Budget Review Process Council members discussed the schedule for the public hearings and the subsequent budget process. The council acknowledged the need to clarify the date for the HSC presentation to the BOS as well as dates for the public hearings. Staff will specify dates and send updated information to the council. The Council reviewed the proposed agenda for the community dialogue sessions on February 8, 2014. After much discussion on the benefits and challenges of the dialogue session, the council decided to identify alternative strategies to regularly engage and capture feedback from a broad representation of the community. In addition to representatives from boards, authorities, and commissions (BACs), residents from across the county would have an opportunity to share their thoughts about human services needs. This type of information would aid the council in identifying priorities to guide their work. A survey, blog, and community assessment were proposed as strategies to collect community data, but more information is needed to determine the best approach(es). Stephanie Mensh made a motion to cancel the February 8 th meeting. Baba Freeman seconded the motion. Motion carried with Henry Wulf and Carol Hawn abstaining. The February 10 meeting was added back into the schedule to provide time to plan for the upcoming budget process. Council Member Updates – The budget committee will be convening to prepare for the upcoming budget review process and develop the letter to the BOS. 7:40 p.m. – Welcome and Overview – Jerry Poje, Vice Chairman of the Fairfax County Human Services Council, opened the meeting and reviewed the agenda. Budget Review Process – Council members discussed the schedule for the public hearings and the subsequent budget process. The council acknowledged the need to clarify the date for the HSC presentation to the BOS as well as dates for the public hearings. Staff will specify dates and send updated information to the council. The Council reviewed the proposed agenda for the community dialogue sessions on February 8, 2014. By-Laws – By-Laws Committee Chair, Carol Hawn, presented the draft by-laws for review. Suggested changes were made in Article III, Section 5 and Article V, Section 1. The council did not arrive at a conclusive decision on the topic of term limits. Steve Bloom proposed postponing the discussion on the by-laws. The council decided to have a full discussion to finalize the by-laws in April. This would allow time to focus on the by-laws after the budget process.

presentation prepared by Pat Harrison. It was determined that the current memorandum was no longer relevant for the purpose of informing the BOS.

Approval of the November 18, 2013 Council Meeting Minutes – Henry Wulf made a motion to approve the minutes and Jerry Poje seconded the motion.

Announcements – Stephanie Mensh updated the council on the public hearings regarding RSUs and commented on the importance of having informed community stakeholders, such as members of the HSC, publicaly share accurate information about RSUs and the positive aspects of this type of housing. The council highlighted the importance of their role in educating the community.

FY 2015 Advertised Budget Plan – Kevin Bell introduced County Executive Ed Long, Jr. to discuss the highlights of the FY 2015 advertised budget. Ed shared his presentation that had been given to the Board of Supervisors. He highlighted issues related to preserving and enhancing strong schools, safe communities, a safety net for those in need, and maintaining quality of life.

Human Services Highlights: FY 2015 Advertised Budget Plan – Following Ed’s presentation Pat Harrison, Deputy County Executive, presented the human services highlights of the FY 2015 advertised budget plan. Pat shared information regarding the trends and work priorities affecting the human services system. She highlighted major issues that are currently impacting the system and initiatives that are underway to address those issues. Pat also introduced information regarding new proposed investments in the system totaling $8.5 million and how this infusion of resources would support the human services result areas. See Human Services Council’s home page for a link to the documents shared during Pat Harrison’s presentation: http://www.fairfaxcounty.gov/hscouncil/. The Human Services Council discussed how they can use this information to identify their specific priorities in relationship to the human services system and the work they could do throughout the year to educate residents about the most significant needs, as well as benefits of the human services system. Kevin Bell said they would be looking to county staff as well as the community for input to inform their efforts and activities.

March Schedule and Public Meeting Dates – The Council reviewed the March schedule and public meeting dates and acknowledged the two public dialogue meetings being held March 11, 2014, and March 13, 2014. Kevin Bell stated that Ron McDevitt and Michelle Gregory would be working to coordinate the dialogs and the correspondence with the community. The draft invitation with instructions would be further reviewed by the budget committee before being distributed.

