ในวนท 26 มถนายน ของทกปถกก าหนดใหเปนวนตอตานการทรมานสากล เพอเปนการระลกถงเหยอของการทรมาน คณะกรรมการปฏรปกฎหมาย มลนธผสานวฒนธรรม และ แอมเนสต อนเตอรเนชนแนล ประเทศไทย จงรวมกนจด ldquoเวทน าเสนอสถานการณปญหาการทรมานในประเทศไทยrdquo เพอใหสาธารณชนรบรสภาพปญหาการทรมานและแสวงหาความรวมมอเพอปองกน การทรมานในประเทศไทย โดยมเหยอและครอบครวเหยอจากการถกซอมทรมาน ทนายความ องคกรเอกชนทท างานดานการปองกนการทรมานและสทธมนษยชน แพทยจากสถาบนนตวทยาศาสตร นายทหารพระธรรมนญ กรมคมครองสทธ นกศกษา ฯลฯ เขารวม
การทรมาน (Torture) ตามอนสญญาตอตานการทรมานและการประตบตหรอการลงโทษทโหดรายไร มนษยธรรม หรอย ายศกดศร หมายถง การกระท าใดกตามโดยเจตนาทท าใหเกดความเจบปวดหรอความทกขทรมานอยาง สาหส ไมวาทางกายหรอทางจตใจ ตอบคคลใดบคคลหนง เพอความมงประสงคทจะใหไดมาซงขอสนเทศหรอค าสารภาพจากบคคลนน หรอจากบคคลทสาม
กระทรวงยตธรรม โดยสถาบนนตวทยาศาสตรไดยกตวอยางของการทรมาน เชน การซอมตามเนอตวรางกายดวยการทบต ตบ เตะ ตอย ใชพานทายปนกระแทก ใชไฟฟาหรอบหรจทอวยวะเพศ การปสสาวะใสปาก การคลมศรษะดวยถงพลาสตกใหขาดอากาศหายใจเปนระยะๆ การใสกญแจมอผกกบเฮลคอปเตอรขณะท าการบน การบงคบถอดเสอผาใหอยในหองทมอณหภมต าเปนระยะเวลานาน การกดศรษะลงน า ใหอดอาหาร บงคบใหรบประทานสงทปกตไมพงรบประทาน การโรยพรกลงบนบาดแผล การกระท าช าเราหรอลวงละเมดทางเพศ การตดอวยวะส าคญ ถอนฟน ดงเลบ บงคบใหตากแดดเปนเวลานาน บงคบใชยากลอมหรอหลอนประสาท ใหเปลอยกายในทสาธารณะ หรอการกระท าตอความเชอทางศาสนา เปนตน
ศวทต มนตาภรณ อาจารยคณะนตศาสตร จฬาลงกรณมหาวทยาลย และเปนผเชยวชาญกฎหมายสทธมนษยชนระหวางประเทศ กลาวถงการทรมานวาเปนความผดทางศลธรรมทกอยาง ไมสามารถอางขอยกเวนได ถอเปนสทธทจะไมถกทรมานอยางเดดขาด ไมวากฎหมายภายในประเทศทใชมากอนหรอหลงกขดไมได การทรมานถอเปนอาชญากรรมทงในประเทศและระหวางประเทศ และหากมความกวางขวางและประทษรายตอประชาชน จะถอวาเปนอาชญากรรมตอมนษยชาต ซงเชอมโยงกบศาลอาญาระหวางประเทศ หากเกดการทรมานในสงคราม ถอวาเปนอาชญากรรมในสงคราม ทกรฐจะตองยอมรบในกรอบสากลนน
นางสาวอญชนา หมมหนะ ตวแทนกลมดวยใจ กลาวถงการท างานเยยวยาผเสยหายจากการทรมานภายใตโครงการยตธรรมน าสนตสข พบ 80 ของผเขารวมโครงการมภาวะวตกกงวล มความเครยดจากการประสบเหตการณรายแรง และเปนโรคซมเศรา โดยผทอยในเรอนจ าจะรสกปลอดภยมากกวา แตกมความเศราเพราะไมมความหวงในอนาคตวาจะสามารถออกไปท าอะไรได มแตความคดแงลบในการปฏเสธรฐ ไมกลารบการชวยเหลอเพราะสาเหตจากการกลวทหาร เจาหนาทรฐ และ
ยงเกดความหวงครอบครว รวมถงผทไดรบการดแลภายใตกฎอยการศก เกดความหวาดกลว ระแวงสงคม เมอเหนเจาหนาทกมความตองการจะหลบหน ไมกลาออกไปไหน หรอคดจะดกท ารายเจาหนาท ซงกลมคนเหลานไมสามารถเยยวยาโดยรฐได เพราะผกระท าคอรฐ ท าใหขาดความเชอมนตอรฐไปเลย
นพนรนดร พทกษวชระ กรรมการสทธมนษยชนแหงชาต เนนย าเรองมาตรการปองกนและเยยวยาผเสยหายจากการทรมาน โดยถอวาการทรมานเปนอาชญากรรมโดยรฐ ทงปญหาสามจงหวดชายแดนภาคใตทดเหมอนความรนแรงลดนอยลงในเชงปรมาณ แตเพมขนในเชงสถต ปญหาผอพยพโดยเฉพาะชาวโรฮงญาทเปนปญหาการใชกฎหมายไมถกตอง การขดแยงทางการเมองและการฆาตดตอนซงลวนแลวแตท าใหเกดการทรมานทง สน แนะรฐตองชดเจนในการแกไขปญหา ldquoประชาชนมสทธในการรบรความจรง สงทรฐตองท าคอท าใหความจรงปรากฏ ถาความจรงไมปรากฏวารฐเปนผละเมด ประชาชนกจะถกละเมดศกดศรความเปนมนษยตอไป และมสทธทจะเอาคนผดมาลงโทษ รฐจะตองน าผกระท าผดมาลงโทษ จะตองไมปลอยใหคนท าผดลอยนวล อกทงมสทธทจะไดรบการชดเชยเยยวยาอยางเปนระบบ ทงนเพอคนศกดศรใหผทถกกลาวหา และรฐตองยนยนใหไดวาจะไมมเหตการณแบบนนเกดขนอกrdquo
นอกจากนนนางสาวนรศราวลณ แกวนพรตน ญาตของพลทหารวเชยร เผอกสม พลทหารประจ ากองพนพฒนาท 4 คายกรมหลวงนราธวาสราชนครนทร ผเสยหายจากการซอมทรมานของครฝกจนเสยชวตเมอป 2554 ไดมาถายทอดประสบการณการรองเรยน และความยากล าบากในการตอสเพอหาความเปนธรรม ถงแมเวลาจะผานไป 2 ป เธอและครอบครวยงตองตอสกบอ านาจรฐ อ านาจมดของระบบอปถมภ เพอปกปองสทธใหกบคนอน โดยไมตองการใหเหตการณเชนนเกดขนกบใครอก เธอยงคงเชอวา ความถกตองและความยตธรรม เปนสงส าคญ และตองอยเหนอ อ านาจและเงน ปจจบนญาตพลทหารวเชยรไดน าคดนขนสศาลเปนคดแพง ฟองเรยกคาเสยหายกบกระทรวงกลาโหมและกองทพบก พรอมเรยกรองหนวยงานทเกยวของใหน าตวผกระท าผดมาลงโทษตามกฎหมาย

Although there were fewer numbers of members from the north attended the meeting than other regions but opinions shared on the work were intense and northern members showed interests on corporate accountability and International Criminal Court (ICC)

There were members from deep south provinces and other provinces in the south who consulted and proposed the work together Southern members showed interests in criminal justice issues (including torture detention etc) armed conflict and International Criminal Court (ICC)
