INTRODUCTION

Dear Partners,Clients and Colleagues,

Post offices form a worldwide network linking people to each other and to the world. Whileacting so they undoubtedly exert influence on the environment for conveying huge amounts ofa variety of consignments through national and international networks, and operating manybuildings which consumes energy and generates waste.

However the world changes constantly and this change brings about challenges for thepostal sector as well. The company needs to change its way of thinking, needs to overcomeseveral tasks and needs to optimize methods by which the company performs its traditionaltasks.

The Hungarian Post Office Ltd. – in response to the challenges – has set the goal ofmodernizing the company, and making its services and its network up-to date.

During the implementation of the above aims the company is making considerable effortsto reduce the environmental impacts of its activity and to comply with the currentenvironmental regulations. The company is engaging in investment projects to reduce energyconsumption and cares for proper neutralization and recycling of its wastes.

I believe that making the company comply with international environmental standards isindispensable for performing European level services.

This report is presented to You with the intention to demonstrate the results achieved in2003 in the field of environmental protection, as evidence of the fact that the Hungarian PostOffice Ltd. is committed to changes promoting sustainable development.

Air pollution

Postal networks throughout the world agree that the largestenvironmental impact of the postal activities originates fromtransport vehicles. However this impact can be considerablyreduced by continuous replacement/modernization of the fleet,by proper operation and creating more efficient transport routes.

Another source of air pollution is the operation of heatingequipment for which quantity of the emitted pollutants is determinedby measurements or calculations executed by a specialist each year(for 59 sites and 113 point sources in 2003). In the field of heatingtechnique the Hungarian Post Office Ltd. has been making efforts byinvesting in the modernization of heating equipment.

Water management – sewage emission

Principal aims of the water management atthe Post are the followings:

• Reduction of water consumption (equipment witheconomical water consumption, efficiency measures)

• Increasing the rate of own real estate supplied with tap water• Draining the highest possible rate of sewage through

sewerage system.

Tap water was not supplied for 62 postal sites (of own property) in2002 and for 20 sites in 2003. (There were 2054 own real estatesin 2002 and 2040 in 2003.)

Soil contamination

During reconstruction of the post office at the settlement He-ves in the period of 2002-2003 two fuel oil tanks were removedwhich caused soil and groundwater pollution. During this projectalmost 114 tons of contaminated soil – dangerous waste - wasremoved for neutralization.

Installation of 3 monitoring wells were demanded by theenvironmental protection authority for tracking changes in thestate of the environment after the remedy operation to beimplemented in 2004.

When eliminating two fuel tanks of 10 cubic metres each andone having a capacity of 25 cubic metres at the transportation sitein Hatvan, hydrocarbon pollution was detected in thegroundwater. Detailed exploration and bordering the pollutionwas performed in 2004.

The contractor - Pyrus-Rumpold Ltd. - was selected forexecuting remediation at the Budapest XIV. Egressy streettransportation site through a public procurement procedure. Inaddition to contracting the work area was also made available in2003 while the actual remedy operation will be implemented in2004.

In relation to the removal of three fuel tanks of 25 cubic metreseach at the Békéscsaba transportation site soil and groundwaterpollution was also suspected. A permission plan for removing thetanks has been submitted for approval to the Technical SafetySurveillance Office of the Area and to the competentEnvironmental Surveillance Office for making a statement.Preparation of the detailed exploration, demolishing the tanksand implementation of the remedy operations are expected in2004.

With the aim of promoting waste storage the following items werepurchased from the environmental investment budget in 2003:

• Six mechanical compacting machines which are suitable forcompacting papers, plastics, and communal solid wastes(Budapest Post Office No.62, Cegléd Post Office, Dunaújvá-ros Post Office No.1, Székesfehérvár Postal Processing Plant,Szentendre Post Office No. 1, Tatabánya Post Office No.1)

• One container type compacting machine (Printing Office)• Two crushing and compacting machine (National Logistics

Centre, Budapest, Post Office No.114).