7:45 p.m. – Welcome and Overview – Gerald Poje, Vice Chairman of the Fairfax County Human Services Council, opened the meeting and reviewed the agenda. FY 2015 Letter to the Fairfax County Board of Supervisors - The HSC reviewed the proposed cuts that had been presented to the Board of Supervisors earlier that day. They included millions of dollars in cuts in the human services system. The Council reviewed each to understand the challenges associated with the proposed cut and assess the relationship with needs across the system. The Council expressed concerns and wanted to make sure their letter helped better inform the board about the implications of the proposed cuts. Community Dialogue Sessions and Testimonies - The Council also reviewed the testimony from the two community dialogue sessions on March 11, 2014 and March 13, 2014. In addition, Ron McDevitt shared testimonies from members of the community who were not available on those two evenings to present in person. To support their discussion, the Council also referenced data and information presented at previous meetings. HSC Annual Presentation to BOS - In preparation for the annual presentation to the BOS, the Council decided to synthesize what they have discussed to clearly highlight the issues and depict the complexity in prioritizing. Understanding the work involved in preparing for the April 1, 2014 presentation, the Council scheduled a meeting on March 24, 2014, in addition to the working meetings scheduled on March 19, 2014 and March 26, 2014. Ron McDevitt and Michelle Gregory would support the development of the letter and PowerPoint presentation respectively. Adjournment – Meeting was adjourned at 9:45pm. The next full HSC meeting is scheduled for April 17, 2014 at 7:30pm in the Government Center.

Ms. Stokes was appointed by Supervisor Linda Smyth from the Providence District. Each member of the Council introduced themselves and welcomed Adrienne to the Council. FY 2015 Budget Update – Patricia Harrison, Deputy County Executive, supported by Ronald McDevitt, Department of Administration for Human Services, provided a general update of the budget process. They shared that more than 250 people provided testimonies to the board during the public hearings. A budget document outlining the Adjustments to the FY 2015 and FY 2016 Advertised Multi-Year Budget was made available for review. Pat Harrison described the next steps that involved the budget markup in which the board would incorporate feedback from the public hearing process. She discussed the difficult decisions the board has to make in order to support service needs across the system, staff compensation and simultaneously managing the tax rate to avoid costs that could adversely affect residents. Revenue is not being generated as expected. There is an anticipated multi-million dollar shortfall for the 2016 budget cycle as well. Pat also identified issues or topics that might be incorporated in budget guidance from the Board of Supervisors. The list included disproportionality, behavioral health, and translational medicine. The Council acknowledged that behavioral health may be a good agenda item for the June Human Services Council meeting. It was also noted that the awardees from the Consolidated Community Funding Pool would be identified on Tuesday, April 29, 2014. Members of the council should pay attention to these budget issues as they become public. Chairman Kevin Bell commended the HSC budget committee and staff for their work in helping to prepare the letter and the presentation to the Board of Supervisors. Pat Harrison stated that there was positive feedback from the board about how the materials were constructed. Kevin Bell asked Ron McDevitt to send out an email

