European culture, cinema, television, music, literature, performing arts, herita-ge and related areas benefits from increased support under the EuropeanCommission's new Creative Europe programme, which was approved by theEuropean Parliament today. With a budget of €1.46 billion over the next sevenyears – 9% more than previous levels – the programme provides a boost forthe cultural and creative sectors, which are a major source of jobs and growth.Creative Europe provides funding for at least 250 000 artists and cultural pro-fessionals, 2 000 cinemas, 800 films and 4 500 book translations. It will alsolaunch a new financial guarantee facility enabling small cultural and creativebusinesses to access up to €750 million in bank loans.Creative Europe builds on the experience and success of the Culture andMEDIA programmes, which have supported the cultural and audiovisual sec-tors for more than 20 years. The new programme includes a Culture sub-prog-ramme, supporting performing and visual arts, heritage and other areas, and aMEDIA sub-programme, which will provide funding for the cinema and audio-visual sector. A new cross-sectoral strand will support policy cooperation,transversal measures and the new financial guarantee facility, which will beoperational from 2016.

Creative Europe supports:• 250 000 artists and cultural professionals and their work, allowing them to

reach new audiences beyond their home countries;• More than 800 European films will receive distribution support so that they

can be seen by audiences throughout Europe and the world;• At least 2 000 European cinemas will benefit from funding, provided that at

least 50% of the films they screen are European;• More than 4 500 books and other literary works will receive translation sup-

port, allowing authors to break into new markets and readers to enjoy themin their mother tongue;

n WHAT IS THE CREATIVE EUROPE PROGRAMME?Creative Europe is the new EU programme to support European cinema and thecultural and creative sectors, enabling them to increase their contribution tojobs and growth. With a budget of €1.46 billion for 2014-2020, it will supporttens of thousands of artists, cultural and audiovisual professionals and organi-sations in the performing arts, fine arts, publishing, film, TV, music, interdis-ciplinary arts, heritage, and the video games industry. The funding will allowthem to operate across Europe, to reach new audiences and to develop theskills needed in the digital age. By helping European cultural works to reachaudiences in other countries, the programme will also contribute to safeguar-ding cultural and linguistic diversity

nWHY DOES EUROPE NEED A CREATIVE EUROPE PROGRAMME?Culture plays a major role in the EU economy. Studies show that the culturaland creative sectors account for up to 4.5% of EU GDP and nearly 4% of emp-loyment (8.5 million jobs and many more if account is taken of their impact onother sectors). Europe is the world leader in exports of creative industry pro-ducts. To retain this position, it needs to invest in the sectors' capacity to ope-rate across borders.Creative Europe responds to this need and will target investment where theimpact will be greatest. The new programme takes account of the challenges created by globalisationand digital technologies, which are changing the ways cultural works aremade, distributed and accessed, as well as transforming business models and

erevenue streams. These developments also create opportunities for the cultu-ral and creative sectors. The programme seeks to help them seize these oppor-tunities, so that they benefit from the digital shift and create more jobs andinternational careers.

n WHICH COUNTRIES CAN APPLY FOR FUNDING FROM CREATIVEEUROPE? PROGRAMME?Creative Europe will be open to the 28 Member States, and, so long as they ful-fil specific conditions, to the European Free Trade Association countries(Iceland, Liechtenstein, Norway and Switzerland), to EU candidate and poten-tial candidate countries (Montenegro, Serbia, the former Yugoslav Republic ofMacedonia, Turkey, Albania, Bosnia and Herzegovina, Kosovo) and to neighbo-urhood countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine,Algeria, Egypt, Morocco, Tunisia, Jordan, Lebanon, Libya, Palestine, Syria andIsrael). Non-EU countries have to pay an 'entry ticket' to participate in the prog-ramme. The cost is based on the size of their GDP (Gross Domestic Product) inrelation to the budget of the programme

n CAN INDIVIDUALS APPLY FOR FUNDING?Creative Europe will not be open to applications from individuals, but around250 000 individual artists and cultural and audiovisual professionals will rece-ive funding through projects submitted by cultural organisations. This is a muchmore cost-effective way to achieve results and a lasting impact. TheCommission estimates that millions of people will be reached directly or indi-rectly through the projects supported by Creative Europe.

