1. NATIONAL AND INTERNATIONAL ISSUES

1.1 ECONOMIC DEVELOPMENT

Control and resolution of NPAs As per RBI inputs, the primary reasons for spurt in stressed assets have been observed to be among others

1. aggressive lending practices, 2. willful default /loan frauds/corruption in some cases, 3. and economic slowdown.

Asset Quality Review (AQR) initiated in 2015 for clean and fully provisioned bank balance-sheets revealed high incidence of non-performing assets (NPAs). As per AQR stressed accounts were reclassified as NPAs.

● The Insolvency and Bankruptcy Code, 2016 (IBC) has been enacted ○ to create a unified framework for resolving insolvency and bankruptcy

matters. ○ Under this, the interim resolution professional takes over

management of affairs of corporate debtor. ○ Debarment of willful defaulters and persons associated with NPA

accounts from the resolution process ● The Banking Regulation Act, 1949 has been amended to provide for

authorization to RBI to issue directions to banks to initiate the insolvency resolution process under IBC.

● The Securitization and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 has been amended to make it more effective.

● Debts Recovery Tribunals have been established to expedite recovery. ● Under the Public Sector Banks (PSBs) Reforms Agenda, PSBs have created

stressed asset management verticals for stringent recovery

National Anti-Profiteering Authority (NAA) The Government has approved the constitution of a National Anti-Profiteering Authority (NAA) – the institutional mechanism under the GST law.

Functions of the Authority

● To ensure that the benefits of the reduction in GST rates on goods or services is passed on to the ultimate consumers by way of a reduction in prices by traders.

● To ensure that traders are not realizing unfair profit by charging high price from the consumers in the name of GST.

● The responsibility of the NAA is to examine and check such profiteering activities and recommend punitive actions including cancellation of licenses.

Safeguard duty on solar cells ● India had imposed safeguard duty on solar cells imports from China and

Malaysia for two years. ● The move is aimed at helping domestic solar cell manufacturing sector

About safeguard duty:

● The safeguard duty is a tariff ● to ensure that imports in excessive quantities do not harm the domestic

industry.

NPCI unveils ‘more secure’ UPI with overdraft facility The National Payments Corporation of India (NPCI) has upgraded the unified payments interface (UPI) with enhanced security features and overdraft facilities.

UPI:

● Its high volume, low cost and highly scalable architecture built on an open source platform is key to India’s transformation to a digital payment economy

● In addition to current and savings accounts, customers can now link their overdraft account (that allows drawing more money than the account holds) to UPI

● The interface is regulated by the Reserve Bank of India

CAD to widen to 2.5% of GDP

Reasons:

● The rupee depreciation against dollar ● The higher oil prices ● The strong non-oil import demand ● A number of economic crises in large emerging markets including

Argentina, Venezuela and Turkey have made global investors more cautious about emerging markets’ currencies and equities

About CAD:

● The current account deficit is a measurement of a country’s trade ● Deficit occurs when the value of the goods and services it imports

exceeds the value of the goods and services it exports. ● The current account includes net income, such as interest and dividends,

and transfers, such as foreign aid. Depreciation of rupee causes

● Imports become more expensive ● Increase the oil import bill ● Higher inflation ● Affects infrastructural projects

Share buyback ● A buyback is a mechanism through which a listed company buys back

shares from the market ● Buybacks are typically done when a company has a significant cash

reserve and feels that the shares are not fairly valued at the current market price

Open market mechanism:

● The company buys back the shares from the secondary market

Ocean Services, Technology, Observations, Resources Modelling and Science (O-SMART) The scheme encompasses a total of 16 sub-projects addressing ocean development activities such as Services, Technology, Resources, Observations and Science. Features • Implementation of O-SMART will help in addressing issues relating to

Sustainable Development Goal-14 • Aims to conserve use of oceans, marine resources for sustainable

development. • This scheme also provides necessary scientific and technological background

required for implementation of various aspects of Blue Economy. • The State of Art Early Warning Systems established under the scheme will help

in effectively dealing with ocean disasters like Tsunami, storm surges. • The technologies being developed under this Scheme will help in harnessing

the vast ocean resources of both living and non-living resources from the seas around India.