to keep the Council informed about the budget process as it unfolds. Healthcare Collaborative Review - Patricia Harrison opened the conversation related to the healthcare collaborative. Initially, a task force comprised of major agencies involved in delivering healthcare services were pulled together to assess the state of health as a result of ACA and potential Medicaid expansion. The work has evolved to include a more in-depth study and recommendations to build efficiencies in our practices that meet the needs of the community in light of those changes. Brenda Gardiner delivered the presentation regarding the work done to support the review and realignment of Healthcare Services. The Council discussed and asked questions concerning how this information would be best shared with other boards, authorities and commissions, as well as the Board of Supervisors. Specific suggestions were made related to streamlining the language and clearly articulating the purpose. The Council expressed concern about implementation and acknowledged the challenges involved in moving forward on the draft recommendations. It was suggested that a phased approach could help describe how such broad changes could occur over time. Other comments involved the positions needed to support and sustain the realignment. Kevin Bell asked that the Council be updated on any budget implication or resource needs that would impact other services. The full report was yet to be finalized and available for the Human Services Council meeting. Before the presentation to the Board of Supervisors, the main goal would be to share enough information to clarify intentions while continuing to take the necessary steps to support the healthcare system and develop a sturdier foundation around the safety-net services. Community Forum – Michelle Gregory noted the need to postpone the community forum initially scheduled for May 17, 2014. Additional time is needed to develop the program. Allowing more planning time will result in a better ability to develop a program with targeted goals and outcomes. Michelle Gregory would work with members of the Council to begin the planning process and develop a proposal for the counselors review in June. Bell, Chair of the Fairfax County Human Services Council, opened the meeting and informed the Council of his participation on a task force to consider a meals tax referendum in Fairfax County, Virginia. A prior proposal for a meals tax was not successful. Surrounding towns and cities in Virginia have a meals tax, but the approval process in Fairfax County is dependent upon the question being put on a ballot and having voters decide. An estimated $90 million could be generated if a meals tax were approved. Kevin acknowledged that a meals tax is a potential strategy to diversify the tax base and cover the cost of needed services, such as those associated with intellectually disabled graduates. The council asked Ron McDevitt to identify the baseline for the intellectually disabled (ID) graduates and the cumulative cost over time. Health Management Association Recommendations Update - Pat Harrison, Deputy County Executive, opened the discussion on behavioral health to include an update on the report to the Board of Supervisors. Brenda Gardiner delivered the PowerPoint presentation. Pat shared background information regarding the impetus of the report, including federal changes such as the Affordable Healthcare Act and a report that was produced by the Health Care Reform Implementation Task Force which studied the impact of federal healthcare changes. Kathleen Murphy was the HSC representative on this workgroup. Pat commented on the recommendations within the report, stating that implementing them would require a lot of work and support from major organizations and the providers of the human services system. Pat presented to the Board of Supervisors in May and was asked to come back to the July board meeting with a more detailed plan. The Board had questions about the recommendations and the impact on the system. They were unclear about steps that would need to be taken to implement the recommendations and were reluctant to approve any of the recommendations until they were better informed. As a result of the healthcare conversation, Kevin is dedicating the June and July Human Services Council meetings to agenda items that impact health. This would allow the Council to be informed and to support Pat in the work ahead. Pat acknowledged that related boards, authorities and commissions (BACs) should come together to support health related issues. Such a strategy may require forming a committee to represent the collective interests and priorities. Pat emphasized the need for the human services system to work together and speak with one voice, demonstrating a collective focus from multiple stakeholders.

During the presentation, Brenda highlighted that the target population includes uninsured and underinsured residents who have access barriers. The goal is to connect them with needed services and to provide a medical home to minimize episodic emergencies and foster preventive healthy behaviors. She further highlighted that the county does not have the capacity to handle the number of clients who are projected to come into the system. Pat and the Council discussed next steps. Collecting regular feedback from the HSC as well as other BACs would be important. The feedback should include suggestions about priorities. If the current recommendations are not fully adopted by the Board, there are certain areas that still require attention. Data warehousing and integrated care plans are business practices that will allow us to deliver services in a modern era. Recognizing the current focus on health, Kevin noted that health would be an appropriate topic for the Human Services Council forum. Kevin identified additional council members to support the planning process for the forum, which includes Mark Deal, Kathleen Murphy, and Adrienne Stokes in addition to Bob Gaudian, Bill Kogler, and Gerry Poje who had previously provided support. Behavioral Health Update - Brenda Gardiner also updated the Council on behavioral health. The expansion of behavioral health was included in the FY 2015 budget. The report outlined four major areas identified through budget guidance. They include: opportunities for enhanced collaboration with the Fairfax County Public Schools, a clear explanation of the use of funds approved for the expansion, and options for acceleration of future funding and a report on the demand of services in FCPS and Fairfax County. Approval of April 21, 2014, Council Meeting Minutes – The minutes from the April meeting were approved. Henry Wulf moved to approve the minutes and Barney Barnwell seconded the motion. Carol Hawn and Mark Deal, who did not attend the April meeting, abstained. Adjournment – Meeting was adjourned at 9:35p.m. The next full HSC meeting is scheduled for June 16, 2014, at 7:30 p.m. in the Government Center, conference rooms 4 and 5.