n WHAT WILL CREATIVE EUROPE EXACTLY SUPPORT? Virtually all of the projects receiving support will have a cross-border dimensi-on. Most of the budget will be used to provide grants to individual projects.However, the programme will also support initiatives pursuing similar objecti-ves such as European Capitals of Culture, the European Heritage Label, the

European Heritage Days and five European Union prizes (EU Prize for CulturalHeritage/Europa Nostra Awards, EU Prize for Contemporary Architecture, EUPrize for Literature, European Border Breakers Awards, and EU Prix MEDIA).

n WHAT CHALLENGES IS THE PROGRAMME TACKLING?The cultural and creative sectors do not currently make the most of the SingleMarket. One of the biggest challenges that the sector faces is market fragmen-tation, linked to different cultural traditions and languages: the European Unionhas 24 official languages, 3 alphabets and approximately 60 officially recognisedregional and minority languages. This diversity is part of Europe's rich tapestrybut it hinders efforts by authors to reach readers in other countries, for cinema ortheatre goers to see foreign works, and for musicians to reach new listeners.A Eurobarometer survey (IP/13/1023) has shown that only 13% of Europeans goto a concert by artists from another European country, and only 4% see a theat-re performance from another European country. A stronger focus on support foraudience building and on the sectors' capacity to interact with audiences, forexample through media literacy initiatives or new interactive online tools, hasthe potential to open up more non-national works to the public.

n HOW WILL CREATIVE EUROPE DIFFER FROM THE CURRENTCULTURE, MEDIA AND MEDIA MUNDUS PROGRAMMES? WILL THESENAMES DISAPPEAR?Creative Europe will combine the current separate support mechanisms for theculture and audiovisual sectors in Europe in a one-stop shop open to all the cul-tural and creative sectors. However, it will continue to address the particularneeds of the audiovisual industry and the other cultural and creative sectorsthrough its specific Culture and MEDIA sub-programmes. These will build onthe success of the current Culture and MEDIA programmes and will be adap-ted to future challenges. MEDIA Mundus, which supports cooperation betwe-en European and international professionals and the international distributionof European films, will be integrated into the MEDIA sub-programme.

n CREATIVE EUROPE WILL INCLUDE A CROSS-SECTORAL STRAND.WHAT DOES THIS INVOLVE?This strand will consist of two parts: the Financial Guarantee Facility, managedby the European Investment Fund and operational as of 2016, will make it easi-er for small operators to access bank loans. The cross-sectoral strand will alsoprovide support for studies, analysis and better data collection to improve theevidence-base for policy-making, funding for experimental projects to encoura-ge cooperation between the audiovisual and other cultural and creative sectors,and funding for the Creative Europe Desks which provide assistance to appli-cants.

n HOW WILL CREATIVE EUROPE BE MANAGED?Creative Europe will be a simpler, easily recognisable and accessible gatewayfor European cultural and creative professionals, regardless of their artistic dis-cipline and it will offer support for international activities within and outsidethe EU. The current system of management, through the Education, Culture andAudiovisual Executive Agency, will continue.

The Hungarian National Film Fund (Magyar Nemzeti Filmalap – MNF) is thenew public film funding organization of Hungary, conceived by Andrew G.Vajna, the government commissioner for the renewal of the Hungarian filmindustry. The fund is a public institution governed by Hungarian law and itsactivities are regulated according to the Motion Picture Act (II) of 2004, whichwas last amended in December, 2013, and came into effect with the latestmodifications on 1 January, 2014.

The fund’s main purpose is to support the production and distribution ofHungarian films and co-productions that provide art and entertainment formoviegoers and achieving significant success both domestically and interna-tionally. It also focuses on the development of the national film industry andrepresents Hungary at international film forums.
