49 Human Resource Development Human Resource Development In 2015, 1,459 officers/staff had attended 131 courses including training, workshops and seminars. Out of this, 34 courses were conducted internally with the involvement of various resource persons from within the department, and 97 courses were lead by external bodies such as; Training Institute of State Public Services (INSAN) and National Institute of Public Administration (INTAN). The number of officers/staff attended the training is tabulated in Table 6.1 – 6.3. In addition, the Human Resource Development Division (HRD) also received and processed application from officers to sit for the Sabah State Civil Service Examination (Peperiksaan Perkhidmatan Awam Negeri Sabah), which is crucial to evaluate the workforce efficiency level as well as to fulfill the requirements for the post confirmation. The HRD was also responsible as the secretariat for the Human Resource Development Panel that identifies eligible staff to receive the annual “Excellent Service Award”. The award, which was presented in the department’s Annual Event, ie. Malam Inovasi, was a platform whereby outstanding staff of the department are being recognized and rewarded for their excellent work performance done in 2014. ACTIVITIES IN 2015 (HUMAN RESOURCE MANAGEMENT)A. Special Induction CourseBased on State Public Service Department Circular (7/2013), the Program Transformasi Minda (PTM) was implemented to replace the Induction Course as a requirement for post confirmation in the department. Sabah Forestry Department officers/staff that do not have permanent posts are require to attend this course and the lecturers are officers from the Sabah Forestry Department.The objective for this course is:• To provide a comprehensive understanding on the organization of department, the history, objectives and functions, and

sustainable forest management.• To provide a comprehensive understanding on the relevant regulations, such as Sabah State Civil Servants 2008, Safety

Instructions, ICT Security Policy, Financial Events, Fail Meja and the procedures of transfer of asset management & government stores.

Participants with Sabah Forestry Director, Datuk Sam Mannan and secretariat from the Human Resource Development Division during the “Kursus Sesi Penerangan Siri/1 2015”. (27 - 29 January 2015) SFD Headquarters.

B. Work Manual Procedures (MPK) and Fail Meja (FM) This courses was organized by PSM in collaboration with PAI. The main goal of this course was to ensure that all employees of the Department have a fail meja. The training had provided some guidelines and also the understanding in preparation of a fail meja to the target group.