1.2 INDUSTRIAL DEVELOPMENT

Motivating & Attracting Youth in Agriculture (MAYA) • ICAR had initiated a program on “Attracting and Retaining Youth in Agriculture

(ARYA) during 2015-16. • Under this scheme, special efforts are being taken up to attract the rural youth

under the age of 35 years in agriculture so that the increase in the migration of rural youth towards cities is controlled.

• A two-day conference on Motivating and Attracting Youth in Agriculture (MAYA) was conducted by ICAR.

Soil Health Card Launched to take care of Soil Health in a uniform manner.

● Soil Health Card contains the status of soils with respect to 12 parameters, namely – N, P, K (Macro-nutrients), S (Secondary-nutrients), Zn, Fe, Cu, Mn, B (Micro-nutrients) and pH, EC, OC (Physical Parameters).

● It provides crop wise fertilizer recommendations. ● Soil Health Card helps farmers to improve productivity by maintaining soil

health. ● It enables farmers to apply recommended dosages of fertilizers ● Under these schemes financial assistance is provided to State Governments

and not farmers directly.

New policy to promote electric vehicles The government is preparing a fresh policy for promotion of electric vehicles.

Highlights:

● The policy advocates minimal subsidies ● The government will first begin creating favorable ecosystems in nine

polluted cities with a population of over four million, and gradually move to cities with populations of one million-plus

● A 100-day global challenge to automakers for setting up manufacturing facilities for e-vehicles, batteries and charging infrastructure in India

● The second phase of Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India (Fame India) scheme

● The non-fiscal incentives to electric vehicle firms for five years Fame India scheme:

● To support hybrid/electric vehicles market development and Manufacturing eco-system.

● The scheme has 4 focus areas i.e. Technology development, Demand Creation, Pilot Projects and Charging Infrastructure.

● The FAME India Scheme is aimed at incentivising all vehicle. ● The scheme covers Hybrid & Electric technologies like Mild Hybrid, Strong

Hybrid, Plug in Hybrid & Battery Electric Vehicles. FAME India II

● It will envisage setting up massive charging infrastructure to support electric vehicles

● Under the scheme, depending on technology, battery-operated scooters and motorcycles also are eligible for incentives

The non-compliance with CSR provisions The Ministry of Corporate Affairs has issued preliminary notices to 272 companies for alleged non-compliance with CSR provisions under the companies’ law.

Corporate Social Responsibility

● Under the Companies Act, 2013, certain class of entities are required to spend at least two per cent of their three-year average net profit towards Corporate Social Responsibility (CSR) activities.

● Act provides the threshold limit for applicability of the CSR ● CSR are also applicable to branch and project offices of a foreign company in

India. ● The activities include eradicating extreme hunger and poverty, promotion of

education, promoting gender equality and empowering women, reducing child mortality and improving maternal health etc.

● The ministry has established Centralized Scrutiny and Prosecution Mechanism (CSPM) on pilot basis for enforcement of CSR provisions.

Pitch to MOVE Pitch to MOVE is organised by NITI Aayog in collaboration with Invest India and Society of Indian Automobile Manufacturers (SIAM)

● It aims to identify and incentivise the startups, which will help the Government realize its vision of Shared, Connected, Intermodal and Environment Friendly Mobility for India

International Year of Millets ● India is celebrating 2018 as the National Year of Millets ● It is promoting cultivation by amending cropping pattern of areas which are

especially susceptible to climate change ● Millets are highly nutritious and useful in various lifestyle diseases

New gold micro crystallites Researchers have developed a new type of gold in the form of very small crystals

● It does not dissolve in mercury and Aqua regia (a mixture of nitric acid and hydrochloric acid), and showed the least interaction with copper.

● The microcystallites were synthesised by decomposing an organic complex containing gold and other ions under controlled conditions.

● Normal gold has a (face-centered) cubic structure, while the new ones exhibit deformed cubic structure — tetragonal and orthorhombic cells.

UDAN International

The draft scheme is designed for State governments that are keen to promote air connectivity on international routes identified by them

● Offering subsidy to domestic airlines for a period of three year. ● The key difference between this scheme and the regional connectivity

scheme (RCS) for domestic routes is that there is no capping of fares About UDAN:

● UDAN-RCS, UDAN (Ude Desh ka Aam Naagrik) is a regional airport development and “Regional Connectivity Scheme” (RCS) of Government of India.