8 มถนายน 2556 การประชมใหญสามญประจ า 2556 แอมเนสต อนเตอรเนชนแนล ประเทศไทย ณ บานเซเวยร กรงเทพฯ การประชมฯ ในปนมสมาชกเขารวมลดลงกวาปทผานมา โดยมสมาชกเขารวมเพยง 35 คน สรางความกงวลตอคณะกรรมการและเจาหนาทผจดงาน วาอะไรคอปจจยในการเขาประชมหรอไมเขาประชมของสมาชก สมาชกทราบหรอไมถงความส าคญของการประชมฯ สมาชกใหความส าคญตอการมสวนรวมในทศทางการท างานเพอยตการละเมดสทธมนษยชนมากนอยเพยงไร ปนเปนปแรกทมมตใหสมาชกสามารถเลอกตงลวงหนา หรอเลอกตงผานไปรษณย โดยม 30 เสยงจากการเลอกตงดงกลาว และ 22 เสยงจากวนงาน จากผลการเลอกตง นางสาวธนภรณ สาลผล และนายบารม ชยรตน ไดรบเลอกเปนคณะกรรมการ ดวยคะแนนเสยง 41 และ 29 ตามล าดบ และมตทประชม 46 เสยง รบรองนางชนสข อาศยธรรมกล เปนเหรญญก ภายในงานยงมการมอบประกาศนยบตรส าหรบสมาชกรายบคคลและแบบกลมทใหความสนบสนนอยางตอเนองและเขมขนตอการท างานปกปอง คมครอง และสงเสรมสทธมนษยชน มากไปกวานนการประชมฯ ปนยงเปนการเฉลมฉลองและเปดตวกจกรรมเนองในโอกาสครบรอบ 10 ป อยางเปนทางการของแอมเนสต อนเตอรเนชนแนล ประเทศไทย ภาพกจกรรม httptinyurlcomonydsj4
June 8 2013 Amnesty International Thailand Annual General Meeting Xavier Hall Bangkok There were fewer members who attended the Annual General Meeting this year compared to a year ago There were only 35 members who attended the meeting which caused concerns for the Board and staff organizer about the factors that makes members either attend the meeting or not attend the meeting Do members know the importance of the meeting Do members see the importance of their participation in the direction of Amnesty International Thailand lsquos work to human rights impact This year was the first year that there was a resolution from last year AGM approved for the members to be able to vote in advance or vote through the mail ballot There were 30 votes for the election above and 22 votes on the day Results of the election committee Ms Thanaporn Saleepol and Mr Baramee Chairad and Mrs Chuensuk Asaithamkun as a treasurer In the meeting they also handed out certificates for the individual members and groups who have provided ongoing support and concentrated on the protection and promotion of human rights Moreover the meeting was also for a celebration and launch of the event on the occasion of 10th (official) anniversary of Amnesty International Thailand More photos httptinyurlcomonydsj4

Freedom of Expression Dream (Un)realized
Annoyance anger and fear perhaps these are all emotions felt by Greek journalist Kostas Vaxevanis on October 2012 after he was arrested for publishing a list of Greeks who had bank accounts in Switzerland to evade tax Freedom of expression which is ldquothe right to hold your own opin-ions and express them freely without government interferencerdquo (Equality and Human Rights Comission) is a universally recognized human right but is it actually protected How far have we come since the Athenian ancestors of modern Greeks who were great believers in freedom of speech punished Socrates two thousand years ago for his teachings Freedom of expression is a fundamental human right Amnesty International states that freedom of expression is ldquoimportant for the personal development and dignity of every individual and is vital for the fulfillment of other human rightsrdquo This right refers to both the right to express opinion and the right to access information Freedom of expression is highly important without it the people cannot give out their opinion freely which has many implications such as restricting political participation which is another human right altogether This right is undoubtedly important the French writer Voltaire famously said ldquoI donrsquot agree with a word you say but Irsquoll defend to the death your right to say itrdquo But why would he have to defend it After all is freedom of expression not a right to be taken for granted It turns out that freedom of expression is still very much a privilege not a right in 2011 Freedom House ranked 30 of 197 countries as having an unfree press (an indication of a lack of freedom of expression) including countries with large populations such as China Throughout history freedom of ex-pression has been frequently abused Vaxevanisrsquos case is just one recent example In other places whole nations such as North Korea oppresses the speech of the people speaking against the Supreme Leader would be akin to