Bell, Chair of the Fairfax County Human Services Council, opened the meeting noting that the task force he participated in to consider a meal tax for Fairfax County is currently developing a report. The Council discussed the tax and potential uses. New Human Services Sites - Patricia Harrison, Deputy County Executive, introduced the item regarding two new human services sites opening on FY 2015. Both sites are multi-program sites, which will help facilitate coordinated planning. Pat discussed the ongoing need for human services to be more focused on a strategic capital plan, ensuring that human services needs are expressed early in the process. Lynn Wales, Acting Executive Director of the Community Services Board and Daryl Washington, Deputy Director of the Community Services Board, shared information about the new Merrifield site noting an expansion of services. The Council asked that VDOT get involved in the program to support movement of pedestrians across the street. The Council also inquired about possibilities for the hypothermia program to be incorporated at this new site. Chris Scales, from Neighborhood and Community Services, updated the Council on the Providence Community Center. The center is a shared facility with Supervisor Smyth’s office. The target opening date is January 5, 2015. Focus groups have been held to provide feedback about needed services and programs. NCS is working with Fairfax County Public School System and the Department of Transportation to ensure youth have transportation to the site. The Council clarified that the center serves the community at-large. Live Healthy Fairfax – Patricia Harrison, Deputy County Executive, acknowledged that the funding from the Center for Disease Control to support the Community Transformation Grant has ended. Many of the recommendations have moved to the implementation stage. The Partnership for a Healthier Fairfax has development a Health Improvement Plan including policy, system, and environmental changes. To support future work, three grants have been identified to pursue. The Health Improvement Plan has positioned the Partnership for a Healthier Fairfax to be more competitive for grants. Sharon Arndt, Project Director, reviewed the plan and how they are attracting a greater number of partners to support the goals.

Performance Management – Tom Barnett, Program Manager of the Office to Prevent and End Homelessness, shared the OPEH Agency Dashboard. The dashboard uses the RBA framework to begin highlighting results. It is helping to facilitate conversations about performance and meaningful measures. This process also helps to identify strategies for turning the curve. All human services agency will participate in a similar process over the next year. Health Management Association (HMA) Recommendations – Patricia Harrison, Deputy County Executive, provided an update on the HMA recommendations. Pat discussed that workgroups have been formed to develop an implementation plan and that work with INOVA continues. A report will be given to the BOS Human Services subcommittee. Kevin acknowledged that the previous community input sessions had not offered enough opportunities for the various boards, authorities and commissions to provide feedback. He thanked Rob Stalzer for adding the additional session for the Human Services Council, which also allowed the opportunity to invite other boards and commissions to participate in the process. Rob Stalzer, Deputy County Executive, provided an overview of the purpose of the strategic plan and the intent to inform their work. He briefly discussed the process for creating the report and acknowledged that they had already begun to identify themes from the feedback captured from four stakeholder groups. The Human Services Council was the fifth group. Rob also stated that part of the process will include establishing an action plan that drills down to specific roles and responsibilities. Rob sees the plan as a living document that will continue to evolve. They are learning as they go and will continue to capture feedback as needed. The Council and the audience were all invited to participate in the process that included responding to a series of questions. Each participant had the opportunity to type their responses using technology that was provided, allowing individual ideas and opinions to be shared. Nominating Committee – Bill Kogler reported out on the nominating committee. No new nominations were made during the process. Kevin Bell was nominated and re-elected Chair and Jerry Poje was reelected Vice Chair. CCFP - Pat Harrison, Deputy County Executive, stated that the recommendations for the Consolidated Community Funding Pool would be shared at the Board of Supervisors Human Services Subcommittee meeting. The HSC was given a presentation for review. She noted that an implementation plan would follow. Pat identified other agenda items, including an update on the healthcare collaborative. Pat added that three grants would be introduced to the BOS for approval. The grants would support the expansion of Head Start services, youth transitioning out of emergency mental-health services and the community health improvement plan. Bell, Chair of the Fairfax County Human Services Council, opened the meeting highlighting key themes from the Human Services Council Executive Committee meeting held on September 15, 2014, at 6:30 p.m. He discussed that the Human Services Council would like to focus on developing an agenda that would support activities throughout the year in addition to the budget-specific work done to support human services. The Council agreed that the December 15, 2014, meeting would include an update on HS trends. Health Management Association Recommendations Update - Brenda Gardiner presented an update on the healthcare integration work and recommendations provided by the Health Management Association. Brenda distributed a handout highlighting major areas of work. Brenda also highlighted the creation of a health leadership group. The leadership group was developed to guide the work going forward and collaborate on the delivery of healthcare services to local populations and communities. Patricia Harrison, Deputy County Executive, clarified that the group is currently being formed; as such membership will continue to grow and evolve over time. The Human Services Council participated in a discussion that included topics regarding how this healthcare integration would support safety net services, the recruitment of doctors, and the need for data to document needs and participant outcomes. Budget Impact on Human Services - Ron McDevitt distributed two documents to highlight the impact of carryover on the human services system. Carryover for the FY 2015 budget was slightly over 4% of the human services budget. This is a relatively small amount based on prior years, further stretching scarce resources. The projections for FY 2016 also indicate a significant shortfall. The Department of Management and Budget (DMB) will continue to meet and discuss economic climate issues and challenges. For FY 2016, staff has been directed to identify efficiency cuts equivalent to 3% of their budget.

