INTRODUCTION

1.1 Project Description

Thang Long Joint Operating Company (TLJOC) was established by Petroleum Contract to operate

Block 15-2/01 offshore Vietnam in 2005. Block 15-2/01 geologically resides in the Cuu Long Basin, off

the south-eastern Vietnamese coastline in an area of 2,832 km2 and has an average water depth of

less than 50m. The fields are approximately 130 km east – southeast from Vung Tau city.

The Development is expected to consist of the following facilities:

A Well Head Platform (WHP) located at the HSD field

A Well Head Separation Platform (WHSP) located at the HST field

Tie-in to Hoang Long JOC’s Te Giac Trang (TGT) facilities

Interconnecting subsea pipelines

Fluids from the HSD wellhead platform are sent to HST via subsea pipeline.

HST wellhead/separation platform is the hub for the TLJOC Block 15-2 development. All HSD and

HST fluids route via the HST platform. At HST the liquid and gas are separated for the purposes of

commercial allocation metering. Following metering, the liquid and gas are recombined and sent to the

TGT H1 platform. At TGT H1 the HST and HSD fluids are comingled with TGT H1 fluids and sent to

the TGT H1 FPSO for processing.

Lift gas and injection water are provided by the TGT FPSO to HSD and HST platforms.

1.2 Scope of Specification

This specification covers the minimum requirements for the design, material supply, fabrication,

inspection and testing, painting, documentation and shipment, offshore installation and performanace

testing of Microturbine Generator Housing for installation on HST Well Head Separation Platform as

part of HST Full Field Development & HSD Early System Development Project, Block 15-2/01,

offshore Vietnam.

The VENDOR shall ensure that all equipment and services supplied meet the requirements of this

Specification and of the codes, standards and specifications nominated herein, whether VENDOR

supplies the equipment or services directly or by SUB-VENDOR.

2.4 Order of Precedence

The Project Datasheets, complete with the Project Drawings, Project Specifications and this

Specification, are considered the overall governing documents determining VENDOR’s Scope of

Supply and Requirement. In the event that there are conflicts with items or information contained

within these documents, the following order of precedence shall be used when interpreting the

information of PURCHASER provided documentation and references:

3. SCOPE OF WORK

The VENDOR’s scope of work shall be in accordance with this document, datasheets and codes and standards specified therein. Any work not specifically mentioned but otherwise required as per statutory rules/ codes, standards/ specification and/or for the completion and operation have to be done by VENDOR.

The VENDOR shall submit full technical details of the package design, which meets the requirements, detailed herein. Aspects of the requirements, which cannot be met, shall be identified and the variances explained.

The requirements set out in the specification shall not be construed to eliminate consideration of the VENDOR’s standard design or off the shelf equipment. Company may accept the manufactures standard design, if found to be suitable for purpose and equivalent to the technical requirements of this specification.

The VENDOR shall provide any material, equipment and other accessory items, over and above that specified herein, which is required to provide a safe workable and efficient unit. The VENDOR shall have single point responsibility for all aspects of work, inclusive of components subcontracted or purchased from other Sub-Suppliers.

The VENDOR shall conduct offshore survey on HST Platform to verify preliminary engineering and before proceeding with the detail engineering for the housing.

VENDOR shall verify the MTG package dimensions for design of the housing, ensure adequate space for access to valves, instruments, components, etc. within the housing and adjacent for connection and interconnection and easy removal of equipment components and space for future expansion (if applicable).

VENDOR to carefully review HST equipment layout and 3D model to aware all obstruction, operation and maintenance area, safety respect for design, fabrication and installation.

The supply shall include but not be limited to:

Mechanical and structural design of the housing, including all attached components (doors, louvers, heat insulation, etc.)

Calculation and sizing for all louvers /and heat insulation to ensure normal operation of Microturbine Generator with consider all aspects of airflow, water ingress protection, temperature and pressure drop.

Development of shop drawings for fabrication and erection, including interfacing with PURCHASER’s design staff (on various aspects of Mechanical, Structural) and interpretation on developing shop fabrication drawings and documents.

Procurement of all the housing components including doors, louvers, etc., per approved design/drawings. This procurement by VENDOR shall include all the required welding consumables and related items like jigs/fixtures etc., to site-weld/assemble all the loose supplies.

Shop fabrication, assembly, heat-treatment (where required), testing and certifications of all other shop fabricated components.

Weekly Pprogress reporting on all procurement, fabrication and erection activities.

Guarantee and warranty complete for the package and supplied items

Lifting lugs

4. GENERAL REQUIREMENTS

4.1 Operation and Design Life

The equipment shall be designed for minimum service life duration of 20 years.

