EATON RAPIDS - New city manager Jon Stoppels, 52, says his recent move to Eaton Rapids is a lot like coming home. Part of the reason is that Stoppels’ wife of five years, Barb McKessy, co-owner of an Okemos hair salon called Ultimate Image & Esthet- ique, was born and raised here and graduated from Eaton Rapids High School. She’s already given him the local grand tour - sever- al times. Another part of the rea- son is how comfortable Stoppels felt interacting with those in the local com- munity who were consider- ing him for the city manager job. “It was a great inter- view,” he said. “You can tell when it (the job) is a good match.” Then there was the added perk of aban- doning his daily three-hour or more commute to Frank- lin, Mich., where he had served as village administra- tor for the last nine years. Stoppels says he told city officials that, since it only takes him 20 minutes to get to work now, he can give to Eaton Rapids the other three and a half hours that he used to spend on the road. Great potential He’s convinced that this city, the only Eaton Rapids in the world, has great po- tential to grow and become a “destination site.” He ticks off its attributes that in- clude the English Inn, the attractive downtown, and, perhaps most important, ac- cess to the river. Stoppels even has a sort of exotic slogan already in mind: “Come south to the island,” with its images of water and sun and whatev- er else makes up the good life. “Downtown is a place just waiting to take off,” he says. Already in the works is a chili cook off planned for Sat., Nov. 6, in the ren- ovated Hamlin Court and dubbed a “TGID” party. That stands for “Thank God It’s Done,” a heartfelt salute to the end of the downtown construction. The proposal is not a re- quest for new taxes. Instead, its passage would represent a continuation of the current school millage rate of 7 mills. Passage of the bond proposal would generate over $25 mil- lion over the next 30 years. This request targets a va- riety of district needs, in- cluding repair of building infrastructure, renovations to improve security, student- centered technology for all grades, technology purchas- es and classroom renovations for the “New Tech High School” program, a remodeled high school auditorium, new school buses, site improve- ments such as playgrounds and sidewalks, enhancements to athletic facilities, energy- saving site improvements and “green” initiatives. Questions, answers The school district has pro- vided answers to a number of “frequently asked questions” (FAQs) about the bond pro- posal. The following are some of the general questions along with the answers: Q: When did the district decide to ask for this ballot proposal? EATON RAPIDS — ThisNovember, the Eaton RapidsPublic School District will askvoters to approve a bond pro-posal.

The proposal is not a re-quest for new taxes. Instead,its passage would representa continuation of the currentschool millage rate of 7 mills.Passage of the bond proposalwould generate over $25 mil-lion over the next 30 years.

the district to have some new equipmentfor the start of the school year.

Q: Is there a clear, comprehensiveplan for spending the money?

A: Before putting the proposal on theballot, the district was required to sub-mit a plan for spending the money to thestate for approval. That plan has beendeveloped, submitted and approved. Theplan is comprehensive and takes into ac-count the district’s needs at this time.However, the plan does allow for chang-es and re-working of item specifics astime goes on.

Q: Why is the district asking for abondnow,especiallyconsideringthecur-rent state of the economy?

A: The economy was and is an impor-tant consideration. The school board de-cided to ask voters to approve the bondat this time for the following reasons:

1) All school districts are “rated” ac-cording to their financial strength andbonding ability. The Eaton Rapids schooldistrict currently has a very favorablerating. However, due to the current eco-nomic conditions in Michigan, that ratingwill go down in coming years. Bondingnow, rather than waiting, will give thedistrict a significant financial advantage.

2) All public school facilities require

upgrades to stay current and competi-tive, and to provide a top quality learningenvironment for students. Eaton Rapidsis no exception.

3) Interest rates, construction, andmaterial costs are currently low.

4) Improved schools help preservehome, business, and property values.

5) Passage of the bond would helpstimulate the local economy as newwork will be generated for local qualifiedcontractors and suppliers.

6) Passage of this bond at this timewill not increase an individual homeown-er’s current property tax millage rate.