In this budget conversation, human services will be looking at disproportionate or compounding impacts across the system. The performance management work being led by Patricia Harrison, Deputy County Executive, will support this conversation by helping to identify the outcomes of human services work. DMB has also constructed a budget committee to help develop a framework for the lines of business exercise that will be conducted to support the FY 2017 budget. The process and framework will become clearer in the next few months. In that effort, we will be expected to communicate the return on investment. Future Agendas - The Council discussed the role they could play in addition to the regular presentation and letter to the BOS. The Council decided to spend time during the October and November meetings to discuss and identify needed information in an effort to develop a consistent message to share with the supervisors. By December, the Council would like to have updated trends information concerning human services. He acknowledged there were two new members, Rev. Dr. Jerry Foltz and Rev. LaVerne McCain Gill. In addition to providing time for Rev. Dr. Foltz and Rev. McCain Gill to share information about their background and experiences, he asked each member of the Council to also provide a brief introduction. Disproportionality and Disparity – Karen Shaban and Karla Bruce presented a report on equity. Karen provided some historical context for this topic. Karen also shared details about the related discussion within Fairfax County Government, specifically highlighting the shift in the conversation to focus on equity or fairness and institutional racism as opposed to equality and individual racism. The work in Fairfax County Government is focused on system and policy changes to foster practices that provide an equitable opportunity for all. Jack Dobbyn, who is also the co-chair for the Successful Children and Youth Policy Team (SCYPT), noted that the emphasis is on doable activities that may appear small, but have a lasting impact. Jack acknowledged the work under SCYPT to supports this effort. It was noted that SCYPT is discussing strategies to promote the work going forward that may include developing a resolution to clarify intent. The Human Services Council raised questions about supporting plans and initiatives that address equity. It was stated that the issues are larger than human services. The resolution would only be one component. The Council also questioned how the proposed actions would lead to a change in the issues uncovered in the Institutional Analysis (IA) within the juvenile justice system. Staff will follow up with individual members to provide more detail. Jerry tabled the issue to provide time to discuss the Human Services Strategic Resource Plan. Development of a Human Services Strategic Resource Plan – Michelle Gregory provided an overview of the Human Services Strategic Resource Plan. It is a plan to provide a better understanding of the people we serve and the environments in which they live. The plan will also assist in making adjustments to align resources with future demands. The Council questioned how this would impact their need for data to inform the annual Human Services Council budget work. Michelle shared that the Human Services Strategic Resource Plan will initiate an ongoing way of working and would not delay updating current trends documents to inform the Human Services Council discussions for the current cycle. play a role in framing the messages for this work. Pat Harrison, Deputy County Executive, clarified that the current document is very high level. There is room for additional input and partnership from the Human Services Council is welcomed and valued. Governor’s Health Care Plan and Alignment with County Health Care Reform Strategies: Opportunity to integrate primary and behavioral health services – Brenda Gardiner provided an update on the work to support health integration in Fairfax County. In particular, she highlighted Merrifield Center and their efforts to pilot service integration strategies. These strategies involve collocating behavioral health and primary health services at the Merrifield site. Brenda highlighted that this strategy aligns with the Governor’s work to enhance outreach to Virginians. She also acknowledged that work is underway to continue to explore options to mitigate transportation issues. The Council suggested additional review regarding the range of services provided at the Merrifield site to explore service options beyond health that could be included.