4.2 Environmental Conditions

The equipment will be installed outdoor on HST WHSP, Block 15-2/01, offshore Vietnam. The

equipment shall be designed for the site conditions defined as below.

Ambient Temperature: 20.7 oC (minimum) to 34.2 oC (maximum)

Environment: Salt Laden Tropical Marine Environment99% relative humidity @ 30oC

Wind: 44 m/s at 10m above MSL (3-sec gust with return period of 100 years)

Seismic: Seismic Load shall not be considered.

4.3 Units of Measurement

In general, the International Systems of Unit (SI) will be used in all design, engineering documents and

drawings. Where standard equipment is supplied in Imperial units, the SI units shall be shown along

with Imperial units in brackets.

Preferred units are as per Appendix 2.

4.4 Hazardous Area Rating

The equipment shall be installed in hazardous area rating as specified on relevant Project Datasheets.

4.5 Transportation Loads

The finished housing will be transported by vessel, lifted up and installed on location of Microturbine

Generator on maindeck of HST platform. In order to accommodate this, the equipment shall be

designed to suit the following transportation loads, in addition to gravity:

Horizontal: 0.60g

Vertical: ±0.35g

If required, the VENDOR shall provide transportation supports for loading and transporting the

assembled and completed packages from VENDOR works by either road and/or sea.

4.6 Weight Control

The VENDOR shall exercise an active weight control system throughout the design and fabrication of

the equipment. The VENDOR shall submit an Equipment Weight Data with weight and centre of

gravity information.

4.7 Certifying Authority & Third Party Certification

VENDOR shall appoint, subject to COMPANY/PURCHASER approval, an independent Third Party

Inspection Agent which is a member of IACS for complete design review and inspection of the

supplied packages. VENDOR shall obtain design approval and certification by such Agent for the

packages.

In addition, the CERTIFYING AGENT appointed by the COMPANY shall verify the compliance of the

Vendor Equipment Package with the project requirement through reviewing documents and drawings

submitted by VENDOR, including documentation of Third Party Certification service. VENDOR shall

ensure that all comments, observations made by the CERTIFYING AGENT are complied unless

otherwise agreed in writing by COMPANY/PURCHASER.

4.8 Guarantee and Warranty

The VENDOR shall have final responsibility for the design and performance of all equipment as

described in this specification.

The VENDOR shall comply with the provision of Guarantee and Warranty as stipulated in the Terms

and Conditions of PURCHASE ORDER and/or Contractual Documentation. Acceptance of Guarantee

and Warranty shall be indicated in the Tender.

5. TECHNICAL REQUIREMENT

5.1 General

The housing is designed to cover the HST Microturbine Generator (01G-8101) to prevent it from direct

rain, ensure no water ingress to the air inlet ducting of Microturbine in order to make a stable operation

of the machine. The housing purpose also directly protects all components inside from external objects

and water during operation and maintenance.

All aspects of air flow requirements, wind direction, ingress protection, pressure drop, temperature,

heat emission, sun radiation heat, sound issue, etc. shall be considered and studied carefully for

designing a housing to comply with the above functions.

The following requirements for proper operation of MTG shall be met strictly with the installation of

housing over MTG.

- Air flow: min. 6200 24960 cfpm

- Temperature at Inlet Ducting: max. 50 40 oC

- Water ingress protection: prevent min. 95% water under 25m/s wind speed (or AMCA 500-L-

12 Class B)

- Pressure drop: TBA

All side walls shall be removable type panels so that they can be disassembled if high temperature

occurs inside the housing during the hottest months of the year.

Louvers shall be designed, fabricated by professional and well-known manufacturers, the louvers shall

be tested and certified as per AMCA 500-L-12 Class B.

Heat insulation shall be provided on panels and roof to prevent inside temperature of the housing

increasing due to sun radiation heat.

Hot work on platform shall be minimized and maybe just apply for base frame attachment.

The housing shall be designed with structural beam inside to support for engine removal.

The housing shall be factory assembled steel building. All loose supplied items shall be delivered

together with appropriate tools and assembly method.

The housing shall be designed such that easy removal of MTG package components for periodic

maintenance and complete MTG package change out..

5.2 Structural

5.2.1 General

The Structural framing shall be designed in accordance with the Structural Basis of Design – GEN-0-00-S-DB-1001.

VENDOR will be provided with AFD drawings and calculations. Supplier will be required to take those to AFC status based on final equipment weight and sizes.

Unless otherwise specified, the housing shall be designed to provide a uniform loading of no less than 12 kPa to the underlying beams of the supporting structure. All structural steel materials shall be conformed to Structural Steel Material Specification – GEN-0-00-S-SP-0001.

5.2.2 Structural Base

Welding shall be sequenced to minimize distortion.

