I. Resolution adopted by the Commission at its sixty-second session

2006/1. Closure of the work of the Commission on Human Rights

The Commission on Human Rights,

Considering General Assembly resolution 60/251 of 15 March 2006, which created the Human Rights Council, and Economic and Social Council resolution 2006/2 of 22 March 2006,

1. Takes note of General Assembly resolution 60/251 of 15 March 2006;

2. Refers, accordingly, all reports to the Human Rights Council for further consideration at its first session in June 2006 (see annex to the present resolution);

3. Expresses its appreciation to all those who contributed to the promotion and protection of human rights during its sixty years of existence;

4. Decides to conclude its work in accordance with General Assembly resolution 60/251 and Economic and Social Council resolution 2006/2.

II. Adoption of the agenda and organization of the work of the session

A. Opening and duration of the session

1. The Commission on Human Rights held its sixty-second session at the United Nations Office at Geneva on 16 January and from 13 to 27 March 2006 (see also paragraphs 11 and 12 below). It held four meetings (see E/CN.4/2006/SR.1-4)1 during the session.

2. The session was opened by Mr. Makarim Wibisono, Chairperson of the Commission at its sixty-first session.

3. At the 1st meeting, on 16 January 2006, and at the 4th meeting, on 27 March, Ms. Louise Arbour, United Nations High Commissioner for Human Rights, made statements.

B. Attendance

4. The session was attended by representatives of States members of the Commission, by observers for other States Members of the United Nations, by observers for non-member States and by observers for the specialized agencies, regional intergovernmental organizations, other entities and non-governmental organizations. An attendance list is given in annex II to the present report.

C. Election of officers

5. At its 1st meeting, the Commission elected the following officers by acclamation:

Vice-Chairpersons: Mr. Roger Julien Menga (Congo) Mr. Paul Meyer (Canada) Mr. Zohrab Mnatsakanian (Armenia)

Rapporteur: Mr. Sunu M. Soemarno (Indonesia)

6. At the same meeting, statements in connection with the election of officers were made by the representatives of Mexico (on behalf of the Group of Latin American and Caribbean States) and the Netherlands (on behalf of the Group of Western European and Other States).

7. Statements were also made by the representatives of Morocco (on behalf of the Group of African States), Saudi Arabia (on behalf of the Group of Asian States), Azerbaijan (on behalf of the Group of Eastern European States) and Pakistan (on behalf of the Organization of the Islamic Conference), as well as by a representative of the Conference of Non-Governmental Organizations in consultative relationship with the United Nations.

D. Agenda

8. At the 4th meeting, on 27 March 2006, the Commission considered the draft agenda for the sixty-second session (E/CN.4/2006/L.1), which had been drawn up by its officers on the understanding that the purpose of paragraph 6 of General Assembly resolution 60/251 of 15 March 2006, is for the Assembly to transfer to the Human Rights Council all existing mandates, mechanisms, functions and responsibilities of the Commission which existed at the time of the adoption of the resolution, and that no action was therefore required by the Commission to secure their extension or transfer.

9. The agenda was adopted without a vote. For the text as adopted, see annex I to the present report.

E. Organization of work

10. The Commission considered the organization of its work at its 4th meeting, on 27 March 2006.

11. At the 2nd meeting, on 13 March 2006, the Commission, on the recommendation of its officers, decided, without a vote, to suspend the session for one week until 20 March.

12. At the 3rd meeting, on 20 March 2006, the Commission, on the recommendation of its officers, decided, without a vote, to suspend the session for one week until 27 March.

13. At the 4th meeting, on 27 March 2006, statements were made by the following speakers:

(a) Mr. Manuel Rodríguez-Cuadros, Chairperson of the sixty-second session of the Commission;

(b) Ms. Louise Arbour, the United Nations High Commissioner for Human Rights;

(c) Mr. Makarim Wibisono, Chairperson of the sixty-first session of the Commission.

F. Meetings, resolutions and documentation

14. As indicated in paragraph 1 above, the Commission held four fully serviced meetings.

15. The text of the resolution adopted by the Commission at its sixty-second session is contained in chapter I of the present report.

16. Annex I contains the agenda of the Commission as adopted.

III. Statements focusing on the role of the Commission

19. At the 4th meeting, on 27 March 2006, statements focusing on the role of the Commission were made by the following speakers:

IV. Procedural resolution on the closure of the work of the Commission

21. At the 4th meeting, on 27 March 2006, the Chairperson introduced a draft resolution (E/CN.4/2006/L.2) concerning the closure of the work of the Commission on Human Rights.

22. The draft resolution was adopted without a vote. For the text as adopted, see chapter I of the present report.

V. Adoption of the report of the Commission on its sixty-second session; Chairperson’s closing statement; closing of the session of the Commission

23. At its 4th meeting, on 27 March 2006, the Commission considered the draft report on its sixty-second session. The draft report, as contained in document E/CN.4/2006/L.10, was adopted ad referendum, and the Commission decided to entrust the Rapporteur with its finalization.

24. At the same meeting, the Commission, at the proposal of the Chairperson, observed a minute of silence in honour of the victims of all forms of violations of human rights in all regions of the world.

25. Also at the same meeting, the Chairperson of the sixty-second session of the Commission, Mr. Manuel Rodríguez-Cuadros, made a closing statement. A summary of that statement is contained in the summary record of the meeting (E/CN.4/2006/SR.4).
