Background (B)
• Africa currently supplies
about 12% of the world’s
oil and has significant
untapped reserves
estimated at 8% of the
world’s proven reserves.
• From proven oil reserves
of 132 billion barrels,
Africa produced nine
million barrels of crude oil
per day (bbl/d) in 2011.
• 81% of this production
came from Nigeria, Libya,
Algeria, Egypt and Angola
in 2011

Enabling Strategies...
Case Study - Singapore:
The Singapore Workforce Skills Qualifications (WSQ) is a national credentialing
system, developed and managed by the Singapore Workforce Development Agency
(WDA). The WSQ system trains, develops, assesses and recognizes individuals for
competencies that companies are looking for.
Based on national standards developed by the Workforce Development Authority
(WDA) in collaboration with various industries, WSQ comprises industry sectoral
frameworks which serve to:
• Enhance labour market flexibility and skills portability in growing industry with high
demand for skilled workers and professionals

Enabling Strategies...
Africa’s strength can be tapped from its human capital in diaspora. For
example, according to United Nations statistics, there are 3.25 million
Nigerians living and working in North America today. Of this, 115,000 are
medical professionals; 174,000 are IT professionals, 87,000 are
pharmacists, 49,500 are engineers and 250,000 are legal, financial, real
estate and business related professionals. This is a resource base
which various Africa nations possess and can harness just as the
nation of Israel.

Enabling Strategies...
• Africa’s is lagging behind in
scientific research production as
measured by the number of
published articles in peer-
reviewed journals. From 1997 to
2008, Africa’s output of 27,000
papers is equivalent to the output
of the Netherlands.
• Africa has only one web domain
for every 10,000 people compared
to a global average of 94.
• This can be curbed and reversed
by Africa increasing and
encouraging research networks.

Enabling Strategies...
Knowledge Producers
Knowledge Consumers
1. Creation of database or information systems for policy, skill, career
and entrepreneurial development in Africa’s oil and gas producing
nations.
2. Appropriate and enabling policies that will act as incentives to the
oil and gas industries to train Africa’s workforce in key areas that
will ultimately impact in oil and gas production.
