I. CRITERIA FOR THE SET Up OF DEMONSTRATIONSITES

The following criteria are recommended as adecision making framework that can be applied tosetting up RIL demonstration site within the Asia-Pacific region.

,. 2. Forest

. - Forest tenure must be secure, in thedemonstration forest- I concessionpreferably for a project life of 3-5 years,

. The forest owner/concessionaire should befully aware of concept and practice of RILand preferably be in the process ofimplementing RIL in their own operations.

. The forest owner/concessionaire should befully aware of the aims of the trainingcentre and be willing for the forest area tobe used as a demonstration site fornational and or regional purposes,

. Safe working practices must be observedthroughout the demonstration area.Machines and equipment used must' besafe and reliable. In the event ofbreakdowns, replacement machines andequipment should be available.

. Demonstration site boundaries should beclearly demarcated in the field so thatthere is no confusion with other activities.

. The forest area should reflect generalworking conditions ' in the region andshould prefersbly be a mixture of lowlandand hill forest. It should also reflect the soiltype, topography and -general biodiversityof the region.

,. S. RIL Field Training Site

. A forest-based training camp must bepresent or be established with facilitiesand infrastructure to enable a course of aminimum of 20-25 people includinginstructors and course participants.

. The training centre should be in closeproximity to the demonstration site,preferabIy no more than , hour's drive.

. All cost saving aspects should be fullyinvestigated, for example, using existingforest-based centres and forestry trainingsystems within the host country.

o The host country should reflect a degreeof participation in tropical logging andindustrialised wood processing. Forexample Indonesia is the region's majorproducer of logs and forest relatedindustrial products. It is appropriate toconsider having a regional training centrebased in this country,

Based on criteria for establishing DemonstrationSites and the need to select location for RegionalTraining Centre, It is recommended that Seturan isthe best choice.

Seturan Research Station was established in ,999 as abase for C. IFOR. research in the Bulungan ResearchForest. The camp is Situated in the INHUTAN1 11 ForestConcession in the Malinau District, East Kanmantan,Indonesia,

International access could be through Jakarta orfrom Singapore to Ballkpapan, from there bydirect charter plane to Malinau, which is jusLthree hours drive by 4x4 vehicle from Seturancamp.

There is an open-cast mining operation run byan international company in the vicinity and allroad networks are maintained to a highstandard. There is also a good governmentclinic at Malinau, Should flying conditionsbecome impossible there is a back-up boatservice. to Tarakan, ' but that requires anovernight stay.

The concessionaires, INHUTAN1 11, have aireadparticipated in a RIL experimental pro^Ctsponsored by CIFOR. There are already a numbof INHUTAN1 11 and CiFOR staff trained in RIL (commercial basis) 'and the concession h Identhusiastically supports the development fRIL demonstration site in the concession.

3.2. CIFOR Seturan camp

CIFOR has simple but adequate accommodthat is clean and has the impression of bgenerally well managed. There will be soupgrading of the facilities required in term fextra accommodation, electricity capacity, andwater tanks but generally the camp is su't blto host international participants. Internat' Iresearch students currently use the facilit'a small scale, so the centre is already establish din international circles. Please see attached s'tplan and map.

3.3. Demonstration sites

The camp is 15 minutes drive from thproposed demonstration sites and thus in tkey criterion of accessibility since the cam isalso accessible by same-day travel frominternational airport.

Forest resource tenure is secure and the forest

type reflects that generally found in the regionwith a mixture of hill and lowland dipterocarpforest.

INHUTAN1 11 will supply the relevant equipmentfor RIL demonstration purposes and this costhas been Included in the proposed budget. Inthe previous CIFOR project the caterpillardealers, TRAKINDO, supplied two CAT 527 trackedskidders, the latest technology, and this avenuewill again ' be investigated, Choosing a site with awell-established forest base, shared with aninternational institution, -easily .accessible frominternational airports, and in which staff have afamiliarity with RIL, will Yield major cost andefficiency gains.