asking to going to a labor camp Certainly there is still a long way to go before freedom of expression is a right everywhere on Earth In my opinion this freedom must not be abused everyone should be allowed the right to voice their opinion freely as long as what they say does not harm others There are people who are working towards that goal universal freedom of expression however Amnesty International Article 19 and Human Rights Watch are just some examples of organizations campaigning for a censorship-free world Article 19 ldquoenvisages a world where people are free to speak their opinionrdquo To support the cause for freedom of expression is to support the organizations campaigning for freedom of expression I think that to suppress this freedom is to destroy the creativity of the human mind We are coming closer and closer to the goal however and perhaps one day with everyonersquos help the dream that all the world will experience freedom of expression will be realized

June 8 2013 Amnesty International Thailand Annual General Meeting Xavier Hall Bangkok There were fewer members who attended the Annual General Meeting this year compared to a year ago There were only 35 members who attended the meeting which caused concerns for the Board and staff organizer about the factors that makes members either attend the meeting or not attend the meeting Do members know the importance of the meeting Do members see the importance of their participation in the direction of Amnesty International Thailand lsquos work to human rights impact This year was the first year that there was a resolution from last year AGM approved for the members to be able to vote in advance or vote through the mail ballot There were 30 votes for the election above and 22 votes on the day Results of the election committee Ms Thanaporn Saleepol and Mr Baramee Chairad and Mrs Chuensuk Asaithamkun as a treasurer In the meeting they also handed out certificates for the individual members and groups who have provided ongoing support and concentrated on the protection and promotion of human rights Moreover the meeting was also for a celebration and launch of the event on the occasion of 10th (official) anniversary of Amnesty International Thailand More photos httptinyurlcomonydsj4

Freedom of Expression Dream (Un)realized
Annoyance anger and fear perhaps these are all emotions felt by Greek journalist Kostas Vaxevanis on October 2012 after he was arrested for publishing a list of Greeks who had bank accounts in Switzerland to evade tax Freedom of expression which is ldquothe right to hold your own opin-ions and express them freely without government interferencerdquo (Equality and Human Rights Comission) is a universally recognized human right but is it actually protected How far have we come since the Athenian ancestors of modern Greeks who were great believers in freedom of speech punished Socrates two thousand years ago for his teachings Freedom of expression is a fundamental human right Amnesty International states that freedom of expression is ldquoimportant for the personal development and dignity of every individual and is vital for the fulfillment of other human rightsrdquo This right refers to both the right to express opinion and the right to access information Freedom of expression is highly important without it the people cannot give out their opinion freely which has many implications such as restricting political participation which is another human right altogether This right is undoubtedly important the French writer Voltaire famously said ldquoI donrsquot agree with a word you say but Irsquoll defend to the death your right to say itrdquo But why would he have to defend it After all is freedom of expression not a right to be taken for granted It turns out that freedom of expression is still very much a privilege not a right in 2011 Freedom House ranked 30 of 197 countries as having an unfree press (an indication of a lack of freedom of expression) including countries with large populations such as China Throughout history freedom of ex-pression has been frequently abused Vaxevanisrsquos case is just one