Q: How much will the bond cost me?A: The money gained from any school

bond is generated by property taxes. Formany years, district residents who payproperty taxeshavebeenpayingaschoolmillage. The current rate is 7 mills. If thisbond passes, that rate will stay the same.Passage of the bond would not repre-sent a tax increase. Rather, the amountof time to pay off the construction willbe extended another 11 years.

Q: If the bond proposal passes, howlong will district property owners haveto pay off the school millage?

A: If the bond passes, property own-ers would pay the current rate of 7 millsuntil the year 2039.

Q: If the bond proposal does NOTpass, when will district property ownersstart to see a decline in the currentschool millage rate (7 mills)?

A: District property owners will notsee a decrease in the current school mill-age rate until 2019.

Q: Improvingstudentsafetyandbuild-ing security is identified as one of thethings the bond would target. What safe-ty improvements would be made?

A: Passage of the bond would allowfor the following safety enhancements:

1) Change the people flow into thebuildingsatGreyhoundIntermediateandthe High School. The entrance to theMiddle School is a good example ofhow the district would like to see schoolbuildings accessed. It allows staff to wel-come visitors as well as keep track ofwho is in the building.

2) Add sidewalks down GreyhoundDrive in front of Lockwood, as well as be-tween Lockwood and Greyhound Cen-tral.

3) Place additional security camerasand lighting in parking lots and buildingentrances. A keyless (pass-card) entrysystem to buildings is also planned.

My husband and I keep a pad and pencil in our car, be-cause we often are struck by the phrases or admonitions onbillboards and roadside signs. Wanting to retain the flavorof these simple, but often thought-provoking phrases, we jotdown the themes and reserve them for further pondering and

As autumn approaches, and welook at our community with an eye towards its future and theinevitable change that never ceases to happen, I am remindedof a phrase we saw not toolong ago along a busy high-way. Simply and succinctly itencouraged readers to “Prayfor a good harvest, but con-tinue to hoe.” What a richbit of encouragement that wecan all take to heart. Certain-ly we want our town to pros-per and be a wonderful placeto live, but we must continueto strive to improve it. We are fortunate that we are in themidst of a newly constructed main street with improved side-walks, newly paved streets, bright new street lighting, and

a partially new sewer system. These are wonderful new up-grades to our community, and we can be exceedingly thankfulfor these advancements. But—we are never through, and, aswe all know, there is always more to do and more that can bedone. Incrementally, we are building the assets of Eaton Rap-ids, project by project, and in doing so, our town becomesenhanced. “Continue to hoe,” is a metaphor that we need toremember, and is something each of us can do as we makeour individual contributions and participation in the enhance-ment of our town. Let us be thankful for what we have, butwe must keep our efforts continuing. A new season is uponus, new opportunities will emerge, and your asset board isdedicated to new and innovative programming for our youthand our citizens. CHARLOTTE — The Barry-EatonDistrict Health Department is not pro-viding influenza vaccine for any adultsor for children with private insurancethat pays for vaccines. Influenza vac-cine will continue to be available atthe Health Department to children whoqualify for the Vaccine for Children Pro-gram. To qualify, children must haveMedicaid, no insurance, or insurance

that will not pay for flu vaccine. “Ourpolicy is not to replicate services of-fered by other providers in the commu-nity,” said Steve Tackitt, health officerat the Health Department.

The announcement is to remindthose who usually receive their fluvaccine from the Barry-Eaton DistrictHealth Department to seek another vac-cine provider. Many private physicians

OLIVET — Olivet Col-lege will dedicate its newRiethmiller Blackman ArtBuilding during a ceremo-ny Saturday, Oct. 9 at 9:30a.m. on Main St., next tothe college’s Burrage Li-brary.

The event takes place aspart of Olivet’s 2010 Home-coming, which is themed,“Celebrate the Arts.”

Charles Blackman,Ph.D., a 1946 Olivet grad-uate, and the late Rev. Dr.Peggy Riethmiller Black-man contributed a lead gifttoward the $3 million facil-ity.

OLIVET — Olivet College’s radio station, 89.1 WOCR, willbe producing live coverage of high school football gamesthis fall. The new programming, “Football Friday,” will in-clude coverage of Friday night games featuring Olivet, Bel-levue, Charlotte, and Marshall high schools. WOCR’s sportsteam, senior Jeff Matthews and sophomore Matt Weaver,will anchor the live broadcasts, which began Aug. 27.

