• Innocent victims suffer an attack on their right to live in peace.

• The suspected perpetrators of attacks also have rights

• Countries use terrorism to commit violations

• USA, China, Egypt, Pakistan and Uzbekistan.

• Human rights of disaster victims are not taken into account.

• Unequal access to assistance, discrimination in aid provision

• Result from insufficient resources and capacities to prepare and respond to the disasters.
