson Mukesh Pareek admitted that therepresentation to women is not 33%, but said it is rising eachyear. “We are making effor ts to include more and more womenin the organisation,” he said.He said the par ty favours giving more tickets to women. “Anywoman who is capable and has been working in her area andhas a good chance of winning will definitely be considered for aticket,” he said.State BJP women’s cell president Madhu Sharma said, “BJPhas a woman chief minister. NEW DELHI: Kerala’s Cochin Shipyard will be equippedto make vessels to provide impetus to the government’sMake in India scheme, the shipping ministry an-nounced on Monday. The announcement came a daybefore Union shipping minister Nitin Gadkari and Keralachief minister Pinarayi Vijayan would lay the founda-tion for India’s largest dry dock for the construction,repair and maintenance of ships at the Cochin Ship-yard. “The dry dock will give an impetus to ‘Make inIndia’ initiative under Sagarmala (Programme for build-ing and modernizing por ts) and raise India’s share inglobal shipbuilding to 2%. India currently occupies0.66% share in global shipbuilding market,” the ship-ping ministry said. India’s commercial shipbuildingindustry is wor th Rs 3,200 crore and focuses prima-rily on small-medium sized off-shore vessels andcargo/bulk carriers. The new dock is being constructedat a cost of Rs 1,799 crore.The dock will be able to build specialised and techno-logically advanced large vessels like LNG Carriers, drillships,jack-up rigs, large dredgers, aircraft carriers for theIndian Navy and high-end research vessels.

Baazaar too moves into the same realm,the bullish market and the unscrupulous bulls riding high onmoney and greed. One such business tycoon is Shakun Kothari,a conniving Gujarati, for whom money is no less than god.Dhanda hai, the favourite Gujarati word that justifies theirbusiness acumen hangs heavy. It is the raison d'être ofShakun’s life and motto through which his business thrives.Everything is fair in the trade market… and thus he builds hisempire by manipulating stocks.Till the interval the film has you invested in his story as well asof Rizwan Ahmed with whom anyway the drama begins. Asmall town boy from Allahabad, he idolises Shakun like crazy.Even though the manner in which he finds his entry into the bigworld of Dalal Street is contrived, you do pay attention. Alas, thefilm tries too hard to touch base with our emotions and forsakesits advantage.Love angle; Radhika Apte playing a broker agent as well asRizwan’s love interest is more of a distraction. ChitranagdaSingh as Shakun’s wife gets to mouth some heavy-duty dia-logues on how female elephant ditches its male counterpar t todrive home a message and also leaves behind a clue. Both sheand Apte are relevant to the script but can’t elevate the film.What works are the devious designs of ruthless Shakun andSaif ’s expressions matching the guile of the character. If only,the director’s prime focus had been him and not the unneces-sary songs and good andbad binary, this could have been a high on adrenaline edgyexperience. Sadly, the director gets its calculations wrong. Stillthe movies passes muster and is passable fare. Only evencompelling Saif can’t transform it into a Wolf of the Dalal Street.

we actually miss the DJ wale babu. Two, it doesn’t cost a dimeto check facts before sketching and later directing scenes,something like por traying an Army base camp at Rajathanborder in this week’s Punjabi film release Ranjha Refugee.You can’t blame director Avtar Singh for giving a below averagetreatment to a below average story. But then aren’t expectationssupposed to bring disappointments. Half - baked story, ineffec-tive dialogues... Ranjha Refugee comes as a film that slowlydrags its existence to the climax. And if you think, leading actorin a double role is a sure-shot recipe for success (readJudwaa). You might want to rethink about it; it can also doubleup as a double assault on senses. The film does have manycomic roles, but the ones that will make you cry becausesometimes this is what bad jokes do to the people. And if youcome from an Army background or know anything about fauj,

and the brave faujis, you can fast forward cer tain par ts. The ar tdirection of Punjabi films is usually nice, especially when theycapture the old world charm, but guess, Ranjha Refugee fails inthis depar tment too.Heading straight to the acting depar tment as there is nothingthat you can say about direction, Roshan Prince plays Ranjhaand Refugee, and need we say after Laavan Phere, it was a badchoice. His character is incomplete and untreated. HarbySangha is one fine actor and in this film you’ll see how suchactors are made insubstantial. Ranjha Refugee is one odd filmthat has wasted an actor like Karamjit Anmol. As for the actressSaanvi Dhiman - is she supposed to be feisty or coy, thedirector could have made this clear. The film also has music,we told you in case you missed it along with direction, acting,comedy. This Ranjha and all the associates should take refugein an acting and direction class!

NEW DELHI: Former opener Sunil Gavaskar feels India captainVirat Kohli will greatly benefit from having MS Dhoni in the teamat the ICC Men's Cricket World Cup 2019.Dhoni's form has been a bit patchy in recent times, especiallywhen compared to his own lofty standards of the past, and thathas raised concerns that the wicketkeeper-batsman might bepast his prime. But the former India captain, who led India tomany a glorious triumph including in the inaugural ICC Men'sWorld T20 in 2007 and the ICC Men's Cricket World Cup 2011,brings plenty of added services to the side, such as fine-tuningfield-placements and encouraging bowlers from behind thestumps. Gavaskar feels that these qualities make Dhoni indis-pensable. "Virat needs (Dhoni)," Gavaskar said in his analysison Star Spor ts. "There's no doubt about it. While the twohave complemented each other really well at the top of theinnings, they are now also the second most successful openingpair for the Men in Blue behind Sachin Tendulkar and SouravGanguly. Needing five runs to over take Virender Sehwag andTendulkar — 3919 runs in 93 innings — the duo reached themilestone when Rohit collected a leg-bye in the opening over ofthe four th ODI against West Indies at the Brabourne Stadium onMonday. With the single, the duo of Rohit and Dhawan now have3920 runs from 87 innings at an average of 46.11. Their bestpar tnership stands at 210. They need another 2689 runs if theywish to match Tendulkar and Ganguly at the top.