All exposed metal corners shall be trimmed round and ground smooth. Ends of all tubular structural members shall be covered with plate and seal-welded.

Any crack, gaps, and crevices that cannot be accessed for proper surface preparation and coating shall be sealed from the atmosphere by covering with plate and seal welding.

Floor plate shall be completely seal welded to all structural beams, support framing and stiffeners on the skid. Skip welding shall not be acceptable. A gentle gradient to be provided on the floor to allow liquid to collect at an accessible location.

5.2.3 Framing

Housing frames shall be constructed as a rigid, self-supporting steel structure welded to the skid base. Roof framing shall be designed to support any additional dead load suspended from the roof.

Opening in walls for doors, louvers and other purposes shall have structural frames and be fully sealed to the same ratings as walls.

The frame shall have beams designed to support for MTG engine removal.

The housing structural framing shall be designed in accordance with the requirements of the AISC Manual for Steel Construction – AISC-ASD 9th Edition. Documentation for this analysis shall be provided for COMPANY review and comment and shall bear the stamp of a Registered Profession Engineer

5.2.4 Exterior Walls and Roof

No opening or penetrations shall be allowed on the roof.

All closures in walls and roof shall form an incombustible, watertight seal around all penetrations. Walls and roof shall be designed to achieve the safe fire ratings.

For housing designed using the “stresses skin” approach, VENDOR shall demonstrate the method for simulating walls and roof to accurately represent the stiffness of these items. Calculations shall be prepared demonstrating that stresses in these items are within the permissible range for COMPANY review and comment.

5.2.5 Lifting and Lifting Eyes

The housing shall be designed for single point lifting. There shall be no permanent distortion of any housing components as result of the lifting operation.

All lifting eyes and their points of attachment shall be designed in accordance with API RP2A. Scope of supply shall include spreader bar (if required), sling and shackle. Lifting eyes capacity to be permanent engraved on the side for reference.

Lifting eye plates and welds shall be ultrasonically tested. Material type of lifting eyes shall be high strength material (min-yield strength 345 MPa) with through thickness properties.

Lifting arrangement, design, and drawings, including material takeoff, centre of gravity calculation, designation of spreader bar (if required), sling and shackle, shall be reviewed and commented upon by COMPANY. Special note to be reviewed to ensure maximum distance between lifting gears and load will not be obstruction when moving load.

The centre of gravity location and weight shall be verified by weighing the competed unit.

The lifting points shall be at the main steel.

Lift eyes to be suitably welded for all side walls with removable type panels so that they can be disassembled if high temperature occurs inside the housing during the hottest months of the year

Vendor shall site survey to ensure the lifting capacity of platform crane in term of load, radius and head.

5.2.6 Welding

All structural welds shall be continuous and full penetration for joints between members.

Structural welding shall be performed in accordance with AWS D1.1 (latest edition) Welding Procedure & Performance Qualification – GEN-0-00-SP-0002 and Welding and Fabrication Offshore Specification – GEN-0-00-S-SP-0003.

Only automatic submerged arc (SAW), manual shielded metal arc (SMAW) and gas-shielded flux core arc (GFCAWW) welding processes shall be used.

5.3 Construction

5.3.1 Thermal Insulation

Thermal insulation shall be applied to MTG housing envelope; walls and roof shall be insulated to prevent heat from coming into the housing.

Aluminum foil vapour barrier shall be factory laminated onto the exposed face of any insulation. The vapour barrier shall be 30 micron thick, comprising 2 layers of vapour barrier compound with scrim cloth in between. In addition the insulation under the housing shall be installed with a stainless steel wire netting.

5.3.2 Doors

All hinged door shall open outwards in the normal direction of escape. Open door shall not obstruct escape routes; otherwise exit doors shall be recessed. In case of limited space constraint, sliding doors shall be used. Escape door shall be designed for easy opening from either side.

Rain Shields shall be provided over all exterior doors.

Inspection window to be provided.

6. FABRICATION AND ERECTION

No fabrication shall begin until the PURCHASER has reviewed the VENDOR’s detail shop drawings

and given written notice to proceed.

Fabrication shall be in accordance with the specified design code and approved design drawings. Any

proposed modifications subsequent to this review must be submitted to the COMPANY for agreement

before implementation.

7. INSPECTION AND TESTING & COMMUNICATION

VENDOR shall provide necessary test to ensure operating and function of housing.

Vendor shall submit their Inspection & Test Plan for purchaser’s approval. VENDOR shall also provide

all documents and perform mechanical completion inspection for all installation.

8. PROTECTIVE COATINGS

Protective coatings shall be provided in accordance with “Painting and Protective Coating

Specification”, GEN-A-TS-P-SP-0007, unless otherwise specified.
