Personnel

• Today: HTS is manned through volunteers (military and civilian) identified through a recruiting effort focused on the reserve components (mil) and academia (civilian social scientists).

• JUONS Support: To support increased requirements of the JUONS, HTS must use a combination of volunteers (recruitment and selection) and G-3 supported Request for Forces. – The first RFF from TRADOC to HQDA G-3 is pending.

• Steady State Support: For the POM years…– It is expected that the Army will routinely man HTS military

personnel, consistent with the criteria for team members. – Social scientists will continue to be recruited primarily from

academia.

Overarching Question: What combination of military, ex-military, and academic personnel will need to be resourced annually?

Need to address here the Army’s need to “grow” future “combat

ethnographers” (social scientists) through a scholarship program and/or

partnership with existing DOD educational institutions (War

Colleges, Academies, USUHS) to grant Ph.Ds to candidates who then

intern with and are recruited for HTS.

Materiel

Issue: Will DCGS commit to Map-HT tool kit sustainment & upgrade?

Initial feedback points to the need for a near-term V1.0 that addresses key functionality and integration issues from the field

teams.

Materiel Issue: JCTD• The tool kit JCTD envisions transition to DCGS.

– Critical to the success of this transition approach is the preservation of the capabilities already developed and paid for through the HTS Proof of Concept.

• Any transition approach must result in sufficient quantities of tool kits for team members across multiple COCOMs and sustainment support for those tool kits. – Future Map-HT tool kits must provide at least as much support

capability to the Human Terrain Teams as today’s fielded prototypes.

• Given the need to determine a funding stream and funding destination in the POM, by Dec 07 a determination must be made by TRADOC and senior Army leadership whether the DCGS Product and Program Managers will commit to this end state.

• Therefore, these questions must be answered:– Should tool kit sustainment be incorporated into an existing program? YES, IF

FEASIBLE– Should the tool kit transition within the DCGS program? ie, will DCGS PM

support the preservation and enhancement of fielded HTS tool kit capability? – What are the alternatives to using DCGS as the means of sustainment

(existing program with logical fit and leadership commitment to meet HTS requirements)?

• Could / should ERDC continue to provide tool kit sustainment support?

The HTS field team operational requirements being brought

back by the assessment effort must be the overarching driver

of how we address future toolkit development. There is still

much near-term work to do. Unambiguous operator QA/QC control over contractor must be

preserved above all.

• Provide a support structure to research, interpret, archive and make readily available cultural data, information and knowledge.

HTTs - 5 personnel:

• One Team Leader: RC* or former military, experienced with advising 06/05-level commanders, operational and regional experience desired. Regional language capability.

• Two Social Scientists: Anthropologist, Sociologist, or International Relations expert; MA/PhD; area studies background; regional language fluency.

• One Research Manager: RC* or former military; Intelligence, Special Forces, and/or Civil Affairs/PSYOP background. Regional language capability.

Bottom Line:

HTS must establish consistent participation in the IPT process

We need to ensure this remains a DOD level support vehicle to HTS,

and not a perceived or real operational and design control entity. That is where I see it

migrating to. This is extremely critical.

Organizational Design Questions

• Future Concepts:– Is an HTS capability required at COCOM level?– What type of TMAAG-F level HTS planning capability (embedded or

reachback; organic or support) is needed?– How should HTTs be incorporated into TMAAG-F operational &

organizational concepts?– Given the TMAAG-F concept, what type of HTT support would be

appropriate for a deploying / deployed Corps HQ?

• Existing Structure:– Should the current 5 person team organization be modified? – How large does the RRC need to grow? – How many teams will be necessary during the time period 2008-2015

(ie, is the number likely to be higher than the two JUONS?– Should the current TDA construct (under TRSSA) be changed?– What other formal links to academia and other agencies need to be

established?

Increase of this team structure is an unambiguous requirement emerging

from this theater. The team design and structure must remain flexible to adapt to the multitude or environments it is

envisioned to be employed in.

Functionally the COCOM HTS capability should be able to address 1) field research (conduct & coord)2) HTI Analysis & Intel integration

3) Deploy HTTs as neededThis begs the need to consider an organizational design that borrows

from current HTS org structures but it not addressed completely by any

single one.

Training Questions

• What changes to training are necessary to support a steady state flow of teams and team replacements?

• What training will be required by RRC personnel and support personnel?

• What combat skills training will have to included in the training program?

• What are the steady state annual costs of training?

Materiel Questions

• Should tool kit sustainment be incorporated into an existing program?

• Should the tool kit transition within the DCGS program? Ie, will DCGS PM support the preservation and enhancement of fielded HTS tool kit capability?

• What are the alternatives to using DCGS as the means of sustainment (existing program with logical fit and leadership commitment to meet HTS requirements))?

Social Science RecruitingThe following methods are in use by BAE to recruit social scientists:

• HR Department:– Dedicated personnel from its HR department – Recruiting via the company web site. – HR department has developed a “Road Show” to visit select universities and

promote the HTS program and seek potential applicants.– National ad in the Chronicle for Higher Education – Ads in regional newspapers around the country that have a high readership

among the Arab community.

• Partnering:– Partnered with Dr. Montgomery McFate to develop relationships with individuals

and universities. – Partnered with numerous companies to recruit qualified candidates: – Explored relationships with governmental organizations and private entities:

• National Security Education Program (NSEP) Scholars• The Jebsen Center for Counterterrorism • Janice H. Laurence, Ph.D. Director, Research and Analysis, Office of the Under

Secretary of Defense Personnel & Readines– Exploring relationships with additional academic institutions:

HTS will continue to expand its capacity to recruit and utilize qualified social scientists.

For HTS consumption only:-Recruiting has easily been the weakest function of HTS. -Most of what is listed here are developments that have been imposed upon BAE within the last 60 days, but asked for over the last 10 months. -No level of results to really measure success. -Responsiveness to HTS operational requirements has been convoluted by many things.Recommended fixes:-Social Scientist HTS staff lead for Human Resources Development. Recruiting effort design/execution would be under their direct authority.-Road show has to address groups of social science students by a social scientist. Must address all detailed aspects of job requirements, benefits, career opportunities and contribution to social science.-Weekly, detailed status reports against a simple results based standard.-Responsiveness to PM/PM designee requirements.-Very close, personal and regular contact with all candidates throughout the hiring process.-Performance accountability

Very simply stated:We develop a transition target that is

responsive and makes sense (i.e. focused of HTS development; not self-development), and

change targets ASAP. In the meantime, we work with the JCTD as long as it addresses

HTS requirements; ignore it at all other times, investing where we need to, to keep the tool

responsive to the Teams.