● The objective is “Let the common citizen of the country fly” ● It aimed at making air travel affordable and widespread

BIS to set standards for the services sector The Bureau of Indian Standards (BIS) has started the process to set new standards to measure quality of services offered to consumers across different sectors, including telecom, aviation, e-commerce and healthcare.

● The initial focus will be the 12 champion services sectors identified by the government.

About BIS:

● The Bureau of Indian Standards (BIS) is the national Standards Body of India working under the aegis of Ministry of Consumer Affairs, Food & Public Distribution, Government of India

● The BIS, which sets the quality regulations for various products from gold to bottled water

Green process in textile industry A completely green method can potentially do away with using water for sizing and desizing cotton and polyster yarn in Textile industry.

How?

● By using liquid and supercritical carbon dioxide instead of water, and sucrose octaacetate in place of starch.

● Sizing removes or smoothens the projecting microfibres. Benefits:

● Zero-pollution ● Zero-waste as both carbon dioxide and the sizing agent ● The cane sugar, can be recycled endlessly ● Minimize water wastage

Innovation Cell and Atal Ranking of Institutions on Innovation Achievements (ARIIA) Innovation cell is MHRD’s initiative and has been established at AICTE premises with a purpose to systematically foster the culture of Innovation in all Higher Education Institutions (HEIs) across the country. 4. National Student Startup Policy (NSSP) Atal Ranking of Institutions on Innovation Achievements (ARIIA) • to systematically rank education institutions and universities primarily on

innovation related indicators. • ARIIA considers all major indicators which are commonly used globally. • More than quantity, ARIIA will focus on quality of innovations and will try to

measure the real impact created by these innovations nationally and internationally.

World’s Biggest Open Innovation Model – ‘Smart India Hackathon- 2019’ The third edition of World’s Biggest Open Innovation Model – Smart India Hackathon 2019 was launched by the Union Minister for Human Resource Development. • SIH-2019 is a nationwide initiative to provide students a platform to solve some

of pressing problems we face in our daily lives • And for the 1st time, it will also include problem statements from industry as

well as NGOs. • Smart India Hackathon- 2019 would also have 2 sub-editions – Software edition

(a 36-hour software product development competition) and Hardware edition (a 5 days long hardware product development competition).

Startup India Yatra Startup India organizes the Startup India Yatra in one state every month.

Highlights:

● To promote job creation in tier 2 and tier 3 towns and cities ● The Yatra conducts boot camps where students are taught lessons in

business planning followed by a pitch fest where ideas are invited. ● Shortlisted business ideas get incubated in State run incubators

About Startup India:

● The Startup India initiative of the Government of India envisages to build a robust startup ecosystem in the country

● It will facilitate nurturing innovation and providing opportunities to budding entrepreneurs

IMPRINT is a Pan-IIT + IISc joint initiative to address the major science and engineering challenges that India must address.

● For advancing research in the high education institutions ● The government has approved 122 new research projects under IMPRINT-2 ● Of the 122, 81 are sponsored by industry ● IMPRINT-2 is open for other higher education institutions including private

India’s National Redd+ Strategy REDD+ means “Reducing Emissions from Deforestation and forest Degradation”, conservation of forest carbon stocks, sustainable management of forests, and enhancement of forest carbon stocks in developing countries. • The cooperation and involvement of the tribal, other forest dwelling people

and the society as a whole, is crucial for the implementation of the REDD+ strategy.

Government forms Technology and Innovation Advisory council The government has scrapped two Scientific Advisory Committees (SAC) for the Prime Minister and the Cabinet, and replaced them with a nine-member, Prime Minister’s Science, Technology and Innovation Advisory Council (PM-STIAC).

Highlights:

● Unlike in the earlier SACs, secretaries of various scientific ministries such as education, environment and health would be ‘special invitees’ to the council meetings.

● The PM-STIAC will be chaired by the government’s Principal Scientific Advisor(PSA)

● A separate, dedicated group—involving the Cabinet Secretary and the PSA to focus on driving innovation all the way to commercialization

● The newly constituted body is expected to act as a high-level advisory body to several ministries and execute mission-oriented programmes