Broadcasts of “Football Friday” will begin 15 minutes pri-or to game time each week through Oct. 22.

WOCR is an FCC-licensed noncommercial station broad-

casting at 89.1 FM and streaming live on the Internet atwww.wocrfm.com.

WOCR moves to its new frequency of 89.1 this fall, haspurchased new transmitting equipment, and will increase itspower to 500 watts, according to Journalism and Mass Com-munication Program Director Gary Smith, who also servesas faculty advisor to WOCR.

Smith says coverage of high school football games will“expand WOCR’s service to the community and give OlivetCollege students more opportunities to develop their broad-

OLIVET — Olivet College will celebrate its 2010 Home-coming Friday through Sunday, Oct. 8 to 10 with the theme,“Celebrate the Arts.” Activities for Friday include a winetasting fundraiser and silent auction to benefit the college’snew Riethmiller Blackman Art Building from 5:30 to 7:30p.m., as well as “A Celebration of Theatre” at 8 p.m. at theOaks Theatre in downtown Olivet.

Saturday includes a dedication ceremony for the Rieth-

miller Blackman Art Building at 9:30 a.m. At noon, the col-lege will honor grand marshal Don Rowe, professor of artat Olivet, and Distinguished Alumni Award recipients Gay-la Fox, Dominic Livedoti and David Sly at the Kirk Centerdining hall. The Comet football team will take on MichiganIntercollegiate Athletic Association rival Adrian College at2 p.m. at the Cutler Athletic Complex.

EATON RAPIDS - Eaton Rapidskickers came up short against league-leading DeWitt, falling to the Pan-thers 5-2 Sept. 21.

If the Greyhounds can take con-solation in a loss, it would be thattheir two goals were the most scoredagainst DeWitt by any team this sea-

son. In the Panthers’ first nine gamesthey allowed only one goal in regula-tion.

Eaton Rapids gave up three goalsin the first half. The Greyhounds’Ryan Tomlinson booted in two goalsearly in the second half to cut thePanther lead to 3-2. Shane Zimmerhad assists on both of Tomlinson’sgoals.

Sir Ken Robinson, a noted English educator, says that“education is about developing human beings, and humandevelopment is not mechanical or linear. It is organic anddynamic.”

Even during the declining budgets in the past couple ofyears, we at ERPS have believed in the essence ofMr. Robinson’s views. We try to educate the wholechild and offer a completeand comprehensive educa-tion that includes visual andperforming arts. With ourgreat teaching staff, we havebeen able to do this for chil-dren at every grade level.

For our students, thestudy of music, art, dance,and theater carries its ownset of technical skills, academic content, and thought pro-cesses. Research has shown that these artistic skills helpin critical thinking ability, concentration, self-discipline,and cooperative learning.

Now all of this development and learning can happen ina classroom and a stage is not required. But students ofall ages like to perform on a stage before a crowd. Whileour auditorium has had some upgrades, it is the same age

as the high school.This proposal before you on the Nov. 2 ballot includes

renovation of that auditorium. We would use existingspace for the seating but expand the stage into the schoolparking lot. Our acoustics system would receive a majoroverhaul.

The auditorium gets used for K-12 music performances,school plays, as well as major high school performancesfrom our bands, choirs, actors, and actresses. We welcomecommunity groups like Lisa’s Island City Dance Centre andChildren’s Creations to have their performances there. Wehave held reunions, funerals, and assemblies for commu-nity members here as well as other important school meet-ings for recognition and information.

In education, and especially the arts, we like to shareour highest achievements in a way that allows a high levelof communication. This communication can cut acrossmany cultures and often finds a universal language throughperformances. Creating, performing, and responding tothe arts is vital to a broader development of all of us.

It would be great to see performances and this develop-ment occur in an updated facility that allows our perform-ers and their guests to feel special.

SURE is the permanent crop disaster program provisionof the 2008 Farm Bill. Producers with losses in the 2008 cropyear have until Sept. 30 to submit a SURE Program appli-cation with the USDA’s Farm Service Agency.