recent example In other places whole nations such as North Korea oppresses the speech of the people speaking against the Supreme Leader would be akin to asking to going to a labor camp Certainly there is still a long way to go before freedom of expression is a right everywhere on Earth In my opinion this freedom must not be abused everyone should be allowed the right to voice their opinion freely as long as what they say does not harm others There are people who are working towards that goal universal freedom of expression however Amnesty International Article 19 and Human Rights Watch are just some examples of organizations campaigning for a censorship-free world Article 19 ldquoenvisages a world where people are free to speak their opinionrdquo To support the cause for freedom of expression is to support the organizations campaigning for freedom of expression I think that to suppress this freedom is to destroy the creativity of the human mind We are coming closer and closer to the goal however and perhaps one day with everyonersquos help the dream that all the world will experience freedom of expression will be realized

Freedom of Expression Dream (Un)realized
Annoyance anger and fear perhaps these are all emotions felt by Greek journalist Kostas Vaxevanis on October 2012 after he was arrested for publishing a list of Greeks who had bank accounts in Switzerland to evade tax Freedom of expression which is ldquothe right to hold your own opin-ions and express them freely without government interferencerdquo (Equality and Human Rights Comission) is a universally recognized human right but is it actually protected How far have we come since the Athenian ancestors of modern Greeks who were great believers in freedom of speech punished Socrates two thousand years ago for his teachings Freedom of expression is a fundamental human right Amnesty International states that freedom of expression is ldquoimportant for the personal development and dignity of every individual and is vital for the fulfillment of other human rightsrdquo This right refers to both the right to express opinion and the right to access information Freedom of expression is highly important without it the people cannot give out their opinion freely which has many implications such as restricting political participation which is another human right altogether This right is undoubtedly important the French writer Voltaire famously said ldquoI donrsquot agree with a word you say but Irsquoll defend to the death your right to say itrdquo But why would he have to defend it After all is freedom of expression not a right to be taken for granted It turns out that freedom of expression is still very much a privilege not a right in 2011 Freedom House ranked 30 of 197 countries as having an unfree press (an indication of a lack of freedom of expression) including countries with large populations such as China Throughout history freedom of ex-pression has been frequently abused Vaxevanisrsquos case is just one recent example In other places whole nations such as North Korea oppresses the speech of the people speaking against the Supreme Leader would be akin to asking to going to a labor camp Certainly there is still a long way to go before freedom of expression is a right everywhere on Earth In my opinion this freedom must not be abused everyone should be allowed the right to voice their opinion freely as long as what they say does not harm others There are people who are working towards that goal universal freedom of expression however Amnesty International Article 19 and Human Rights Watch are just some examples of organizations campaigning for a censorship-free world Article 19 ldquoenvisages a world where people are free to speak their opinionrdquo To support the cause for freedom of expression is to support the organizations campaigning for freedom of expression I think that to suppress this freedom is to destroy the creativity of the human mind We are coming closer and closer to the goal however and perhaps one day with everyonersquos help the dream that all the world will experience freedom of expression will be realized
