Jeff Barker, P.Eng., MBA, Senior Project Manager - After an extensive career at BC Hydro, Jeff Barker joined KWL as Senior Project Manager. His career at BC Hydro spanned many areas, including leading Green Energy Calls for Power, long-term Energy Plans, Lower Mainland Electricity Choices and the development and construction of numerous high voltage power lines. Jeff’s broad experience also includes leading alternative energy, climate change and sustainability strategies, advising on energy policy and strategic business planning.
Stefan Joyce, P.Eng., Hydrotechnical Engineer - Stefan Joyce is a hydrotechnical engineer with over 10 years of experience in water resources modelling and analysis, project management, design, contract administration, and construction review. He has managed many water resources engineering projects and has led or been instrumental in many hydroelectric projects at KWL including GIS and traditional hydroelectric site identification, resource assessments, feasibility and design, hydrologic studies, permitting and approvals, flood hazard assessment, mitigation, and restoration, dam safety and decommissioning.
KWL provides engineering services to over 100 industrial clients, many of whom we work for sole-source.
KWL’s Hydro Power Engineering team provides complete hydro power engineering solutions. We provide services such as project identification, flow measurement, feasibility studies, permitting approvals, preliminary and detailed design. Our Hydro Power team also provides services during project construction such as tendering, engineering field review, and commissioning. Our team includes the following individuals:
Ron Monk, M.Eng., P.Eng. - Ron Monk leads KWL’s Energy Sector. He has nearly 30 years of experience in sustainability and environmental leadership, strategic planning, project development and construction. Ron’s expertise includes feasibility, design and construction of small hydro projects. Key projects include Moses Inlet Hydro (85 kW), Clayton Falls Hydro (2 MW), Kitasoo Hydro (1.7 MW), Tyson Creek Hydro (9.3 MW), assessment of run-of-river hydro potential in BC and advising on long term transmission planning for BC Hydro and BCTC. Prior to returning to KWL in 2007, Ron’s key accomplishments at BC Hydro included leading the 2004 Integrated Electricity Plan, co-initiating the hydrogen program and co-developing BC Hydro’s sustainability vision. Ron has intimate knowledge of BC Hydro’s power acquisition process.
Stephen Mills, P.Eng., Project Manager - Stephen Mills has nine years experience primarily in the design and development of run-of-river hydro projects. Stephen was the Project Engineer and Owner’s Representative during the design and construction of the 3.0 MW Cypress Creek Hydro Project. He was responsible for the civil design of all facilities and co-ordinated the electrical, mechanical, geotechnical and structural work as well as leading the tendering process. He was also responsible for contract administration, co-ordination of contractors on-site, was the lead contact for all regulatory agencies and managed the construction program. In addition to Cypress Creek, he was involved in the development and/or design of Atlin (2.0 MW), McKelvie Creek (5.0 MW), Skookum Creek (25.0 MW), Tyson Creek (9.3 MW), and Barr Creek (4.0 MW) hydro projects. Stephen has led many feasibility studies for hydro power projects up to 50 MW in capacity.

David Roche, M.A.Sc., P.Eng., Water Resources Engineer - David Roche is a hydrotechnical engineer specializing in numerical and physical modelling, flood, drought, and water supply studies, design and construction of flood protection infrastructure and green energy projects. His experience includes design, contract administration, and field review for projects including debris barriers, small hydro developments, flood hazard assessments, spillway design, dyke assessment and construction, water supply assessments, and environmental mitigation.
Robin Parker, P.Eng., Design Engineer - Robin Parker has been with KWL since 2003 working in the Energy, Industrial, and Mining sector. He has been integral to various hydroelectric development projects, water supply and treatment for mining companies, industrial water supply and re-use projects, water conservation and optimization analyses. He specializes in the civil and mechanical design of intakes, penstocks, and powerhouse details as well as various pump and piping systems. Robin’s hydro power projects include serving as design co-ordinator for the Kitasoo Hydro Upgrade and was responsible for designing the intake option for the Tyson Creek Hydroelectric Generation Project.
Chris Madelung, P.Eng., Project Engineer - Christopher Madelung has eight years of experience working on run-of-river hydroelectric facilities where he gained experience carrying projects from prefeasibility to detailed design and construction. He was the design engineer and owner's representative for the Barr Creek, Jamie Creek and Newcastle Creek hydroelectric projects. Through this work he has performed preliminary and detailed design of all civil components of including intake structures, pipelines, roads and powerhouses. During construction of both the Barr Creek and Jamie Creek Hydroelectric Projects Christopher was responsible for managing the contract administration and quality assurance programs. In addition to his design work Christopher has worked alongside plant operators to optimize operations and carry out upgrades and additions to existing plants.Christopher has also carried out prefeasibility studies for several other hydroelectric projects as well as an inventory study for Northwest Territories Power Corporation.
