Area Assessment
The subject area (about 0.5 ha) involves on “CDA” site with two private industrial buildings (Plan E3). Noting that the site is subject to severe traffic noise impact generated from Prince Margaret Road Link and it is intended to provide screening from the existing funeral facilities, development within the site is restricted to non-residential use. Both industrial buildings in the area are under single ownership, 15 storeys high and in fair condition. One building is 32 years old while another is 29 years old. No subdivided unit was found in both industrial buildings. Both buildings are fully occupied with Warehouse/Storage as the only predominant use. In terms of employment, about 70 workers are estimated to be engaged in the concerned units all occupied by non-manufacturing business. The figure is very insignificant when compared to the total of 183,659 persons engaged (other than those in the civil service) in various business/industries in the Kowloon City District identified by C&SD in June 2014. So far, the Board has not received any proposed MLP for comprehensive development for the “CDA” site. In view of the single ownership of the two industrial buildings and the aforementioned planning concerns, the area could be retained as “CDA” to ensure proper development on the site and that the environmental and visual impacts are adequately addressed.
Recommendation
To retain the area as “CDA”.
