1. Update of the Territorial State and Perspectives of the EU (TSP)

• Without strong cohesion policy there is no strong Europe
• It is the only really integrated policy which could harmonize several approaches into a common channel that could enhance a more competitive Europe coming into existence
• A fundamental objective of the half-year Presidency is to promote the adoption of a substantive common position between Member States about the future of cohesion policy, to build the conditions and frameworks of agreements between Member States
• The basis of future „money-division” should be the spatial aspect instead of the sectoral approach, which should appear during the phase of programming, planning, implementation and monitoring too

On the basis of the revised TA:
• Hungarian EU Presidency proposes to improve the monitoring of territorial cohesion efforts, and ask the ESPON Programme to contribute to this aim.
• In the future ESPON could more directly observe the achievement and implementation of the TA objectives and the challenges conceived in TA2020

„Evidence and knowledge needs for the revised Territorial Agenda and the future Cohesion Policy”
will address the policy orientations stemming from the TA adoption on 19 May 2011, and the contribution that ESPON can make to support EU, national and regional policies and strategies, including priorities from and the implementation of the Territorial Agenda.