Waste receiving companies have been selected through tender-ing. In 2003 the following companies removed the wastes forneutralization, reprocessing or reuse:

Creation of provisions for environmental tasks

The Hungarian Post Office Ltd. created provisions in the value of54 million HUF for environmental protection tasks for 2003 inrespect of three sites (Bp., XIV. Egressy út 35-51.(Business &Logistics Centre), Hatvan (Miskolc), Békéscsaba (Szeged) for therehabilitation of soil and groundwater contamination.

As a new demand for the creation of provisions therehabilitation of oil contamination explored at the Heves postoffice (Miskolc) was indicated in the resolution of the Middle-TiszaRegional Environmental Supervisory Authority.

Site Reasoning

Budapest XIV.,Egressy út 35–51.Transportation Plant

Due to the public procurement procedurethe remedy operation is moving over to 2004(contract has been concluded).

Hatvan,

Transportation Plant

Approval from the Middle-Tisza Regional EnvironmentalSurveillance relating to the remedy action plan isnot available for 2003 yet but it can be expected for 2004.Works will be allowed to continue according tothe specifications of the authority.

Heves Post Office While removing an oil tank in 2003 soil andgroundwater contamination was found at the site(Post – Hungarian Telecommunications Ltd. Property).In this year implementation plan of the remedy action andwater right permission plan for monitoring wells needto be prepared, to be financed from the targeted reserves.Financing of the rest of works will be done from investmentsources.

Békéscsaba,Kétegyházi u.

Transportation Plant

Plan for permitting removal of the tank was preparedin 2003 and submitted to the Technical Security Surveillanceof the Area and to the Environmental Supervisory Authority.Based on the prepared document (contamination in the soiland in the groundwater), after approval by the authorities,further works are necessary is moving over to 2004,to be financed from the targeted reserves.

ENVIRONMENT-FRIENDLY PROCUREMENTS

The Postal Electronic Open Marketplace (PEP) is an Internet-basedmarket providing e-trade services through e-mail to which anycompany and organisation may connect to support their salesand/or purchasing activities.

The Hungarian Post Office Ltd. transacted procurementsthrough the Postal Electronic Open Marketplace (PEP) of severalhundred million forints in value (informatics equipment, officesupplies, furniture, etc).

The Post Office’s procurement organization recognized thebenefits and potentialities of the electronic procurementprocedure, so the cost level of procurements decreased by 15%on average, which meant a considerable saving.

The duration of procurements was reduced as well as itsdemand for articles (paper, toner, fax cartridges). Companiescan receive information, professional specifications concerningprocurement through the Internet and also send their quotationselectronically.

Being aware of the results of the year 2003, in 2004 we willcontinue to increase the number of electronic procurements tofacilitate the more economical operation of the Hungarian PostOffice Ltd.

In order to utilize the system more effectively, procurement ofcommercial articles as well as sales of waste materials generatedat the Company will be made in an electronic way.

ENVIRONMENTAL PRODUCT FEE

As a consequence of the amendment of the EnvironmentalProduct Fee Act (Act no. LVI. Of the year 1995) its scope wasextended over the Hungarian Post Office Ltd. concerning leafletsand packaging materials.

To enforce the specifications of the law it has been surveyed:• which technologies and processes are affected by the

product fee• articles used in packaging and their quantity• what kind of actual obligations (administrative or others)

arise towards the environmental authorities and APEH (StateTax Authority)

An informatics program was developed to calculate the productfee payable on the basis of the SAP MM data.

The Hungarian Post Office Ltd. contacted the organization ofthe Environmental Target Fund to register among those obligedto pay the environmental product fee as individual company, andprepared its annual report.

The regular collection and utilization of packaging wastes mayfacilitate the Hungarian Post Office Ltd. in achieving exemptionfrom the environmental product fee, so the Company deals withthese wastes with special emphasis making efforts to recyclingand re-utilization at the highest possible rate.

To promote collection, storage and reuse of wastes the numberof compacting machines, purchased from environmental investmentsources in 2003, is planned to be further increased in 2004.

The environmental product fee paid by the Hungarian PostOffice Ltd. in 2003 was 8 408 900 HUF.