Kurt is currently in a two-month transition period as the current Director, Paula Sampson, will retire in January of 2015. Kurt participated in a brief discussion with the Council to highlight his experiences in leading various organizations as well as housing initiatives. FY 2016 Budget Process – Steve Bloom, Human Services Council Budget Chairman, provided an update on the activities to support the FY 2016 process. He proposed that members of the Council meet with their respective Supervisor to learn more about their priorities prior to the release of the advertised budget. Talking points would be developed in advance of that meeting to provide consistency in the Human Services Council message. This approach would provide time for the Council to engage in thoughtful conversation with the Board of Supervisors outside of the annual presentation. Talking points would be high-level, include a couple of questions for the Board of Supervisors to respond to, and provide guidance to the Council. Staff can help with scheduling meetings in January and with the preparation of materials to share with the Board of Supervisors. Carol Hawn asked that the Council ensure Ed Long, County Executive, was comfortable with this approach. Further discussion reiterated that Council members would not attempt to advocate for specific programs or services. This is an opportunity to get feedback. FY 2016 Budget Public Input Process - Bill Kogler distributed a draft memo regarding the budget input process from community groups. The Council discussed the budget related to the public input process and opportunities for improvement. There was some concern that a more stringent process might limit community participation. Gerald Poje asked Michelle Gregory to review the proposal for how the Council could support the community input process for the Human Services Resource Plan / Needs Assessment. Tisha provided an overview of her background that will aid her in her new role. She highlighted differences among various jurisdictions with which she has worked and discussed her experience with Federally Qualified Health Centers and integrated behavioral health models that will support the work under the Fairfax County CSB. HSC members welcomed Tisha as they introduced themselves and the districts they represent. FY 2016 HSC Budget Process – Review of Motion: Jeff Dannick introduced a motion to the Council to help facilitate a meeting between each HSC member and the appointing member of the BOS in January of 2015. The purpose of the meeting is to discuss the projected budget shortfall and its potential impact on human services funding. The council discussed the motion and ultimately approved it, with an amendment to have Council members report back to the full HSC with their findings. Two members of the HSC, Stephanie Mensh and Henry Wulf abstained, believing that a formal motion was not needed in this instance. In conjunction with the review of the motion, Steve Bloom presented talking points to support Council members in the meetings with members of the BOS. The HSC provided feedback that Steve would use to update the document. The Council wanted to make sure the BOS didn’t just see data points, but understood how human services impacts other areas of county government. Council members emphasized the use of examples, impact statements and stories that would convey the benefits of human services. The meetings with the BOS would also provide insight about the issues that are most challenging for the Board. Pat stated that she could attend if the Council preferred and provide staff support to help record the conversations. Trends and Emerging Needs Impacting Fairfax County Human Services System – System Planners Debbie Gutierrez and Kathaleen Karnes shared a trends document that was requested by the HSC to support their discussion and final budget recommendation to the BOS. The Council recommended that a summary be added to the beginning of the document as well as an index to quickly search for key facts. Kevin Bell asked that the HSC review the document and send any questions to Michelle Gregory. If necessary, the system planning team could return to respond to specific requests.
