'" serVice is not available. However at CFS (JJP), empty container plot is available 24 X 7

but subject to availability of surveyor supposed to be provided by the shipping lines. If

the surveyor(s), report are provided by the shipping lines, 24X7 empty container plot

service can be available at JJP CFS.

In this regard, representative of NACFS, Shri P.K.Srivastava told that trucks should be

unloaded as early as possible e.g. before 6:30 pm so that the trucks can bring more

number of containers and exporters can send more number of containers at one go. Sri

Sujit Chakraborty told that he met KoPT officers on this issue.

2. Frequent Link Failure:

There is often link failure at the Port and export consignments are being held up and

manual LEO is being given, subject to registration of Shipping Bill. However,

registration cannot be done when there is Link Failure. e,

Therefore, CCHAA representatives suggested that Standing Order in this regai:d"m""ay be ~.r;"': ~-:'., v.:~ -~;;

(a) Containers moving from port /CFS to bonded warehouse under escort of

Preventive Officer.

In this context, Commissioner (port) informed that The C.C.H.A. Association has

demanded not to use Customs Bottle Seal "In case of Containers moving from

Port/CFS to Bonded Warehouse under escort of Preventive Officer". But in case

of movement of Containers meant for Warehousing, a Preventive Officer can

escort a maximum three containers at one time. So, it may not be feasible for a "

In this regard, Joint Commissioner (Airport & Admin), Sri Godara told that the checking

of all the attributes is mandatory before issuance, extension and renewal of CB license.

However, in the last few weeks, the speed of issuance of licenses has increased

considerably. He further informed that the concerned department has to obtain reply

(NOC) from ED! and SIB. In this regard, CCHAA representative Shri Sujit Chakraborty

told that getting the NOC is time-consuming now-a-days. Vice-President, NACFS Shri

P.K.Srivastava asked whether issuance of the NOC by the sections of Custom House is

necessary requirement. ASIC was concerned about the registration process. It~~..r'~fard,

of Import Load Containers & Cargo and Gate pass should be issued by Custodian without

any further involvement of Customs/ Proper Office at all.

They said that the point proposed above will make delivery process much faster and

results in smooth operation with better turnaround time of containers and will also greatly

contribute to the ease of doing business for the trade. In this regard, a Public Notice has

already been issued.

port in stuffed condition. The concerned examiner/appraiser examines the goods and gives

ReportlLEO in the system. On receipt of Mate Receipt the P.O. posted at Dock enters the

Stuffing Report in the System. There is no scope for the Preventive side to check the

veracity of export goods inside the containers as the same is entering inside the dock in

stuffed condition. Moreover, in case of more than one container are being exported in a

particular Shipping Bill, no document is being submitted by the Exporter / CHAs

specifying the No. of packages inside the container. So, it may not be possible by the

Preventive side to enter the Stuffing Report in the System without the Mate Re~~iD~ and ~,;,:"""oI'; :;:

boxes are lying unclaimed and out of those, Haldia dockyard (under KoPT) alone has 800

unclaimed boxes. In this context, Mr. P.K.Srivastava told that he was unable to do his job

efficiently but he will do his best to resolve this matter before the next TFC.
